Greenland Final Governing Standards for Environmental Protection (FGS)

Purpose: To implement a Polychlorinated Biphenyl Replacement Plan for Thule Air

Base (Thule AB), Greenland. This plan covers identification, inventory and replacement of PCBs.

Discussion: This plan has been prepared in accordance with the above mentioned referenced documents. This plan is a comprehensive document used by all personnel working at Thule AB. It was designed to ensure installation compliance with federal state and host policies, laws and regulation concerning pollution prevention.

Applicability: Relevant Thule AB personnel and organizations will review the plan and ensure full compliance. Through implementation and cooperation this plan will ensure a safe, healthy, and clean environment for current and future generations.

Action: This Polychlorinated Biphenyl (PCB) Replacement Plan is effective after informal coordination with the requiring office (21 CES/CEIE). Draft coordination will be considered acceptable if no requiring office comments are received within 45 days.

1.0 LETTER OF INSTRUCTION

1.1 Security and Administrative Instructions

Title: The title of this document is “Polychlorinated Biphenyl Replacement Plan”. The acronym, PCBRP, will be used throughout the document.

Classification: The title and the document are unclassified, and do not fall within the scope of directives governing the protection of information affecting National Security and specified in the United States Air Force (USAF) directives, in the Air Force Instruction (AFI) 31-series.

Responsibilities: Greenland Contractors, Environmental Engineering (GC/EE) is the office of primary responsibility for developing and maintaining the PCBRP. The instruction given in this plan is applicable to all organizations and tenant units at Thule AB. Organizations are authorized to extract and reproduce those sections of the PCBRP that are essential in the accomplishment of necessary planning and in the preparation of supporting document and reports.

Reviews/Changes:

The PCBRP will be reviewed and updated annually. Furthermore, the plan is subject to change if any of the applicable laws, regulations, or requirements are altered.

2.0 INTRODUCTION

2.1 Polychlorinated biphenyls.

PCBs are a subset of the synthetic organic chemicals known as chlorinated hydrocarbons.

Polychlorinated biphenyls or PCB are a group of industrial chemicals developed in the 1920s and and they have been widely used in the electronic industry. PCBs consist of two aromatic rings which can have 1-10 chlorine atoms attached – the more chlorine atoms the higher toxicity.

The group of PCBs are mixtures of synthetic organic chemicals with the same basic chemical structure and similar physical properties ranging from oily liquids to waxy solids. Due to their non-flammability, chemical stability, high boiling point and electrical insulating properties, PCBs were used in a wide variety of industrial and commercial applications including electrical heat transfer and hydraulic equipment; as plasticizers in paints, plastics, and rubber products; in pigments, dyes, and carbonless copy paper and many other applications.

PCB is an environmental poison and it has several damaging effects on living organisms. One of the reasons that PCBs are so damaging is that it can be transported unaffected through water and air. It is first when it comes into contact with a living organism that its nature is disclosed.

PCB is fat soluble which means that it can be accumulated in fat tissue hence PCBs can give cause to brain damage. As PCB is found in fat tissue, the concentration of PCB will be higher in the living organism than in the organism’s surroundings (bioaccumulation). Going up the food chain, the concentration of PCB is magnified as the predator is accumulating higher and higher concentrations (biomagnifying) – this means that the polar bear holds more PCBs than the seal it prays on, and that the seal holds more PCBs than the fish it prays on etc. Looking at humans, the source of PCB contamination in the body happens through animal fat / by eating. But just by touching a PCB containing item the living animal/human can accumulate PCB – even by breathing (vapors from PCB containing items). PCB is much resistant to chemical or biological decomposition - when first released into nature, PCB is difficult to decompose.

The concern about the toxicity and persistence in the environment of PCBs led the United States’ Congress in 1976 to enact §6(e) of the Toxic Substances Control Act (TSCA) that included, among other things, prohibitions on the manufacture, processing, and distribution in commerce of PCBs. Thus, TSCA legislated true "cradle to grave" (i.e. from manufacture to disposal) management of PCBs in the United States.

Even though focus has been on replacing and eliminating the use of PCB containing products some of these products have been collected to refuse disposal plants, which has the proper knowhow to destroy the chemical in a proper way. Thule Air Base, Greenland Page 6 of 20 FY-15 surrounds us. The remaining PCB can be found in old electronically products, buildings or in deposit sites resulting in continuously exposure of animals and humans through generations.

