4. The following SPECIFICATIONS have been REVISED but NOT REISSUED:
BIDDERS’ QUESTIONS AND GOVERNMENT REPLY:
(Questions that may be of general interest to all Bidders and/or the Government and that are not readily answered by the proceeding changes will appear below. These questions may have been paraphrased or altered to represent several questions regarding the same subject and/or simply revised to clarify and simplify the question(s).
Questions and answers are issued to the bidders “For Information Only” and do not revise the solicitation, plans or specifications.)
Bidder Inquiry 1: Potential for Radioactive Contamination: According to the USACE 2015 Environmental Impact Statement report for the South Shore of Staten Island Coastal Storm Risk Management Project, it was identified that there may be a potential for contamination due to prior filling, dumping or spills. Based on the review of the Bid documents ad the 2018 South Shore of Staten Island Sediment Screening Summary Report (dated December 2018) does not identify the potential for this type of contamination. Does this condition still exist since this will impact off-site disposal of materials.
Government Response: There is no known radioactive contamination in Area E areas.
Bidder Inquiry 2: PCB Contaminated Soil: The Bid identifies PCB contaminated soil to contain concentrations greater than levels greater than the Protection of Groundwater concentrations listed in 6 NYCRR Part 375, Table 375-6.8(b) for Restricted Use Soil Cleanup Objectives. Therefore, are soils exhibiting concentrations of 3.2 ppm or greater as the only PCB contaminated soils to be disposed of off-site?
The Bid also identifies that PCB contaminated soils are to be disposed at a TSCA regulated landfill. Will the USACE allow alternative permitted disposal facilities to handle the stabilization and disposal?
Based on the reference of TSCA in the bid documents, are the soils within the pond subject TSCA? It appears these soils are subject to TSCA based on the need for field decontamination measures and wipe sampling. If yes, is a SIP available that further identifies disposal criteria?
Government Response: Bid was meant more to implicate the possibility of encountering PCB contaminated soils, not that they are necessarily present. Furthermore, bid language can be thought of as a standard operating procedure (SOP) should PCB material be encountered.
Past government Soil/Sediment Investigation, soil from only two (2) of six (6) borings contained concentrations of PCBs slightly exceeding unrestricted use but met all other uses.
Bidder Inquiry 3: In-Situ & Stockpile Sampling for Waste Classification Disposal Sampling: The Bid identifies environmental soil sampling will be conducted both in-situ via a grid method as well as from stockpiles. Therefore, will all waste classification disposal soil sampling for PCB contaminated, non-hazardous and hazardous soils be conducted in this matter at 500 CY frequencies?
Government Response: All waste classification disposal soil sampling for PCB contaminated, non-hazardous and hazardous soils shall be sampled based on revised Specification Section 02 61 13, Excavation and Handling of Contaminated Material.
Bidder Inquiry 4: Section 31 11 00 CLEARING AND GRUBBING: The Bid identifies that vegetative material from the project design area are the “property” of the contractor and include up to 1’ below grade. Are these vegetative materials, such as logs, rotten wood, rhizomes exempt from waste classification disposal soil sampling whether they have residual soils attached? If no, is this volume part of the 21,139 CY estimate of waste to be excavated from the pond areas?
Government Response: The materials will not be exempt. The soil sampling data prevails in terms of waste disposal classification. It is the contractor’s responsibility to segregate materials to be disposed of per the requirements of the disposal facility. The cost of this waste volume is dependent on the contamination classification of the residuals soils, Bid Item 13 – Non-Hazardous Contaminated, Bid Item 15 Hazardous, and Bid Item 64 PCB Contaminated.
Bidder Inquiry 5: Will the USACE allow for backfilling of trenches for Sewer Construction utilizing the existing excavated materials, regardless of sample results?
Or, after sampling, will the excavated materials be disposed of, utilizing the unit pricing for handling and disposal of Contaminated non-hazardous or Contaminated hazardous or whatever the case may be?
If this is the case, after discovery, how will the imported materials now required for back fill be paid for IF
REQUIRED BY SAMPLING RESULTS?
