BID SCHEDULE NOTES

NOTES:

1. All goods must be wrapped accordingly. It should be protected to withstand handling as well as storage and transportation by sea. Due to packing in containers, in warehouse and on ship every package must be able to withstand a pressure from above of at least it's own weight. 2. “Transportation from Denmark" means that the U.S. Embassy will provide a ship from Denmark to Thule AB, GL. The Contractor shall use the FY14 thru FY17 shipping rates provided in this amendment to estimate his volume and shipping costs which he will coordinate with the U.S. Embassy POC to palletize and ship his materials and supplies through. The amount bid on CLIN0005 will be used to evaluate the low bidder, however, this transportation cost will not be a part of the contractor’s firm fixed-price bid. CLIN 0005 will not be awarded to the contractor; those costs will be provided to the US Embassy directly for the shipping costs. See revised paragraph 35 (g) TRANSPORTATION AND PROCESSING OF PERSONNEL MATERIALS AND EQUIPMENT in this amendment for all transportation information.

The bidders are advised that applicable shipping costs (freight) of any goods from manufacturers/suppliers to port (Norfolk/Aalborg) only, if any, shall be included in the contractors price for any particular CLIN that the item is part of; DO NOT include this cost in CLIN 0005.

3. Bids must be in Danish Kroners.

4. Construction Award will not include Government Furnished Transportation.

5. Contractors not utilizing Government Furnished Transportation shall include shipping costs in their Base Bid Items, as applicable. In such cases, the applicable transportation price schedule should be marked “NOT APPLICABLE” or “0.”.

6. The Contractor shall be billed for all quantities over the amount stated in the bid items for Government Furnished Transportation or shall ship at his own expense through private carrier all items over the amounts stated in the bid items.

7. The Basis of evaluation will be the lowest responsive/responsible bidder calculated based on ABSOLUTE VALUES of each CLIN: Base Bid (sum of CLIN 0001 thru 0006) plus Option No 1 thru Option No 10 (CLIN 0007 thru CLIN 0016).

8. Bidders are required to bid on the Base Bid and all Optional Bid Items or their bids will be rejected.

9. Bidders are reminded that they must bid on the issued plans and specifications as amended. Any deviations, conditions or attachments made by the bidder himself thereto may render the bid non-responsive and be cause for its rejection.

10. Option #1, #2, #8: At any time prior to 90 calendar days after written notice to proceed, the Government at its option, may execute these Options. Execution of these options will not alter the project completion date of the contract.

11. Option #3 thru #7: At any time prior to 90 calendar days after written notice to proceed, the Government at its option, may execute these Options. Execution of these options will extend the contract duration by 120 calendar days.

12. Option #8 shall be executed if and only if any option(s) #3 thru #7 is/are executed.

13. Line Item Number 0003 is pre-priced at 300,000DKK, it’s a firm fixed line item, and the price shown may not be changed, see paragraph 11(i) of Section 00 73 00.

14. Bid Acceptance Period: Bidders Bids are to be valid for 30 calendar days for bid acceptance from the Bid Opening.

15. NOTE: The items mentioned in the CID package under paragraphs 2.2 and 2.3 are NOT IN CONTRACT: i.e. refrigerators, microwaves, dishwashers, washers, dryers, furniture (tables, chairs, office shelving, desks, computers and computer equipment, non-built in work surfaces, trash bins).

16. Defense Base Act (DBA) Insurance if required. Refer to Appendix P - DBA Waiver, Paragraph D, and Section 00 73 00 Paragraph 76 - DBA Insurance Rates, for applicability.

17. Option #9: At any time prior to 30 calendar days after written notice to proceed, the Government at its option, may execute this Option. Execution of this option will not extend the contract duration. Quantity stated is in situ volume of earth and/or incompetent rock.

18. Option #10: At any time within 30 calendar days after the completion of the work under Option 9 is completed, the Government at its option, may execute this Option. Execution of this option will extend the contract duration by 90 calendar days. Quantity stated is in situ volume of earth and/or incompetent rock.

19. Excavation work; Final volume will be determined by topographic survey conducted by the contractor of the final excavation and as approved by the contracting officer.

Section 31 23. 00.00 20, EXCAVATION AND FILL, Paragraph 3.3, Excavation; Delete the text of this paragraph as it appears in its entirety and replace it with the following:

“Paragraph 3.3, Excavation

Excavate to contours, elevation, and dimensions indicated. During excavation, removal of all thaw-unstable soil and rock to the surface of ice-poor bedrock must be ensured.

