The Government may reject an offer as non-responsive if it is materially and mathematically unbalanced as to price for any offered item or combination of offered items. An offer is unbalanced when it is based on prices significantly less than cost for some work and prices, which are significantly overstated for other work.

PART – I – THE SCHEDULE - SECTION C
DESCRIPTION/SPECIFICATION/WORK STATEMENT
C000 GENERAL
C001 PROJECT OVERVIEW
A. SCOPE
The Marine Design Center (MDC) of the U.S. Army Corps of Engineers (USACE) has issued this Invitation for Bid (IFB) to acquire three new, nearly identical, steel deck cargo barges. The vessel’s primary mission will be to support the Detroit District’s areas of responsibility with transportation of materials, equipment, and lock gates/components to support the routine maintenance and construction activities for the navigable channels, navigation locks, and breakwaters within the Great Lakes Region. Two of the barges shall have removable cargo bin walls installed on main deck, while the third barge shall have permanent cargo bin walls installed on the main deck.
B. PRINCIPAL CHARACTERISTICS
The principal dimensions of each barge shall be as follows:

C002 SCOPE OF WORK
For this contract, the Government has developed a contract design of the barges that have been reviewed by the American Bureau of Shipping (ABS). Those drawings are provided as part of the solicitation. The contractor shall include all costs to provide and deliver the following:
Coordinate with ABS to incorporate the ABS review comments for the drawings and update the drawings.
Using the revised drawings, contractor shall develop his drawings for the production and fabrication of the barges.
Complete the design of the rotating deck winch foundations per contract Clause C456.
Fabricate the three barges in accordance with the drawings and specifications of this contract.
Test all barge related equipment.
Obtain ABS Class and Great Lakes Load Line for the barges as stated in contract Clause C004.
Deliver the completed barges to the designated locations:
o Two of the barges shall be delivered to the St. Mary’s Falls Canal (Soo Locks, St. Mary’s River), Sault Sainte Marie, Michigan.
o One of the barges shall be delivered to Duluth, Minnesota to the Duluth Project Office.
Final acceptance will be issued after inspection of each barge at the designated delivery points for each barge.
C003 DESIGN STANDARDS
Each barge was designed and shall be constructed in accordance with the contract drawings, and the latest edition and interpretations of the rules, regulations, requirements and standards of the Legislation, Regulatory Agencies and technical organizations listed below. The contractor is required to incorporate into the barges any revisions to the rules and regulations listed below as well as those stipulated in the respective specification clauses.

C004 CLASSIFICATION & CERTIFICATION
A. U.S. COAST GUARD (USCG)
The contractor shall also be responsible for obtaining a U.S. Coast Guard Load Line Assignment for Great Lakes Service.
The USCG can authorize ABS review and inspections on their behalf through NVIC 10-82; the contractor shall submit an Application for Inspection and a letter requesting ABS review to USCG OCMI Sault Ste. Marie District.
The contractor shall be responsible for delivering the barges with a USCG Builder’s Certification and First Transfer Title and a USCG Certificate of Documentation (COD).
The Government shall be provided a copy of all correspondences between the contractor and the USCG.
B. ABS CLASSIFICATION
The contractor shall be responsible obtaining necessary regulatory body reviews and approvals, obtaining necessary inspections and surveys during construction and for the certification and classing of the vessel as follows:
ABS classification for Maltese Cross A-1, Steel Barge, Great Lakes Service, Great Lakes Load Line
Underwater Inspections in Lieu of Drydocking (UWILD) notation in accordance with ABS General Rules for Classification, Materials and Welding and Survey After Construction Part 7, Appendix 1, Section 1
ABS Statement of Facts:
1. The vessel ice belt extent and design pressures meet the requirements for ABS Ice Class C0. Note: the barges shall be constructed utilizing ABS Grade A steel with no considerations for service temperature, except as indicated in the contract drawings.
2. The deck structure is adequate for the design uniform deck loading of 3,000 PSF.
3. The barge intact stability satisfies 46 CFR 170.170 and 46 CFR 174.015 in all loading conditions.
4. The barge damage stability satisfies the USACE one compartment standard.
All expenses associated with the acquisition of the required reviews, inspections, construction support, classing and certification shall be borne by the contractor.

