25 July 2019

Sir:

We are asking contracting officers for consideration to include FAR Clause 52.208-9, Contractor Use of Mandatory Sources of Supply or Services for construction projects, for door hardware in your current and future acquisition purchases, to follow this Federal Mandated Program.

As you know, the AbilityOne Network Program employs more than 45,000 individuals, including 3,000 of who are military veterans, wounded warriors and others that are blind or have disabilities. This Independent Federal Agency Program leverages a national network of more than 550 community-based nonprofit agencies to provide meaningful employment.

The Javits-Wagner-O'Day (JWOD) Act, 41 U.S.C. 46-48c, established a procurement program, (PL), to increase employment opportunities for these individuals.

This Act makes it mandatory for all federal agencies to purchase certain supplies and services from designated nonprofit agencies.

On 5 February 2016; VisionCorps, a nonprofit agency and PDQ, Manufacturer of Door hardware, both based in Lancaster, Pennsylvania, jointly announced the formation of the co-brand SKILCRAFT/PDQ, an AbilityOne Distributor for SKILCRAFT/PDQ Door Hardware Products.

Additional items may be available from the mandatory source. AbilityOne's procurement products list (PL), can be searched at: www.abilityone.com, or Contact: SKILCRAFT.ASP@VisionCorps.net.

We thank you for your time and considerations with this request!

On: Jul 25 2019.

Government Response. . This clause does not apply to construction contracts. It only apply to supply and service contracts. On: Jul 25 2019

8116096 General n/a Past Performance

Comment Classification: Unclassified\\For Official Use Only (U\\FOUO)

PHASE 1 - FACTOR 2: TECHNICAL/SPECIALIZED EXPERIENCE (VOL 1, TAB B) verses PHASE 1 - FACTOR 4:

PAST PERFORMANCE (VOL 1, TAB D):

a. Please clarify the following differences in the government's requirements for these different sections:

i. Factor 2 requires a max of five projects, and no page limit per project profile is required. Factor 4 requires a max of 4 projects, and has a max page limit of 4 pages per profile. Correct?

ii. Factor 2 past projects give the option of using projects from either Joint Venture partner, for a total combination of 5 projects. Factor 4 does not have any stipulations on whether the project comes from a specific member of a JV team. Correct?

iii. Factor 2 projects do not require the government to check CCASS/CPARS or submit a PPQ for those projects.

Factor 4 does require the government to check CCASS/CPARS or have the client submit a PPQ to the government.

Correct?

iv. Is it preferred by the government that we repeat 4 of the 5 projects from Factor 2 and profile them again in Factor 4? Or is the offeror allowed to submit 4 completely different projects in Factor 4, showing a broader spectrum of our past work? Does overlap between Factor 2 projects and Factor 4 projects harm or help in the government's evaluation criteria?

On: Jul 30 2019.

Government Response. . i. Yes. Factor 2 has a maximum total page requirement only. Factor 4 has both a total for the factor and maximum per Performance history provided.

ii. See Factor 4 (b).

iii. Yes, your query is correct in regard to Factor 2 is "Technical/Specialized Experience and Factor 4 is "Past Performance". Note that Factor 4 (e) permits the Government to latitude in past performance investigation.

iv. Factors are evaluated on the Factor's "Evaluation Criteria". On: Aug 01 2019

So if a section's limitation states 6 pages without any further guidance, the section may consist of 6 sheets of paper with printing on one side or 3 sheets of paper, double-sided prints."

a. It is clear that 11" x 17" pages may only be printed on one side. But the government is unclear on whether single or double sided printing on standard 8.5" x 11" pages is preferred. Please clarify explicitly whether the government prefers double-sided printing for 8.5"x11" hard copy pages.

Comment Classification: Unclassified\\For Official Use Only (U\\FOUO)

Phase 1, Factor 2: May offerors submit the experience of an A/E teaming partner as part of its five projects, provided a teaming agreement is present? If not, would the government consider amending this requirement, considering the key role an A/E would have?

8118052 Other Solicitation (p.21, Phase 1 -

Factor 2)

Comment Classification: Unclassified\\For Official Use Only (U\\FOUO)

Phase 1, Factor 2: Would the government consider amending the solicitation to allow offerors to submit bid/build projects instead of or in addition to design/build projects? We feel that the RFP as written would limit unnecessarily the number of well-qualified firms from eligibility and require offerors to omit valuable and highly relevant projects, performed in active hospitals and related medical facilities, from their submissions--and believe that these adjustments would be to the government's benefit, as regards number of well-qualified proposals submitted.

On: Jul 31 2019.

We feel that the RFP as written would limit unnecessarily the number of well-qualified firms from eligibility and require offerors to omit valuable and highly relevant projects, Page 6 of 10ProjNet: Logged In User performed in active hospitals and related medical facilities, from their submissions--and believe that these adjustments would be to the government's benefit, as regards number of well-qualified proposals submitted.

8121494 General RFP Due Date

Comment Classification: Unclassified\\For Official Use Only (U\\FOUO)

Would the Government consider extending the due date for proposals considering the date of the closing period for RFI's proximity to the turn in date? Due to the need to be physically mailed, for a Monday due date, the current timetable gives responders only 3 business DAYS to receive and incorporate answer material into their proposals -assuming answers are posted immediately and in full by 8/5 - in order to ensure timely arrival.

Answer for RFI 8098833 states that Offeror is required to submit resumes for support personnel while Factor 4 clearly states the requirement to: "provide a resume ... for the key personnel listed in section II. A of the Performance Work Statement." Please clarify if ONLY Key Personnel Resumes are required for Phase 1 submission per RFP or if Support Personnel must now also be included in Phase 1 submission.

On: Aug 02 2019.

Government Response. . Factor 4 is "Past Performance", assuming that Factor "3" Qualifications was what was meant in the question. The requirement for key personnel will be amend to include:
