PART 1 GENERAL
1. PROJECT DESCRIPTION
The purpose of this contract is to provide the necessary construction improvements for the Kuwait Ministry of Defense. The work described in this Design Bid Build (DBB) Site Adapt package consists of three (3) projects: (1) Information Coordination Central # 3 (ICC #3), (2) Site 6 - ALJ and (3) Site 7 - ALS. The majority of the work will be contained in the Basic Contract Line Item Numbers (CLIN) and the remaining work will be contained in the optional CLINs.
The summary of work for this project includes two types of work. One component is to construct facilities that have been fully designed (DBB).
The other component consists of the site improvements and infrastructure necessary to site adapt those fully-designed facilities. The technical requirements for the portion of work to be designed and constructed by the contractor along with further description of Site Adapt work can be found in Section 01 80 00.12 10 TECHNICAL REQUIREMENTS and Section 01 80 05.12 10 AIR OPERATIONS IMPROVEMENTS. Design documents including plans and specifications are provided herein. The contractor will be responsible to perform the necessary designs to adapt them to the specific sites. Project also includes operation and maintenance for all three sites.
Site Adapt Infrastructure improvements include site demolition, grading, site development, site drainage design, fencing, roadway and parking pavement, water, sewer, electrical generation and distribution, and telecommunication infrastructure shall be designed and constructed by the Contractor. The work shall include the preparation of a complete and coordinated set of construction design drawings with supporting documents and calculations, and the construction required to provide fully functional utility systems, communication system, and site improvements as required by the contract documents. Construction activities must not begin until the Government notifies the Contractor that the submitted design is acceptable for release for construction.
The Contractor shall design and build all fire protection systems including fire alarm systems required in the facilities as follows:
Site 6/Site 7 HQ Building - Fire alarm system with full area automatic smoke detection devices and notification system; ECS, Frequency Converter, Power Plant, Prayer Room, and Maintenance High Bay - Fire alarm system with manual initiation devices, smoke detection over the fire alarm panel, and notification devices.

ICC #3 Screen Room Building - Fire alarm system with manual initiation devices, smoke detection over the fire alarm panel, and notification devices.
The fire alarm design shall be in accordance with Section 28 31 64.00 10 FIRE
DETECTION AND ALARM SYSTEM, ADRESSABLE.
All work under this contract includes all labor, materials, equipment, tools, transportation, and necessary supplies to construct the features of work described in this document. The requirements of this contract include that the Contractor must manage the work in a professional manner, perform personnel and support functions to maintain a sufficient work force, and provide the submittals required. Materials and supplies shall be new and standard products regularly used for commercial/institutional construction of similar size, style, and complexity in Kuwait. Equipment to be provided by the Contractor shall be of commercial/institutional quality.
Construction shall comply with the specifications and requirements contained in the contract documents. The design and technical criteria contained and cited in the contract documents establish minimum standards for construction quality.
The Contractor shall perform a topographic survey and geotechnical investigation for each site as required in Section 01 80 00.12 10 TECHNICAL REQUIREMENTS for this project. The Contractor shall remove/relocate existing structures, pavement, utilities, cables, debris, etc. that may occupy the site, as required for construction while maintaining service to existing facilities not affected by this project.
In addition to the U.S. Army Corps of Engineers Design Review and Approvals, the Contractor shall be responsible to obtain Construction Permit(s) as required by the Host Nation laws.
1.1 ICC #3 SITE
1.1.1 SCREEN ROOM BUILDING
The purpose of this project is to construct a Screen Room Building addition located near the existing Kuwait Air Defense HQ, Kuwait.
The Screen Room Building includes construction of a building addition to the existing Command Post #1 to house the prefabricated shielded enclosure, reroute existing utility lines and provision of new power distribution as required to support the new building addition, HVAC, prefabricated electromagnetic shield enclosure and all other necessary work as indicated in the contract documents to make this complete and usable.
Supporting facilities and Infrastructure Improvements includes demolition of existing chain link fence, electrical and communication interface connections, site grading, communication system ductwork and electrical ductwork as indicated in the contract documents.
Site specific utilities may vary for each site. The complete technical description of the scope of work is depicted on the drawings and within the specifications.
The source of power for this the Screen Room Building addition shall be from existing transformer located nearby ICC #3 as identified in Site ICC#3, XE-101 drawing and as described in Section 01 80 00 12.10 paragraph 2.10, "ICC#3 Site and Screen Room Building Addition Site Electrical Design." See

