Attachment 4 Automated Information Systems and Infrastructure (AISI) Support CIMS III Sample TO PWS

1.0 SCOPE OF SERVICES: This effort is to support on-demand AISI and restoration; with emphasis on Network inside wiring/cabling and infrastructure, Video Teleconferencing (VTC) /Multimedia systems and suites, large display operations center and other critical AISI and components in support U.S. Army Space and Missile Defense Command/Army Forces Strategic Command (USASMDC/ARSTRAT) mission.

2.0 ORGANIZATIONS BEING SUPPORTED: All USASMDC/ARSTRAT and subordinate elements are to be supported by this effort and includes, but not limited to the following.

a. USASMDC/ARSTRAT (Colorado Springs, CO & Redstone Arsenal, AL)

b. USASMDC Battle Lab

c. 1st Space Brigade

d. 100th Ground-based Midcourse Defense (GMD) Brigade

e. 117th Space Battalion (includes 217th Space Company and 1158th Space Company)

f. Future Warfare Center (FWC)/Directorate of Combat Development (DCD)

g. 53rd Signal Battalion Headquarters and Headquarters Company (HHC)

3.0 BACKGROUND: The USASMDC/ARSTRAT conducts space and missile defense operations and provides planning, integration, control and coordination of Army forces and capabilities in support of U.S. Strategic Command missions (strategic deterrence, integrated missile defense, and space operations); serves as the Army force modernization proponent for space, high altitude and global missile defense; serves as the Army operational integrator for global missile defense; and conducts mission-related research and development in support of Army Title 10 responsibilities. The G6 is responsible for providing Network Enterprise Management (NEM) support to all USASMDC/ARSTRAT elements in Huntsville, AL; Colorado Springs, CO; as well as USASMDC/ARSTRAT remote sites and forward deployed units. The G6 functions as the staff advisor to the USASMDC/ARSTRAT for all Information Mission Area (IMA) disciplines and is the person charged with planning, engineering, operation, sustainment, and life cycle management of the IMA resources. NEM support services on this PWS include; Network administration and telecommunications to include; VTC and Multimedia systems and suites and other AIS.

4.0 OVERVIEW OF WORK REQUIRED: The contractor shall provide Program Management (PM) and AISI support to the USASMDC/ARSTRAT elements in Colorado Springs, CO and Huntsville, AL in support of network infrastructure, AISI, maintenance and other AIS management. In performance of tasks affiliated under this PWS, the contractor may be required to interact with USASMDC/ARSTRAT, contractors and other Government agencies designated by USASMDC/ARSTRAT. The Tasks and Subtasks Requirements in support of this effort are listed below.

a. Task Requirement 1: Requirements Management.

b. Task Requirement 2: Support Requirements.

(1) Subtask 1: Network and Infrastructure.

(2) Subtask 2: AIS Integration and Restoration.

5.0 Other Direct Costs (ODC)/Materials. Purchases may include, but not limited to; network and terminal equipment such as routers, switches, encryption devices, Channel Service Units (CSU’s), VTC Coder-Decoder (CODEC), projection and digital display systems, multimedia switches, video distribution and audio amplifiers, and proprietary cabling and connectors. Upon receipt and acceptance of ODC’s associated with or outside of a Service Request, the contractor is authorized to bill for the ODC purchase. The contractor’s receipt of the ODC will authorize the contractor to invoice for the ODCs ordered and received. Contractor invoice of ODCs does not constitute delivery at final destination.

6.0 GENERAL INFORMATION

6.1 Hours of Operation. Core hours of support (0700-1700 local time), Monday through Friday. On occasion support maybe required after-hour/late night or on weekends based on unique operational and customer requirements or site availability. The TO Contracting Officer Representative (COR) or Technical Monitor (TM) will communicate as necessary with the contractor to perform essential tasks outside of Core hours in support of this TO.

6.2 PM. The contractor will maintain positive control and direction over all service and production activities associated with this PWS to ensure TO objectives are accomplished in accordance with (IAW) written and verbal agreements.

6.3 Proprietary Data. All products produced will become the property of the government to include all software, database systems, technical drawings and solutions, cost proposals, custom codes, control system codes, component configuration codes, and as-built documentation.

6.4 Security Clearance. All personnel employed by the prime-contractor in support of this effort shall have a minimum of a SECRET security clearance. Although preferred, all subcontractors employed in support of this effort are not required to have a SECRET security clearance; however, escort rules will apply. In rare instances the contractor shall be required to obtain a TOP SECRET (TS) clearance with Sensitive Compartmented Information (SCI) access as specified and directed by the TM through the TO COR. In all instances the contractor shall comply with applicable program security requirements, be a US citizen and sign a non-disclosure statement. The contractor shall also maintain full accountability and tracking of all clearances and shall work with the TM/TO COR and applicable government security personnel in maintaining such status.

