1 LETTER OF INSTRUCTION

1.1 Security and administrative instructions

Title: The title of this document is “Solid Waste Management Plan”. The acronym, SWMP, will be used throughout the entire document.

Classification: The document is unclassified.

Responsibilities: Greenland Contractors, Environmental Engineering (GC/EE) is the office of primary responsibility for developing and maintaining the plan. The instructions given in this plan are applicable to all organizations and tenant units at Thule AB. Organizations are authorized to extract and reproduce those sections of the plan that are essential in the accomplishment of necessary planning and in the preparation of supporting documents and reports.

Reviews/changes: This plan is updated annually IAW the CDRL and distributed accordingly. A draft is submitted to 21 CES/CEIE by 1 Nov for review. Review comments, if any, will be provided within 60 days. Review comments received will be incorporated in the final version of the plan within 30 days; thereafter the document will be submitted to 821 ABG/CC for signature.

The signed plan will then be submitted as the Final edition.

Further, the plan is subject to change if any of the applicable laws, regulations, or requirements is altered.

Distribution: The plan will be distributed to the organizations listed in the distribution list, APPENDIX 4. For all GC organizations, the electronic version is available on the GC Intranet.

2 GENERAL

2.1 Purpose

The purpose of the plan is to ensure that documented guidance regarding solid waste management is available to all installation personnel.

The goal is to achieve a full state of awareness throughout the installation and in this way enable personnel to:

- Be familiar with solid waste procedures including related regulatory requirements.

- Develop related planning documents (e.g. action plans), which will bring the installation into full compliance with regulatory requirements.

- Maintain a safe environment.

- Minimize future solid waste generation at Thule AB.

2.2 Scope

The provisions of the SWMP apply throughout Thule AB and to all personnel. Certain responsibilities are specifically assigned to selected individuals identified in the plan. Although the contents of the SWMP are limited to solid waste management, related plans include:

Further, reference is made to the Final Landfill Assessment and Operations Management Plan, prepared for 821 ABG in December 2005.

2.3 Regulatory Overview

In accordance with USAF policy, Thule AB is required to comply with the following public laws and their respective regulations:

Disposal of United States Salvage, Surplus or Excess Equipment and Supplies at USAF Aerospace Defense Command Bases and Sites in Greenland”, dated 29 June 1976 and 1987 amendment.

3 ORGANIZATIONAL ROLES AND RESPONSIBILITIES

The duties and responsibilities of all organizations and personnel involved in solid waste management, or those otherwise involved in the implementation of the SWMP, are outlined below.

3.1 Commander, 821 ABG/CC

The Installation Commander has the overall responsibility for the revision and coordination of solid waste management at Thule AB. The responsibility is implemented through the base Environmental, Safety, Occupational Health Council (ESOHC), of which the Installation Commander is the chairperson.

3.2 Danish Liaison Officer, DLO

The Danish Liaison Officer serves as the official representative of Denmark and the Greenland Home Rule at Thule AB in environmental issues.

3.3 Environmental Engineering, GC/EE

It is the responsibility of GC/EE to review and update the SWMP annually. The plan must be co-ordinated with relevant organizations prior to final approval by the Installation Commander.

3.4 Transportation, GC/LGTT

The Supervisor of transportation is responsible for the daily management of the sanitary landfill, and must ensure that the operator assigned to the dump truck performs all assigned duties in compliance with applicable publications, to include safety and good sanitary practices.

Personnel collecting solid waste storage containers (dumpsters) are responsible for inspecting the contents. If items are improperly disposed of, the Pavements & Grounds Supervisor must be notified immediately. The operator of the dump truck will immediately clean up any waste caused by the operator’s operations.

3.5 BMC Disposition Services, GC/LGDRM

Formerly Logistics Defense Reutilization & Marketing (GC/LGDRM), now Defense Logistics Agency – Disposition Services (DLA-DS) is responsible for proper disposal of batteries, developer, scrap metal, paint cans, rags and other unwanted wastes. For waste minimization and recycling purposes, household batteries must be collected once a year from the battery disposal units placed throughout Thule AB. The batteries must be sorted prior to disposal.

The GC/LGDRM will keep a record of all recyclable materials, which are sent out through the

GC/LGDRM.

Most toner cartridges can be disposed through the American Post Office (APO). Cartridges that cannot be disposed through the APO for any reason must be turned in to the GC/LGDRM.

3.6 CE O & M/Utilities & Facilities Maintenance, GC/OMUFM

Utilities will keep a record of used oil burned for energy recovery at the K-Plant. The record is kept for quarterly metrics reported to AFSPC.

