About this file

This is a Hazardous Materials Assessment (HMA) report documenting pre-demolition environmental testing conducted at the Electrical Vault Building located at Volk Field Air National Guard Base in Camp Douglas, Juneau County, Wisconsin. The assessment was performed by GEI Consultants, Inc. on behalf of Mead & Hunt, Inc. on April 3, 2026, to identify hazardous materials present in the structure prior to its planned demolition and to support proper management of demolition waste.

The assessment identified the following hazardous materials: one sample of gray caulk surrounding an interior generator room vent containing 2% Chrysotile asbestos (Category II non-friable material in good condition); gray paint on a generator room vent containing 1.75% lead by weight (17,500 ppm); and gray paint on a generator room door containing 9.07% lead by weight (90,700 ppm). Both lead-bearing paint samples exceed the 0.5% threshold for lead-based paint. Additionally, six fire doors are assumed to contain friable asbestos, and numerous energized electrical boxes and relay panels are assumed to contain asbestos-based phenolic resin components and were not sampled. The report identifies other potential hazardous materials including mercury-containing fluorescent lights and thermostats, equipment potentially containing PCBs, diesel fuel in an above-ground storage tank, and a diesel-powered generator. The assessment was conducted in accordance with Wisconsin Administrative Code Chapters NR 447 and DHS 159, EPA National Emissions Standards for Hazardous Air Pollutants, and WDNR guidance. The report recommends that regulated asbestos-containing materials be removed prior to demolition by licensed contractors and that all identified hazardous materials be properly managed according to applicable local, state, and federal regulations.

Hazardous Materials Assessment – Pre-Demolition 2 100 Independence Drive Camp Douglas, Juneau County, Wisconsin May 4, 2026

GEI Consultants, Inc.

The assessment included observations of general site conditions and potential environmental concerns which may be encountered during the demolition project. These environmental concerns included:

potential asbestos-containing material (ACM), potential lead-based paint (LBP), and other potential hazardous materials such as mercury, equipment potentially containing polychlorinated biphenyls

(PCBs), lead, oil, and radioactive material containing equipment. During this assessment, GEI collected bulk samples of materials typically suspected of containing ACM for analytical testing. GEI also collected exterior and interior paint chip samples for analysis of lead.

The following sections present information on the Volk Field electrical vault building, assessment procedures, field observations, laboratory analytical results, and our conclusions and recommendations.

Site Description and Background

Volk Field Air National Guard Base is approximately 2,385.37 acres based on information obtained from the FY 2025 Base Structure Report (BSR). The BSR is published annually by the Office of the Assistant

Secretary of Defense for Energy, Installations, and Environment. This report represents a snapshot of the

Department of Defense (DoD) real property inventory (RPI) as of September 30, 2024, in accordance with DoD Instruction 4165.14, “Real Property Inventory and Forecasting,” which supports the requirements of title 10, U.S. Code, section 2721, “Real Property Records.”

The Volk Field Air National Guard Base is situated on multiple parcels, and the electrical vault building is located on one parcel owned by the State of Wisconsin Department of Military Affairs. That parcel is approximately 611 acres in size (Juneau County Tax Parcel ID 290300552) and the electrical vault building is located at Building 507, Madison Boulevard, Camp Douglas, Juneau County, Wisconsin.

The site location is indicated on Figure 1, which is a portion of a United States Geological Survey (USGS)

7.5-minute topographic map. The parcel features, including the existing electrical vault building, are indicated on Figure 2.

Hazardous Materials Assessment Findings

GEI Wisconsin-licensed asbestos inspectors visually assessed the interior and exterior areas of the electrical vault building and collected samples of suspect hazardous materials on April 3, 2026. Potential hazardous materials observed and/or sampled during the assessment are discussed below. Photographs are included in the attached Photographic Log.

