This is a Questions and Responses document for solicitation W912J2-26-R-A011 (also referenced as W50S9H-26-R-A011), addressing technical clarifications submitted by contractors regarding the Repair Airfield Lighting System project at Volk Field Air National Guard Base in Camp Douglas, Wisconsin. The document contains 23 questions, with responses provided for questions 1-17 and questions 18-23 pending technical expert review. Key technical clarifications include: roof deck insulation specifications requiring two layers of 2.6-inch polyisocyanurate; casing pipe sizing corrections from 8 inches to 12 inches inside diameter on Taxiway C and D to accommodate five 2-inch pipes, with pending guidance on Taxiway B's similar configuration; EIFS system requirements mandating Class PM System with extruded polystyrene (XPS) insulation to meet energy code requirements; high mast pole heights confirmed at 80 feet; and concrete specifications referenced in Section 03 30 53 for various airfield elements. Operational scheduling constraints include continuous vault construction work through Winter 2026/2027 with operational status required by March 31, 2027, while Phase 4 runway closure dates (June 21 to August 31, 2027, 71 calendar days) are fixed and non-negotiable.

Pending responses address critical infrastructure questions including government provision of underground utility location services, clarification of missing drawing references (Sheet CG115), details for in-pavement light reinforcement cages, concrete encasement specifications for ductbanks, drainage requirements for in-pavement base cans, and other design detail requirements. The document indicates that Questions Document 4.0 will be posted to sam.gov once additional technical expert responses become available.

Solicitation W50S9H-26-R-A011 Repair Airfield Lighting System Questions and Responses dated 7/28/26

1. Please provide clarification regarding the roof insulation for the standing seam metal roof at the vault. Sheet AS-311 Detail 1 calls out (2) layers of 2.6” iso, Detail 2 on AS-311 calls out 6” of rigid insulation. Additionally, the standing seam spec talks about flexible faced blanket mineral wool with R-40. If we do the 2 layers of 2.6” iso, that will give an R30 and will be 5.2” thick and doesn’t align with the other detail or specifications. Can you provide clarification and direction on the desired insulation system at the roof of the vault?

Government Response:

1. Roof deck insulation thickness is not noted on Details 1 & 2/AS-311. Insulation thickness is noted on the Overall Roof Plan, Detail 1/AS-101 which states the insulation shall be (2) layers of 2.6” polyisocyanurate.

2. Blanket insulation specified in section 07 61 42 – Steel Standing Seam Roofing is incorrect. Provide polyisocyanurate roof deck insulation noted on the drawings.

2. Subject: FAR 52.211-12 Liquidated Damages.

Solicitation W50S9H26RA011 and Attachment A Gen & Tech Spec. ?: Please provide the FAR 52.211-12 Liquidated Damages clause information.

Government Response: The estimated LDs are uploaded to sam.gov solicitation notice under document labeled, “MFR Liquidated Damages YAQF192039 Repair Airfield Lighting “. Fill-in clause FAR 52.211-12 has been added to the solicitation in Amendment 0001.

3. Subject: Experience Modification Rate (EMR) Requirement The solicitation requests Experience Modification Rates (EMRs) for the years 2015 through 2019. Please confirm that the requested reporting period is correct and that EMRs for 2015–2019 are required.

Government Response: Reference Appendix G, EXHIBIT A, PERFORMANCE RELEVANCY QUESTIONNAIRE AND COMPANY SPECIALIZED EXPERIENCE. The government is most interested in recent experience. The Experience Modification Rate (EMR) Requirement is corrected to a reporting period of 2021-2025 on sam.gov.

4. Subject: Appendix G, Paragraph D, Part 1 Appendix G, Paragraph D, Part 1 references 'construction projects for corrosion control, fuel cell hangars, and flight simulators or equivalent cities.' Please confirm whether this language is applicable to this acquisition or if it was inadvertently carried over from another solicitation.