The contractor will provide gravimetric moisture contents and pictures of bedrock material when ice-free or ice-poor bedrock material is suspected of being encountered.

Dry density will then determine if ice-free or ice-poor material has been encountered.

Gravimetric moisture contents and photographs of the pre-thawed still frozen, and also of the oven thawed samples will be provided to the COR prior to dry density determination. The photographs will be of sufficient resolution, close range, and clearness to show individual soil particles and ice crystals. It is the COR’s discretion to determine when dry density tests will be required. The dry density will be calculated on an intact frozen bulk volume basis. Final acceptance of the material as competent ice-free or ice-poor will be determined based on the dry density and it will be the COR’s discretion to determine thaw-stable bedrock has been obtained and excavation can be terminated at that location. Reuse excavated materials that meet the specified requirements for the material type required at the intended location. Keep excavations free from water. Excavate soil disturbed or weakened by Contractor's operations, soils softened or made unsuitable for subsequent construction due to exposure to weather.

Excavations below indicated depths will not be permitted except to remove unsatisfactory material. Unsatisfactory material encountered below the grades shown shall be removed as directed. Refill with NSF material and compact to 95 percent of ASTM D 1557 maximum density, or as shown on plans. Unless specified otherwise, refill excavations cut below indicated depth with NSF material and compact to 95 percent of ASTM D 1557 maximum density. Satisfactory material removed below the depths indicated, without specific direction of the Contracting Officer, shall be replaced with satisfactory materials to the indicated excavation grade; except as specified for spread footings. Determination of elevations and measurements of approved over depth excavation of unsatisfactory material below grades indicated shall be done under the direction of the Contracting Officer.”

BIDDER’S QUESTIONS AND GOVERNMENT REPLY

(Questions that may be of general interest to all bidders and/or the Government and that are not readily answered by the proceeding changes will appear below. These questions may have been paraphrased or altered to represent several questions regarding the same subject and/or simply revised to clarify and simplify the question(s). Questions and answers are issued to the Offerors/Bidders for information only and do not alter the plans and specifications as issued.)

18. Question: Reference is made to Appendix P; "The DBA Waiver issued as

Appendix P expires on December 31, 2015. Please confirm that the Waiver will be extended to cover the entire project."

Response: Appendix P contents are replaced with a more current waive DBA waiver that is valid thru April 2019

19. Question: Reference is made to Solicitation, offer and award, standard form 1442

"If the bid date is 7th of April 2016 and the entire 90 calendar days of acceptance is used, NTP will be 6th of July. This gives 1 month before the last ship will close for delivery of material in Aalborg. This is a very short period for preparing prefab foundation drawings, approval from USACE of prefab foundation drawings and fabrication of prefab foundations. We kindly ask you to reduce the 90 calendar days of acceptance or extend the timeframe of the project. " Response: Under this amendment the bid acceptance period has been reduced from 90 to 30 calendar days.

20. Question: Reference is made to Drawing S-501; It's indicated that foundations are prefabricated footings and bottom plates, but the reinforcement is showed as in-situ?

Response: The foundation details on S-501 provide typical sections for the precast concrete units. The precast units are reinforced and but not necessarily in-situ. A detail for footing splices is also provided; Detail 6. Requirements Lap Splicing of Reinforcing Bars are provide within tables and notes on drawings S- 001 and 002. The Contractor and precast manufacturer will coordinate the required locations for the footing splices based on constructability and transportation to the site. These are the same foundation details utilized on many other construction projects at Thule.

21. Question: Is it allowed to fly a drone over the construction site area, for construction purposes?

Response: The flying of drones over the site is not permitted at this time, since the site is in a designated "no-fly" zone.

22. Question: Is it possible to receive drawings as .dwg instead of .pdf?

Response: Yes, these will be made available to the successful bidder.

23. Question: Is it possible to get the 3D BIM models that the drawings are based on?

Response: Yes, these will be made available to the successful bidder.

24. Question: Reference is made to Amendment 0002; The bid date is extended to the 11th of May. With 90 calendar days of acceptance period, the contract award (NTP) will be 9th of August. This is after the last ship departing from Aalborg. This means that no production can be made on site in the first 10 month (300 days).

The actual building period is in this case reduced to approx. 420 days unless an extension of the timeframe is given. Will such an extension be given?

Response: See response to question 19.
