BIDDER’S QUESTIONS AND GOVERNMENT REPLY:

(Questions that may be of general interest to all Bidders and/or the Government and that are not readily answered by the proceeding changes will appear below. These questions may have been paraphrased or altered to represent several questions regarding the same subject and/or simply revised to clarify and simplify the question(s).

Questions and answers are issued to the bidders “For Information Only” and do not revise the solicitation, plans or specifications.)

Bidder Inquiry 01: There are no corresponding bid items for the following work:

b. the proposed Sanitary Sewer along Quincy Ave. as shown on plan sheet CU117.

Please clarify where this work item are to be paid. Additionally, Bid Item 57 is for Sand Lane North - Sanitary Network, however there are no plans labeled with and/or showing proposed Sanitary Sewer on Sand Lane. Please clarify.

Government Response: The Quincy Avenue sanitary sewer is covered under Bid Item 57. The names Quincy Avenue and Sand Lane North are used interchangeably in this contract to describe the structures at that location.

Bidder Inquiry 02: The Proposal description for Bid Item No. 56 Oceanside Avenue - Sanitary Network mentions 30” DIP, however, there is no 30” DIP on utility plan Sheet CU116 for this street. Please clarify.

Government Response: Bid Item 56 has been revised as of Amendment 2 to change the 30” pipe material to RCP.

Bidder Inquiry 03: Please confirm that the proposed Storm Sewer catch basins, manholes, 42” RCP and 18” VCP along Father Capodanno Blvd. as shown on plan sheet CU112 is to be paid for under Bid Item No. 44 Sand Lane South Structures.

Government Response: Correct, Bid Item 44 covers this work.

Bidder Inquiry 04: The Proposal description for Bid Item No. 45 Pearsall Street Structures says to include 8” Water Main, however, Bid Item 60 includes payment for the 8” Water Main. Please clarify where this work is to be paid.

Government Response: The 8” water main located near the Pearsall Street structures will be paid under Bid Item 60. The Bid Schedule has been updated to clarify that all 8” Water Mains are covered in Bid Item 60.

Bidder Inquiry 05: Detail J1 on plan Sheet CP101 references a Steel Guide Rail detail on plan Sheet C506, however there is no detail for guide rail on this page. Please provide.

Government Response: CP101 has been revised to reference the NYC Parks and Recreation Standard Details, Detail 38 Steel Guide Rail / Bollard Details.

Bidder Inquiry 06: The structural plans provide details for both construction and expansion joints. However, the plans do not show or provide locations for any vertical joints that may be required at the chamber and headwall structures. Horizontal joints are shown but not vertical. Please advise where vertical joints are required.

Government Response: Per Note C-10 on Drawing S-001, the locations of construction joints not shown on the structural plans must be submitted for approval by the Contracting Officer.

Bidder Inquiry 07: The foundation notes on the structural plans state that piles are to develop a minimum compressive load of 20 tons per pile. However, the “Production Pile Acceptance Criteria” section of the specifications for Steel H-Piles, Timber Piles and Auger CIP Piles, respectively, state “Safe design capacity for piles is 40 kips. Drive piles to minimum tip elevation indicated on the contract drawings, and to such additional depth as required to obtain a bearing capacity of not less than 40 kips.” Please clarify the required compressive capacities for the various piles and provide additional contract pay items for each pile type, in order to pay contractors for any additional vertical pile footage beyond those elevations established in the plans for bidding purposes.

Government Response: The required compressive capacity is not less than 40 kips allowable. 40 kips is equal to 20 tons-force.

Bidder Inquiry 08: The foundation notes on the structural plans state that piles are to be load tested in accordance with the specifications at each structure and that test piles are to be spread uniformly around the footprint of each structure. According to the specifications, dynamic, static and lateral load tests are required to be performed on 5% of the Steel H-Piles, Timber Piles and Auger CIP Piles, respectively. In reference to the above:

a. It is unclear whether the various pile tests are to be performed on production or sacrificial piles. Both static and lateral pile load tests are typically performed on sacrificial piles, while dynamic load tests can be performed on either sacrificial or production piles. Please clarify.

b. Considering only the headwall, weir and junction chamber structures require testing per the foundation notes, excluding the box sewers. If 5% of the piles for these structures are tested, this would require approximately (27) Dynamic Load Tests, (58) Static Load Tests and (58) Lateral Load Tests. If 5% of the piles for box sewers 1-6 require testing, this would add approximately (9) Dynamic Load Tests, (31) Static Load Tests and (31) Lateral Load Tests. Please clarify the intent of the contract documents for each individual test type and whether all these test types are in fact required for the various pile types. Also, please clarify and confirm required pile load testing locations and quantities.

c. In consideration of the above and to provide further clarity, we respectfully request that the USACE provide individual contract pay items with quantities for each test type, which will eliminate confusion and maintain balanced bids between contractors as well as provide a means of payment for additional testing that may be required by the contracting officer as indicated in the specs.

