About this file

This document contains information related to a two-phase federal contract opportunity for design-build services at medical facilities for the U.S. Army Medical Command. The contract has an estimated value between $250 million to $500 million and will be awarded as a multiple award task order contract with a base period of five years and no option periods. Services sought include design, construction, repair, and alteration projects at hospitals, clinics, medical administration buildings, and other medical facilities. The work will be performed throughout the continental U.S., Alaska, and Hawaii. Offerors must register in the System for Award Management to be eligible for award and must have the ability to perform a minimum of three task orders simultaneously. Phase one submissions are due July 23, 2019 and will be evaluated on specialized experience, technical competence, and past performance. Up to five contractors will be selected to advance to phase two to submit technical proposals and pricing for an initial seed task order, with the best value proposal receiving the first task order award.

PHASE 1 - FACTOR 3: QUALIFICATIONS (VOL 1, TAB C)

Offeror’s Submission Requirements: Total max of 22 pages for all information provided in this factor.

This maximum includes photos, drawings, schematics, and narrative. 11x17, fold-in sheets are not allowed.

SUBMISSION REQUIREMENT: Provide a narrative listing of personnel subcontractors/team arrangements required for a typical project and why they are qualified to manage the program. The proposal shall include the information below. Provide a resume (no more than a one page each, no

SF330s) for the key personnel listed in section II. A of the Performance Work Statement (PWS) and the following support personnel listed in the same section: structural engineer, civil engineer, quality control representative, safety representative (aka site safety health officer, on-site safety manager), and project scheduler. Equipment/Product installers are not required in the Phase 1 proposal, but may be in required in future task orders. For Phase 1, the only Quality Control

Representative requirement is a CQC Manager (PWS directs to the Division Specification 01 45

00.00 10).

The experience of personnel provided must meet the minimum provided in the PWS. The experience level of personnel provided in Phase 1 proposals set the baseline experience requirement for that position

(person) for the Phase II proposal and all future task orders. If the offeror is successful in this proposal, the level of experience provided in this proposal must be provided in all future proposals.

Resume must include the following information:

a) Name and title of key personnel/sub-contractor key personnel (include firm’s name)

b) Number of years with this firm/with other firms (including specific title and role)

c) Specialized experience.

d) Active registration: number/state/year registered

e) List three (3) completed projects in active healthcare facilities. Include project title, POC, dates, location and specific role and responsibilities.

EVALUATION CRITERIA

The proposal will be evaluated to determine the extent to which personnel meet or exceed the minimum requirements outlined in the PWS Section II, Project Team Qualifications. The more experience the

Offeror provides beyond that in the Program Requirements, the better the evaluation. Again, note that the level of experience provided on a proposal sets the minimum level of experience that the successful offeror will provide on Phase II and all future task orders.