6.5 Access to Government Property and Facilities. Contractor with a valid security clearance shall be allowed unescorted access to USASMDC/ARSTRAT, buildings and facilities consistent with task requirements. The contractor is subject to all statutory federal law at all times when on a government installation or in a government facility and takes precedence over any conflicting local state, county or city laws. Contractor without a valid security clearance shall receive “Escort Required” access and must attain installation and facility access through prime-contractor sponsorship. Access to Government facilities, documents, and systems shall be IAW the basic contract DD254. The contractor shall submit all Contractor and Common Access Card (CAC) requests to the TO COR for approval and shall submit area badge requests to the respective TMs for local sites requiring badges. The TMs are responsible for staffing Contracting Officer (KO) approval for area badges and facilitating contractor acquisition of contractor badges through the local security offices. Access to Government-controlled computers/networks will be on an as needed basis, and locations will be required for most employees. The Government will not provide access to any Government facilities on federal holidays, weekends, or after-hours except when a Government employee associated with contractor work will be present on-site.

6.5.1 Escorts. An escort shall be required when the contractor is to perform work in an area where they do not possess the appropriate (SECRET, TS or TS/SCI) security clearance. In those instances, the TM overseeing the effort will designate someone with the appropriate clearance and escort authority. All contractor-provided laborers must be able to communicate with escorts by speaking English to comprehend safety briefings and to comply with local safety instructions, policies and guidelines. Contractor will be required to have an up-to-date visit request on file for unescorted access or prearrange escort from the TM.

7.0 SPECIFIC TO REQUIREMENTS

7.1 Task Requirement 1: Requirements Management.

7.1.1 General. The contractor shall perform AISI support. AISI support services consists of installation, modification/upgrade and restoration of Network terminal equipment wiring and cabling infrastructure, VTC/ Multimedia systems and suites, and other AIS IAW standard commercial practices, original equipment manufacturers (OEM) instructions, local building codes, or other relevant guidelines. Network and AIS systems covered by the TO will include all existing Network inside wiring and cabling infrastructure, and VTC/Multimedia systems, suites and components therein, or those installed/modified during the course of the TO.

7.1.2 Service Requests. The contractor shall respond to an AISI support requirements by means of a government initiated Service Request, or based on urgency of need (Ref: Paragraph 7.1.3), can be verbal as a Mission Critical Service Call. If it is verbal, the request shall be followed up with a signed Service Request. The Service Request/Service Call serves as a catalyst for the government to organize and communicate initial requirements to the contractor for resolution. An example Service Request can be found in the Appendix.

7.1.2.1 Service Requests shall require the contractor to provide all necessary tools, labor, transportation and resources to complete a project requirement, or work in collaboration with the government to accomplish an in-scope objective IAW paragraph 7.2. Based on specified technical requirements, efforts may include some or all; research, design, procurement, engineering, installation, programming, configuration and/or deliver components and material necessary to modify existing or manufacture new whole systems, or in-part.

7.1.3 Response Time. Response Time is from the point the contractor acknowledges receipt of a Service Request to when the contractor shall apply positive action towards resolution of a Service Request. For example; assess needs and requirements, develop a course of action/solution, schedule or conduct a site visit, or initiate a component/material purchase.

FOR OFFICIAL USE ONLY (FOUO)

Clerical or administrative time to process a Service Request, although important, doesn’t constitute positive action towards resolution. Purpose of the Response Time is to address time sensitive requirements based on urgency of need/priority. These priority options are characterized as either “Routine” or “Mission Critical” and defines the applicable Response Times as shown below:

7.1.3.1 Routine: Respond within three business days.

7.1.3.2 Mission Critical: Respond within one business day.

7.1.4 Cost Quote/Proposals. Upon receipt of a Service Request, the contractor shall develop and provide a Cost Quote to satisfy specified Government end-state requirements. For best value and innovative approach, the contractor may also, at their discretion, propose options relevant to end-state requirements for Government consideration. The contractor may request a site survey and/or consult with the TM to formulate a thorough understanding of the specified requirements within the environment. Through discoveries and technical analysis, the contractor shall identify to the Government specific requisites needed for Government resolution prior to performance of work for example; real property modifications (heating/cooling, power, carpentry work and network drops). These requisites may be identified in the contractor’s Cost Quote/Proposal as an assumptions or clarification.

7.1.4.1 The contractor’s Cost Quote/Proposals may consist of a simple written Cost Quote, or by request include more comprehensive technical documents, diagrams and drawings commonly associated with more complex systems and network solutions. At a minimum, the contractor’s Cost Quote/Proposals shall be on contractor letterhead or related attachments and include the following:

· Unique identifier number;

· Date of quote;

· Requesting TM;

· Cost breakdown of all proposed labor, parts and material by Contract Line Item Number (CLIN);

· Parts and material shall include brief description/nomenclature of the item, manufacturer, model and part number;

· Proposed performance schedule;

· Quote expiration date;

· Capability overview section outlining the operational capability/end-state objectives the contractor’s Cost Quote/Proposals is to accommodate;

· Assumptions and clarification section to discuss relevant conditions and expectations for both contractor and Government; and

· Applicable (by request) manufacture technical references, diagrams and drawings.