2.2 Examples - PCB containing products.

More than 1.5 billion pounds of PCBs were manufactured in the United States prior to cessation of production in 1977. Between 1926 and 1977, PCB-containing products were manufactured for applications demanding stable, fire-resistant, heat-transfer properties.

The most extensive use of PCBs occurred in dielectric fluids. Such fluids typically have the following characteristics: heavy oil appearance, high boiling point, high chemical stability, high flash point, low electrical conductivity, and low water solubility. PCBs were also used as plasticizers and additives in lubricating and cutting fluids. PCBs are clear to yellow colored oily liquids or solids. Overheated PCB material from a ruptured capacitor may be black in color.

Applications include electrical transformers, large high- and low-voltage capacitors and fluorescent lamp fixture ballasts.

PCBs are found in electrical equipment manufactured between 1932 and 1977. These include transformers, capacitors, switches, and other items. PCBs can also be found in fluorescent light ballasts, air conditioning units, and sometimes refrigerators.

Light ballasts are the electrical components at the end of fluorescent light fixtures under a metal cover plate. Prior to 1977, ballasts were commonly manufactured with PCBs in the capacitor oil and in a tar-like substance that surrounds ballast components called "potting compound."

Ballasts made after 1977 are usually marked "Non-PCB." Ballasts manufactured after 1977 may contain a PCB replacement called DEHP, a probable human carcinogen.

Originally the capacitors used were hermetically sealed devices that isolated the PCBs from human contact. The typical high power fluorescent ballast contained about 0.02 kilograms (0.05 pounds) of 100% PCB liquid. That amount represented 0.59 deciliters (1-2 fluid ounces). The weight of PCBs used in relationship to the total capacitor weight was approximately 15%. In relationship to the total ballast weight, it varied from 0.6% (slim line ballasts) to 1.5% (2 lamp 40 watt ballasts). The degree of chlorination was 42%.

For the originally high intensity discharge ballasts, the capacitors were larger; it may have been as much as 1.77 deciliters (5-6 ounces) of liquid. In all cases, the amount of liquid that could leak if the can ruptured was less because most of it was by the blotter-like dielectric material.

The EPA has recognized the existence of PCBs in ballasts, has evaluated the situation, and has concluded that continued use in existing lighting installations is acceptable.

PCB transformers may range in size from old, pole mount units, kettle-type pots to very large 5000 KVA units that contain over 1100 gallons of dielectric fluid. Most transformers can be found in basement equipment rooms or electrical vaults and tunnels. Historically two management strategies have been employed for large transformers. The first is replacement. Typically, during electrical upgrade projects older PCB transformers are removed and replaced with the dry, pad mount variety. The second strategy is called retro filling. The PCB containing fluid is replaced a number of times with a non-PCB fluid. In theory, over a period of time measured in years, transformers will no longer contain PCBs. After a given number of retro-fill cycles, the transformer was filled with a non-PCB replacement dielectric fluid. This method had very mixed results.

Transformers with PCB content less than 50 ppm are considered to be "Non-PCB."

3.0 PCB IDENTIFICATION, REMOVAL, AND INVENTORY

The use of PCBs and PCB items shall be minimized at Thule Air Base without degrading mission performance.

Therefore, no PCBs or PCB items shall be purchased or otherwise taken under control for use at TAB. All procurement of transformers or any other equipment containing dielectric or hydraulic fluid shall be accompanied by a manufacturer’s certification that the equipment contains no detectable PCB and the items shall have permanent labels affixed stating that they are PCB-free. Only those PCB –items in need of replacement shall be replaced.

Thule AB is required to maintain a written inventory of PCB items, including all marked PCB items in use and PCB items placed into storage for disposal or disposed of for that year (appendix 1).

Inventory records should be maintained for a period of time at least 3 years after the last item on the list is disposed of. Furthermore, a transformer inventory by facility for the installation is maintained (appendix 2). The transformer inventory can be used to indicate if the PCB status of if a specific transformer has been determined.

