No adjustment in time or costs will be made for such routine delays and events. Any general or specific threat to the safety of those working or living at the installation could result in longer waiting times at access points. In the event of an extraordinary event which blocks Contractor worker access for an extended period – a request for equitable adjustment may be submitted to the Contracting Officer for consideration.

3. Pass and Identification Items: The following are requirements for Contractor employees entering the Installation. The Contractor shall follow all installation Pass and ID procedures. Nosocomial infections of immune-suppressed patients, staff and visitors may be caused through inhalation of airborne contaminates. Construction, renovation and repair activities may generate suspended fungal spores from dust, debris and earthwork excavation dust. Air currents to remote locations within a facility can carry fungal spores. Control of air borne contaminates in smoke, construction dust, debris and excavation dust as required by this Section, is imperative. The Contractor shall comply with the following requirements:

a. An Infection Control Risk Assessment (ICRA) shall be performed prior to the start of any construction, renovation or repair activity. The ICRA will determine what preventive control measures are required.

3) If situation is not corrected within eight (8) hours of receipt of warning or Non-conformance Notice, Contracting Officer will have cause to stop Work as provided in Task Order Documents.

4) Failure of Contractor to correct deficiencies may result in corrective action taken by Contracting Officer. All cost associated with Owner correction of Contactor deficiencies will be deducted from the Task Order Amount.

i. Comply with all Installation-mandated requirements

Definitions:

a. Protection Areas: Interior occupied areas within facilities that are adjacent to Containment

Area, either occupied or used for passage, as well as areas connected to construction area by mechanical system air intake, exhaust and ductwork.

b. Infection Control Risk Assessment (ICRA): An assessment of health risks related to construction, renovation or repair activities to determine which Interim Infection Control Measures need to be implemented.

c. Airborne Containment Areas: Includes areas of renovation construction within or additions to occupied facilities, adjacent staging and storage areas, and passage areas for contractors, supplies and waste; including ceiling spaces above and adjacent to construction.

d. Contaminant producing activities include, but are not limited to:

1) Demolition and removal of walls, floors, ceilings, and other finish materials.

2) Demolition of plumbing, mechanical and electrical systems and equipment.

3) Finish operations such as sanding, painting, and application of special surface coatings.

4) All other construction activity that may generate dust, smoke or fumes.

5) Site Work operations adjacent to occupied facilities.

Interim Measures: The Contractor shall implement “Interim Life Safety Measures” (ILSM) to protect the safety of patients, visitors, and staff. They shall also implement “Interim Infection Control Measures (IICM) as identified in the previous section and additional measures identified by the Joint Commission such as Life/Fire and Safety/Security, Environment of Care, Emergency Management, etc.