The contractor shall contract for and be directly responsible for obtaining necessary inspections, surveys, testing, vessel, and material certificates, during construction, as required by ABS for the barges’ certification and classification as stated above. All costs for construction related support by ABS shall be to the contractor’s account.
The contractor shall be financially responsible for any additional ABS review costs incurred due to contractor request for deviation from approved drawings, where the Government allows the deviation.
If the contractor intends to launch, test, operate or tow the barges “out of class”, the contractor must specifically advise ABS of such intent and incorporate any and all modifications required by that agency for such operation at no additional cost to the Government and at no additional contract time. Any such modifications which, in the opinion of the COR, affects the arrangements, operability, or suitability of the barges shall be removed from the barges by the contractor at no additional cost or time and the barges returned to new condition prior to Final Acceptance.
C. ABS ONSITE INSPECTION
When steel construction commences, the contractor shall coordinate with ABS to ensure the frequency of onsite inspections are not less than once every two weeks. The contractor shall provide a schedule for the ABS Onsite Inspections. The schedule shall include the scheduled inspection date(s), actual inspection date(s), and signature blocks for the ABS Inspector and contractor, and notes for what inspection(s) were conducted. This report shall be kept current and upon request be made available to the COR.
D. VESSEL OWNER & ADDRESS
For the ABS certificates of classification, the owner shall be listed as “U.S. Army Corps of Engineers, Detroit District”.

E. ABS ENGINEERING MANAGER ACCESS & DISCLOSURE
The Marine Design Center (CEMDC) will be the “Owner’s Representative” on this project. All correspondence with ABS shall be made available to the COR. In order to facilitate the communication process and reduce the paperwork burden on all parties, the contractor and all sub-contractors shall utilize the ABS Eagle Construct Engineering Manager Portal (02E) for all drawing submittals and correspondence.
The contractor and all sub-contractors shall make the necessary arrangements with ABS to ensure that the Marine Design Center is granted the following Oversight Permissions for this contract:

The Marine Design Center’s ID/WCN number is 615255 and the point of contact with respect to the ABS Coordination/Engineering Manager Portal (02E) is Mr. Tim Keyser, Timothy.J.Keyser@usace.army.mil, phone: (215) 656-6171.
The contractor shall ensure that, as a part of its contract with ABS, the contractor authorizes ABS to disclose to and discuss with the Army Corps of Engineers any Rule or certification criteria issues, design assumptions and their impact on classification and certification, and any other technical considerations on which classification is to be based or which may affect future classification or certification of the vessel.
The contractor shall authorize ABS to provide the Army Corps of Engineers at its request with a copy of all correspondence related to classification, statutory certification, or other compliance verification for which ABS is responsible as it is promulgated and initially distributed. This is to include drawings and other engineering work requiring ABS approval as well as correspondence generated which relates to such approvals, including all such correspondence dealing with vendors.
In addition, the contractor shall copy the Army Corps of Engineers with correspondence regarding classification, statutory certification, and other compliance verification for which ABS is responsible. The contractor shall also authorize ABS to establish and maintain contact with other certification, verification, and compliance agents involved on the vessel being built.
Upon request by the COR, the contractor shall request ABS to furnish the Government with the project comment list.
The list shall include open and closed technical and surveyor comments. The surveyor comments shall not only include comments generated during the drawing review process, but also comments generated by the ABS Surveyor during construction inspections. The comment list shall be sent directly from ABS to the COR via email as a .pdf file.
At the completion of the ABS review process, the contractor shall download all ABS “Eagle Stamped” drawings and provide them on a CD or DVD to the Government in .pdf format.
C005 VESSEL IDENTIFICATION
The vessels to be acquired through this solicitation have been assigned the following names and Marine Design Center hull and project numbers:

