AMENDMENT 0002

Questions that may be of general interest to all Offerors and/or the Government and that are not readily answered by the proceeding changes will appear below. These questions may have been paraphrased or altered to represent several questions regarding the same subject and/or simply revised to clarify and simplify the question(s). Questions and answers are issued to the Offerors “for information only” and do not revise the solicitation, plans or specifications.

1. Q. On Drawing CS101, keynote 39 calls for all work associated with sidewalks, curbs, and any utilities outside the 5 feet shall be CLIN 0002. This line divides notes 17 and 14 leaving only 1 foot outside the 5-foot line.

Do you only want 1 foot of concrete to be figured in CLIN 002? This also occurs at note 6 in the middle of the buildings. This also occurs at note 14 on the south side of the building. Please clarify the splitting of work for CLIN 0002.

A. "Keynote 39 states: CLIN 0002 - ALL WORK ASSOCIATED WITH THE SIDEWALKS, CURBS, AND ANY UTILITIES OUTSIDE THE 5 FT LINE. Utility work is differentiated at the 5' line but all sidewalks, curbs, ramps should be included in CLIN 0002 inside and outside of the 5' delineation mark. This includes answers to notes 17, 14 and 6. "

2. Q. In spec section 01 45 00.00 10 part 3.4.3 CQC Personnel, it is mentioned that there are additional personnel required to assist the CQC System Manager. 6 additional people, each with a different specialty, are being added to the mandatory staff that is already listed in spec section 01 30 00 Administrative Requirements. They are also to be hired by the prime Contractor directly and not through a supplier or a subcontractor. Please advise if the 6 additional personnel are to be full time on site during the construction process. If not, please advise.

A. These personnel must be physically present at the construction site during work on the specialized personnel's areas of responsibility.

3. Q. Please confirm if the Davis Bacon wages provided in the RFP are locked in the duration of the project or do we need to factor in wage rate escalations (which may be issued through new modification numbers after the bid due date) in our bid.

A. Davis Bacon wages are updated up to time of award and then locked for the duration of the project.

4. Q. Spec section 01 30 00 part 1.12.a.(2). indicates that if the Contractor subcontracts more than 70% of the contract value, two superintendents must be provided. Please advise if the 2 assistant superintendents required per part 1.7 [ of spec section 01 30 00] can replace the requirement for the additional superintendent. If not, please advise if the 2 superintendents must be present full time at the site for the duration of the project.

A. Yes, the 2 assistant superintendents required per part 1.7 [ of spec section 01 30 00] can replace the requirement for the additional superintendent.

5. Q. Please advise as to when the anticipated NTP date will be.

A. Notice to Proceed is expected to occur on or about 15 NOV 2023.

6. Q. Can you please provide a draft of the formal contract for review.

A. Please clarify the question.

7. Q. Please confirm all loose FFE in the building shall be removed by the owner.

A. This was clarified in AD drawing notes associated with amendment 1.

8. Q. Do the residential type appliances; E1 [Refrigerator], E2 [Microwave], E3[Coffee Pot] and E4 [ Mini- Refrigerator] fall under FF&E by others or will it be the responsibility of the GC to provide.

A. Not in contract, by other. GFGI items are on contract documents for information only.

9. Q. On drawing CS103 it calls out locations of contractor laydown area and jobsite trailers. Cullum Hall will still be under construction during this project. Please confirm that the only laydown area for this jobsite is the parking lot at Lincoln. Also, due to the size of the access road, the jobsite trailers will need to be placed by crane.

Please confirm that there can be a road shutdown scheduled to place the trailers.

A. See Amendment 1 for updated CS103. Trailer placement is Contractor's means and methods.

Coordination with USACE COR to confirm trailer location and road closures.

10. Q. Currently Cullum Hall’s temporary power is being pulled from Lincoln Hall’s switchgear. Please confirm that the existing switchgear at Lincoln will remain in place until Cullum Hall’s new switchgear can provide power for Cullum.

A. The temporary power for Cullum Hall installed in Lincoln Hall, room B210 off of the existing panel DBH(Breaker #1), is required to remain intact until the new switchgear for Cullum Hall is installed and active. This service is run in the existing tunnel between Cullum and Lincoln to room XB301 and up to room B210.

A. "Where placed, the spray foam insulation will also provide an effective air barrier providing improved air leakage performance. However, due to a variety of impractical and inaccessible conditions at the exterior wall and roof, the project does not include the detailing for a complete air barrier that would include air barrier transitions between building envelope planes like wall and roof planes or the wall planes and floor slabs. The requirement for pressure testing was removed from the project for those reasons."

32. Q. Is the existing [assumed] cementitious fireproofing to be considered "hot" requiring remediation?

A. Refer to the HAZMAT Survey included in contract specifications, volume 2, Division 2.

33. Q. "Level B3: Detail #6 on AD101 refers to SD101 for slab demolition. In mechanical room B301, there’s a portion marked on SD101, but not on AD101. Is this getting removed?

A. Yes, this slab area would be removed as noted in the structural drawings.

34. Q. On AD102 in mechanical room B218, will the upper and lower walls be removed as well? Detail #1 in this room only points to the wall along the corridor.

A. Dashed line means delete. The walls in these rooms are to be deleted. Also refer to structural demolition in this area to confirm areas of demolition.

A. Yes - ceramic tile is to be removed in these rooms.

36. Q. Detail #18 on AD102 calls out removal of GWB furred partition/interior window trim, is there a specific location for this scope? (Most partition removals are annotated).

A. Furred partitions at the exterior wall are to be removed in occupied spaces starting at Stair A and ending with the existing restrooms. Note 18 shown is pointing to the north facing exterior wall.

37. Q. Detail #1 on AD103 calls out various partition walls for removal. We need clarification if all partition walls are getting removed.

A. Keynote 1 indicating to remove full height walls is shown as a typical situation that points to a typical dashed wall. Walls that are shown as dashed lines are to be removed. as indicated in the Demo legend at the bottom of the sheet.

38. Q. Detail #6 on AD103 calls for the removal of masonry wall areas along corridor B100B. All areas are clear except for the wall along room B122. Is this entire wall getting demolished or a section of it?"

A. The wall along B122 is to remain in its entirety. Coordinate with new work drawing A-103

39. Q. Detail #7 on AD103 calls for the removal of trim and windows (plural), but the drawing only points to one window. Are there other windows to be removed?

A. Note 7 and Note 15 on AD103 refer to all windows on the sheet.

40. Q. Detail #8 on AD103 calls for the removal of suspended acoustical tiles, grids and hangers and the note refers to the electrical drawing (ED103) for details on this removal. However, the area marked for removal on ED103 does not appear to be consistent with the removal on AD103.

A. On AD-103 Keynote 8 in Rooms B101, B102, B103, B104 and other rooms adjacent to B104 is not shown. In those rooms the ceiling is to be removed per Keynote 8.
