1. Provide responses to questions received from interested vendors, for informational purposes only.

BIDDER’S QUESTIONS AND GOVERNMENT REPLY
(Questions that may be of general interest to all bidders and/or the Government and that are not readily answered by the proceeding changes will appear below. These questions may have been paraphrased or altered to represent several questions regarding the same subject and/or simply revised to clarify and simplify the question(s). Questions and answers are issued to the Offerors/Bidders for information only and do not alter the plans and specifications as issued.)
1. Question: Drawing P-402, P-502 and specification section 21.00.00 Plumbing.
In the specification and drawings there are not any requirement for Insulation and heat-tracing of Sewage pipes below floor, 1 floor level and on Sewage ejector pumping station.
Please clarify if there are any requirement for insulation and heat tracing on this installations!
Response: During the design phase a conclusion was made that no insulation or heat trace was needed on any underground equipment or sanitary piping within the foot print of the building below the first floor level slab.
2. Question: Drawing ES‐601; Feeder Note 3 ‐ New MV Breakers for K‐12 and
K119, in K Plant 01401 MV SWGR? Need to know Gear MFG and Details of what is required? Response: Response: The reply to this question will appear in a forthcoming amendment.
3. Question: Drawing ES‐102A; Key Note 13 ‐ New Service Panel PNL630 400A?
Need panel schedule and Details of what is required? Response: The reply to this question will appear in a forthcoming amendment.
4. Question: Drawing E‐111; Several exterior outlets shown along module line 5 on second floor. Please advise, if this is as intended? Response: Those outlets that appear on E‐111 are in fact the block heater outlets shown on E‐100.
They were placed in the Revit model for circuiting to panel L2‐4. They should have been “hidden” on drawing E‐111, and therefore should not have appeared.
5. Question: In the Specification section 336002 Item 1.2, 2.2.1, 2.2.2 and 2.2.3
"The above ground heat distribution system" specify the piping as Steam and Condensate. See also supply and return on drawing M-701.
Drawing C-301 specify the piping for HHW S/R as 200mm (8") and on drawing M- 602 the Heat exchangers are specified as Water to Water. Shall the Above ground heating system be Hot water or Steam distribution system?
Response: SHWS indicated on M-701 is Source hot water supply (abbreviations shown on M-001). You are correct; the above ground heating system is hot water.
6. Question: On drawing M-301 "Mech. room pump wall" the primary supply and return for HW are 150mm. Shall the pipes from the branch on the 200mm HHW to Mechanical room be 150mm pipes? Response: Yes. Please provide the facility with 150mm Hot water supply and return piping to support the heat exchangers.
7. Question: In section 10 56 26 Mobile Storage Shelving, page 3, item 2.2.3 is mentioned that Carriage Width and Length can be found in the Drawings. Please provide the Reference Numbers and Title of the drawings. Response: Refer to drawing Q-501 – Equipment Details for carriage widths and heights. Carriage length was inadvertently omitted from drawings. Carriages in Mobile Shelf System 1 shall be approximately 3810 mm long. Carriages in Mobile Shelf Systems 2 and 3 shall be approximately 7470 mm long.
8. Question: There is no insulation showed underneath the building. Is this correct?
Response: That is correct; however there is insulation at the perimeter as shown on drawing A-501, Details 1 and 2.
9. Question: Drawing S-001; It's stated that "foundations will be designed". Does this means that the drawings are not finished? Response: The foundations for this project ARE designed. Bid this work as shown.
10. Question: Drawing S-505; It's indicated that pipe dimensions are not final. Who determine pipe dimensions? Response: The bidders must refer to Mechanical, Electrical and Plumbing (MEP) sections of the plans and specification or to the specific manufacturer selected by the bidder for final sizes.
11. Question: Drawing S-509; It's stated that sawdust collector and cranes are to be selected. Who will select the sawdust collector and the cranes? Response: The Government has provided requirements for the sawdust collector and crane, as well as other equipment for this project. The Contractor is responsible for the selection the manufacturer that meets our requirements. Approval of the Contractor’s selection is accomplished through submittal process after award of the contract for construction.
12. Question: We kindly ask you to approve as-built drawings in the version of Revit, valid when handing over as-built drawings. Response: Revit 2015 is acceptable.
13. Question: Section 1.3 CADD standards We kindly ask you to shorten the length of the project code. It is very long and it will complicate the archiving. Response: We are willing to consider reducing its length, but reluctant to do so without knowing specifically how large or much of a reduction is proposed.
14. Question: Are we to expect 2D elements in the Revit model? Response:
All elements shall be modeled in 3D except for details.
15. Question: Who are responsible for equipment layout? (Q-drawings) Response:
See section 00 73 00, paragraph 77, titled “Relocation and Installation of
Owner Furnished Equipment.”
16. Question: At what date are we to receive the complete final design? Response:
The plans and specifications as issued are of the final design.
17. Question: Drawing Q‐601 contains a Schedule named "INDUSTRIAL EXHAUST
FAN SCHEDULE".
Question: Are the contractor supposed to:
1. Provide and install the mentioned equipment? or
2. Move and install existing equipment? or
3. Connect already installed equipment?
Response: All the items listed in the “Industrial Exhaust Fan Schedule” on drawing Q-601 are to be provided and installed by the contractor. Note that some of the fans are parts of equipment systems such as WO27Saw Dust Collector and PR5 Paint Box. Refer to specification sections 23 35 19.00 20 - Industrial Ventilation and Exhaust and 41 34 23.33 Dry Filter Paint Box System for information on the related equipment to be provided and installed.
