About this file
This federal solicitation seeks maintenance dredging services for portions of the Newark Bay Federal Navigation Project in New Jersey. The U.S. Army Corps of Engineers proposes to remove approximately 600,000 cubic yards of sediment from the Main and Port Newark Channels to depths of 40 to 50 feet below mean lower low water using a mechanical dredge with an environmental bucket. Multiple barges and tugboats will be needed for dredging, dewatering, and offloading operations, which must maintain a production rate of at least 2,500 cubic yards per day to minimize ship traffic impacts. The dredged material must meet all federal, state, and local placement criteria. The apparent low bidder will have 35 days to provide permits for transporting, dewatering, processing and final placement of materials at a contractor-furnished upland site. Work is estimated to cost $25-100 million and will occur between August 2022 and March 2023. Bids are due by the solicitation closing date.

Report Number: 180-135508-1
With the exceptions noted as flags or footnotes, standard analytical protocols were followed in the analysis of the samples and no problems were encountered or anomalies observed. In addition all laboratory quality control samples were within established control limits, with any exceptions noted below. Each sample was analyzed to achieve the lowest possible reporting limit within the constraints of the method. In some cases, due to interference or analytes present at high concentrations, samples were diluted. For diluted samples, the reporting limits are adjusted relative to the dilution required.
Calculations are performed before rounding to avoid round-off errors in calculated results.
All holding times were met and proper preservation noted for the methods performed on these samples, unless otherwise detailed in the individual sections below.
RECEIPT
The samples were received on 03/22/2022; the samples arrived in good condition, properly preserved and on ice. The temperatures of the 5 coolers at receipt time were 2.1º C, 2.1º C, 2.3º C, 2.5º C and 2.6º C.
The dioxin reference method requires samples to be preserved to a pH of <9. The following SPLP samples was received with insufficient preservation at a pH of 11 due to the matrix: #20220312 AMENDED COMPOSITE A (180-135508-11), #20220313 AMENDED COMPOSITE B (180-135508-12), #20220314 AMENDED COMPOSITE C (180-135508-13), #20220315 AMENDED COMPOSITE D (180-135508-14).
VOLATILES
The following sample was diluted to bring the concentration of target analytes within the calibration range: #20220333 AMENDED DISCRETE D3 (180-135508-20). Elevated reporting limits (RLs) are provided.
Surrogate recovery for the following samples were outside control limits: #20220312 AMENDED COMPOSITE A (180-135508-11), #20220313 AMENDED COMPOSITE B (180-135508-12), #20220314 AMENDED COMPOSITE C (180-135508-13), #20220315 AMENDED COMPOSITE D (180-135508-14), #20220316 AMENDED COMPOSITE E (180-135508-15), #20220317 AMENDED COMPOSITE F
(180-135508-16), #20220318 AMENDED COMPOSITE G (180-135508-17), #20220331 AMENDED DISCRETE D1 (180-135508-18), #20220332 AMENDED DISCRETE D2 (180-135508-19) and #20220333 AMENDED DISCRETE D3 (180-135508-20). Evidence of matrix interference is present; therefore, re-extraction and/or re-analysis was not performed. The pH of the samples was 12. High pH often results in low recovery of Dibromofluoromethane surrogate.
Surrogate recovery for the following samples were outside control limits for Dibromofluoromethane: #20220312 AMENDED COMPOSITE A
(180-135508-11), #20220314 AMENDED COMPOSITE C (180-135508-13), #20220315 AMENDED COMPOSITE D (180-135508-14), #20220316 AMENDED COMPOSITE E (180-135508-15), #20220317 AMENDED COMPOSITE F (180-135508-16), #20220318 AMENDED
COMPOSITE G (180-135508-17), #20220331 AMENDED DISCRETE D1 (180-135508-18) and #20220333 AMENDED DISCRETE D3
(180-135508-20). These sample were SPLP sample with a high pH. High pH often results in low recovery of Dibromofluoromethane surrogate; therefore, re-extraction and/or re-analysis was not performed.