Government Response: Reference Appendix G, Exhibit A, Part 1, Paragraph D has been modified to, “…Note that your description will be evaluated for similarity of the construction methods, particularly in construction projects for Air National Guard or Air Force airfields, commercial electrical work on airfields, electrical vault construction or equivalent facilities with similar characteristics to those identified in this solicitation…”. See document labeled, “APPENDIX G - EXHIBITS 22JUL2026” uploaded to sam.gov.

5. Subject: Proposal Instructions The solicitation contains conflicting information regarding resumes. One section indicates resumes are included in the page count, while another indicates they are excluded. Please clarify whether resumes count toward the proposal page limitation.

Government Response: See, “Amendment 1 Solicitation W50S9H-26-R-A011 SF 1442”. Section 00 21 00, paragraph 3.1.1.3.1 is corrected to state that resumes ARE included in the 10 page limit to Volume 1, Sub-Factor 1: Experience & Capability.

6. Subject: Experience Cut Sheets The solicitation requires submission of Experience Cut Sheets. Please clarify whether these are intended to be project profile summaries prepared by the offeror or whether a specific Government format or template is required.

Government Response: The solicitation did not require cut sheets. It required resumes or cut sheets. For the purposes of this solicitation, the option to submit cut sheets in place of a resume has been removed. Please refer to Amendment 1 Solicitation W50S9H-26-R-A011 SF 1442”. Section 00 21 00, paragraph 3.1.1.3.1 for updated terminology.

7. Subject: Section 3.1.1.2 Section 3.1.1.2 states that the Government will evaluate 'the offeror's experience with complex multidisciplinary project management and execution and how the offeror demonstrates an understanding of the contract's requirements taking this experience into consideration.' Please clarify whether 'the contract's requirements' refers to the requirements of this solicitation or to the contract associated with each submitted experience project.

Government Response: ‘the contract’s requirements’ is ambiguous terminology and Section 00 21 00, paragraph 3.1.1.2 has been updated in Amendment 1 to ‘requirements of this solicitation’.

8. Subject: Section 6 – Submissions Section 6 states: 'Offerors discouraged from providing points of contact with another contractors' facility, i.e., in case an offeror (or one of his/her team members) is in a subcontract with another contractor who has submitted a proposal on the same requirement. Offerors shall provide and submit the prime contract number and all Governmental agency POCs in lieu of subcontract numbers or prime contract POCs in situations described above.' Please clarify the Government's intent regarding this requirement. Specifically, if an experience project was performed as a subcontractor to another prime contractor that may also be submitting a proposal, should the offeror omit the prime contractor point of contact and provide only the Government point of contact and prime contract number?

Government Response: Yes, omit the prime contractor point of contact and include the Gov’t POC and prime contract number. This prevents the government from checking a reference and notifying a competitor of your planned proposal submission.

9. Subject: Section 3.1.2.5 Section 3.1.2.5 requests three references for a predecessor company. If the offeror does not have a predecessor company, please confirm that no additional predecessor company references are required beyond the references submitted for the offeror in Exhibit D.

Government Response: Solicitation, Section 00 21 00 Paragraph 3.1.2.5 is only applicable if relevant present/past performance experience is unavailable and your firm plans to submit information regarding predecessor companies. If a firm believes relevant past performance exists through Exhibit D, no additional predecessor company references are required.

10. On taxiway C and taxiway D they are calling out an 8"ID Casing pipe with 5-2inch pipes in it, and those 5 pipes will not fit in an 8" casing pipe. Please advise.

Government Response: The inside diameter of the casing pipe for these locations should be increased to 12 inches.

11. On Taxiway B the drawings show 4-2" pipes inside an 8" casing pipe, and that will not fit either. The outside diameter of 2" pipe is 2.35" that will exceed the 8" inside diameter of the big pipe getting bored. Please advise.