For example, Bid Item 56 requires 9300 cubic yards of excavation, if we are allowed to use the excavated materials as backfill , then no import is required, and no expense is incurred, but if the USACE and NYCDEP and Sampling requires us to dispose of this material, the materials could be paid under handling and disposal, and then additionally the contractor would experience a cost for import of clean material, which we would want to be compensated for.
Government Response: The excavated material must be confirmed uncontaminated and not hazardous in order to be used as backfill. If the soil is determined to not be suitable for backfill, the cost of disposal will be under the unit items for the respective locations of the sewer/pipe trenches, Bid Items 42 – 57 and 60 – 62. If the import of clean fill is required, the cost will be under the same unit items for the respective locations of the sewer/pipe trenches, Bid Items 42 – 57 and 60 – 62.
Bidder Inquiry 6: Please specify where the erosion control items can be located in the drawings, such as silt fence and sediment traps. Erosion Control drawings only provide construction entrance locations.
Government Response: The Erosion Control Plans show the required features. Details such as the silt fence are on the plans in case they are needed based on the SWPPP requirements. For example, the silt fence is not needed in the pond work areas, but may be needed for street work. The extents of the silt fence in the streets will be based on the project work limits.
Bidder Inquiry 7: Please provide information for the piles for the two long sanitary sewer lines at a) sanitary sewer that goes from Quintard St and loops around to Vulcan St, and b) sanitary sewer that starts at Wentworth Ave and goes to Quincy Ave.
Government Response: The two sanitary sewers mentioned are on timber piles. Information for the timber piles is shown on the revised Amendment 5 Plans.
Bidder Inquiry 8: Under which item will bank stabilization (as shown on Sheet C505) be paid?
Government Response: Bank Stabilization is under Bid Item 65.
Bidder Inquiry 9: Please refer to sheet S-308. There are wall pipes within the weir chambers. Although there is a call out for the Wall Pipe “M-40-0105.” We are unable to locate this detail. We are also unable to determine the material of the pipe. Please provide the detail and confirm the material of this pipe.
Government Response: The detail “M-40-0105” is on Structure Sheet S-003. S-308 was revised in Amendment 6 to show the wall pipe as Ductile Iron.
Bidder Inquiry 10: Drawing S001 Note F-3 states to perform pile load testing at each structure in accordance with the specifications. Do pipe runs and manholes not shown on the structural drawings require pile load testing?
Government Response: All structures requiring piles shall be pile load tested in accordance with the specifications even if they are not on the Structure drawings.
Bidder Inquiry 11: Drawing CU101 Profile A1 states to see S-102 for pile spacing and type for Box Sewer No. 1. Drawing S102 does not provide the pile spacing.
Please provide the pile spacing.
Government Response: CU101 has been revised to reference S-104 for pile spacing and type.
Bidder Inquiry 12: Drawing S112 Detail G9 includes a portion of the Pearsall St. Box Sewer 5 foundation plan, and the table below the detail provides a quantity of 6 EA CFA piles and 90 EA Timber Piles for Box Sewer 5.
Drawing CU102 Profile A1 calls out to see drawing S119 for pile spacing and type for Box Sewer 5. It appears that the quantity of CFA piles for Box Sewer 5 should be 11 EA based on drawing S119, and that the pile layout and quantity/type of piles do not match what is shown on drawing S112.
Please confirm the correct quantity of CFA piles and Timber piles for Box Sewer 5.
Government Response: Detail G9 on S-112 is for Box Sewer 5 coming from Junction Chamber 7. Detail A-1 on S-119 is for Box Sewer 5 coming from Junction Chamber 5. S-112 was updated to clarify the differences.
Bidder Inquiry 13: On Drawing CU107, the plan view G1 calls out a 38” W x 24” H Elliptical R.C.P. Class III Storm Sewer on Concrete Cradle on Timber Piles, and the profile view A1 calls out CFA piles under this same storm sewer. Please clarify which pile type to use under the 38” W x 24” H Elliptical R.C.P. Class III Storm Sewer on drawing CU107.
Government Response: CU107 was revised in Amendment 5 to specify timber piles for the 38” W x 24” Storm Sewer from Station 0+00 to 2+00.
