About this file
This is a Questions and Answers document for solicitation W912J2-26-R-A011, Repair Airfield Lighting System at Volk Field Air National Guard Base in Camp Douglas, Wisconsin. The Q&A document addresses 29 technical and administrative clarifications submitted by potential offerors, with responses from government technical experts dated July 31, 2026.
Key technical clarifications include: roof insulation specifications for the vault building shall consist of two layers of 2.6" polyisocyanurate (not blanket mineral wool); casing pipe sizing for underground utilities on taxiways C and D shall be increased to 12 inches ID to accommodate multiple 2-inch pipes; Class PM extruded polystyrene EIFS systems are required per energy code requirements; existing high mast poles are 80 feet in height; all new in-pavement light base cans within the runway shall include drain pipes extending 18 inches from the outer edge; and concrete encasement is required for all ducts under pavement surfaces and extending 5 feet out from pavement edges. Administrative clarifications address proposal submission requirements (resumes are included in the 10-page limit for Volume 1), Experience Modification Rate reporting periods (corrected to 2021-2025), and reference procedures for subcontracted experience (omit prime contractor POCs and provide government POCs instead). Procurement specifications require NRMCA-certified central mix plants with minimum 100 cubic yard per hour capacity for airfield concrete paving under specifications 32 13 14.14. The contractor must obtain a dig permit at least 10 calendar days prior to digging, with the government coordinating utility locating services. Runway closure dates (June 21 to August 31, 2027) are constrained and non-negotiable. The vault building must be powered and operational prior to end of March 2027. All electrical work references to Alliant Energy have been changed to contractor-performed work. Contractors must include costs to develop mix designs per required airfield paving specifications, as no recent approved mix design exists for the project.

Solicitation W50S9H-26-R-A011 Repair Airfield Lighting System Questions and Responses dated 7/31/26 Question Document 1.0 starts here.
1. Please provide clarification regarding the roof insulation for the standing seam metal roof at the vault. Sheet AS-311 Detail 1 calls out (2) layers of 2.6” iso, Detail 2 on AS-311 calls out 6” of rigid insulation. Additionally, the standing seam spec talks about flexible faced blanket mineral wool with R-40. If we do the 2 layers of 2.6” iso, that will give an R30 and will be 5.2” thick and doesn’t align with the other detail or specifications. Can you provide clarification and direction on the desired insulation system at the roof of the vault?
Government Response:
1. Roof deck insulation thickness is not noted on Details 1 & 2/AS-311. Insulation thickness is noted on the Overall Roof Plan, Detail 1/AS-101 which states the insulation shall be (2) layers of 2.6” polyisocyanurate.
2. Blanket insulation specified in section 07 61 42 – Steel Standing Seam Roofing is incorrect. Provide polyisocyanurate roof deck insulation noted on the drawings.

For the purposes of this solicitation, the option to submit cut sheets in place of a resume has been removed. Please refer to Amendment 1 Solicitation W50S9H-26-R-A011 SF 1442”. Section 00 21 00, paragraph 3.1.1.3.1 for updated terminology.
7. Subject: Section 3.1.1.2 Section 3.1.1.2 states that the Government will evaluate 'the offeror's experience with complex multidisciplinary project management and execution and how the offeror demonstrates an understanding of the contract's requirements taking this experience into consideration.' Please clarify whether 'the contract’s requirements' refers to the requirements of this solicitation or to the contract associated with each submitted experience project.
Government Response: ‘the contract’s requirements’ is ambiguous terminology and Section 00 21 00, paragraph 3.1.1.2 has been updated in Amendment 1 to ‘requirements of this solicitation’.
8. Subject: Section 6 – Submissions Section 6 states: 'Offerors discouraged from providing points of contact with another contractors' facility, i.e., in case an offeror (or one of his/her team members) is in a subcontract with another contractor who has submitted a proposal on the same requirement. Offerors shall provide and submit the prime contract number and all Governmental agency POCs in lieu of subcontract numbers or prime contract POCs in situations described above.' Please clarify the Government's intent regarding this requirement. Specifically, if an experience project was performed as a subcontractor to another prime contractor that may also be submitting a proposal, should the offeror omit the prime contractor point of contact and provide only the Government point of contact and prime contract number?
Government Response: Yes, omit the prime contractor point of contact and include the Gov’t POC and prime contract number. This prevents the government from checking a reference and notifying a competitor of your planned proposal submission.
9. Subject: Section 3.1.2.5 Section 3.1.2.5 requests three references for a predecessor company. If the offeror does not have a predecessor company, please confirm that no additional predecessor company references are required beyond the references submitted for the offeror in Exhibit D.