3.7 General Personnel

All personnel at Thule AB contribute to the generation of solid waste. It is the responsibility of each person to ensure that general household waste and garbage is disposed of in the solid

Thule Air Base, Greenland 8/22 FY-15 waste dumpsters. Information on proper solid waste disposal is provided via information slides, in both Danish and English, on the local TV information channels.

4 SOLID WASTE STREAMS

At Thule AB household waste is collected in the red storage dumpsters, which are placed basewide. The storage dumpsters are leakproof, waterproof and verminproof and are stored on a firm, level, well-drained surface. The dumpsters are placed in proximity of the dorms and shops for easy accessibility for users and waste collectors. It is not permitted to park vehicles in a fashion that restrict waste collector access to the container.

Dumpster currently in use at TAB

In particular, wet household waste (e.g. Dining Hall and TOW Club) will freeze up during the arc-tic winter season (9 months) and cause difficulties when containers and red storage dumpsters must be emptied. The Hangar 9 facility (bldg. #629) is used for defrosting household waste prior to transport to the landfill. Duration of defrosting process is typically 2 – 3 days.

Solid wastes, other than household waste, are produced base-wide. The types and proper dis-posal methods is stated for each group.

4.1 Batteries

At Thule AB, a battery collection system for base personnel has been established. Battery disposal units are placed at the following locations:

North Star Inn, Bldg. #100 Base Exchange (BX) Bldg. #211

The units consist of only one box for all types of household batteries, and they are marked "Battery Disposal" to make the box visible. GC/EE and the GC/LGDRM are responsible for the battery units. If collection boxes need emptying, the GC/LGDRM can be contacted at ext. 2785.

Dry batteries must be collected in the individual shops and turned in to GC/LGDRM for sorting and proper disposal. Batteries, which cannot be recycled, will be managed in accordance with the HWMP, CDRL CEV-15B.

GC/EE will provide containers for battery disposal for dorms on request.

4.2 Toner Cartridges, Toner and Developer

Toner cartridges for printers are generally reusable and returned to the USA for recycling via the APO. The used toner cartridges must be packed in the original packaging. A self-adhesive shipping label is included in the original package. This shipping label is placed on the outside of the box. The cartridges (accumulated in packs of 10) are then turned in to the American Post Office (APO), Bldg. #211.

Toner cartridges without original packaging are turned in to the GC/LGDRM. Here they are packed, labeled and palletized before being shipped for recycling through the APO.

4.3 Scrap Metal

All copper cable must be collected and turned in to the local GC/LGDRM. The cables are sent out for recycling. Other scrap metal is not recycled due to financial restrictions. Thin copper wires are accepted for recycling, but their collection is not mandatory.

A container for the disposal of cable scrap is located in building 801.

Brass and copper shavings and turnings are collected in the maintenance shop (#551), VM Re-fueling (#563), M-Plant (#1391) and SMART-1 (#4002). Such shavings and turnings must be collected due to the potential to leach lead if disposed at the landfill. A container for the disposal of brass items is located in building 801. Brass will be collected at the GC/LGDRM until such a time as there is enough material to ship a container for recycling.

4.4 Filters

Air filters: Filters from all ventilation systems are disposed of at the sanitary landfill. The filter from the paint booth in Vehicle Maintenance, Bldg. #580, contains elevated levels of toxic metal and is treated as a hazardous waste stream.

Fuel and oil filters: Fuel and oil filters are drained and crushed in designated crushers and then collected in lined drums and turned in through GC/LGDRM. The drained fuel and oil is burned at K-plant for energy recovery.

4.5 Liquid Wastes

Glycol waste/Antifreeze waste: Glycol waste is recycled at the generator. Glycol waste which is too old to be reused along with Antifreeze waste is delivered to the GC/LGDRM where it is recovered. Waste that cannot be recovered is disposed of as non-HW.

Paint: The majority of the paint at Thule AB is water based paint or latex paint. Excess paint is accumulated and disposed of via the GC/LGDRM as non-HW.

POL: Used oil and other petroleum, oil and lubricating (POL) products may be used for energy recovery if it fulfills the requirements of the HWMP, CDRL CEV-15B. Otherwise the waste must be disposed of as hazardous waste. At Thule AB, used oil is burned at the K-plant.

4.6 Paint Cans

Empty paint cans (aerosols) must be punctured and dried before they are disposed at the sanitary landfill.

4.7 Rags

Rags and other types of material used for cleaning, e.g., parts containing non-hazardous materials, can be disposed of at the sanitary landfill. Rags and other types of cleaning material containing hazardous materials must be disposed of according to the HWMP, CEV-15B.

