1. PROJECT OBJECTIVES

1.0.1 The objective of this solicitation is to provide designs and construction for a multi-faceted project. All aspects should be designed collectively to ensure the best final product. This includes the design and remodel to the interior of the existing administrative building and visitor center building, and the design and construction of a new garage/additional space facility, to replace an existing facility that shall be demolished/removed for the U.S. Army Corps of

Engineers (USACE) at Coralville Lake near Iowa City, Iowa. The remodel of existing

Administrative Office space should be a priority to get project personnel back into permanent office spaces as quickly as possible. Then the remodel of visitor’s area of the building. There is an existing 3,700 SF garage/storage building is to be demolished/removed down to the concrete foundation. This structure shall be replaced by a building to be designed and constructed in a location designated behind and attached to the existing Administration Building. The desire is to provide “State-of-the-Art” facilities that rival similar use facilities in the private sector, using energy efficient and sustainable design. The overall goal is to provide functional, secure, visually appealing facilities that are a source of pride for USACE and the Coralville Lake.

1.0.2 It is USACE’s objective that these facilities will have a 50-year useful life. The design and construction should provide an appropriate level of quality to ensure the continued use of the facilities of that time with the application of reasonable preventive maintenance and repairs.

The facility designs should consider that USACE may repurpose the use of the facilities over the

50-year life. USACE’s intent is to install products and materials of good quality that meet industry standard average life that corresponds with the period of performance expected before a major renovation or repurpose. The design should be flexible and adaptable to possible future uses different than the current to the extent practical while still meeting the operational and functional requirements defined within. Flexibility is achieved through design of more flexible structural load-bearing wall and column system arrangements. The site infrastructure will have at least a 50-year life expectancy with industry-accepted maintenance and repair cycles.

Develop the project sites for efficiency and to convey a sense of unity or connectivity with the adjacent buildings and with the Installation as a whole.

1.0.3 Requirements stated in the RFP are minimums; design and construction must meet or exceed the requirements. The design and technical criteria contained and cited in the RFP establish minimum standards for design and construction quality. Further, the OFFEROR is encouraged to seek solutions that will expedite construction and shorten the schedule.