1.1.2 AIR OPERATIONS CENTER IMPROVEMENTS
The purpose of the Air Operations Center (AOC) improvements is to ensure new computer work stations and computer server racks will have the required electrical and communication interfaces to function.
The AOC is located within 50 meters of the existing ICC sunshade as shown on the ICC#3 Site Drawings. AOC renovation work is specified in Section 01 80
05.12 10 AIR OPERATIONS CENTER IMPROVEMENTS and aassociated appendix.
1.1.3 BID OPTIONS- ICC #3 SITE
Options are included in this contract and may be exercised (awarded) if approved by the government and within funds available. The options in this contract are as follows:
1. Replace Raised Access Flooring System: See Appendix A of Section 01 80
05.12 10 AIR OPERATIONS CENTER IMPROVEMENTS.
2. Replace HVAC Unit: See Appendix A.
1.2 SITE 6 - ALJ
The purpose of Site #6-ALJ is to construct one (1) complete Air Defense Site which is located within the controlled perimeter of an existing Air Base, Kuwait.
Primary facilities includeheadquarters building, toilet building, guard house building, engagement control station (ECS) with concrete ramps, guard towers, frequency converter buildings, equipment pads and Alaska barriers, storage pad, storage facility, car parking sunshade, truck parking sunshade, fuel truck parking and a telecommunication tower and as indicated in the contract documents Supporting facilities and infrastructure site grading, paved access roads, pavement markings, storm drainage infrastructure improvements, single row security fence, Power Plant with switch gear room, tele-communication and electrical distribution systems consisting of concrete encased conduits, fuel storage sunshade, site lighting, closed circuit security system, ground and elevated water storage tanks and piping for potable water, sewer collection system, lift station, and sewer holding tanks and as indicated on the contract documents.
The power source for all facilities shall be the generator(s) power plant, this shall be constructed as designed in contract documents and provided with an automatic transfer switch to allow connection to host nation power in the future.
1.2.1 BID OPTIONS - SITE 6 - ALJ
Options are included in this contract and may be exercised (awarded) if approved by the government and within funds available. The options in this contract are as follows and as shown on the contract drawings and specifications:

1.3 SITE 7- ALS
The purpose of this project is to construct one (1) complete Air Defense Site which is located adjacent to the controlled perimeter ALS Air Base, Kuwait.
Primary facilities include headquarters building, toilet building, guard house, engagement control station (ECS) with a concrete ramp, guard towers, frequency converter/PDU , equipment pads and Alaska barriers, storage pad, storage facility, car parking shelter, truck parking shelter, fuel truck parking and a telecommunication tower and as indicated in the contract documents.
Supporting facilities and infrastructure site grading, paved access roads, pavement markings, storm drainage infrastructure improvements, double row security fence, Power Plant with switch gear room, tele-communication and electrical distribution systems consisting of concrete encased conduits, fuel storage sunshade, site lighting, closed circuit security system, ground and elevated water storage tanks and piping for potable water, sewer collection system, lift station, and sewer holding tanks and as indicated in the contract documents.

1.3.1 BID OPTION - SITE 7 - ALS

1.4 BID OPTION - OPERATION AND MAINTENANCE SERVICES - (1 yrs up to 3 yrs):
To insure that the facilities are maintained at a high level of readiness it is necessary that the utility systems and equipment are functioning and operating properly. The services shall provide maintenance, spare parts, and repair services as specified in Section 01 11 10 OPERATIONS AND
MAINTENANCE SERVICES.
1.5 PHASING OF WORK
In addition to work being executed in accordance with the Contract Documents described in this package, all work and phasing of work must be approved by the Contracting Officer and coordinated through the USACE Resident Office in Kuwait. It will be imperative that the Contractor take into consideration the potential to have other on-going construction work and coordinate efforts under this contract in conjunction with other work to avoid schedule impacts and other conflicts. The Contractor is expected to mobilize and work at all three project locations simultaneously.