Bidder Inquiry 14: Drawings CU102, CU104, CU105, CU106, CU108 call out New Standard Manhole Type A-3 on Piles. DEP Standard Drawings do not include piles for Type A-3 Manholes. Please confirm if piles are required.
If piles are required, please provide pile type and quantity for each manhole.
Government Response: NYC Sewer Design Standards Detail SE13 Type A-3 Manhole says when piles are required, refer to Standard Manhole Type A-2 for pile details.
Bidder Inquiry 15: If soil amendment is required to be added to the soil material excavated from the pond in order to stabilize the excavated material for transport and disposal, will the total truckload weight of this combined material be quantified for payment under Bid Items 013, 015 and 064, as applicable?
Government Response: Bid Items 0013, 0015, and & 64 cover all costs for labor, materials, equipment, and work for handling and disposal of the specified soils. These bid items include any soil amendment needed to be applied to the soil material excavated.
Bidder Inquiry 16: Due to the soil conditions in this site, we are expecting a considerably settlement of the fill aggregates to be placed in the job (topsoil, gravel, fill…). Considering that the contractor will need to supplement the lost material due to ground settlement to meet the proposed grades. Will the owner pay for this additional work?
Is this additional material part of the bid quantity?
Government Response: The bid items cover the costs for materials and work needed to bring ground to proposed grade. This will include any additional material and work to cover lost material from ground settlement.
Bidder Inquiry 17: The deer fence on the bid items show a quantity of 2,832 and if so, it doesn’t cover the total number of trees and shrubs as per the plant schedule and the deer fence detail. Is this correct? Please clarify.
Government Response: The bid quantity has been revised to 4,455 deer cages for each tree and shrub. The layout of the plantings is the responsibility of the Restoration Specialist. The specialist will also determine if plantings will receive individual deer cages or if the cages can be installed around plant groups.
Bidder Inquiry 18: In Amendment+0004+SSSI
Bidders Inquiry 05 – Government Response: Disposal of contaminated or hazardous materials from build structures and pipe networks will be paid under the lump sum bid items of respective structures and networks.
Please confirm all Bidders are to carry Hazardous materials disposal of all excavated material in the Structures and network Items.
Please confirm Sampling & Testing of soils is also required to be carried in the Structures and Network Bid Items.
How will the contractor be compensated for the import of clean fill for the structures and network bid items.

Bidder Inquiry 23: Specification 31 00 00 – Excavation – Part 3 – 3.2 Archeological Monitoring
Please provide guidance to the magnitude / duration of support that the contractor is to supply in Bid Item for the archeological monitoring.
Government Response: As outlined in Part 3-3.2, the contractor will be responsible for providing an SOI qualified archaeologist to monitor the excavation of soil for all inlet/outlet structures and associated culvert leading to the outfalls, is not applicable to additional construction as long as additional earth moving efforts are avoided. The length of time and period of monitoring will be contingent on the contractor’s schedule and timeline. The exact locations are also contingent on the current design plans, and currently represent approximately 15 features, see reference above regarding inlet/outlet. The contractor will include a monitoring plan of all locations that they are proposing to include as locations identified for monitoring.
Bidder Inquiry 24: Reference is made to the design capacity for piles of 20ton. As per DOB/DEP, timber and steel piles do not have to be load tested if they require 30 ton and 40ton design load or below, respectively. Please confirm if the testing is necessary, as using ENR Formula should be sufficient.
Government Response: Load testing of the piles is required for the 20-ton design capacity of piles.
Bidder Inquiry 25: If testing is required, please confirm all the tests be performed as per specs for PDA, compression, and lateral tests for 5% of all driven piles, resulting in over 100 PDA and load tests. Also 5% of CFA piles to be load tested, or another 40+ load tests. Please confirm that the percentage of load tests needed is correct.
Government Response: It is confirmed that the pile testing requirements in the specifications is correct.
Per 2022 NYC BC Section 1810.4, static and lateral tests are required. Dynamic tests can be performed to reduce the number of sacrificial piles. 5% of the piles tested is the minimum per USACE Standards. Test piles are to be located throughout the footprint of the structure and test piles that meet the requirements of the project may be incorporated into the work. See Specification Sections 31 62 19 and 31 62 16.16, paragraphs 1.1 and paragraph 1.4.1, and Section 31 63 16, paragraph 1.1.