10. On taxiway C and taxiway D they are calling out an 8"ID Casing pipe with 5-2inch pipes in it, and those 5 pipes will not fit in an 8" casing pipe. Please advise.
Government Response: The inside diameter of the casing pipe for these locations should be increased to 12 inches.
11. On Taxiway B the drawings show 4-2" pipes inside an 8" casing pipe, and that will not fit either. The outside diameter of 2" pipe is 2.35" that will exceed the 8" inside diameter of the big pipe getting bored. Please advise.
Government Response:
12. EIFS section 07 24 00 calls for a Class PM System (extruded polystyrene hardcoat system). According to our Dryvit supplier, Dryvit does not make a PM System, which is extruded foam with a thicker stucco basecoat over it 1/4".
If there is no reason why the extruded hardcoat system is preferred, would it be possible to use a more common EIFS system, which uses expanded polystyrene foam (Dryvit Outsulation Plus MD system)?
Government Response: Class PM System with extruded polystyrene (XPS) insulation is required to meet energy code requirements. The use of any expanded polystyrene (EPS) systems is not permitted.
13. Do you have a summary of quantities for the electrical pipe and wire?
Government Response: Although the government cannot provide a summary of quantities, sufficient information is provided within the plan set to determine the required quantities.

Government Response:
See Sheet EA505 for detail “Figure 12”
21. On the Ductbank Identification on the top left of EA201 there is a symbol of a square outside of a square indicating that the ductbank is concrete encased. On the plans this square outside of a square only shows up on the 13w2”DB however in the details of EA502 it shows a detail for a 16w2”/2w4 and 2w2” DB. Please clarify which ductbank and single way conduit runs are concrete encased and which are direct earth buried. If there are direct earth buried conduits please provide detail.
Government Response:
All ducts under PCC or HMA surface shall be concrete encased. Concrete encasement shall extend (at a minimum) 5’ out from all pavement edges.
All new homerun routes shall be concrete encased.
All new ducts placed between new edge lights in turfed areas shall be placed per the detail below.
Refer to legend on EA201. Locations of concrete encasement are identified by brown line type.
22. Detail 4/EA504 has a note pointing to the drain conduit at the bottom of the new in pavement base can saying “Drain optional for air force and army, not required for Navy”, will a drain conduit be required for new in pavement base can in full strength pavement?
Government Response:
The existing edge light cans to remain along the runway currently have drainpipes. All new cans placed within the runway shall have a drain as shown. Double lights within each location of the Bid Option 1 can be connected together. The other base can shall have a 2” pipe as shown running to the nearest underdrain. As an option to that shown, the 2” drainpipe can be located in the side wall of the base can, with the pipe invert located at the bottom of the can.
23. Detail 1EA503 Note 3 states to “Provide Bottom Drain min. 18” out of can”, please clarify if this is required for every edge light base can. Please also clarify if this is to go to a drainage pit or tie into an existing drainage system.
Government Response:
The 2” drainpipe is to be installed at each new light, with the pipe extending 18” out from the outer edge of the light base with the end placed in the existing surrounding soil. Provide sufficient slope to drain. As an option to that shown, the 2” drainpipe can be located in the side wall of the base can, with the pipe invert located at the bottom of the can.
24. The electrical drawings have several notes stating that there is a requirement to subcontract with Alliant Energy to complete the transformer, switchgear, and new service work to the new vault building. Based on past experience at the base, Alliant Energy will not perform any work on base and all work is to be done by others like the electrical sub or another qualified contractor. If Alliant is a strict requirement, can contact information be provided for an individual at Alliant that is familiar with the project and can commit to performing the work?
Government Response:
During the design up to the revised final submittal, the design team was in contact with Alliant to do the work. Unfortunately, Alliant cannot perform the work. All references on sheets ED-011, E-011, and any other medium voltage references to Alliant performing work for this project, are to be changed to the contractor performing the work.
25. Is there an approved mix design that’s been used for the Airfield Paving at Volk Field? The suppliers are struggling with the requirements due to limitations in available local material and requirements to meet the specs. If no mix design is available, is there an alternative mix that would be acceptable, or should the contractors include the costs and time associated with developing an acceptable mix design?
Government Response:
Unfortunately, there is not a recent mix design meeting the requirements of specifications 32 13 14.14 “Concrete Paving for Small Airfield Projects”, or 32 12 15.13 “Asphalt Paving for Airfields”. These specifications are required for airfield paving. For bidding purposes, include the cost to develop the mix designs per the required specifications.
26. CG113 details Bid Option 1 Landing Zone. Can sizes/colors/spec be provided for the existing edge markings and centerline markings that will need to be replaced?