1.6 PERIOD OF PERFORMANCE
The project shall be completed within the time stipulated in Section 00700, Contract Clause 52.211-10, COMMENCEMENT, and PROSECUTION AND COMPLETION OF WORK including any OPTION items awarded. The construction shall be sequenced in accordance with Section 00800, Contract Clause PROJECT SCHEDULING AND
SEQUENCE OF CONSTRUCTION.
If items on the critical path schedule are delayed, contractor must provide a recovery schedule to the COR for approval and be able to increase manpower to complete mission essential facilities as listed below and in the project specifications.
Partial turnover may be required for mission essential facilities. Mission essential facilities include the following:
ICC # 3 Site:
- Construct Screen Room building addition with prefabricated shielded enclosure
- Construct electrical and communication distribution infrastructure to existing communication tower
- Construct AOC improvements as indicated in the contract documents.
Site 6 - ALJ:

SUPPLEMENTARY REQUIREMENTS

1.1 SUBMITTALS
Government approval is required for submittals with a "G" designation;
submittals not having a "G" designation are for information only. When used, a designation following the "G" designation identifies the office that will review the submittal for the Government. Submit the following in accordance with Section 01 33 00 SUBMITTAL PROCEDURES:

1.2 DIGGING PERMITS
1.2.1 Requirements for Digging Permits
Prior to the start of any work activity which requires excavation within the current project sites, the Contractor shall obtain a digging permit.
1.2.2 Requests for Digging Permits
Requests for Digging Permits shall be submitted through the Contracting Officer a minimum of 14 days prior to the start of the work activity covered by the permit. The request for a Digging Permit shall include a narrative description of the work to be performed and a detailed map of the area of the excavation clearly marking the location of all known utilities or other obstructions. If the work activity covered by the Digging Permit request also requires a utility outage, a separate request for the outage shall be submitted.
1.2.3 Preparation of Requests for Digging Permits
Prior to submitting a request for a Digging Permit, the Contractor shall carefully review the area to be excavated to determine the location of
SECTION 01 15 00.12 10 Page 2 existing utilities and other obstructions. The Contractor will review available drawings and will conduct a visual inspection of the site. The Contractor will utilize underground utility detecting devices such as metal and cable detectors to determine the location of existing utilities. All utility lines found shall be clearly flagged or marked and the location of the utility shall be shown on the drawing to be submitted with the request for Digging Permit.
1.2.4 Existing Underground Utilities
The Contractor is provided notice that existing utilities are present in the construction area which may not be shown, or are inaccurately shown, on the base as-built drawings and the contract drawings. The Contractor shall exercise utmost care in researching locations of existing utilities and reducing damage to existing utilities. Any utilities damaged by the Contractor shall be promptly repaired by the Contractor. The Contracting Officer will review and approve any proposed repairs. Any damage to existing utilities will be immediately reported to the Contracting Officer.
1.2.5 Use of Underground Utility Detecting Device
Prior to any excavation, a metal and/or cable detecting device shall be used along the route of the excavation. All underground utilities discovered by this method will be flagged a minimum distance of 2 meters on each side of the location.
1.2.6 Hand Excavation
Hand excavation methods and special supervisory care shall be used between any flagged markers, in areas of known or suspected hazards, and in areas known or suspected to have multiple and/or concentrated utility lines or connections.
