Question ID Contrator Question USACE Answer
I am looking to get a set of plans for this project coming up.
Please let me know how & where.
As a two-phase design-build requirement, a set of construction plans will not be developed by USACE for this project. A more detailed Scope of Work is pending and will be posted to SAM.gov when complete as part of the Phase two requirements package.
For Volume 2 Specialized Experience, is the maximum number of projects that can be included four (4) per building type for a total of eight (8)?
No.
A maximum of four (4) total projects can be included in an Offeror's Volume 2 Specialized Experience submission.
NOTE - There is a minimum of one (1) each project for each facility type(s) or their equivalent, similar commercial or institutional type:
Renovation of Administrative Office and Visitor Center, New Construction of a Garage with Storage.
We are putting together a proposal for geotechnical and materials testing/inspection services for a design-build contractor to include in their bid for the Coralville Lake Ranger Building and Admin Repairs project. Since USACE is the property owner, we are wondering, will a formal workplan be required and/or will there be any permitting requirements for the geotechnical drilling for the project?
All applicable local, state, and federal permits will be required for planned work to include permitting.
Workplans will be required.
Is this a design and construction project or are they 2 separate portions of the project?
As a two-phase design-build requirement, design and construction are both part of the same project.
The solicitation is occuring in two separate phases.
Phase I proposals are what are due by the due date and time listed in the RFP. If selected for Phase II as a most highly qualified offeror, you will be notified of your ability to participate and provided additional time to prepare a Phase II proposal.
I see that there is a 20% guarantee or $3,000,000. Does this need to be submitted with the initial proposals being submitted next week or is this requested during the next phase of bidding?
Bid Guarantee - The 20% of the bid price or $3,000,000.00 guarantee (whichever is less), in accordance with (IAW) FAR clause 52.228-1, is only required during Phase II proposal submission. A letter proving evidence of ability to obtain bonding, IAW Section L - Instructions, Conditions and Notices to Bidders, Subsection L.4.1.1, is required during Phase I proposal submission.

I looked at all of the assets attached to the proposal and did not see a blueprint for either building. Is there a way to get that so I can provide it to the contractor?