Bidder Inquiry 26: Please confirm that all reinforcing bars are black carbon steel, non-epoxy coated.

Bidder Inquiry 27: In Amendment Number 5, Items 65, Bank Stabilization, was added to the project. Amendment Number 5, Question 73 verified the location to be as show on sheet CG110. Can you please verify the unit of measure for this item? It seems the item should be 3,600 SF and not 3,600 SY.
Government Response: The unit for bank stabilization should be SF and has been updated.
Bidder Inquiry 28: Can the existing soil be used to backfill trees and shrubs or will topsoil be needed for each pit or amend the soil if needed?
Government Response: In areas where the excavation of phragmites and backfill with topsoil has taken place, the tree/shrub planting pits can be backfilled with existing soil. If trees and/or shrubs are planted in areas where no phragmites excavation has taken place, the tree shrub/planting pits will likely need to be backfilled with additional topsoil dependent upon the condition of the existing soils. This will be determined in the field by the Contracting Officer/Restoration Specialist.
Bidder Inquiry 29: According to the spec the guarantee and maintenance period is 2 years, the NYS DEC Permit states 3 years, which is correct?
Government Response: The spec is correct, the contractor is responsible for a 2 growing season plant guarantee and associated maintenance (i.e. watering). Separately, the government will conduct 3 years of monitoring and associated monitoring report writing to fulfill Condition 21 of the NYSDEC WQC. A growing season shall include 12 months from the time of each planting activity conducted in a specific location.
Bidder Inquiry 30: There are two different tree sizes (2.5-3" & #5) totaling 2,037. The bid No. 0018 has this item lumped together. Should there be two line items since there are two different size trees?
Government Response: All of the trees, no matter the size, are covered under Bid Item 18.
Bidder Inquiry 31: The Bid item Deer Protection Cages (2,832 ea.) states in Note#1 all trees and shrubs must have deer protection cages installed around them. The quantity given is less than the total quantity for both trees and shrubs (2037 + 2413 = 4,450 a difference of 1,618) Please clarify.
Government Response: Please see response to Bid Item 20.
Bidder Inquiry 32: In the Irrigation spec. it states to install, maintain & remove the irrigation system in which we will be using NYC fire hydrants as the water supply. There is no Line Item on the Bid Sheet. Please advise.
Government Response: Watering of the plantings is covered under their respective Bid Items, Items 18 –

- Daily Tree/plant layout
Government Response: All work involved for plantings is covered under their respective bid items, Items 18-20. A new Bid Item 66, OPTION – Landscape Construction Maintenance had been added to include all landscape construction maintenance required after acceptance of all work by the Contracting Office in accordance with the contract drawings and specifications.
Bidder Inquiry 35: Can the invasive plants be mixed with the top layer of soil containing their root system after the herbicide application? Or is it necessary to remove the plants before excavation starts?
Government Response: For any invasive plant material, other than phragmites, the above ground portion of the plants can be removed along with the soil during the clearing and grubbing operation. Clearing and grubbing is separate from and must occur prior to excavation. For phragmites, follow the specific direction and guidance provided in the Contract Documents (e.g. over excavate the phragmites root mass to the specified depth and backfill with topsoil).
Bidder Inquiry 36: Bid item 0014 (Sampling & Testing) has been changed to "TON" for the Unit. Is the bidder only providing an amount to sample and test 750 tons of materials - or is the Bidder expected to provide an amount for sampling and testing of the entire project?
Government Response: Bid Item 14 shall still be in units of “Set” and has been corrected.
Bidder Inquiry 37: Can the water resulting from the dewatering operations be discharged on site using sum pits and sediment tanks as shown in drawing CE502?
Government Response: Water resulting from the dewatering operations can be discharged on site using the sump pits and sediment tanks. As per the Specification Section 01 57 19 Paragraph 3.3, “All dewatering activities must be authorized under the Umbrella SPDES Permit. No dewatering is to take place without an authorization from NYSDEC.”

Government Response: The berm box sewers in the Civil Plan Sheets are called out as 4’-0”W x 2’-0” H Storm Sewers. They are shown on CG103, CG105, CG106, CG109, CG110, & CU114. The single berm box sewer on CG110 across from Orlando St is covered under Bid Item 50, not Bid Item 7.