1.3 HAUL ROUTES - SPECIAL REQUIREMENTS
The Contractor shall be responsible for coordinating with the Host Government use of any existing roads as haul routes. Construction, and routing of new haul roads, and/or upgrading of existing roads for the Contractor's use, is the sole responsibility of the Contractor. It shall be the Contractor's responsibility to obtain such local authorizations, permits and licenses necessary to establish his mobilization camp, quarry operations, batching operations and haul routes.
1.4 RESPONSIBILITY FOR PHYSICAL SECURITY
Prior to mobilization, the Contractor shall submit his proposed means of providing project security to prevent unauthorized access to equipment, facilities, materials and documents, and to safeguard them against sabotage, damage, and theft. The Contractor shall be responsible for physical security of all materials, supplies, and equipment of every description, including property which may be Government-furnished or owned, for all areas occupied jointly by the Contractor and the Government, as well as for all work performed.
1.5 CERTIFICATES OF COMPLIANCE
Any certificates required for demonstrating proof of compliance of materials with specification requirements shall be executed in accordance with Section 01 33 00 SUBMITTAL PROCEDURES. Each certificate shall be
SECTION 01 15 00.12 10 Page 3 signed by an official authorized to certify in behalf of the manufacturing company involved and shall contain the name and address of the Contractor, the project name and location, description and the quantity of the items involved, and date or dates of shipment or delivery to which the certificates apply. Copies of laboratory test reports submitted with certificates shall contain the name and address of the testing laboratory and the date or dates of the tests to which the report applies.
Certification shall not be construed as relieving the Contractor from furnishing satisfactory material.
1.6 ACCIDENT PREVENTION
The Contractor shall comply with all applicable Host Country laws and with such additional measures as the Contracting Officer may find necessary in accordance with CONTRACT CLAUSE 52.236-13 entitled ACCIDENT PREVENTION (NOV 1991)-ALTERNATE 1 (APR 1984). Applicable provisions of the Corps of Engineers manual entitled Safety and Health Requirements Manual EM 385-1-1, will be applied to all work under this contract. The referenced manual may be obtained from the Contracting Officer's Representative at the jobsite or from the Middle East District at Winchester, Virginia.
1.6.1 Ground Fault Circuit Interrupter (GFCI) Requirement - Overseas Construction
The Corps of Engineers Health and Safety Manual, EM 385-1-1, section 11.C.05.a. states: "The GFCI device shall be calibrated to trip within the threshold values of 5 ma +/- 1 ma as specified in Underwriters Laboratory (UL) Standard 943." A variance from USACE has been granted allowing 10 ma, in lieu of 5 ma, for overseas activities that use 220 Volts(V)/50 hertz(hz) electrical power.
1.6.2 Temporary Power - Electrical Distribution Boxes
EM 385-1-1 section 11.A.01.a. states "All electrical wiring and equipment shall be a type listed by a nationally recognized testing laboratory for the specific application for which it is to be used." This includes temporary electrical distribution boxes. Locally manufactured electrical boxes will not be allowed. Only manufactured electrical distribution boxes that meet the European CE requirements, with 10 ma CE type GFCIs installed shall be allowed.
Contractors shall:
a. Make no modifications that might void any CE or manufacturer certification.
b. Test the installed systems to demonstrate that they operate properly and provide the 10 ma earth leakage protection.
c. Ensure GFCIs will have an integral push-to-test function. The testing shall be performed on a regular basis.
d. Check that proper grounding is checked regularly and flexible cords, connectors, and sockets inspected before each use.