For the purposes of document and drawing preparation, the title “CELRE DECK CARGO BARGES” and the MDC hull numbers 888, 889, and 890 shall be used on all documents and drawings.
Hull 888 shall have permanent cargo bin walls. Hulls 889 and 890 shall have the removable cargo bin walls.
Upon selection of the official name for the vessels by the Government, the contractor shall incorporate the names into all “As-Built” documents and the construction drawings of the required hull markings. The MDC hull numbers shall be used in lieu of an “Official Number”.
C006 SCOPE OF WORK
A. CONTRACTOR’S RESPONSIBILITY
The contract consists of four phases:
Phase I Planning & Scheduling Phase II Engineering Phase III Construct & Test Phase IV Delivery
In accordance with the four phases, the contractor assumes complete responsibility for completing the final engineering, building, and testing each barge to meet the requirements of the contract. Should the contractor determine at any time that he is unable to fulfill those responsibilities, he shall notify the COR immediately of the problem experienced and his proposed manner of correction.
B. CONTRACT INTENT
It is intended that the contractor will be able to bid using the contract drawings provided in the solicitation. The contractor is expected to perform limited design development with the exception of the deck winch foundations (see contract Clause C456).
C. DRAWING CHANGES
The plans and specifications of this contract have been prepared in accordance with the referenced design standards.
All members, plating, and welds have been defined. The contractor shall not deviate from the hull principal characteristics, subdivision and general arrangements, scantlings, and welds as shown on these plans.
Aside from the design effort required to design the deck winch foundation (see contract Clause C456 Deck Winches), it is expected that a contractor could bid and build the barges with only such engineering and additional design effort as is necessary to modify the design to incorporate the required design change and to suit the individual construction and business practices of the shipyard.
Any contractor-driven design changes require advanced notification and approval from CEMDC before additional engineering effort can begin. The contractor is permitted to request modifications to the contract design in order to suit the individual construction and business practices of the shipyard.
D. DRAWINGS PROVIDED & REQUIRED
1. Contract Drawings
The contract drawings are listed in Section J, contract Clause J01, Contract Drawings & Documents. The contract drawings are provided with these specifications for bid and construction purposes.
2. Final Design Drawings Required
Per Section H, contract Clause H12, Engineering and Drawings, contains a list with the minimum drawings/calculations required to be finalized and/or developed by the contractor for the final design.
For clarification purposes, the list in contract Section H12 details the drawings by action groups. The action groups distinguish between separate categories based upon the engineering requirements to be completed by the barge contractor. The following is a description/definition of these categories:
Drawings To Be Finalized: as part of the scope of work for this effort, the contractor shall be required to finalize a certain number of contract drawings to achieve a final design. These drawings have been included as contract drawings. The scope and extent of the necessary finalization has been explained in detail in each respective contract clause. These drawings shall be updated and submitted to the Government and, if required for class, ABS for review and approval.
Drawings To Be Developed: the barge contractor shall also be required to develop a certain number of drawings to achieve a final design to conform to the requirements of this solicitation. These drawings have been identified but do not currently exist. These drawings shall be developed and submitted to the Government and, if required for class, ABS for review and approval.
As-Built Drawings: the barge contractor shall be required to provide a complete “As- Built” record of the vessel. The requirements for the “As-Built” drawings are further defined in contract Clause H14. As stated above, ABS may require some drawings to be submitted for review and approval in order to obtain class. It is the barge contractor’s responsibility to coordinate and contract with ABS for any such reviews.
E. DEVIATIONS FROM THE CONTRACT DESIGN
Should the contractor desire to deviate from this specification and/or the contract drawings, he shall submit his request in writing to the COR. Each proposed deviation requested shall be accompanied with a detailed analysis and comparison of the equipment, material or arrangement specified, and the equipment, material or arrangement proposed, including features, dimensions, performance characteristics, benefit to the Government, and compelling reason(s) why the deviation should be made. The request shall include, but is not limited to:
Desired deviation Reason(s) for the deviation Detailed analysis (as stated above) Impact on schedule Impact on cost Impact on weight, draft, and trim Impact of regulatory review and classification Supporting documentation (i.e., cut sheets, engineering drawings, photos, etc.)
In the absence of compelling reasons for making the deviation, the contractor’s proposal may be denied.
The Government will review the request and render a decision within 21 calendar days of receipt of a complete request for deviation. Requests that do not provide all the information identified above may not be reviewed within 21 calendar days, or may be returned as incomplete, with no review action.
If approved, the contractor shall be responsible for any cascading effects on the design, drawings or scientific reports as determined by the Government. The contractor shall be responsible for integrating the deviation into the design at no increase in contract cost or no extension of contract completion.
No work deviation shall commence without a written approval from the KO.
If a deviation is approved by the COR, it is the sole responsibility of the barge contractor to coordinate with ABS and provide any additional engineering effort to meet the conditions of classifications and this specification.
The barge contractor shall bear all costs associated with any requested and/or approved deviations, including engineering, estimating, administrative and overhead, regulatory review and approval, construction and test and trials.
F. CONTRACT DESIGN PERFORMANCE RISK
The Government assumes the performance risk for the design as shown on the contract drawings and described in this specification. The contract drawings have been developed to the ABS standards and have been reviewed and approved by ABS.
The barge contractor shall provide and install all the systems as they are shown on the contract drawings. All major pieces of equipment have performance characteristics shown on the contract drawings or described in the specifications.
If the barge contractor selects equipment that is not as shown on the contract drawings or described in this specification, he shall be responsible for ensuring the overall system(s) performance is maintained, submitting cut sheets and details to the Government for review and approval, and if necessary, re-engineering of the system(s) and revising of the drawings, and coordinating with ABS for class review and approval. For further details see contract Clause H15.
C010 DEFINITIONS