Asbestos Containing Materials Assessment

GEI completed an assessment of building materials likely to contain asbestos and be encountered during the planned demolition. Bulk samples of potential ACM were collected in accordance with Occupational Safety and Health Administration (OSHA) Standard 1926.1101(k)(5)(ii)(b), Communication of Hazards. Samples of potential ACM were submitted under chain of custody (COC) control to SanAir Technologies Laboratory, Inc., in North Chesterfield, Virginia, for analysis of asbestos using polarized light microscopy. A laboratory analytical report (SanAir ID#: 26020928) providing the results of the material analysis is attached.

Hazardous Materials Assessment – Pre-Demolition 3

According to Wisconsin Administrative Code Chapter NR 447.02 (NR 447.02), any material containing greater than 1% asbestos is a potentially regulated ACM. For this report, any detectible concentration of asbestos is assumed to be a potentially regulated ACM and will be managed as such unless confirmed to be 1% or less by point count. Wisconsin Administrative Code Chapter NR 447.02 defines a regulated asbestos-containing material (RACM) as any ACM that is "friable; Category I non friable in poor condition; Category I non-friable that will be or has been subject to sanding, cutting, grinding, or abrading; or Category II non-friable that has a high probability of becoming, or has become, friable due to demolition or renovation activities." To comply with EPA and NR 447.02 regulations, RACM must be removed prior to demolition or renovation activities.

A total of 32 potential ACMs were identified and sampled from the electrical vault building. Additional material(s) were identified in energized electrical equipment within the electrical vault buildings as

“assumed ACM” and were not sampled. The asbestos sampling results are summarized on Table 1. For materials identified or assumed to be ACM, Table 1 documents the asbestos classification (friable, Category I non-friable, or Category II non-friable) and includes estimated quantities. The visual assessment and laboratory testing for ACM indicated the following potential ACM:

ACM Category Description of Identified or Assumed ACM

Category I non-friable No Asbestos Detected

Category II non-friable

• Gray caulk surrounding the interior generator room vent contains 2%

Chrysotile asbestos and was observed in good condition.

Assumed Category II non-friable

Numerous electrical boxes, relay panels, wall cabinets, lighting panels, communication equipment and associated electrical components and meters were observed in the electrical vault building and were energized at the time of the site assessment. These electrical boxes, relay panels, wall cabinets and associated internal electrical components and meters contained apparent phenolic resin components that were assumed to contain asbestos and therefore, were not sampled.

Assumed Friable Six assumed fire doors were observed at the electrical vault building. The interiors of the fire door are assumed to contain friable asbestos and therefore, were not sampled.

Asbestos abatement and demolition activities should comply with all applicable local, state, and federal regulations regarding asbestos removal, handling, storage, transport, and disposal, including but not limited to the following:

Wisconsin Administrative Code:

⚫ NR 447 – Control of Asbestos Emissions

⚫ DHS 159 – Certification and Training Course Requirements for Asbestos Activities

Code of Federal Regulation:

⚫ 29 CFR 1910.1001 – Asbestos

Hazardous Materials Assessment – Pre-Demolition 4

⚫ 29 CFR 1926.1101 – Asbestos

⚫ 40 CFR 61, Subpart M – National Emission Standard for Asbestos

Pursuant to NR 447, WDNR requires the submittal of a Notification for Demolition and/or Renovation (Form

4500-113), using the online Asbestos Renovation and Demolition Notification System (ARDN) at least 10 business days prior to the start of demolition for regulated facilities. The terms “demolition” and “facility” are defined in accordance with Wisconsin Administrative Code, Chapter NR 447.02. When conducting demolition or renovation and complying with WDNR and EPA regulations, RACM should be removed and properly disposed of by an asbestos abatement contractor prior to any demolition or renovation.