1.7 NOT USED
1.8 LOCALLY AVAILABLE SERVICE FOR EQUIPMENT
All equipment furnished under this contract, regardless of country of manufacture or purchase, must have in-country service availability. In the event that the Contractor proposed to provide equipment for which in-country service is not available, the Contractor must provide written justification for the Contracting Officer's approval. This justification shall be submitted for each product or material for which a waiver is sought concurrently with the submittal required by the Technical Provisions. Submission of group or "blanket" waivers is unacceptable.
1.9 PHYSICAL CONDITIONS
The indications of physical conditions on the drawings and in the specifications are the result of site investigations. Exploration logs (FOR INFORMATION ONLY) are presented as an attachment to this section.
1.10 STANDARDIZATION
Where two or more items of the same type or class of equipment furnished in this project are required, the units shall be products of the same manufacturer and shall be interchangeable when of the same size, capacity, performance characteristics, and rating. The only exception to this requirement is where the items are interchangeable due to conformance with industry standards (valves, fittings, etc.), they need not be by the same manufacturer. This requirement applies to all manufactured items in the project which normally require repair or replacement during the life of the equipment.
1.11 ON-BASE PHOTOGRAPHY PROHIBITION
The Contractor shall not engage in any form of photography without prior written approval from the Contracting Officer.
1.12 PUBLIC RELEASE OF INFORMATION
1.12.1 Prohibition
There shall be no public release of information or photographs concerning any aspect of the materials or services relating to this bid, contract, purchase order, or other documents resulting therefrom without the prior written approval of the Contracting Officer.
1.12.2 Subcontract and Purchase Orders
The Contractor agrees to insert the substance of this clause in all purchase orders and subcontract agreements issued under this contract.
1.13 UNEXPLODED ORDNANCE
1.13.1 UXO Safety Support During Construction
Unexploded ordnance (UXO) may be discovered and/or uncovered within or around the construction work areas. It is the responsibility of the Contractor to be aware of the risk of encountering UXO and to take all actions necessary to assure a safe work area to perform the requirements of this contract. If at any time during contract performance, the Contractor
SECTION 01 15 00.12 10 Page 5 becomes aware of or encounters UXO or potential UXO, the Contractor shall immediately stop work at the site of the encounter, move to a safe location, notify the contracting Officer, and mitigate any delays to scheduled or unscheduled contract work. The Contractor shall not perform nor incur any costs for the removal or disposal of UXO. The Contractor assumes the risk of any and all personal injury, property damage or other liability, arising out of and resulting from any Contractor action hereunder.
1.14 RESIDUAL CONSTRUCTION MATERIAL
All Contractor purchased materials and equipment intended for incorporation into the completed facilities and which are later determined excess to the actual construction requirements, will become the property of the Government. The residual materials and equipment shall be tagged (giving the area where like type material and equipment were installed), and stored in an orderly manner in a designated area as directed and approved by the Contracting Officer.
1.15 CUSTOM EXEMPT CONTRACT
The Contractor shall furnish to the Contracting Officer, just prior to completion of this contract, a consolidated inventory of all excess supplies, materials, and equipment imported duty free for use under this contract. The Contractor shall either pay required duties on the excesses, re-export the excesses, or the excesses shall become the property of the Government.
1.16 COMPLIANCE WITH HOST COUNTRY RULES AND CUSTOMS
The laws of Host Country may prohibit access to certain areas of the country which are under military control. The Contractor shall furnish the Contracting Officer the names of personnel, type, and amounts of equipment, dates and length of time required at the site, and the purpose of entering the host country. It is understood that areas to which rights of entry are provided by the Host Government are to be used only for work carried out under the contract and no destruction or damages shall be caused, except through normal usage, without concurrence of the Host Government.
1.16.1 Contractor's Responsibilities
The following items are the sole responsibility of the Contractor to investigate, estimate as to cost, and assume the risk, as normally encountered by Contractors. The Contractor shall be responsible for determining the effect of the following on his own cost of performance of the contract and for including sufficient amount in the contract price:
a. Official language and type of accounts required to satisfy the officials of the Local Government.
b. Entry and exit visas, residence permits, and residence laws applicable to aliens. This includes any special requirements of the Host Government, including those required by local Labor Offices, which the Contractor may have to fulfill before an application for a regular block of visas will be accepted.
c. Passports, health and immunization certificates, and quarantine clearance.

d. Compliance with local labor and insurance laws, including payment of employer's share of contribution, collecting balance from employee and paying into insurance funds.
e. Strikes, demonstrations and work stoppage.
f. Collection through withholding and payment to local Government, of any Host Country income tax on employees subject to tax.
g. Arranging to perform work in the Host Country, to import personnel, to employ non-indigenous labor, to receive payments and to remove such funds from the country.
h. Operating under local laws, practices, customs and controls, and with local unions, in connection with hiring and firing, mandatory wage scales, vacation pay, severance pay, overtime, holiday pay, 7th day of rest, legal notice or pay in lieu thereof for dismissal of employees, slowdown and curtailed schedules during religious holidays and ratio of local labor employed in comparison to others.
i. Possibility of claims in local bureaus, litigation in local courts, or attachment of local bank accounts.
j. Compliance with workmen's compensation laws and contributions into funds. Provisions of necessary medical service for Contractor employees.
k. Special license required by the local Government for setting up and operating any manufacturing plant in the Host Country, e.g.