C025 CONTRACTOR QUALITY STANDARDS
A. GENERAL
The contractor shall be responsible for the construction of complete and functioning barges. The contractor shall utilize the contract drawings to meet specification requirements utilizing construction and testing methods to ensure that the completed barges conform to the intended design.
Inspection by the Marine Design Center is for the purpose of verifying the proper function of the contractor’s quality control measures and is not to be used as a substitute for control of quality by the contractor.
Every effort shall be made during production planning to construct the vessel in an efficient sequence minimizing rework and repair. Care shall be taken to assure the latest revisions of the Final Design plans are being used.
B. STRUCTURAL MATERIALS
Unless otherwise specified or noted on the drawings, all structural hull material shall be in accordance with the following specifications:
American Bureau of Shipping (ABS), “Rules for Building and Classing Marine Vessels” and “Rules for Building and Classing Steel Barges”
Welding Materials - ABS “Approved Welding Electrodes, Wire-Flux and Wire Gas Combination”
Bolts, nuts, and screws – ASTM A307-82, Specification for Carbon Steel Externally and Internally Threaded
Standard Fasteners
C. STANDARD PARTS AND MATERIALS
All articles, fittings, equipment, machinery, supplies, and materials used in the construction and outfitting of the vessel shall be new, of the highest grade, free from defects and imperfections, and be the standard product of reputable manufacturers, to the maximum extent practicable. Any material not specified shall be the best of their kind for the purpose intended. All items shall be suitable for steel barge application and meet the latest requirements of standard specifications published by National Agencies. No salvaged materials shall be used in the works. Spare parts and service shall be readily obtainable.
D. WORKMANSHIP
All labor shall be especially skilled for each kind of work and under competent direction.
Where work of one trade joins, passes through, or is on other work, there shall be no discrepancy or misfit when completed. In engaging one kind of work with another, marring or damage of previously acceptable construction shall be cause for rejection. All parts of the vessel intended to join or bear upon other parts shall have complete and solid contact and shall fit together without excessive cold work during erection. All faying surfaces shall be painted and be clean and smooth before bolting up. Shims or liners shall not be used for the purpose of overcoming a bad fit.
All frames and longitudinal members, where applicable, shall be provided with limber holes and/or snipes of adequate size to allow water in bilges to flow to the lowest point of each compartment. Limber holes shall also be provided to allow for the passage of air in tanks. Limber holes shall be located at the plate edge.
Ends of outstanding flanges shall be cropped. Lighting holes may be punched, or flame-cut and all edges shall have burrs removed.
All holes for machinery mounting bolts shall be drilled or punched; burning is not acceptable. Holes in members having sharp curvature shall be avoided.
All hull casting shall be machined or ground to bear solidly against the connecting structure.
E. WELDERS
All welding under this contract shall be done only by welders who have successfully passed qualification tests accepted by the American Bureau of Shipping or other regulatory agency acceptable to ABS. The contractor shall bear the expense of conducting these tests and shall certify, by name to the Contracting Officer, welders who have successfully passed the prescribed tests and hold current, valid certifications.
The contractor shall require any welder to repeat these tests when in the opinion of the Contracting Officer’s Representative, the work of the welder indicates a reasonable doubt of his proficiency. In such cases the welder shall be re-certified as above if he successfully passed the retest; otherwise, he shall be disqualified until he has successfully passed the retest.
The listed of certified welders shall be submitted during Phase I of the contract. The list shall include the employee’s name, certification(s), and date(s) of the most recent tests for each certification(s). This list shall be named and numbered 888-C025-01 LIST OF CERTIFIED WELDERS.
The contractor shall maintain records of the individual welder’s certification during the course of the contract. The records are to be available for examination upon request of the Contracting Officer or his representative.
F. WELDING
All welding shall be in accordance with the current rules of the American Bureau of Shipping, except where stated otherwise. All welding equipment used on the work shall be of a modern type subject to close control. The electrodes used throughout the work shall be suitable for use with the parent metal at each weld, and be approved by ABS.
Welding procedures, as to direction, length, numbers and sequence of beads, shall be carefully planned to minimize lock-up stresses. Care shall be exercised to produce smooth even beads, especially on all exposed plating and fittings.
Beads shall be ground where directed by the Contracting Officer or his authorized representative.
The contractor shall employ appropriate welding procedures and grounding connections to preclude the possibility of anodic erosion of the hull after launching.
A detailed description of all welding procedures being employed in the construction shall be available to the Contracting Officer or his authorized representative.
G. INSTALLATION
Materials and equipment shall be installed in accordance with the approved recommendations of the manufacturer, and in compliance with this specification and the contract documents. The installation shall be accomplished by workmen especially skilled for each kind of work and under competent direction.
H. PLATE FAIRNESS
Steel plating shall be installed using proper welding procedures and sequences to insure fair, undistorted plating panels. The use of filler materials to surface unfair areas is not acceptable.
Maximum allowable plating distortion is depicted in the IACS. Guide No. 47. Distortion shall not exceed the amounts in this guide.
I. CONSTRUCTION STANDARDS
All material, machinery and equipment shall be new, of current manufacture and suitable for the marine service intended. Spare parts and service shall be readily obtainable.
All material, unless otherwise specified in these specifications or in the drawings, shall be of commercial quality to
ASTM, ANSI, or SAE specifications.
During construction and before delivery, the contractor shall be responsible for protection of all material, equipment, etc., intended for the vessel.
The overweight tolerance of members shall be within the limits defined by the specifications of the American Society for Testing and Materials.
All materials shall be free of imperfections due to manufacturing processes and from defects which adversely affect appearance or serviceability.
All plating shall be neatly cut, fitted, and welded. All sharp edges or projections which constitute a personnel hazard shall be removed or ground smooth. All notches shall have a radius to prevent stress concentrations.
Where aluminum must be attached to dissimilar metals or between dissimilar alloys of aluminum, fasteners shall be of stainless steel of an approved design with insulation as required to eliminate metal to metal contact.
All galvanizing shall be done after fabrication by the hot dip process, and the zinc shall be not less than 98% pure. In instances where some types of metals cannot be hot dip galvanized, zinc silicate coating may then be substituted.
C100 SCIENTIFIC
All scientific data shall be provided in United States Customary System units of measurement (pounds, long tons, and feet). Data provided in other units will not be evaluated or considered.