Government Response:

12. EIFS section 07 24 00 calls for a Class PM System (extruded polystyrene hardcoat system). According to our Dryvit supplier, Dryvit does not make a PM System, which is extruded foam with a thicker stucco basecoat over it 1/4".

If there is no reason why the extruded hardcoat system is preferred, would it be possible to use a more common EIFS system, which uses expanded polystyrene foam (Dryvit Outsulation Plus MD system)?

Government Response: Class PM System with extruded polystyrene (XPS) insulation is required to meet energy code requirements. The use of any expanded polystyrene (EPS) systems is not permitted.

13. Do you have a summary of quantities for the electrical pipe and wire?

Government Response: Although the government cannot provide a summary of quantities, sufficient information is provided within the plan set to determine the required quantities.

14. Subject: Phases 1 & 2 Phasing Sheet GC141 in Attachment B Design+Draws… REVISED 6-30-26. Phases 1 and 2 show occurring in FALL 2026. A Winter 2026/2027 phase is not shown. Is Winter understood to be a non-working shut-down period? If through no fault of the Contractor work cannot start in Fall of 2026 will a recovery schedule with winter work be required, not required, or recommended?

Government Response: Work on the vault can and shall continue through Winter 2026/2027 as needed to meet the requirements on plan sheet GC141 that state: “the new vault building shall be powered and operational prior to the start of Phase 3 (end of March 2027).”

Non-vault related work that is not completed in Fall of 2026 or Winter 2026/2027 may be added to the work to be completed in Spring 2027.

15. Subject: Phase 4 Phasing Sheet GC142 in Attachment B Design+Draws… REVISED 6-30-26. Are the provided Phase 4 dates of June 21 to August 31, 2027 (71 cal days) for the full runway closure constrained? Or will this runway closure be limited to 71 cal days and the hard dates listed will be negotiable?

Government Response: The runway closure dates are constrained and have been scheduled to align with other Base operations. These dates are not negotiable.

16. Subject: Concrete Mix Design Please clarify the required concrete psi strength and corresponding mix design (p-610 or other approved mix) to be used for this project's airfield lighting systems.

Government Response: See Spec Section 03 30 53, Paragraph 1.1 for information on what concrete specifications apply to each area of work for the project.

17. Subject: High Mast Pole Height Plans do not specify height of the high mast poles, can the height please be provided for the existing high mast poles?

Government Response: Record drawings indicate 80’ pole heights for the existing high mast poles.

Question Document 3.0 ends here Question Document 4.0 starts here. Questions are currently being addressed by technical experts. Question Document 4.0 will be posted to sam.gov once responses are available.

18. The drawings reference location of existing underground utilities. Will the military provide all underground location services, or do we need to contract with a third party company to locate some or all of them?

Government Response:

19. There are multiple references to Sheet CG115. There is no CG115 listed in the index nor is it in the plan set. Please advise.

20. In regards to Detail 4/EA504, the reinforcement cage for the in-pavement light notes to refer to “Figure 12”. There is no “Figure 12” in the details or any other detail for the reinforcement cage. Please provide a detail for the reinforcement cage for base can.

Government Response:

21. On the Ductbank Identification on the top left of EA201 there is a symbol of a square outside of a square indicating that the ductbank is concrete encased. On the plans this square outside of a square only shows up on the 13w2”DB however in the details of EA502 it shows a the detail for a 16w2”/2w4 and 2w2” DB. Please clarify which ductbank and single way conduit runs are concrete encased and which are direct earth buried. If there are direct earth buried conduits please provide detail.

22. Detail 4/EA504 has a note pointing to the drain conduit at the bottom of the new in pavement base can saying “Drain optional for air force and army, not required for Navy”, will a drain conduit be required for new in pavement base can in full strength pavement?

23. Detail 1EA503 Note 3 states to “Provide Bottom Drain min. 18” out of can”, please clarify if this is required for every edge light base can. Please also clarify if this is to go to a drainage pit or tie into an existing drainage system.
