The related federal contract opportunity is for the procurement of three (3) welded steel barges to support the civil works maintenance and repair mission of the Detroit District of the U.S. Army Corps of Engineers. The solicitation is an Invitation for Bid (IFB) with a bid guarantee, payment, and performance bonding requirement. Delivery and final acceptance will be at the U.S. Army Engineer Detroit District locations in Sault Sainte Marie, MI and Duluth, MN. Contractors are required to be registered in the System for Award Management (SAM) prior to award.

The document shown in the attached list is reviewed in accordance with the applicable requirements of the following:

• ABS Rules for Building and Classing Steel Barges 2022

Please note our review is based on the following conditions:

1. At your request, we have carried out an “Approval in Principle” review of the documents in the attached list.

2. The primary objective of this review is to establish compliance in principle with the applicable ABS Rules, insofar as they relate to the details submitted.

3. It is also to be noted that before final approval can be granted, the proposed design will need to be verified against the Rules, Regulations and Standards applicable at the time that the contract for construction is signed or the keel is laid, as applicable.

4. Please note that our review at this time in no way precludes any future amendments which may be deemed necessary due to submittal of additional information, clarification or drawing revisions during detailed engineering review for the subject design.

5. ABS would be prepared to class the final design of this concept when the relevant design drawings, calculations and documents are submitted for review on completion of the detailed engineering, and after ABS surveyors have attended the fabrication survey during the construction and installation. Subsequent maintenance of Class will be subject to satisfactory in-service inspection by ABS Surveyors as required for Classification.

6. Review is limited to structural attachment and alignment of steel support for anodes.
