About this file

This is a Justification and Approval document for a sole-source procurement under Federal Acquisition Regulation 6.302-1(a)(2)(iii)(A) due to highly specialized services and substantial duplication of cost.

The procurement is for Monaco Enterprises, Inc. manufactured alarm system controls to support repair and installation of the Airfield Lighting Electrical Vault at Volk Field Air National Guard Base. The contracting activity is W50S9H – Volk Field ANGB, with the contract structured as a Firm Fixed Price Commercial Construction Service contract funded with Sustainment, Restoration and Modernization (SRM) funds. The estimated contract value is $15,000. The justification establishes that Volk Field currently utilizes a base-wide Monaco Enterprises fire alarm system incorporating a central reporting station at the fire station with transceivers in every building on base. The system is proprietary in nature, and no other manufacturer's equivalent products can communicate with or support the existing Monaco system. Installing alternative equipment would require substantial cost duplication not expected to be recovered through competition and would cause unacceptable delays. Market research was conducted through GSA Advantage, SAM.gov, recent local purchases, and commercial websites, confirming that the Wisconsin ANG and U.S. Air Force have previously awarded contracts utilizing Monaco Enterprises alarm systems. A Sources Sought was posted to sam.gov for the broader project and generated four responses. Fair and reasonable pricing will be determined using a competitive range analysis and comparison to an Independent Government Estimate. The Contracting Officer (Zachary R. Tevis) and Deputy Base Civil Engineer (Maj. Nicholas Crovetti) certified the justification's accuracy and approved the procurement on June 5, 2026.

Justification and Approval for for Other than full and open Competition due to Highly Specialized Services - RFO FAR

Part 6.302

1. Contracting Activity: W50S9H – Volk Field ANGB

2. Description of Action: This approval is for highly specialized manufacture and installation of specified alarm control equipment in a Firm Fixed Price (FFP) Commercial Construction Service contract funded with Sustainment, Restoration and Modernization (SRM) funds.

3. Description of Supplies/Services: Monaco Enterprises, Inc manufactured alarm controls to repair Airfield Lighting System project.

4. Authority Cited: 10 United States Code 3204(a)(1) (as implemented by 10 U.S.C. 3204(b)(B) and RFO FAR FAR 6.302-1(a)(2)(iii)(A)), Substantial duplication of cost to the Government that is not expected to be recovered through competition.

5. Reason for Authority Cited: Volk Field CRTC currently utilizes Monaco Enterprise, Inc equipment and systems for our base-wide fire alarm system. The overall system incorporates a central reporting station that is located at the fire station with transceivers located in every building on base and communicates back to the central reporting station. Monaco Enterprise, Inc's equipment/systems are proprietary in nature and no other manufacturer's equivalent products can communicate and support the current Monaco Enterprise, Inc system currently employed at this installation. To install another manufacturer's equipment/systems would require substantial duplication of cost to the Government not expected to be recovered through completion resulting in unacceptable delays in fulfilling the agency's requirements. This estimated cost for converting the entire installation to a new automated control system would be substantial.

6. Efforts to Obtain Competition: The government is aware of several Monaco Enterprices, Inc.

resellers on GSA Advantage and Open Market. This justification document will be made public at time of solicitation through the Government Point of Entry in accordance with RFO FAR 5.102(a)(6).

7. Actions to Increase Competition: If future alarm system requirements arise, the Government will continue to seek out vendors proposing cost-effective solutions that meet the Government's needs. For this requirement however, Monaco Enterprises, Inc. is the only manufacturer that can meet the Governments requirement.

8. Market Research: Market Research was conducted to determine the commercial availability of the required items. Market research was conducted by querying GSA Advantage, recent local purchases as well as SAM.gov for previous contracts and historical purchases. Additionally, market research was conducted via commercial websites to gain additional information on commercial availably. Market Research indicated that the WI ANG and the US Air Force have awarded several contracts utilizing subcontractors of Monaco Enterprises, Inc. alarm systems.

9. Interested Sources: A sources sought was not posted for this specific requirement because it is part of a much larger project specification. A Sources Sought was posted to sam.gov for this project and four responses were received.

10. Other Facts: Monaco Enterprises, Inc. manufactured alarm system is already in place at the installation.

11. Technical and Requirements Certification: I certify that the supporting data under my cognizance, which are included in the justification, are accurate and complete to the best of my knowledge and belief.

Typed Name: Maj. Nicholas Crovetti Title: Deputy Base Civil Engineer

Signature: Date:

13. Fair and Reasonable Cost Determination: I hereby determine that the anticipated cost to the Government for this contract action will be fair and reasonable.

Determination of Price Fair and Reasonable will be made using a competitive range as well as comparative analysis to the Independent Government Estimate (IGE).