Discarded dielectric oil containing less than 50 ppm PCB is not considered PCB waste. However, oil containing PCBs in any amount cannot be incinerated on-base and shall be disposed via DLA- DS It must be shipped either as unregulated waste or hazardous waste (if the oil has one or more characteristics of hazardous waste IAW CDRL15-B.

3.1 PCB on Thule Air Base

In the late 80’s and early 90’s a number of transformers, some filters, and capacitors were demolished and shipped out. After the port season 1994, TAB was considered free from major PCB containing or contaminated transformers and filters. However, articles continue to be found that either contain or could contain PCB. It is therefore a requirement to survey buildings for PCBs before demolition. For transformers, the following definitions from the FGS apply:

• A non-PCB Transformer is a transformer that contains less than 50 ppm PCB.

• A PCB transformer is any transformer that contains 500 ppm or greater amount of PCB.

• All transformers will be considered and treated as PCB transformers unless information to the contrary exists

3.2 Requirements for PCB-transformers

PCB transformers that are in use or in storage (at a GC/Supply controlled area) will not be used in any application that poses a risk of contamination to food or feed.

PCB transformers removed from function will not be reused unless there is no practical alternative and such alternative use will not exceed one year. PCB–transformers taken out of service are disposed of through GC/Supply, the on-base DLA-DS function. If the transformers classified as PCB contaminated are in need of service they will only be serviced with dielectric fluid containing less than 500 ppm PCB. Service requiring removal of the transformer coil is prohibited and the transformer is to be replaced by a non-PCB transformer. Repair or replacement of a leaking PCB transformer is to be done within 48 hours or as soon as possible, and the transformer will be inspected daily and leaking PCB collected until proper repair. PCBs removed during servicing will be captured and either reused as dielectric fluid or disposed of through the DLA-DS function.

All PCB transformers in use or in or near commercial buildings or located in sidewalks vaults are by this inventory registered by the servicing fire department.

Appropriate measures to control water runoff will be taken if any PCB transformer is involved in a fire and/or PCBs are leaking from it. Runoff water will be tested and managed if required.

There are currently no in-service PCB transformers at Thule AB.

3.3 Definitions of different PCB items

• A PCB item is any PCB article, container, equipment (ex.: electronically equipment as ex.: capacitors, circuit breaks, cables, and florescent light ballasts and fixtures) etc.

that deliberately or unintentionally contains or has as a part of it any PCB or PCBs at a concentration of 50 ppm or greater.

• PCB article: Any manufactured article, other than a PCB container (can, bottle, drum tank etc.), that contains PCBs and whose surface has been in direct contact with PCB

– this includes capacitors, transformers, electrical motors, pumps, and pipes.

3.4 Requirements for PCB items

PCB items other than transformers (see above) will be serviced as follows:

• Only with dielectric fluid containing less than 500 ppm PCB. Larger concentrations are prohibited to use at TAB.

• PCBs removed during servicing will be captured and either reused as dielectric fluid or disposed of through the DLA-DS function on TAB.

• Any PCB item removed from service will be marked with the date on which it is being removed from service. This is done by the DLA-DS function when the item is turned in to storage or disposal.

• If an item is turned in which the DLA-DS function suspect to be contaminated by PCBs will be subject to sampling and analysis for further clarifications. Until the item is recognized as a PCB item or not it will be treated as a PCB item.

• All PCB items with PCB concentrations 50 ppm or greater, as well as any containers, vaults, and storage areas containing used to store the preceding items, must be prominently marked in English and the host nation languages (both Danish and Greenlandic). The marking must identify the item as containing PCBs, warn against improper disposal and handling, and provide a phone number in case of spills or if questions arise about disposal.

• In addition, the following PCB items must be marked at the time of items’ removal from use if not already marked: PCB large low voltage capacitors and equipment containing a PCB Transformer or PCB large high voltage capacitor.

• Use and storage for reuse of capacitors which exposes risk to food or feed is prohibited.

• Use and storage for reuse of capacitors is prohibited unless the capacitor are used within special restricted areas without public access and with the possibility to contain any releases of PCBs.

