2016 PACER GOOSE RESUPPLY SHIPPING INSTRUCTIONS

Movement of all PACER GOOSE sealift cargo into the Defense Distribution Depot, Norfolk, VA will be coordinated by the Norfolk Intermodal Hub, Norfolk, VA coordinator in Norfolk.

2) Consignment instructions and Shipper requirements

a) All cargo will be delivered to the following address:

b) NOTE: RPS and UPS deliveries are accepted at the Norfolk Intermodal Hub. However, in the case of small packages, check for mail/parcel post eligibility before sending them to the Norfolk Intermodal Hub.

c) DELIVERY APPOINTMENTS

Trucks delivering material to Norfolk Intermodal Hub require a delivery appointment. 24 hours prior to delivery, drivers requiring a delivery appointment should call me at 757-443-1031 or Mr.

Rufus Strothers at 757-443-5128. We are open Monday through Friday from 7:30 am to 3 pm. To receive an appointment, the trucking company must be able to fax an advance copy of the bill of lading to 757-443-1075. The bill of lading must show:

(1) The Transportation Control Number (TCN) of each shipment being delivered.

Consolidated TCNs, multipacks, or overpacks may not be used.

(2) The TAC (F8PG) assigned to each of those shipments

(3) The DODAAC (EY1169) of the consignee for each of those shipments

(4) The port of debarkation (POD) for each shipment (AQ1 for all PACER GOOSE consignees)

ii) Receiving hours at Norfolk Intermodal Hub are Monday through Friday from 7:30 am to 3 pm.

iii) Norfolk Intermodal Hub does not accept freight on a collect bill. All shipping charges must be prepaid. Shipments arriving on a collect bill will be rejected.

iv) Norfolk Intermodal Hub is situated onboard Naval Station Norfolk. Any truck making deliveries to Norfolk Intermodal Hub must process through the Naval Station Truck Control and Inspection area on Hampton Boulevard prior to making their delivery. Truckers should note that this process can take upward of two hours during peak time periods. Drivers will also be required to show positive proof of identity to receive a pass. Drivers should note that firearms and explosives are not permitted on the Naval Station under any circumstances.

d) DELIVERY DATES

i) All shipments must be received at NORFOLK INTERMODAL HUB on or before 15 June 2017. Shippers must take into consideration transit time and appointment availability when determining the latest date a shipment can leave their facility.

ii) Shippers who have special circumstances, or who know freight will not arrive at NORFOLK INTERMODAL HUB in time to meet the cut-off deadline must contact the NORFOLK INTERMODAL HUB PACER GOOSE Coordinator as soon as possible.

iii) Semi-perishable subsistence items must not be delivered to NORFOLK INTERMODAL HUB prior to 01 May 2017 nor after 15 June 2017.

e) PACKAGING

Maximum packaging protection to meet the most hazardous weather conditions, including weatherproofing (plastic wrapped) is required in support of the Annual Re-supply of Greenland.

This level of protection is necessary for the loading on deck, transfer at sea, and helicopter delivery and offshore or over-the-beach discharge consistent with PACER GOOSE Operations.

i) Subsistence

(1) All subsistence items must be plastic-wrapped, and packaged ensuring it is waterproofed.

(2) All subsistence items must have a remaining shelf life of not less than nine months from the date of delivery to NORFOLK INTERMODAL HUB.

(3) NORFOLK INTERMODAL HUB cannot sustain chill and freeze items.

ii) GENERAL PACKAGING

(1) Suppliers will consolidate items by organization at Thule AB to the maximum extent possible. Fragility and compatibility of the items packed must be considered. Items in glass containers and hazardous cargo (ex: battery acid) will be packed in wooden boxes only.

(2) All palletized cargo must not exceed forty eight (48) inches in height; 3000 pounds in weight and cargo on top of the pallet must be flat. When configuration of palletized cargo is in doubt, please call PACER GOOSE coordinator.

(3) Case for canned goods including paint will be packed on two-way entry, 40”X48” pallets. Pallets must have a four-inch minimal clearance for material handling equipment (forklift) entry. Palletized loads will be provided with a wood or fiberboard cap, and loads will be banded four ways with ¾” steel banding.

(4) Bagged goods must be packed with poly-wrap, covered with fiberboard, palletized, shrink-wrapped and secured with plastic banding.

(5) Metal products such as pipe, angle, sheet, channel, tubing, etc. (which are susceptible to breakage of retaining bands during shipment) will be packaged in bundles squared to the maximum extent and should not (normally) exceed 1,000 pounds gross weight. Bundles will be strapped to four-inch high cross cleats using 1 ¼” steel strap girth bands applied not more than 24 inches apart.

(6) Reinforcement bars (rebar) must be crated or securely bundled. If bundled, 9/64” tie wires must be used for strapping bundles in four different places. Waterproof marking labels should be affixed to bundle in four places. Bundles must be strapped securely to prevent rebar from separating while being lifted by forklift.

(7) Shipments of compressed gas cylinders will be packed and shipped in accordance with 49 CFR, Part 177.840(a) (1)”To prevent their overturning, cylinders containing Class 2 (gases) materials must be securely lashed in an upright position; loaded into racks securely attached to the motor vehicle; packed in boxes or crates of such dimensions as to prevent their overturning; or loaded in a horizontal position. Specification DOT-4L cylinders must be loaded in an upright position and securely braced.”