Bidder Inquiry 41: Referring to C501 and Spec Section 32 05 33 2.1.1, please clarify whether to use rip rap size listed on drawing detail schedule, or to use size in specs.
Government Response: Use rip rap size listed on the contract drawings. Section 32 05 33 2.1.1., was revised in Amendment 5 to reference the contract drawings for the stone sizes.
Bidder Inquiry 42: The encroachment as seen on drawing sheet CE102 was not accessible upon attempted site visit due to being landlocked by the residents and the surrounding wetlands. Can the government further describe this encroachment or provide existing photos to determine its deconstruction.
Government Response: The encroachment is an existing pond and wood planters.
Bidder Inquiry 43: Reference CLIN #0007, and Amendment 0002 (Bidder Inquiry 33), and CU-114 S-317, S-122.
CLIN #0007 indicates an estimated quantity of 328LF of Berm Box Sewer. Gov Response to Bidder Inquiry provided updated Sheets S-317 and S-122. A Schedule has been added to S-317 for Berm Box Sewer Lengths.
When comparing the CLIN 0007 Quantity of 328LF to the total 121 LF in schedule on S-317, we are missing 207LF of Berm Box Sewer. The CU drawings do not specifically utilize the terminology “Berm Box Sewer”. Please advise the other utilized terminology within the CU and Structural Plans that specially identify the Berm Box Sewers so that we may locate. CLIN 0007 only identifies these as Precast, but do not specifically call out where the 207LF of Berm Box Sewer are located. Please provide a schedule locating the 328 lf of berm box sewer, or advise the location on CU plans.
Government Response: In Amendment 5 the schedule on the structure drawings and bid quantities was updated to show a consistent count of the berm box sewers. On the Civil Plans, the Berm Box Sewers are called out as 4’-0”W x 2’-0” H Storm Sewers. They are shown on CG103, CG105, CG106, CG109, CG110, & CU114. The single berm box sewer on CG110 across from Orlando St is covered under Bid Item 50, not Bid Item 7.
Bidder Inquiry 44: Please advise the designated spoil areas on Government Property, Spec section 02 41 00
Government Response: Spoil areas are to be proposed by the contractor and approved by USACE.
Bidder Inquiry 45: Referring to Various S-xxx Drawings, Is it at the Contractor's discretion to select the use of CIP or Precast Drainage Structures as part of our means and methods? Alternate CLINS were not located on the Bid Form.
Government Response: Correct, it is the contractor’s discretion to select the use of CIP or Precast Drainage Structures as part of means and methods.
Bidder Inquiry 46: Referring to CU117 and CU114, please provide the profile for the 18" sanitary sewer on the top left of sheet CU117 - detail G1 which runs into the top right of sheet CU114.
Government Response: CU114 shows the profile for the 18” sanitary sewer. The sanitary sewer shown on CU117 is an overlap of what is shown on CU114.
Bidder Inquiry 47: Referring to sheet CU118 detail J1, please verify which bid item the 24" sanitary sewer along with associated structures will be paid under (pipes, manholes, cradles, excavation, backfill, support of excavation, piles, etc.)
Government Response: The 24” sanitary sewer on CU118, is covered under Bid Item 56 Oceanside Avenue & Quintard Street – Sanitary Network.
Bidder Inquiry 48: Referring to sheets LD101-LD111, please verify which bid item Tree Protection Fence will be paid under, and clarify which detail is to be used.
Government Response: The tree protection fencing on the LD Plans will be covered under Bid Item 31 Tree Guard. CE501 has the Temporary Wooden Tree Guard detail that shall be used for the protection.
LD102 has been revised to reference the Tree Guard as typical.
Bidder Inquiry 49: Referring to sheet C504, please verify if concrete curb adjacent to paver is paid under CLIN
Government Response: Yes, the concrete curb adjacent to the paver is paid under Bid Item 37.