3.5 Procedures for potential PCB contaminated items

At Thule AB it is typically the maintenance function (GC/UFM) that encounters potential PCB items. Suspected PCB items must be turned in to GC/Supply immediately. Contracts to renovate or demolish a facility must include requirements to survey for potential PCB containing items. Contractors shall contact Environmental Engineering for guidelines in case any potential PCB items are located during contracted work.

GC/EE is responsible for determining sampling requirements. The DLA-DS are responsible for storage of the item until it can be shipped out of Thule Air Base during the summer months.

Types of PCB contaminated items which have been considered:

• Transformers

• Ballast in Fluorescent light fixtures

• RF-filters

• Different containers with dielectric fluid

• Capacitors

• Circuit breaks

• Different items as microwave ovens, small transformers for laptops, mobile phones etc.

Provided an item contains less than 50 ppm PCB or is the private property owned by installation personnel, it shall not to be inventoried.

Transformers

If a transformer is found at TAB and it is suspected that it could be a PCB transformer (i.e. not included in the inventory in appendix 2), Environmental Engineering will contacted.

Environmental Engineering will coordinate storage, sampling and shipping with GC Operations, the Fire Department and the DLA-DS office.

• If the transformer does not contain PCB, it will be drained and disposed of at the sanitary landfill.

• If there is any doubt about the transformer containing PCB, it will be sampled and analyzed by a certified laboratory for PCB (Arochlors). Until analytical results to the contrary are received, such items will be treated as PCB transformers.

The analysis will be paid for by funds managed by GC/EE.

Storage of confirmed and suspected PCB items will occur under GC/Supply control in a secured area.

Ballasts

Fluorescent light fixtures manufactured before 1974 are likely to have ballasts containing PCB, and light fixtures of this type are still in use at various locations at Thule Air Base. The ballasts are not considered to pose any danger as long as they are not leaking. The amount of this type of ballast being found at Thule Airbase is rapidly declining, as the projects to replace the ballasts are completed.

When the ballasts are replaced during normal maintenance or light fixture replacement projects the PCB containing or suspected to contain PCB, ballasts shall be turned in at an approved accumulation point IAW Hazardous Waste Management Plan CDRL CEV-15B.

RF-filters

Filtron PCB containing filters in Bldg. 4002 have been disconnected and removed. Work was completed October 1996. Filters were disposed of through DLA-DS summer 1997.

RF-filters are no longer in use in Bldg. 4012. The filters were disposed of through DLA-DS in 2004.

Any other suspect electronic filter will be analyzed for PCB content prior to its disposal by GC/Supply through the DLA-DS function.

Cables

Cables at Thule AB have been suspected of containing PCB. However, even after comprehensive sampling efforts, no cables sample has ever been analyzed for PCB above trace levels. This sampling is well documented in files maintained by GC/EE; for example in the Final report:

3.6 PCB Storage and disposal

No PCBs will be disposed of in Greenland and all disposals will be conducted through the DLA- DS function. PCB items will be stored IAW the FGS.

When first found, the PCB items such as ballasts are stored at HWAPs even though PCBs are not technically hazardous waste. The HWAP is inspected weekly by the GC/Supply and if PCB items are found at the HWAP they will be transferred to the GC/Supply controlled DLA-DS main building.

For larger items which cannot be stored at a HWAP, such as transformers, the GC/Supply function will be contacted in order to coordinate the proper actions to take for correct storage of the item. Bldg 937 is designated for PCB transformer storage.

To meet requirements for shipping PCB waste to the United States, prior to any shipment of PCB containing items to the US a letter signed by 821 SPTS/CE will provided by the air force stating ownership and that the items contains PCBs and have not been tampered with (except for sampling purpose of for instance transformers and the analytical result will follow the item).

Environmental Engineering together with GC/Supply will prepare a draft letter for 821st SPTS/CE to sign.

PCB items that are not currently owned and has not previously been owned by the Air Forces shall be the responsibility of the current owner.

3.7 PCB Spills

If any storage PCB items leaks or causes a spill the response to this will follow the guidance provided in FGS chapter 14. Spills will be handled as hazardous waste spill. Absorbent materials used in the cleanup process will be disposed of through the DLA-DS function. Funding requirements for managing PCB contaminated soil will be coordinated with 21 CES/CEIE

A leaking PCB item shall be either drained sufficiently or an appropriate containment shall be provided IAW FGS chapter 14.