Government Response:
See attached revised drawing CG113 for dimensions and marking colors required. See specification 32 17 23.19 “Airfield Pavement Markings” for materials and placement.
27. These three specs are forcing contractor to use a central mix mobile plant, along with finding a temporary concrete batch plant site adding extremely large costs to the project. The supplier who supplied concrete in the previous contracts at the base will not quote these projects moving forward due to the specifications. Can you confirm that these specs are mandatory for this project?
2.11 EQUIPMENT (NRMCA plant certification is a large cost)
Maintain all plant, equipment, tools, and machines used in the work in satisfactory working conditions at all times. Submit the following:
a. Details and data on the batching and mixing plant prior to plant assembly including manufacturer’s literature showing that the equipment meets all requirements specified herein.
b. Obtain National Ready Mixed Concrete Association (NRMCA) certification of the concrete plant, at no expense to the Government. Provide inspection report of the concrete plant by an engineer approved by the NRMCA. A list of NRMCA approved engineers is available on the NRMCA website at http://www.nrmca.org. Submit a copy of the NRMCA QC Manual Section 3 Concrete Plant Certification Checklist, NRMCA Certificate of Conformance, and Calibration documentation on all measuring and weighing devices prior to uniformity testing.
c. A description of the equipment proposed for transporting concrete mixture from the central mixing plant to the paving equipment.
d. A description of the equipment proposed for the machine and hand placing, consolidating and curing of the concrete mixture. Manufacturer’s literature on the paver and finisher, together with the manufacturer’s written instructions on adjustments and operating procedures necessary to assure a tight, smooth surface on the concrete pavement. The literature is required to show that the equipment meets all details of these specifications.
2.11.1.2 Type and Capacity. (This spec eliminates the use of redi mix batch plant and adds large cost to project.)
“Provide a batching and mixing plant consisting of a stationary-type central mix plant, including permanent installations and portable plants installed on stable foundations. Provide a plant designed and operated to produce concrete within the specified tolerances, with a minimum capacity of 100 cubic yards per hour, that conforms to the requirements of NRMCA QC 3 including provisions addressing:
1. Material Storage and Handling
1. Batching Equipment
1. Central Mixer
1. Ticketing System
1. Delivery System”
2.11.2 Truck (No redi mix trucks are rears and don’t have paving fins)
Truck mixers are not allowed for mixing or transporting slipformed paving concrete. Provide only truck mixers designed for mixing or transporting paving concrete with extra large blading and rear opening specifically for low-slump paving concrete. Provide truck mixers, the mixing of concrete therein, and concrete uniformity and testing thereof that conform to the requirements of ASTM C94/C94M. Determine the number of revolutions between 70 to 100 for truck-mixed concrete and the number of revolutions for shrink-mixed concrete by uniformity tests as specified in ASTM C94/C94M and in requirements for mixer performance stated in paragraph TESTING AND INSPECTION FOR CONTRACTOR QUALITY CONTROL DURING CONSTRUCTION in PART 3.
If requirements for the uniformity of concrete are not met with 100 revolutions of mixing after all ingredients including water are in the truck mixer drum, discontinue use of the mixer until the condition is corrected. Water is not allowed to be added after the initial introduction of mixing water except, when on arrival at the job site, the slump is less than specified and the water-cement ratio is less than that given as a maximum in the approved mixture. Additional water may be added to bring the slump within the specified range provided the approved water-cement ratio is not exceeded.
Inject water into the head of the mixer (end opposite the discharge opening) drum under pressure, and turn the drum or blades a minimum of 30 additional revolutions at mixing speed. The addition of water to the batch at any later time is not allowed.
The plant must have at least 100 CY/hour capacity, be NRMCA-certified, use a central mixer, provide proper batch tickets and have an NRMCA Plant Manager-certified operator.
Government Response:
For any PCC placed for airfield pavements, either specification 32 13 14.14 “Concrete Paving for Small Airfield Projects”, or 32 13 14.13 “Concrete Paving for Airfield and Other Heavy-Duty Pavements” is required.
The provided specification 32 13 14.14 “Concrete Paving for Small Airfield Projects” is to be used for airfield projects less than 1,000 CY’s and this project.
28. We were unable to find the specific construction material sourcing requirements on the project. Can you confirm if FAR 52.225-9 and/or FAR 52.225-11 are applicable to the solicitation?
Government Response: The Buy American Act is most certainly applicable to construction materials purchased for federally funded construction projects. At the time of award, I will check the current Trade Agreements threshold, currently at $6,708,000. If the award will be more than the current Trade Agreements threshold, clause FAR 52.225-11 will be included in the award.