Bidder Inquiry 50: It was observed during a site visit, pavers exist within a pedestrian crosswalk at the Intersection of Father Capodanno and Sand Land South. This location is within the excavation boundary area for Junction Chamber 4. This area as shown on CG103 and CP103 is not called out to be restored with concrete pavers, but to be restored with full depth asphalt. Additionally, Note #4 on CP103 indicates that NYCDOT standards take precedence over matching existing conditions. Please confirm that pavers are not to be replaced where they presently exist, and please confirm the CLIN where this work is to be paid.
Government Response: In Amendment 6, CP103 was revised to show the restoration of the existing granite block crosswalk. C506 was revised to add the Granite Block Crosswalk Detail. The crosswalk restoration will be paid under Bid Item 44 Sand Lane South Structures.
Bidder Inquiry 51: It was observed during a site visit, white spray-painted markings which appear to be the proposed corner layout of various junction chambers, drainage structures, etc. Junction Chamber #4 is below the existing memorial on the South corner of Father Capodanno and Sand Lane South. Please provide details for restoration of the existing memorial paved area, and the Father Capodanno Monument, including the foundation, the pavers, the stamped colored concrete, the monument decorative curb.
Government Response: Details of the foundation, concrete, and pavers at the Father Capodanno Monument are not available. A note has been added to CP103 to say “Contractor to note and dimension existing pavers, submit findings to engineer and replace pavers material and alignment in place. Protect adjacent areas and reconstruct damages that occurred during construction.”
Bidder Inquiry 52: Clarify Amendment #4 Question 15 in more depth. Based on the answer, left in place casings are required and to be according to Section 31 63 16 – section 3.2.1. That section references the casing, or can, to be at least 18” in length to establish pile cut off and to prevent surface material from entering the grout column.
In our experience, a “can” is utilized at grade, oversized to the CFA, and helps contain spoils and excess grout after pumping. A casing is used to limit the bonding area of the grout to target the best load bearing strata more precisely. Cut off is the final top elevation of the pile, at which the pile cap is installed. If you are to install a casing / can to cut off, this statement can be read in the following ways.
1) If the Contractor is responsible for the CFA pile design, will the USACE accept a pile design with no left in place sacrificial casing (a can will be used either way).
2) If the left in place casing is required, is the intent to have a casing from grade (roadway elevation) to cut off, or from cut off to tip.
3) If the left in place casing is required from cut off to tip, can you please provide an anticipated bonded length for bidding purposes?
4) If the left in place casing is required from grade to cut off, would it be acceptable to use cheaper alternatives than steel, but would serve the same purpose since it will just be removed when excavated?
Government Response: The pile design assumed full length bonding area. Option 1, a pile design with no left in place sacrificial casing is allowed.
Bidder Inquiry 53: According to spec section 31 63 16 “Casings should be of proper diameter and at least 18 inches in length to establish the pile cut-off level and to keep surface spoil from entering the grout column before it sets.” In addendum 4 USACE stated that casings are to remain. Does this mean the casing only needs to go to cut off EL? Or is the contractor expected to drill casings down to tip EL and leave it in place?
Government Response: Casings only need to go to cutoff elevation. It was assumed full length bonding area for the pile.
Bidder Inquiry 54: In Amendment 5 question 101 USACE states fees will not be waived for sewer discharge. Is that regarding NYC Sanitary Sewer discharge? Will NYC Stormwater Discharges be held to a fee as well?
Government Response: It has been confirmed by the NYC DEP that dewatering discharge fees to the stormwater sewers are waived. The Bureau of Customer Service (BCS) will request pages stating that the project is funded by the DEP in order for the fees to be waived. The applicant needs to submit the following:
1. Engineer's statement - with total estimated volume to be discharged and the time frame for the discharge, this letter must be sealed with an engineers seal
2. Application for Permits - blank attached, please note this form can be sealed with a plumber of engineer seal
3. NYSDEC approval/permit
4. BWSO approval
5. Special Indemnity Agreement - blank attached, please note this form is not needed if the land is owned by
NY City
6. If the fee is waived because the project is DEP funded, documentation is required, for example a statement from DEP
All of these can be emailed to dewatering@dep.nyc.gov for processing.
Bidder Inquiry 55: Regarding the timber piles:
a. Is the treatment C.C.A 1#/CF or 2.5#C.F?
b. ASTM D25-12, Class B Piles in 30’-40’ have a 12” Butt not 13” Butt. Please confirm.
c. Is the independent inspection required for species and grade or just for treating or both?