C. USE OF WEIGHT ESTIMATE FOR BIDDING
The weight estimate has been developed commensurate with the contract level design and uses margins for the purposes of vessel performance. The Government does not consider the weight estimate to be suitable for detailed bidding purposes. The Government is not responsible for contractor use of the weight estimate in bid preparation.
D. WEIGHT & CENTER OF GRAVITY ESTIMATES & MONITORING
The contractor shall implement a careful independent weight estimating and monitoring program.
During the Engineering Phase (Phase II), the contractor shall prepare a detailed weight estimate for the vessel based on the final equipment selected as well as take-offs of materials. Weights and centers of gravity shall be documented in a spreadsheet type format using a system similar to the MDC Work Breakdown Structure (WBS), which will be provided at contract award. The document shall be numbered 888-C115-01 and titled WEIGHT ESTIMATE.
The detailed weight estimate shall be complete with the longitudinal, transverse, and vertical location of the center of gravity of all items included in the estimate.
The contractor shall update the weight estimate each month with details on the equipment selected and purchased, and outfitting design developments. The weight estimate shall be submitted monthly for Government quality assurance review.
During the Construct and Test Phase (Phase III), the contractor shall continue to update and submit the weight and CG estimate each month. The update shall reflect actual equipment location, actual quantity and location of outfitting items, and any changes to the structural weight.
The Government will review the monthly weight estimate to ensure the anticipated draft, and trim and stability conditions of the barge are satisfactory. If weight growth that adversely impacts the vessel’s trim and stability is found, the Government will contact the contractor to determine the cause and develop a remedial action plan.
E. INCLINING & DEADWEIGHT SURVEY
Upon completion of all work, the contractor shall conduct an inclining experiment on the barge with permanent cargo bins (hull #888). Additionally, the contractor shall also conduct deadweight surveys on the two barges with removable cargo bins (hulls #889 and #890).
The contractor shall conduct an incline experiment on the barge with permanent cargo bins (Hull 888). The inclining test shall be carried out in accordance with ASTM F 1321-21 and Section E, contract Clause E05. The contractor shall be responsible for developing the inclining test procedure/plan, providing all certified inclining weights, pendulum setups, support equipment and personnel, directing the experiment, recording all data, and completing the inclining test report. The inclining experiment shall be conducted by a Registered Professional Engineer in the field of Naval Architecture.
The incline experiment plan shall be numbered 888-C115-02 and titled: INCLINE EXPERIMENT PLAN. For the Government’s review and approval, the plan shall be submitted at least 45 calendar days prior to the scheduled inclining. Following the completion of the inclining experiment, the contractor shall complete the incline test report and determine the lightship displacements, centers of gravity and hydrostatic properties of the barge. The report shall be numbered 888-D115-03 and titled INCLINE EXPERIMENT RESULTS. The report shall be submitted to the Government and ABS for review and approval. For additional requirements on drawing development and submission for review, see Clause H12 of this contract.
The contractor shall perform deadweight surveys for hulls 889 and 890 (the barges with removable cargo bins). The contractor shall develop deadweight survey reports for each of the two barges and submit to the Government and ABS for review and approval. These reports shall be 889-D115-03 REPORT DEADWEIGHT SURVEY and 890-D115-03
DEADWEIGHT SURVEY REPORT.
The Government has developed preliminary hydrostatics and curves of form and preliminary displacement and deadweight scales. Using the results of the inclining experiment, stability analyses, and deadweight surveys, the contractor shall update 888-D125-01 HYDROSTATIC CALCULATIONS. The final submittals shall be reviewed and stamped by a Registered Professional Engineer in the field of Naval Architecture. These documents shall be submitted to the Government and ABS for review and approval.
C140 LOAD LINE CALCULATION