Government Response:

A) Test piles are to be located throughout the footprint of the structure and test piles that meet the requirements of the project may be incorporated into the work. See Specification Sections 31 62 19 and 31 62 16.16, paragraphs 1.1 and paragraph 1.4.1, and Section 31 63 16, paragraph 1.1.

B) There are no notes excluding box sewers from pile testing, so pile testing is required for those structures, as per Note F-3 on S-001. Per 2022 NYC BC Section 1810.4, static and lateral tests are required. Dynamic tests can be performed to reduce the number of sacrificial piles. 5% of the piles tested is the minimum per USACE Standards.

C) Quantities for each test type will be covered under the respective bid item for each structure, pipe, or sewer. The Bit Item descriptions have been updated to include the cost of pile testing.

Bidder Inquiry 09: The structural plan sections and details (A1 S-504) for the junction chamber structures do not provide the wall dowel bar size required at each structure. Please provide wall dowel bar sizing accordingly.

Government Response: Structural plans have been revised to provide wall dowel bar sizes.

Bidder Inquiry 10: Most of the box sewer lengths provided on plan page S-314 and S-315 differ from the lengths scaled and shown on the utility plans. Please advise which is correct.

Government Response: Box sewer lengths have been updated on the structural and utility plans.

Bidder Inquiry 11: The structural plans do not identify transverse expansion or contraction joint locations or requirements for the box sewer. Please provide information on the joint spacing or provide location on the plans accordingly.

Government Response: Notes have been added to the structural plans addressing the locations, spacing, and requirements of transverse expansion joints and contraction joints.

Bidder Inquiry 12: Detail A12 on plan page S-104 shows an access manhole for Box Sewer No. 3. However, the plan and profile for Box Sewer No. 3 on plan page CU110 does not call out or show an access manhole. Please provide locations and/or confirm if one is required.

Please provide the appropriate record drawings so that bidders can make the necessary evaluations for the connection between the proposed junction chamber #4 and the existing tide gate chamber.

Government Response: It is the Contractor’s responsibility to obtain As-Builts. All tide gate chamber details shown in plans shall be utilize.

Bidder Inquiry 15: If contractors choose the precast alternate for Box Sewer No. 5, will the USACE allow the proposed manhole structure, as shown on plan pages CU102 & S-119, to be an integral part of the precast box sewer or will a separate structure be required? Please note that Box Sewers No. 3 & 6 have details for access manhole openings thru the roof of the box sewer. Please advise and or provide an alternate detail for clarification.

Government Response: If the precast alternative for Box Sewer No. 5 is used the proposed manhole can be integrated into the structure. Plan sheet S-313 has been revised to show the sections of the manhole structure with the precast alternative. For Box Sewers No. 3 & 6, access manholes have been added to the plan sheets.

Bidder Inquiry 16: Plan pages S-122 and S-317 provide details for a berm box sewer (4’ x 2’). The civil plans do not call out or describe berm box sewers on any of these plan pages other than those previously mentioned in the structural plans. Please provide location(s) for this berm box sewer as well as specific lengths and pile table(s).

Government Response: Berm Box Sewer (4’ x 2’) corresponds to the 4’-0” W x 2’-0” H Storm Sewers shown on CU114. S-122 and S-317 have been updated in Amendment 2 to show the box sewer lengths and pile information.

2. Or will the provision of Section U (Version 2), provided within these specifications, apply?

3. Is there an estimated list of interference work provided by the gas company?

Government Response: National Grid has been DELETED, and Section U has been REVISED and

REISSUED under this amendment. Section U applies, the costs will be compensated by the utility companies, not the city. The contractor is required to immediately commence negotiations with each utility company for an Interference Agreement under which the company will compensate the contractor for any interference work which the company does not elect to perform with its own forces. Interferences are shown on the CU Plans.

Bidder Inquiry 45: Reference the Section U provided in these specifications.

Did the private utility companies listed in the Listing of Companies Named in the Contract (last page of Section U) provide their estimate of anticipated utility interference work, test pit information, locations of their facilities?