4.8 Absorbent

Absorbent used on hazardous material (HM), POL and other materials considered unacceptable for the sanitary landfill IAW USAF policies, must be disposed of as HW through GC/LGDRM. All other absorbents can be disposed of at the sanitary landfill.

4.9 Building Debris

Building debris from construction and demolition projects at Thule AB can be disposed of at the sanitary landfill, if hazardous material/waste and other regulated waste according to this plan

Thule Air Base, Greenland 11/22 FY-15 and other Thule AB plans and programs have been removed. However, bulk metal from demolition projects can be collected at a designated location at the GC/LGDRM yard, provided it is prepared for recycling.

It is the responsibility of the operational personnel that HW material is not discharged into the landfill such as construction lead and asbestos.

4.10 LED Light bulbs

Any waste containing LED light bulbs will be allowed at the landfill for disposal, unless the waste meets any of the criteria for being hazardous waste. In that case it will be treated as such. A HWAP especially for light bulbs can be found at the A-store, Bldg. #933.

4.11 UXO areas

In 2003 The United States Air Force (USAF) contracted with a private contractor to perform a preliminary unexploded ordinance (UXO) site investigation at Thule AB. The contract included visual sweeps of off-base areas where UXO had previously been found, delineation of other UXO source areas, and mapping of located UXO items.

4.12 Arctic Foxes

Arctic foxes at the Thule Defense Area have the potential to carry rabies. The Danish Police Inspector (DPI) will shoot any fox found to be exhibiting abnormal behavior, a symptom of rabies. The dead fox shall be enclosed in bio hazardous waste bags provided at the Base Hospital and accumulated in a drum provided by GC/LGDRM, before the drum is buried at the sanitary landfill by GC/LGTT.

4.13 Medical Waste

The medical waste is managed by sterilization prior to disposal. Medical waste, including sharps, is stored in bags with the biohazard symbol, and then placed in a refrigeration unit in a locked room. When an adequate volume has accumulated, it is sterilized in a steam sterilization unit.

Sterilized medical waste is transported to the landfill for disposal. Unsterilized medical waste is not accepted at the landfill. Personnel at the base clinic will immediately dispose of sterilized waste in a special container at the base clinic. This avoids accidentally having non-sterilized waste disposed at the landfill.

Empty epinephrine vials are considered sharp objects and must be treated as medical waste IAW the Base Clinic procedures.

5 UNACCEPTABLE WASTE

Unacceptable waste, such as hazardous waste (regulated and non-regulated), infectious medical waste, polychlorinated biphenyl (PCB) waste, asbestos waste, radioactive materials and waste determined unsuitable for the landfill (e.g., wastes incorporated as serviceable materials, rolling stocks scrap) must not be disposed of at the landfill.

Landfill operational staff receives appropriate training to identify and dispose of unacceptable waste. GC/EE will be contacted for instructions if suspected or confirmed unacceptable wastes are identified at the landfill.

It is mandatory for all personnel and guests to Thule AB to avoid unacceptable waste to be disposed in the regular trash dumpsters. GC/EE is responsible for conducting awareness campaigns (using signs, TV channels, pamphlets etc.) to ensure the base population is aware of unacceptable wastes. Further, GC and USAF newcomers attend a briefing that states what should be done with the various types of waste.

5.1 Hazardous Waste

All hazardous waste must be disposed of according to the Hazardous Waste Management Plan, CDRL CEV-15B. The hazardous waste is shipped off base for proper disposal.

5.2 Suction canister waste

The Final Governing Standard (FGS), Chapter 8.3.12.2, requires that suction canister waste is incinerated, but Thule AB does not have an incinerator. Stored blood and pathological waste is therefore shipped to the U.S. for incineration at the Andrews AFB Clinic.

5.3 Polychlorinated Biphenyl (PCB)

Any PCB containing items must be correctly marked in both English and Danish.

Ballasts are removed from service during maintenance. Ballasts containing or suspected to contain PCB are collected and accumulated in Hazardous Waste Accumulation Points (HWAPs), and turned in as hazardous waste through the GC/LGDRM according to the HWMP, CDRL CEV-15B.

There is no longer any known PCB containing transformers in service at Thule AB. If unmarked transformers are located it will be determined if they will be treated IAW the PCB Replacement Plan, CDRL CEV-12.

5.4 Asbestos Waste

Asbestos Containing Material (ACM) is disposed of at the asbestos landfill located behind South Mountain. The Asbestos Management Plan, CDRL CEV-15A provides instructions for proper disposal.