The report shall be submitted to the Government and ABS for review and approval in accordance with the requirements for the Great Lakes Load Line certification prior to delivery. Following approval of the load line assignment, the contractor shall weld the required load line markings on each barge.
C150 DAMAGE STABILITY

B. DESCRIPTION OF WORK
The Government has completed preliminary damage stability calculations based on the contract hull form, and weight and centers of gravity estimate.
Using the results of the inclining experiment, the contractor shall update the contract drawing to be the “As-Built” Damage Stability (888-D150-01). This report shall utilize the criteria contained in the preliminary analysis provided by the Government. The final submittals shall be reviewed and stamped by a Registered Professional Engineer in the field of Naval Architecture. Prior to final acceptance, the updated report shall be submitted to the Government and ABS for review and approval in accordance with ABS rules and the criteria described in this contract clause.
In the analysis, the contractor shall determine the maximum allowable deck cargo while satisfying the damage stability criteria. The maximum allowable deck cargo shall be incorporated into the Displacement & Deadweight Scales (see Clause C115)
In the full load condition (maximum deck cargo), each barge will meet a one compartment damaged stability standard where:
After breaching any one compartment, the deck edge will have at least 3 inches of margin above the waterline.
The definition of compartment permeability will be as contained in 46 CFR, Subchapter S.
The vessel may be damaged from the side or bottom.
The Government understands that the maximum allowable deck cargo/maximum draft to meet the single compartment damage criteria will be less than the assigned Load Line.
C155 INTACT STABILITY

This report shall utilize the criteria similar to the preliminary analysis provided by the Government. The final submittals shall be reviewed and stamped by a Registered Professional Engineer in the field of Naval Architecture. The report shall be submitted to the COR and ABS for review and approval in accordance with ABS rules and the criteria described in this section and the contract drawing prior to delivery.
Each barge will meet the intact stability criteria in 46 CFR Subchapter S, part 174, Subpart B – Deck Cargo Barge and 46 CFR Subchapter S, part 170, Subpart E – Intact Stability Criteria.

Additionally, the contractor shall develop 889-D160-01 DISPLACEMENT & DEADWEIGHT SCALES and 890- D160-01 DISPLACEMENT & DEADWEIGHT SCALES for each barge with removable cargo bins.
The final submittals shall be reviewed and stamped by a Registered Professional Engineer in the field of Naval Architecture. These documents shall be submitted to the Government and ABS for review and approval in accordance with ABS rules.