Government Response: A) The treatment is C.C.A 2.5#/CF B) The timber pile butts should be 13”, even if they can be less based on the ASTM D25-12.
C) The independent inspection is required for both species, grade, and treating.
Bidder Inquiry 56: Please clarify deer cage quantity. Our estimate is 4,491 EA. This is significantly different from the bid item provided (2,832 EA).
Government Response: Please see response to Bid Item 20.
Bidder Inquiry 57: Please confirm if the invasive species removal and disposal is covered under the “Clearing, Grubbing, & Removals.” The quantity for this item is significantly high and this is the only possible explanation.
Government Response: Confirmed, the invasive species removal and disposal is under Bid Item 10 Clearing, Grubbing, & Removals.”
Bidder Inquiry 58: Besides the chambers, structures, sewer and piles, does the MICROPOOL at the Sand Lane South Weir Chamber #2 need to follow the Marine Concrete specs as well?
Government Response: No, the micropool at Sand Land South Weir Chamber #2 does not need Marine Concrete.
Bidder Inquiry 59: Reference Contract Drawing C540, Flush Mortared Joint Installation Detail, Note 2 which states:
All stones shall generally have:
A minimum length of one (1) foot-zero (0) inches and a minimum height of six (6) inches.
All stones shall generally have:

1. Is Marine Concrete required for the ancillary drainage structures and pipes here (ie. 42” RCP Storm and Storm Manholes south of Junction Chamber No. 8, and Catch Basins, Manholes and 18” ESVP off of Junction Chamber No, 4)?
2. Is epoxy rebar required where the Marine Concrete is used? The note alludes to the use of epoxy rebar but does not appear to require it.
Government Response: Yes, all concrete ancillary drainage structures and pipes need to be marine concrete in this area. Yes, all Ferrous and Galvanized metal fabrications as well as all Aluminum fabrications shall be coated in accordance with Specification 09 96 00.
Bidder Inquiry 62: Please clarify, Amendment #5, Question #95, was answered stating clearing and grubbing is to be performed using hand tools and debris is to be carted away using wheelbarrows. This will facilitate the preservation of plants selected by the Restoration Specialist to remain.
a) We assume the Restoration Specialist is employed by the Owner. Please confirm.
b) The next-to-last sentence states “These areas may not involve clear cutting and grubbing, but above ground and below ground removal of invasive plant material shall be removed.” Please explain this statement.
c) Last sentence states the Restoration Specialist can allow machinery use where possible. Approximately, how much area within the 38 acres will machine use be allowed?
After manual clearing and grubbing is completed and preserved plants are protected at the request of the Restoration Specialist, the 12” surface layer of phragmites rooted soil is to be excavated in the areas that do not require protection. We assume machinery will be permitted at this stage, since removing tens of thousands of cubic yards of soil manually will be extremely time consuming and exorbitantly costly. Please clarify.
Government Response: Specification Section 01 57 19 has been revised to provide more information on the Construction Monitor / Restoration Specialist. These areas may have native plants that are to remain, only the invasive plants shall be removed. The approximate area is unknown and dependent on site conditions and what the Restoration Specialist says. Correct, after the manual clearing and grubbing is completed and preserved plants are protected, if there is phragmites rooted soil that needs to be excavated it can be completed with machinery with the confirmation from the Restoration Specialist.
Bidder Inquiry 63: Reference is made to Specification 02 61 13, Excavation and Handling of Contaminated Material. Part 1.1.1 Measurement states “Determination of the volume of contaminated material excavated shall be based on cross-sectional volume determination reflecting the differential between the original elevations of the top of the contaminated material and the final elevations after removal of the contaminated material”. Will the original ground elevations be based on the existing ground elevations prior to any land disturbance? Please confirm when the original ground elevations shall be taken.
Government Response: The original ground elevations are based on the existing ground elevations prior to any land disturbances.
Bidder Inquiry 64: Can you please provide a profile view/detail for the berm box sewers shown on sheet CU114?
There is a double berm box and a triple berm box. The only profile/detail provided is for the single berm box.