5.5 Waste Unsuitable for the Sanitary Landfill

Waste unsuitable for the sanitary landfill includes hazardous, asbestos and PCB waste as mentioned above. Furthermore regulated waste as mentioned in chapter 4 (non-hazardous POL products unsuited for incineration, glycol, water-based paint etc), serviceable materials (e.g.

functional TV sets), radioactive materials, rolling stocks scrap and electronic parts are disposed of via the GC/LGDRM. Items such as refrigerators will be drained for refrigerant by GC/OMUFM prior to disposal.

Facilities will be surveyed for all these materials prior to demolition.

5.5 Solids from Sewage

It is prohibited to dispose sewage (including screened solids from sewage) at the sanitary landfill.

6 LANDFILL OPERATIONS

6.1 Requirements

Thule AB has one sanitary landfill, which is an open landfill located on South Mountain east of DET-1. An open landfill is defined as a landfill where the disposal is exposed to the elements, vectors and scavengers. The landfill receives solid waste from households, maintenance activities, construction and demolition, as well as waste from ships and aircraft.

Waste will be pressed to a density of 1000-1200 lbs/CY by a 40 ton compactor vehicle. Load checks are conducted to ensure unacceptable wastes are not being disposed of within the landfill. Signs are posted and visible to all load transporters stating that unacceptable wastes are prohibited from entering the landfill. Any inappropriate items (chapter 5) are taken to the local GC/LGDRM for determination of proper disposal.

The MOU between the USAF and the Greenland Home Rule states that material capable of being burned should be burned rather than being buried at the landfill. However, Thule AB does not have an incinerator and all solid waste is therefore disposed of at the landfill.

6.2 Site security

The entrance to the landfill is enclosed by a chain-link fence. A sign is posted at the entrance to the landfill “People without any official business at the dump, have no permission to enter”.

The P&G supervisor ensures that the main gate to the sanitary landfill is locked outside normal work hours.

Normally, only the landfill operators enter the landfill, but during the summer other individuals/contractors might enter the landfill with building debris, etc. The P&G Supervisor can approve individuals for unsupervised access to the landfill.

6.3 Sections

The solid waste is disposed in designated areas at the landfill in order to fill it up in a planned manner. However, construction and demolition debris and household wastes do not designated sections.

The P&G supervisor will designate a location for seasonal contractors to unload and ensure that the waste is included in the disposal records (section 7.5). If the P&G supervisor or appointed POC is not available, GC/EE can be consulted for instructions.

6.4 Cover

Cover material is used to prevent garbage from blowing, decrease the chance of fire, and provide protection from disease vectors. The cover material must be excavated during the summer months when the surface is thawed. The cover material is stockpiled close to the active part of the landfill.

When household waste arrives at the landfill it is disposed of in the designated section where it will be compacted. The household waste is covered daily at the end of each day, and other waste as required to prevent the garbage from blowing. During winter operations, severe weather conditions may limit the ability to cover the waste, as the cover soil is frozen; however, the severe weather would also limit any potential vector problem.

6.5 Disposal records

Records are maintained for waste disposed at the landfill. The landfill operator records the daily volume of household waste. Construction and building debris are recorded, in a log located in the facility, by the person who delivers the waste at the landfill. Copper cable scrap is recorded by GC/LGDRM.

It is the responsibility of the P&G Supervisor that all waste disposal is recorded, including waste disposed by seasonal contractors. The requirement will be communicated to seasonal contractors when the supervisor approves the use of the landfill.

Thule AB does not have a scale and the quantity of waste is reported in volume and converted to weight by the use of standard conversion factors as most reporting is required in weight and not volume.

6.6 Inspections

In order to insure compliance with FGS 7.3.12 Operation of MSWLF´s, GC/EE will perform inspection at the landfill at least once a month and documentation will be kept at the EE office.

The inspection will include but is not limited to the following:

Daily cover Security Solid waste in stream Hazardous Waste at Landfill The overall aesthetic acceptability

The checklist included in Appendix 3 is used for GC/EE inspections.

6.7 Vector Control

Due to the harsh climate at Thule AB, vector problems are not a concern. The only animals feeding from the landfill are arctic foxes, sea gulls and ravens. The Danish Police Inspector (DPI), who will also ensure that rabies tests are performed in coordination with the Base Hospital, controls the fox population annually.

6.8 Methane Monitoring

The methane gas generated at the landfill is limited and there is no risk for concentrations to approach the 25% of lower explosive limit requirement stated in the FGS. The facilities located at the landfill are raised above ground and possible generated methane gas will not enter the facilities.

6.9 Biodegradation

Thule AB is located in a harsh environment and the temperature fluctuates between -40°F in the winter, when the soil is frozen, to a high of 60°F for a short period during the summer. Even during the summer period, the air temperature occasionally drops below freezing.

