About this file

This is a Request for Proposal (RFP) for repair and modernization of the airfield lighting system at Volk Field Air National Guard Base in Camp Douglas, Wisconsin.

The Government seeks commercial construction services to replace the existing outdated airfield lighting system, including runway in-pavement and edge lights, runway approach lights, taxiway edge lights, and a relocated lighting vault with constant current regulators and backup generator. The work must comply with current Unified Facilities Criteria and applicable military airfield standards, with a phased approach allowing the airfield to remain operational except during runway and approach lighting replacement. The contract is a firm fixed-price award for one base CLIN and three option CLINs covering the complete scope of work. Performance period extends from September 21, 2026 (estimated Notice to Proceed) through February 13, 2028, for a total of 510 days. Liquidated damages are assessed at $2,129.11 per calendar day of delay plus $153.00 in legal costs if applicable.

The RFP is issued by the Wisconsin National Guard, with sealed bids due by 05:00 PM local time on July 7, 2026. Proposals require five volumes addressing Management Capability (20 pages maximum), Past Performance (18 pages), Small Business Participation (15 pages), Cost/Price (no page limit), and Solicitation/Certifications documents. Evaluation criteria emphasize Management Capability as approximately equal to combined Past Performance and Small Business Participation factors, with non-cost factors significantly weighted above price. All prime offerors must meet minimum quantitative small business participation requirements: 32% Small Business, 5% Small Disadvantaged Business, 6.9% Women-Owned Small Business, 3% HUBZone, 2% Veteran-Owned, and 4% Service-Disabled Veteran-Owned. A proposal bond on SF24 form and performance and payment bonds are required. The Product Service Code is J062 (Special Trade Contractors, Electrical Work).

BASIS FOR AWARD (Section 00 22 00)

4. GENERAL INFORMATION

4.1. This solicitation is for a Firm Fixed Price Contract. The Government intends to award a single contract to a qualified Offeror deemed responsible in accordance with the RFO Federal Acquisition Regulation (FAR), whose proposal conforms to all the RFP's requirements and is judged to represent the Best Value to the Government in accordance with the selection plan set out in this solicitation. The award will be made based on the best overall (i.e. best value) proposal that is determined to be the most beneficial to the Government, with appropriate consideration given to four (4) evaluation factors: Management Capability, Past/Present Performance, Small Business Participation and Price. In terms of the relative importance of the factors, the Management Capability factor is approximately equal to the Past Performance and Small Business Participation factors combined and , the non-cost factors are significantly greater when combined than Price. To receive consideration for award, a rating of no less than "Acceptable" must be achieved for the Technical factor (to include all subfactors) and the Small Business Participation factor. Additionally, any other than small business offeror must have an acceptable Small Business Subcontracting Plan to receive an award in accordance with FAR 19.109(a). Offerors will be cautioned that the award may not necessarily be made to the lowest cost offered. Notice of Price Evaluation preference for HUBZone Small Business Concerns (Feb 2026) (Deviation 2026- O0038) (a) Evaluation preference. (1) Offers will be evaluated by adding a factor of 10 percent to the price of all offers, except- (i) Offers from HUBZone small business concerns that have not waived the evaluation preference; and (ii) Otherwise successful offers from small business concerns.

4.2. To arrive at a Best Value decision, this acquisition will utilize the FAR Part 15.103-1 Tradeoff Approach unless the lowest priced offeror (with a price deemed reasonable) is also deemed to be the highest rated in terms of non-price evaluation criteria. If the lowest priced offeror is also the highest rated in terms of non- Price Factors, no tradeoff is necessary. Further, there is no tradeoff necessary between any offer that is lower priced and higher rated in terms of non-Price Factors with respect to any other offers that are higher priced and lower rated for the non-Price Factors. While the Government and the Source Selection Authority will strive for maximum objectivity, the evaluation process, by its nature, is subjective, and therefore, professional judgment is implicit throughout the entire evaluation process.

4.3. The source selection process will be conducted in accordance with FAR Subpart 15.2 Evaluation and Award. Offers will be evaluated using the criteria listed in "Evaluation Factors for Award." Noncompliance with the RFP requirements may raise serious questions regarding an offeror's technical ability, past/present performance and/or pricing, and may be grounds to eliminate the proposal from consideration for contract award. Failure to include all information requested may adversely affect the evaluation. A proposal that merely reiterates or promises to accomplish the requirements of the RFP will be considered unacceptable. A proposal that is orderly and sufficiently documented will be easy for the Government to understand and will enable the Government to perform a thorough and fair evaluation.

4.4. The Contracting Officer will begin the evaluation process by conducting a proposal compliance review for all timely-received proposals for determination of basic proposal adequacy prior to providing the proposals to the evaluators. Failure to provide a complete proposal may result in the proposal being removed from further consideration for award. Failure to address any factor Management Capability, Past/Present Performance, Small Business Participation Plan, and Price or any sub-factor shall be grounds for elimination from evaluation and consideration for award.

4.5. Offerors must ensure that no pricing information is displayed in Volume 1 Management Capability, Volume 2 Past Performance or Volume 3 Small Business Participation Proposal.

4.6. Although the assessment of Past/Present Performance as a specific evaluation factor is separate and distinct from the Determination of Responsibility required by FAR Part 9, Past /Present Performance information obtained herein will be used during the Government's responsibility determination. The Government also reserves the right to obtain additional information solely for the purpose of making a responsibility determination from all offerors after receipt of proposals. Requests for responsibility information do not constitute discussions.

4.7. The Government intends to evaluate proposals and award a contract without conducting discussions, except for clarifications as defined in FAR 15.202. However, the Government reserves the right to conduct discussions if the Contracting Officer determines they are necessary.

Additionally, the Government reserves the right to establish a competitive range in accordance with FAR 15.204-1.

4.8. ENFORCEABILITY OF PROPOSAL: The proposal must set forth full, accurate and complete information as required by this solicitation. By submission of the offer, the Offeror agrees that all items proposed (if applicable e.g., key personnel, subcontractors, etc.) will be utilized for the duration of the contract and any substitutions require prior Contracting Officer's approval.

5. EVALUATION FACTORS FOR AWARD

5.1. The following evaluation factors and subfactors will be used to evaluate each proposal:

Award will be made to the offeror whose proposal is most advantageous to the Government based upon an integrated assessment of the evaluation factors and subfactors described below. The Government reserves the right to make award based upon the Cost/Price factor in the event that the Technical, Past Performance, and Small Business Participation evaluation results of all the offerors' proposals are substantially the same.

5.1.1. Factor 1: The Management Capability factor is further divided into the following subfactors:

1. Experience and Capability

2. Construction Schedule

3. Small Business Participation

4. Quality Control

The subfactors 1-4 will be rated in descending order of importance with Subfactor 1, Experience and Capability, being the most important.

Evaluation of the offeror's proposal shall address each subfactor as it applies to the Plans and Specifications. A detailed explanation of the criteria for the evaluation is set forth in the "Evaluation Approach", Paragraph C of this section.