Government Response: In Amendment 6, S-317A was added to show the cross sections of the double and triple berm box sewers.
Bidder Inquiry 65: Amendment 5 as issued does not identify an appropriate “UNIT” type description, such as Cubic Yard, Square Foot, Ton, etc., for bid ITEM 0013 & 0015.Please provide.
Government Response: The unit for Bid Items 0013 and 0015 are tons.
Bidder Inquiry 66: According to spec section 31 63 16 “Casings should be of proper diameter and at least 18 inches in length to establish the pile cut-off level and to keep surface spoil from entering the grout column before it sets.” In addendum 4 USACE stated that casings are to remain. Does this mean the casing only needs to go to cut off EL? Or is the contractor expected to drill casings down to tip EL and leave it in place?
Government Response: Casings only need to go to the cutoff elevation. It was assumed full length bonding area for the pile.
Bidder Inquiry 67: The project requires installation of new sanitary and storm systems; Why is there no item listed for CCTV Inspection of all new systems installed?
Government Response: CCTV inspection of new sanitary and storm sewer piping is required and paid under their respective bid items (42 to 57).
Bidder Inquiry 68: What are the specific requirements for Existing Catch basin / structure cleaning and Evaluations at various locations? How is payment handled?
Government Response: Please refer to Specification Section 33 29 00 Sewer Cleaning for requirements of the sewer cleaning. The cleaning of the existing structures and pipes will be covered under Bid Item 59 Sewer Cleaning.
Bidder Inquiry 69: Pipe cleaning payment item is lineal feet of pipe measured face of structure to face of structure;
how is the structure cleaning being paid? (Typically a separate pay item for NYC projects)
Government Response: The structure cleanings shall be included in the same bid item as the pipe cleaning, Bid Item 59 Sewer Cleaning.
Bidder Inquiry 70: Why is the cost for cleaning and CCTV wrapped into one item to include 8inch pipe through sizes as large as 10 foot x 6 foot box? Labor and equipment required for performing the work in the large storm sewers greatly exceeds the required labor and equipment for the smaller diameter pipelines.
Government Response: The different sizes of pipes for cleaning and CCTV were grouped together to reduce the overall number of bid items.
Bidder Inquiry 71: The quantity of material / debris to be removed from the large existing storm systems is unknown; why is there not a separate pay item for disposal of debris post analysis to identify the classification for disposal?
Government Response: The unknown quantities of material and debris removal from sewers will be included in Bid Item 59 Sewer Cleaning.
Bidder Inquiry 72: The Specifications state that "[a] Subtitle D RCRA permitted landfill is the minimum acceptable offsite solid waste disposal option." (see seventh sentence of SECTION 01 57 19 - TEMPORARY ENVIRONMENTAL CONTROLS, PART 3 EXECUTION, Subsection 3.7.2.2 - Control and Management of Solid Wastes). It is anticipated that many of the soils excavated at the project will meet the standards of facilities that are not Subtitle D permitted landfills, but which otherwise operate in compliance with applicable Federal, State, and local laws, rules, and regulations. Please confirm whether (a) this contract mandates the use of Subtitle D RCRA permitted landfills for disposal of all non-hazardous soils originating from the project, or (b) facilities that are not Subtitle D RCRA permitted landfills, but which otherwise operate in compliance with applicable Federal, State, and local laws, rules, and regulations, are acceptable to be considered for disposal of such soils. This question is specific to Item 0013, "HANDLING, TRANSPORTATION AND DISPOSAL OF NON-HAZARDOUS CONTAMINATED SOIL" in the Bid Sheet.
Government Response: Soil is expected to be non-hazardous contaminated. Soil must be managed as a regulated material and as a solid waste and cannot be taken to a Part 360-16 Registration or Soil Recycling Facility.
However, disposal at a non-Subtitle D facility is possible granted all pertinent Federal, State and local disposal rules and regulations are followed.
Bidder Inquiry 73: Will there be a second or additional evaluation of the sediment to determine ecological risk for reuse during waste classification by the contractor?
Government Response: No additional evaluations are planned. From the soil quality perspective, as long as material meets the SCOs for “Protection of Ecological Resources” presented in 6…