Some permafrost microflora are metabolically active at temperatures below 32°F, but temperatures below 20°F appears to be suboptimal for biodegradation in Arctic soils. Therefore, some biodegradation is assumed to occur, but the rate is very slow compared to landfill biodegradation in a temperate climate.

6.10 Personnel training

All operators hauling and transporting solid waste to the landfill complete the hazardous waste handler training course in order to be able to identify and prevent disposal of hazardous waste to the sanitary landfill. The training can be accomplished by completing a Danish language e-learning module developed by GC/EE. The hazardous waste handler course is held twice a year. Operators are responsible for recovering hazardous waste and other unwanted wastes, if any is seen at the landfill.

Seasonal contractors that need to use the landfill are briefed about regulations at project kick-off meetings or environmental briefings.

APPENDIX 1: DEFINITIONS

Bulk Waste – Items of solid waste such as household appliance, furniture, large auto parts, and other oversized waste, which, because of the size, preclude or complicate the handling, collection, processing, or disposal of the solid waste

Construction and Demolition Waste – Building materials, packaging, and rubbles resulting from construction, remodeling, repair, and demolition operations on pavements, houses, commercial buildings, and other structures.

Dispose and disposal – To throw away or discard intentionally or accidentally. Disposal includes spills, leaks, and other uncontrolled discharges.

GC/LGDRM – DoD organization, which arranges recycling, sale, or disposal of wastes and surplus material.

Dumpster – See Solid Waste Storage Container.

Environmental, Safety and Occupational Health Council (ESOHC) – Environmental organiza-tion, chaired by the installation commander at major Air Force installations, whose main purpose is to ensure environmental concern in every phase of Air Force activities.

Final Cover – Cover material, which serves the same function as daily cover but, in addition, may be permanently exposed on the surface.

Final Governing Standard – Country specific substantive provisions, typically technical limitations on effluents, discharges, etc., or a specific management practice, with which DoD components must comply.

Fiscal Year – Period from 1 October to 30 September of the designated year (FY14: 1 October 20013 – 30 September 2014).

Food Waste – The organic residues generated by the handling, storage, sale, preparation, cooking and serving of foods, commonly called garbage.

Host Nation – A nation, which receives the forces or supplies of allied nations or NATO organiza-tions to be located on, to operate in, or to transit through its territory.

Infectious Medical Waste – Solid waste produced by medical and dental treatment facilities, which is specially managed because it might cause diseases and may pose a risk to both individuals and community health, if not managed properly. The term includes microbiology waste, pathology waste, human blood and blood products, potentially infectious materials, sharps, and infectious wastes (including only those items that are contaminated, or are likely to be contaminated, with infectious agents or pathogens, and excretion exudates and discarded material contaminated with blood).

Installation – A grouping of facilities, located in the same vicinity, which support particular functions.

Land Disposal – Placement in or on land, including, but not limited to, land treatment, facilities, surface impounds, underground injection wells, salt dome formations, salt bed formations, under-ground mining, or caves.

Municipal Solid Waste – Normally residential and commercial solid waste generated within a community, not including yard waste.

Non-PCB Item – All equipment containing less than 50 ppm (parts per million) PCB.

Open landfill – A land disposal site at which solid wastes are disposed of in a manner that does not protect the environment, is susceptible to open burning, and is exposed to the elements, vectors, and scavengers.

Recyclable Waste – Any waste material with the potential for added value through reworking to a similar or different usable product.

Recycling – Offering a product, otherwise designated to be discarded, for reworking to a similar or different usable product.

Recycling Collection – The process of collecting recyclable material at the point of generation as well as at recycling collection points.

Recycling Disposal – Removal of recyclable material from an installation to a facility where it is incorporated in a new useable product.

Sanitary Landfill – A land disposal site employing an engineered method of disposal of solid waste on land in a manner that minimizes environmental hazards by spreading the solid waste in thin lay-ers, and applying and compacting cover material at the end of each operating day.

Solid Waste – Garbage, refuse, sludge, and other discarded materials, including solid, semisolid, liquid, and gaseous containing materials, resulting from industrial and commercial operations and from community activities. It does not include solids or dissolved material in domestic sewage or other significant pollutants in water resources, such as silt, dissolved, or suspended solids in indus-trial wastewater effluent, dissolved materials in irrigation return flows or other common water pollu-tants.

Solid Waste Storage Container – A receptacle used for the temporary storage of solid waste while awaiting collection.

Vector – A carrier which is capable of transmitting a pathogen from one organism to another.