Lead-Based Paint Assessment

The assessment of potential LBP included collection of paint chips for laboratory analysis of total lead (Pb) using EPA Method7000B. The following paint chip samples were collected from the electrical vault building and submitted under COC control to Pace Analytical Services in Green Bay, Wisconsin for total Pb analysis:

⚫ Gray paint on the wood panel in main room (Volk-LBP1), ⚫ Gray paint on the vent in generator room (Volk-LBP2), ⚫ Gray paint on the baseboard in generator room (Volk-LBP3), ⚫ White paint on the wall and ceiling of the generator room (Volk-LBP4), ⚫ Gray paint on the wall of the main room (Volk-LBP5), ⚫ Green paint on the lower exterior walls (Volk-LBP6), ⚫ Green paint on the exterior roof fascia (Volk-LBP7), ⚫ Tan paint on the floor in main room (Volk-LBP8), ⚫ Green paint on the exterior doors (Volk-LBP9), ⚫ Gray paint on the interior door in generator room (Volk-LBP10), ⚫ Green exterior stucco of the electrical vault building (Volk-LBP11), ⚫ Gray paint on the ceiling in main room (Volk-LBP12), ⚫ White paint on the walls and ceiling in closet (Volk-LBP13), ⚫ Brown paint on the interior door of the electrical vault building (Volk-LBP14), ⚫ Gray paint on the heat register in closet of the electrical vault building (Volk-LBP15), ⚫ Brown paint on the interior door of the electrical vault building (Volk-LBP16), ⚫ Green paint on the wood panel in main room of the electrical vault building (Volk-LBP17), and

⚫ White paint on the wood panel in main room of the electrical vault building (Volk-LBP18).

Analytical testing results indicate that the gray paint on the vent in the generator room of the electrical vault building (Volk-LBP2) contains lead at a concentration of 1.75% by weight (or 17,500 parts per million

[ppm]), which is above the Wisconsin State and Federal threshold definition of LBP (0.5% lead by

Hazardous Materials Assessment – Pre-Demolition 5 weight). Analytical testing results indicate that the gray paint on the door in the generator room of the electrical vault building (Volk-LBP10) contains lead at a concentration of 9.07% by weight (or 90,700 ppm), which is also above the 0.5% lead by weight threshold.

Analytical testing results for the other observed paints indicate they are below the concentration of 0.5% by weight.

The LBP laboratory analytical results from the paint sampling are summarized in Table 2. A copy of the laboratory report (Pace Project No. 40310538) is also attached.

Other Potential Hazardous Materials

The hazardous materials assessment also included visual observations for other materials identified in the WDNR’s guidance document, Planning Your Demolition or Renovation Project (WDNR Publication

WA-651). Equipment in the electrical vault building designated for disposal was assessed for components potentially containing lead and other heavy metals (e.g., soldered electrical components and batteries); mercury (e.g., fluorescent lights, electrical switches, temperature, pressure and flow switches and measurement devices); PCBs (e.g., light ballasts); refrigerants and halons (e.g., air conditioners, refrigerators, and fire control equipment); oil and chemicals; and radioactive materials (e.g., self-luminous exit signs and smoke detectors). GEI visually assessed the electrical vault building for the presence of these other hazardous materials, with results being summarized on Table 3.

Mercury and Lead

Potential mercury-containing materials (i.e., fluorescent lights and temperature thermostats) were observed during the assessment of the electrical vault building. Electrical components observed also have the potential to contain soldered lead and other heavy metals. Lead and mercury electrical components can generally be reused/recycled and should be managed appropriately along with other universal waste.

PCBs in Equipment

PCBs may be present within fluorescent light ballasts and electrical motor capacitors. Light ballasts should be managed appropriately along with other universal waste. Electrical motors (wall-mounted heaters and exhaust and ceiling fans) generally can be reused/recycled, or they also may be managed along with other universal waste.

Refrigerants and Halons

Ceiling-mounted HVAC unit potentially containing refrigerants was observed on the interior of the electrical vault building. Refrigerants should be managed by licensed contractors during the removal of the HVAC unit. No other equipment or building systems components suspected of potentially containing refrigerants or halons were observed.

Hazardous Materials Assessment – Pre-Demolition 6

Radioactive Materials

No electrical or self-luminous exit signs, smoke detectors, or other building systems components suspected of potentially containing radioactive materials (self-luminous exit signs or smoke detectors) were observed.