PART 1 GENERAL
1.1 Contractor's Design and Construction
The Contractor's design and construction shall comply with technical requirements contained herein. The Contractor shall provide design and construction using the best blend of cost, construction efficiency, system durability, ease of maintenance and environmental compatibility.
1.1.1 Design and Product Requirements
These design and product requirements are minimum requisites. Variations shall be submitted in accordance with Section 01 33 00.12 10 entitled SUBMITTAL PROCEDURES FOR DESIGN-BUILD PROJECT. All variations shall be approved by the Contracting Officer. Unless otherwise specified, all of the materials and equipment to be installed in this project shall comply with a recognized standard for the intended use. The Unified Master Reference List for ASTM, ASME, etc., located at https://wbdg.org/ccb/DOD/UMRL/UMRL.pdf www.ccb.org/docs/ufgshome/ufgstoc.htm identifies the titles and approval dates.
1.1.2 Asbestos Containing Materials
Asbestos containing material (ACM) shall not be used in the design and construction of this project. If no other material is available which will perform the required function or where the use of other material would be cost prohibitive, a waiver for the use of asbestos containing materials shall be obtained from the Contracting Officer.
1.1.3 Limitation of Working Space
The Contractor shall, except where required for service connections or other special reasons confine his operations strictly within the boundaries of the site. Workmen shall not be permitted to trespass on adjoining property. Any operations or use of space outside the boundaries of the site shall be by arrangement with all interested parties.
The Contractor shall take all practical steps to prevent his workmen from entering adjoining property and in the event of trespass occurring the Contractor shall be held entirely responsible.
1.1.4 Subcontractors
Compliance with the provisions of this section by subcontractors shall be the responsibility of the Contractor.

2.3 Dead and Live Loads
Dead and live loads used for design shall be in accordance with the International Building Code IBC-2012
2.4 Seismic
The structure and all parts thereof shall be designed for the seismic requirements as defined by the International Building Code, IBC-2012, UFC 3-301-01 and UFC 3-310-04. For this region use Spectral Response Ss=0.46g and S1=0.22g. Soil site classification will be determined by Geotechnical investigation.
2.5 Raised Access Flooring System
The raised access flooring system shall be rated to support a minimum area load of 250 pounds per square foot in the areas where the new workstations and server racks are being added (see attached Appendix A) and have a finish floor height of no less than 16 inches above the top of concrete floor slab.
The existing raised access flooring system within the AOC shall be inspected by the Contractor for load bearing capacity, clearance above top of concrete floor slab, and serviceability. The Contractor shall provide documentation of the current condition of the existing raised access floor system to include but not limited to, the height above top of concrete floor slab, make, model, and manufacturer's recommended load bearing capacity of the existing raised access flooring system to the Government for review.
In the event the existing raised access flooring system shows signs of excessive wear, deterioration, potential failure, does not provide the required clearance above the top of concrete floor slab, or evidence cannot be provided to verify the design load capacity of the system, the raised access flooring system shall be replaced in all areas where new or additional equipment is being installed as well as all defective areas to ensure this facility is complete, usable, and suitable for continued use. Should replacement of portions of the raised access flooring system be necessary, the areas to be replaced will include at minimum, the AOC storage room, potential ITMK secure storage room, and the areas of proposed work stations shown on the drawings. The raised access floor system panels located within or extending into the ITMK secure storage room, shall be secured with bolts to the access floor support system.
For bidding purposed the Contractor is to assume 50% of the raised access floor system located within the area designated on the drawings will need to be replaced. Should individual floor panels identified for replacement extend into adjoining rooms of the facility, the entire floor panel and the associated supports shall be replaced. All areas designated for replacement shall be reviewed and coordinated with the Contracting Officer or Contracting Officer Representative. No raised access flooring shall be replaced without prior approval from the Contracting Officer.

