About this file
Summary
This is a Justification and Approval document for a sole-source procurement of Best Access Systems manufactured core/door lock equipment and installation services at Volk Field Air National Guard Base in Wisconsin. The estimated contract value is $1,000.00 for a Firm Fixed Price Commercial Construction Service contract funded with Sustainment, Restoration and Modernization (SRM) funds. The procurement is being awarded on an other than full and open competition basis under the authority of 10 United States Code 3204(a)(1), citing substantial duplication of costs to the Government that would not be recoverable through competition.
The justification establishes that Volk Field currently operates a base-wide door lock and keying system manufactured by Best Access Systems with a specialized hierarchical structure defining locking requirements for different buildings. Converting to an alternative manufacturer's equipment would require substantial costs and cause unacceptable delays in fulfilling operational requirements. Market research was conducted through GSA Advantage, SAM.gov, and commercial websites; a Sources Sought notice posted to sam.gov generated four responses. The document notes that the Wisconsin Air National Guard and U.S. Air Force have previously awarded contracts utilizing Best Access Systems subcontractors. Fair and reasonable pricing will be determined using a competitive range and comparative analysis to the Independent Government Estimate. The contracting officer and technical representatives certified the justification as accurate and complete on June 5, 2026.

5. Reason for Authority Cited: Volk Field CRTC The CRTC currently employs Best Access Systems for our base-wide door lock and keying system. The overall system incorporates a special hierarchy that defines the entire base set of buildings that require different locking cores for many different doors from building to building. The estimated cost for converting the entire installation to a new door lock and key control system is substantial.
6. Efforts to Obtain Competition: The government is aware of several BEST Access Systems on GSA Advantage and Open Market. This document will be made public after award through the Government Point of Entry in accordance with FAR 6.305.
7. Actions to Increase Competition: If future core/lock requirements arise, the Government will continue to seek out vendors proposing cost-effective solutions that meet the Government's needs.
For this requirement however, Best Access Systems is the only manufacturer that can meet the Governments requirement.
8. Market Research: Market Research was conducted to determine commercial availability of the required items.
