About this file
This is a pre-proposal conference presentation for a Request for Proposals (RFP) regarding repair and construction services for an airfield lighting system. The Wisconsin National Guard seeks to award a single firm-fixed-price contract valued between $10,000,000 and $15,000,000 to provide all plant, labor, transportation, materials, tools, equipment, and supervision necessary to repair the Airfield Lighting System at Volk Field Air National Guard Base in Camp Douglas, Wisconsin. The work is classified as commercial construction under NAICS code 238210, with a small business size standard of $19,000,000. The contract duration is 510 calendar days after notice to proceed, with an assumed notice to proceed date of September 21, 2026. The procurement is unrestricted and will apply the HUBZone price evaluation preference. Large business offerors must submit a Small Business Subcontracting Plan.
The proposal submission deadline is August 7, 2026, at 4:00 PM CDT, with all questions due no later than August 2, 2026, sent to zachary.r.tevis.civ@army.mil. The Government intends to award without discussions, meaning there may be no opportunity for proposal revisions. Proposals must be submitted electronically with an original bid bond received within five days of the proposal due date. Evaluation will be based on four factors: Management Capability (Technical), Past/Present Performance, Small Business Participation, and Price, with Management Capability being approximately equal to Past Performance and Small Business Participation combined, and non-cost factors significantly weighted over price. A minimum rating of "Acceptable" is required for the Technical and Small Business Participation factors to receive consideration for award. The pre-proposal conference and site visit were held on July 15, 2026, at 12:00 PM local time.