3. MECHANICAL
The contractor is to perform an analysis of the existing HVAC system in order to evaluate and verify that the current HVAC system is if fully capable of handling the heat load generated by the additional communications and electrical equipment that is to be installed. It is estimated that the new equipment will generate not less than 6 kW thermal load total. The contractor shall validate his finding with the use of heating and cooling load software in accordance with ASHRAE 62.1. The contractor shall make a recommendation as to the additional capacity needed (if any) and submit these calculations to the government for review. Any new equipment must be approved prior to beng installed. If bid option is exercised, the contractor shall install new HVAC equipment similar to what is currently installed to meet the additional cooling need. The use of R-22 equipment is expressly prohibited.
The contractor shall produce a separate report pertaining to the current state of the HVAC equipment and submit this to the government. The report will determine if part or all of the current HVAC system needs replacement due to signs of excessive wear or possible failure. The contractor shall make a recommendation for the equipment that is to be replaced and validate this report with photographic evidence of the equipment. The government shall review the contractor's report and determine whether this bid option will be exercised.
4. ELECTRICAL
Power source for the new AOC additions shall be provided from existing secondary switch board (DB.2) locate in room 03 and as identified on appendix A drawing E-101. Provide new 100 amps 400/250V 3 phase subpanel to feed the new loads described below. The contractor shall prepare a load study report for the government to review and ensure the existing switchboard can handle the additional loads. The contractor shall design and provide all necessary electrical equipment and materials to provide power to the new additions. The new additions includes providing power to the new workstations, the new communication racks and the secure storage room, this includes but not limited to lighting , power, cable racks , grounding and any other electrical system required to provide a fully functional electrical system. Lighting level for the secure storage shall be 30 foot candles utilizing surface mounted fluorescent light fixtures. Dedicated outlets shall be provided without earth leakage circuit breaker protection as allowed per MEW R-1 Section 6 (611) Exception 1.
AOC Rack Room - 102 - Provide a minimum of one convenience electrical outlet per wall on the AOC rack room, in addition the room shall be provided with
(4) four dedicated outlets to be mounted onto the concrete subfloor using suitable fasteners, the dedicated outlets shall be a 306R6W type and be mounted on a metal floor box no less than 3 meter away from the equipment racks, each dedicated outlet shall be rated a minimum of 60 amps protected by a minimum of 40 amp circuit breaker at the above mention panelboard.
AOC Operations Room - 103 - Provide a minimum of four dedicated outlets as identified on appendix A drawing E-101. Dedicated outlets shall be 13A, 230V, 50 HZ, BS-1363 duplex socket outlet switch protected by a 16 amp circuit breaker.
5. COMMUNICATIONS

a. The contractor shall provide a new communication hand hole and duct system that connects the sunshade to the existing tower (see Appendix B) in accordance with the communication site drawings.
b. The contractor shall install two conduits from the new communications handhole system to the existing manhole/handhole duct system serving the AOC facility.
c. The contractor shall core drill the existing manhole/handhole in order to connect the new communication handhole and duct system to the existing communication manhole/handhole.
5.2 Inside Plant
a. The contractor is to verify and/or provide a cable route (under floor cable tray, etc.) from the AOC point of entry (the building Comm Entrance Room) to the black network management rack, red network management rack and the BLOS cabinet in the AOC Operations Room. If no routes are available, the contractor shall coordinate with the user to provide adequate raceways from the AOC Operations Room to the Comm Entrance Room. The contractor shall provide drawings to USACE MED for review and approval in accordance with Section 01 33 00.12 10 SUBMITTAL PROCEDURES FOR DESIGN-BUILD.
b. The contractor is to verify that a cable route is available from the respective network management racks (black, red and BLOS) to their respective work station locations in the AOC Operations Room. If no routes are available, the contractor shall coordinate with the user to provide adequate raceways from the red and black network management racks and the BLOS cabinet to their respective work stations. The contractor shall provide drawings to USACE MED for review and approval in accordance with Section 01 33 00.12 10