Diesel Above-ground Storage Tank and Generator

GEI observed an above-ground storage tank (AST) containing diesel to the north of the electrical vault building. GEI observed a diesel-powered generator within the northern generator room within the electrical vault building. The diesel AST and generator should be properly decommissioned by licensed contractors prior to the demolition of the electrical vault building structure.

Conclusions and Recommendations

Asbestos

A total of 32 potential ACMs were identified and sampled from the interior and exterior of the electrical vault building and submitted for laboratory analysis. Analytical results indicate that no asbestos was detected in 31 of 32 bulk samples submitted for laboratory analysis. Analytical testing results indicate that the following building material contains asbestos:

• Gray caulk surrounding the vent in the generator room contains 2% Chrysotile asbestos. The interior caulk was observed in good condition and was classified as Category II Non-friable asbestos.

Additionally, GEI observed the following assumed asbestos containing materials that were not sampled:

⚫ Numerous electrical boxes, relay panels, wall cabinets and associated electrical components and meters were observed in the electrical vault building and were energized at the time of the site assessment. These electrical boxes, relay panels, wall cabinets and associated internal electrical components and meters contained apparent phenolic resin components that were assumed to contain asbestos and were not sampled.

⚫ Six assumed fire doors were observed at the electrical vault building. The identified fire doors interiors are assumed to contain friable asbestos and were not sampled.

Wisconsin Administrative Code, Chapter NR 447.02 defines a regulated asbestos-containing material

(RACM) as any ACM that is "friable; Category I non friable in poor condition; Category I non-friable that will be or has been subject to sanding, cutting, grinding, or abrading; or Category II non-friable that has a high probability of becoming, or has become, friable due to demolition or renovation activities." To comply with

EPA and NR 447.02 regulations, RACM must be removed prior to demolition or renovation activities.

Methodology employed while conducting asbestos sampling and observations complies with state and federal regulations concerning identification, sample collection, analytical processes, and reporting.

Therefore, we recommend M&H communicate this information to outside contractors performing any construction activities that would disturb the ACM.

Hazardous Materials Assessment – Pre-Demolition 7

To comply with OSHA regulations, ACM that will be disturbed during demolition or renovation activities should be removed and properly disposed of by an asbestos abatement contractor prior to any renovation.

Potential ACM and RACM encountered during demolition or renovation activities, which were hidden from view, located in areas not accessible, or not sampled at Client’s request will require further sampling and analysis.

Lead

A total of eighteen painted surfaces were identified and sampled for the presence of LBP. The samples collected were sent for laboratory analysis of total lead. Analytical testing results indicate that the following building materials contain lead:

• The gray paint on the vent in the generator room of the electrical vault contains lead at a concentration of 1.75% by weight, which is above the Wisconsin State and Federal threshold definition of LBP (0.5% lead by weight).

• The gray paint on the doors in the generator room of the electrical vault contains lead at a concentration of 9.07% by weight, which is above the Wisconsin State and Federal threshold definition of LBP (0.5% lead by weight).

Analytical testing results for the other observed paints indicate they are below the LBP threshold of 0.5% by weight.

Other Potentially Hazardous Materials

A condenser unit potentially containing refrigerants and associated with the interior ceiling-mounted

HVAC unit was observed on the exterior of the electrical vault building. Refrigerants should be managed by licensed contractors during the removal of the HVAC unit. No other equipment or building systems components suspected of potentially containing refrigerants or halons were observed.

GEI observed electrical components suspected of containing lead and/or mercury including fluorescent light bulbs and thermostats (refer to Table 3). Such materials can generally either be reused/recycled or should be managed appropriately with other universal waste. Light ballasts and electric motors with capacitors (wall mounted heaters) potentially containing PCBs should be managed appropriately along with other universal waste. Electrical motors generally can be reused/recycled, or they also may be managed along with other Universal Waste.
