About this file
This is a Questions and Responses document for Solicitation W912J2-26-R-A011 addressing clarifications on roof insulation specifications for the Repair Airfield Lighting System project at Volk Field Air National Guard Base. The document addresses a single submitted question regarding conflicting insulation requirements noted across multiple drawing details and construction specifications for the standing seam metal roof vault.
The government's response clarifies that the authoritative insulation specification is found on the Overall Roof Plan, Detail 1/AS-101, which requires two layers of 2.6-inch polyisocyanurate insulation for the roof deck. The government indicates that blanket insulation specifications referenced in section 07 61 42 (Steel Standing Seam Roofing) are incorrect and should be disregarded in favor of the polyisocyanurate roof deck insulation detailed on the drawings. The government notes that the latest corrected drawing set labeled "March 6th, 2026 (Revised)" has been uploaded to sam.gov to resolve these inconsistencies. This clarification ensures contractors understand the precise insulation system required for this fixed-price construction contract valued between $10 million and $15 million, with a project duration of 510 calendar days.

Solicitation W50S9H-26-R-A011 Repair Air Field Lighting System Questions and Responses dated 7/14/26
1. Please provide clarification regarding the roof insulation for the standing seam metal roof at the vault. Sheet AS-311 Detail 1 calls out (2) layers of 2.6” iso, Detail 2 on AS-311 calls out 6” of rigid insulation. Additionally, the standing seam spec talks about flexible faced blanket mineral wool with R-40. If we do the 2 layers of 2.6” iso, that will give an R30 and will be 5.2” thick and doesn’t align with the other detail or specifications. Can you provide clarification and direction on the desired insulation system at the roof of the vault?
Government Response:
**** the latest drawing set is being uploaded to sam.gov solicitation which is labeled “March 6th, 2026 (Revised)”.
1. Roof deck insulation thickness is not noted on Details 1 & 2/AS-311. Insulation thickness is noted on the Overall Roof Plan, Detail 1/AS-101 which states the insulation shall be (2) layers of 2.6” polyisocyanurate.
2. Blanket insulation specified in section 07 61 42 – Steel Standing Seam Roofing is incorrect. Provide polyisocyanurate roof deck insulation noted on the drawings.
