Attention: Mr. Joshua Sebastian, The Shearer Group, Inc. (442598)

The document shown in the attached list is reviewed in accordance with the applicable requirements of the following:

• ABS Rules for Building and Classing Steel Barges, 2022.

• ABS Rules for Building and Classing Marine Vessels, 2022.

Please note our review is based on the following conditions:

1. At your request, we have carried out an “Approval in Principle” review of the documents in the attached list.

2. The hull structural drawings are also subjected to a Statement of Compliance review for compliance with ABS Ice Class C0 as per your request.

3. The primary objective of this review is to establish compliance in principle with the applicable ABS Rules, insofar as they relate to the details submitted, that when all other requirements have been satisfactorily met, the barge will be eligible for the proposed Class notations: À A1, Barge, Great Lake Service.

4. It is also to be noted that before final approval can be granted, the proposed design will need to be verified against the Rules, Regulations and Standards applicable at the time that the contract for construction is signed or the keel is laid, as applicable.

5. The markups made on the document are to be incorporated in the final design that will be submitted for approval.

6. Please note that our review at this time in no way precludes any future amendments which may be deemed necessary due to submittal of additional information, clarification or drawing revisions during detailed engineering review for the subject design.

7. ABS would be prepared to class the final design of this concept when the relevant design drawings, calculations and documents are submitted for review on completion of the detailed engineering, and after ABS surveyors have attended the fabrication survey during the construction and installation. Subsequent maintenance of Class will be subject to satisfactory in-service inspection by ABS Surveyors as required for Classification.

8. Main Deck structure reviewed for an uniformly distributed deck loading of 3,000 lbf/ft2.

Comments S-013 through S-016 are closed with this review.

We note your request for a Statement of Compliance review of the structural drawings in accordance with applicable requirements for the Ice

Class C0. In this regard, the following items require further design change

(or) clarification.

1. The material and material grade are to comply with ABS MVR 6-1-

5/33. Grade of material for the deck plating and gunwale, sheer strake and deck stringer are to be revised.

2. Connection details in way of the upper turn of the bilge, which is within the ice belt zone, is to be made flush so as to avoid any damage during operations in first year ice.

3. Side shell longitudinals' collar plates in way of transverse webs are to be either shifted close to side shell, or a full collar plate is to be provided as to avoid soft patch within the ice belt region.

4. End connections in way of the webs and stiffeners within ice belt region are to be well developed. These members are to be attached and bracketed such that the Rule required net shear area in way of these end connections are satisfied. Refer to ABS MVR 6-

1-5/13.5 & 15.

Comment 1: Per US Army Corps of Engineers MDC, the Government does not require the ice belt design, or material selected, to satisfy the low temperature requirements as stated in the ABS Rules. Request the material requirements, as specified in ABS MVR 6-1-5/33, to be except from the Statement of Compliance of Ice Class C0. Comments 2 & 3: We

275 Slater Street, Suite 1003 | Ottawa (ON), K1P 5H9 | Canada respectfully disagree. This detail is in accordance with standard barge design. This detail is the same as another Ice Classed barge designed through MDC, the CELRE Crane Barge Harvey Replacement.”

ABS Reply We have received your confirmation of a statement of compliance review, and we have no objection to the proposed material grade. Rest of the comment remains open pending submission and review of revised drawings as per email communication.

S-014 888-B309-01 - Transverse Structure TBD [Closed]

The intermediate bottom shell longitudinal stiffeners in way of the bow region noted to terminate at Fr. 4 as per the bottom plan (888-B305-01, Sheet 2). The typical section does not show relevant end connection details for the intermediate stiffeners. In this regard, additional details for the bottom structure in way of Fr. 4 are to be included in the drawing for review.

S-015 888-B311-01 - Longitudinal Structure TBD [Closed]

It is noted that there is no shear connection provided between the deck transverse and the centerline longitudinal bulkhead for the bulkhead to be considered as an effective support for the considered span and provided section modulus (ABS SBR 5-1-1/7). In this regard, a collar plate is to be provided as shown in the Detail 3-23C (on Page 3) of the drawing.

Section of rules sited is applicable to Transversely Framed vessels. As our vessel is longitudinally framed we have complied with rules as specified in

ABS MVR 6-1-5/15 for Longitudinally Framed vessels. Section 15 does not require deep or intercostal stringers.