(a) A wooden collar constructed high enough to protect caps/valves will be placed on top of each palletized load encircling all caps.

(b) Materials measuring 2”X8” will be used in the construction of the pallet base and collars with 3”X4” material used for stringers. Four-way 1 ¼ banding will be applied to attach collar and cylinders to the pallet.

(8) 55 gallon drums must be palletized, 3 drums on a 40”X48” pallet with four way steel strapping. 3 drums on a pallet are preferable so that maximum utilization of the container can be achieved. On large orders, please call the PACER GOOSE coordinator.

(9) Paper products and plywood should be palletized and covered with plastic. Plywood should be delivered on open flatbed trucks.

(10) Drywall (sheet rock) and gypsum wallboard must be crated or palletized and four-way banded. Material must be covered with plastic to prevent damage from the weather;

however, four-way entry on pallet must be clear of plastic. This cargo should be delivered on open flatbed trucks.

(11) Lifting eye/plates must be properly installed by the manufacturer on heavy lift and oversize cargo.

(12) Carpet/rugs. These must be in rug tubes wrapped in waterproof plastic to meet hazardous weather conditions.

iii) DANGEROUS GOODS / HAZARDOUS MATERAILS

(1) For shipments containing any hazardous materials (HAZMAT), the shipper must both classify and certify the freight for ocean transit in accordance with the International Maritime Dangerous Goods Code (IMDGC) and 49 Code of Federal Regulations (49

CFR).

(2) A signed Shipper’s Declaration of Dangerous Goods, in the format specified by 49 CFR, must accompany each HAZMAT shipment.

HAZMAT shipments that have not been properly packaged, classified, certified, or

(1) documented will be rejected at time of delivery to NORFOLK INTERMODAL HUB.

(2) All applicable Material Safety Data Sheet (MSDS) must be physically attached to any HAZMAT shipment. A copy of the MSDS will also be included in the package forwarded to NORFOLK INTERMODAL HUB when making the delivery appointment.

b) MARKING

i) Packages less than ten cubic feet will be marked on one side only.

ii) Packages ten cubic feet and over will be marked on two sides.

iii) Packages will be marked with the label found on the last page of this instruction or a vendor produced label containing the following:

(1) Transportation Control Number (TCN) If split shipments the suffix should be AXX, BXX, CXX, and the last split is ZXX

(2) DODAAC of the consignee

(3) In-the-clear name and address of the consignee

(4) Shipper’s name and address

(5) The project code specified on the purchase order or requisition. If no project code is specified, use “Y31” (Yankee-three-one)

(6) PACER GOOSE”

(7) POD code “AQ1”

(8) TAC (F8PG)

(9) Gross weight of the shipment

(10) Cubic feet of the shipment

iv) ALL MULTI-PIECE SHIPMENTS MUST BE MARKED/LABELED WITH ABOVE

INFORMATION OR FACE POSSIBLE RETURN TO CONSIGNOR AT

CONSIGNOR’S EXPENSE. THIS IS A CRITICAL INSTRUCTION TO ENSURE

PROPER PIECE COUNT TO THULE, GREENLAND.

v) Packages containing fragile items will be marked:”FRAGILE” with red paint or waterproof ink or by affixing an appropriate label to the containers.

vi) All bundles of metal beams, pipe, etc., will be marked by securely affixing two waterproof shipping tags or labels to each bundle. However, due to the paper tag or label frequently lost or destroyed, it is recommended that metal (aluminum or equal) tags marked with applicable shipping information be secured to two different surfaces of each bundle. If individual pieces are large enough, each bundle may be appropriately addressed by stenciling with a contrasting color of paint.

c) Vendor and Source-Loaded SEAVAN Shipping Containers

i) Ordering SEAVAN containers will be handled through the NORFOLK INTERMODAL HUB PACER GOOSE Coordinator.

ii) Delivery Location

(1) Loaded SEAVAN Shipping Containers will be delivered to NORFOLK INTERMODAL

HUB.

(2) A truck appointment is not required for container deliveries; however, the NORFOLK INTERMODAL HUB PACER GOOSE Coordinator must be contacted prior to container arrival at NORFOLK INTERMODAL HUB.

(3) All vendors will ensure Shipping Containers meet the following specifications:

(a) Containers shall be either 20’ or 40’ in length.

(b) Containers must have a Convention for Safe Containers (SCS) approved plate, which certifies the container meets all safety standards, an International Institute of Containers Lessors (IICL) label, or an Approved Continuous Examination Program (ACEP) label.

(c) The net weight (cargo weight) of the container shall not exceed 35,000 pounds.

(4) If HAZMAT is loaded in the container, the container must be properly placarded, in accordance with IMDGC and 49 CFR, on all four sides.

(5) PACER GOOSE containers are shipped via a government-leased vessel. Commercial service is not available.

(6) All containers must be blocked and braced in anticipation of heavy seas and severe conditions. To prevent possible damages to equipment or materials, shipper must load, block, and brace the containers with North Atlantic weather conditions, and the icebreaking nature of the ship in consideration. The vendor must apply numbered seals to all containers to prevent easy access.