B. DESCRIPTION OF WORK
The Government has completed preliminary dry docking calculations and a dry dock plan for the barge.
Following the completion and approval of incline results for hull #888, as well as the completion of the deadweight surveys for barges with hull #889 and #890, the contractor shall update the dry docking calculations and dry docking plans to reflect the as-built conditions of each barge. The updated calculations and plans shall be titled:

Each drydock blocking plan shall show the blocking for drydocking the barge. It shall show all major hull structure on the bottom, all transverse and longitudinal bulkheads connected to the bottom shell, anodes, and any other features which could interfere with the setting and shifting of the docking blocks.
Each drydock blocking plan shall include an alternate blocking arrangement to allow for the servicing of all areas of the bottom of the vessels.
The drydock blocking plan shall note the actual weight and centers of gravity for each of the three barges.
The final submittals shall be reviewed and stamped by a Registered Professional Engineer in the field of Naval Architecture. These documents shall be submitted to the Government and ABS for review and approval in accordance with ABS rules.

Each barge and its component parts shall undergo tests and trials in accordance with Section E, contract Clause E05, Tests, Trials, & Demonstrations.

The steel structural shapes, stiffeners, and angles shall be ABS Grade A steel or ASTM A36 steel, as shown on the contract drawings.

B. DESCRIPTION OF WORK
The hull shall be of all welded steel construction and divided into watertight compartments with transverse and longitudinal bulkheads as shown on the contract drawings. The contractor shall construct the hull as shown on the contract drawings. The Government does not require additional review for the hull structural drawings.
The principal hull structure has been developed in accordance with the criteria of contract Clause C003. No structure defined by the contract drawings shall be altered, particularly lightened, in any manner without the approval of the
COR.
The contractor shall obtain Statements of Fact from ABS as a part of this contract as defined in contract Clause C004, Paragraph A and Paragraph B.
All welding and weld sizes shall be in accordance with the contract drawings and the applicable standards of the American Bureau of Shipping. Any area of welding not defined in the contract drawings shall be developed by the barge contractor and approved by ABS as required. All welding shall be performed in accordance with AWS and ABS specifications and procedures.
The shell and main deck plating shall be constructed of longitudinal strakes of lengths consistent with accepted practice for hulls. All seams shall be connected with full penetration welds. Hull plating seams may not fall within 12 inches forward or aft of flat-of-bottom transverse tangent line (bottom rake), nor within 2 inches of a girder or plate stiffener.
Seams shall not be aligned directly over bulkhead plating or over the webs of stiffeners and transverses.
When penetrations are made in watertight bulkheads, shell or deck, the plating shall be restored to watertight condition in accordance with the ABS Rules referenced in contract Clause C003. All such penetrations and deck openings shall be suitably designed and reinforced in accordance with NSRP 0490 (referenced in contract Clause C003).
All structural drawings submitted by the contractor to the COR for approval shall be submitted with supporting calculations.
C335 CARGO BIN WALLS

B. DESCRIPTION OF WORK
The contractor shall fabricate and install the cargo bin walls as shown in the contract drawings. One barge shall have permanent bin walls (hull #888) and two barges shall have the removable cargo bin walls (hulls #889 and #890). The barge with permanent cargo bin walls shall have removable wall sections on the forward and aft ends of the bin as shown on the contract drawing. All removable sections shall be fitted with lifting eyes as shown on the contract drawings. The safe working load (SWL) of each lifting eye shall be stenciled in yellow paint on (or near) the lifting eye. The contractor shall obtain the certified weight of each removable section. The weight of each section shall be painted in yellow stenciling on the outside of the section.
The cargo bin walls shall be fabricated with scuppers as shown in the contract drawings. The contractor shall provide all scupper plugs.
The contractor shall fabricate 32 deck socket plugs as shown in the contract drawings for each barge with removable cargo bin walls. The swivel hoist rings (x32) shall be provided with the deck socket plugs for each barge.
After construction and fit-up of the removable cargo bin walls, the contractor shall provide oak timber shims to obtain a snug fit between pipe bollards and deck sockets and to ensure that the collar plates are in contact with the deck plating all around. The contractor shall determine the shim size and quantity. The contractor shall record the number of shims, sizes, and locations required for a snug fit and provide the record to the Government for future use.