7.1.4.2 Army Procurement Process. The Army Computer Hardware Enterprise Software and Solutions (CHESS) program is a mandatory source for contractors to use for the purchase of non-consumable commercial Information Technology (IT) equipment and software. The contractor shall comply with the Army CHESS ordering guidelines and secure maximum discounts possible with commercial suppliers for all applicable equipment, parts, material, and software in the development of their Cost Quote and Proposals.

7.1.5 Technical Review. All Cost Quotes/Proposals provided to the Government will be reviewed for accuracy and technical approach.

7.1.6 Authority to Proceed (ATP). The contractor must obtain ATP, in writing or verbally, PRIOR to executing services. Verbal ATP is to authorize on-the-spot issue resolution and restoration of service to the extent possible. ATP will be granted IAW the Micro Purchase Threshold, DoD Class Deviation 2017-O0006, Increased Micro-Purchase Threshold (July 2017), and only by the KO or TO COR. The TO COR will provide ATP for requests at or below the Micro Purchase Threshold. The KO will provide ATP for requests above the Micro Purchase Threshold.

7.1.7 Test and Acceptance. After the contractor has thoroughly and reasonably determined all efforts were accomplished IAW specified requirements, as outlined in the contractor’s accepted Cost Quote/Proposal, the contractor shall request, coordinate and schedule with the Government to perform test and acceptance. The contractor shall incorporate adequate time into their production process for the Government to conduct a thorough technical review and function test. These technical review/function tests will serve as the Government’s Test and Acceptance and represents the last step in the performance process. The contractor shall participate during the Government’s test and acceptance. Satisfied services where complete and acceptable, the TM or designated government representative will certify test and acceptance with the contractor and TO COR. Government test and acceptance does not preclude, or mitigate, the contractor provided warranty, but rather signifies the start of any contractor provided warranty period. Certification of Government test and acceptance shall verify the contractor has, at a minimum:

a. Completed requirements as detailed in the contractor’s Cost Quote/Proposal;

b. Performed site cleanup and removal of all associated trash, packing material and debris;

c. Restored all affected carpet, paint, ceiling tiles, doors, and door frames to a condition indistinguishable from similar nearby areas;

d. Provided applicable user familiarization and training; and

e. Receipt of all applicable project completion deliverables to the requesting TM, IAW paragraph 9.1.8.

7.1.7.1 Final written confirmation of test and acceptance is the contractor’s authorization to invoice. A final written confirmation of Government test and acceptance means confirmation that the contractor has completed all actions identified in PWS paragraph 7.1.6 and there are no outstanding actions to be taken by the contract, IAW the Service Request.

7.1.8 Project Completion Deliverables:

7.1.8.1 As-Built documentation and Product Information. As-Built documentation should include all applicable configuration and architecture diagrams depicting network wiring and cabling, room layouts, component configuration and rack elevation(s), with detailed routing of Communication, Power, Control, and Audio & Video input/output lines along with associated connector pin-out(s) (for non-standard connectors) and wire labeling for historical, accreditation, and troubleshooting purposes. The contractor shall also include a copy of all appropriate and applicable product information, such as manufacturer's cut-sheets (product technical specifications), product literature and warranty information for all component and equipment installed.

7.1.8.1.1 Format. The contractor will provide all As-Built documentation and Product Information formatted as an Adobe Portable Document Format (.pdf) file, version 9.0 or later, a Microsoft PowerPoint (.ppt or .pptx) file, version 2007 or later, or Microsoft VISIO (.vsd) file, version 2007 - 12.0 or later. Files of 5.0 megabytes or smaller may be emailed by the contractor to the requesting TM; however, As-Built drawings/diagrams files that are larger than 5.0 megabytes shall be provided by the contractor to the requesting TM on a CD-ROM. As-Built documentation and Product Information will be considered delivered when the Government can successfully open the computer files and save them onto Government information systems. In instances a digital version of a manufacture operator’s manual/guide is not available, the resource material/hard copy provided with the product will be accepted.

7.1.9 Property Accountability. Upon completion of a Service Request the contractor shall provide an inventory list of all new equipment and component for government property accountability. Property accountability list will include; item nomenclature, model number, serial number and applicable firmware/software for each major hardware component installed. All excess equipment and component (serviceable or unserviceable) will remain within control of the government unless subject to Return Merchandise Authorization (RMA). Consumable items deemed residual or waste by the government, such as wires, connectors, non-accountable pieces and brackets, fabrication and packing material will be disposed of by the contractor through approved means.

7.1.10 Contractor Warranty. The warranty period for equipment, components, and material purchased through CHESS shall commence upon the receipt of the equipment at final destination identified on the Service Request proposal or 35 days after shipment from the vendor’s facility, whichever is sooner. The contractor will provide a warranty for all craftsmanship. The contractor is not responsible to warranty legacy equipment or components unless the failure was a direct result of contractor error, negligence or faulty craftsmanship. During the contractor warranty period, the contractor may be called upon to perform a restoration assessment to troubleshoot and identify reported problem(s) and make or propose applicable corrective action.

7.2 Task Requirement 2: Support Requirements. Subtasks to be performed under this Task Requirement are:

a. Subtask 1: Network and Infrastructure

b. Subtask 2: AIS Integration and Restoration

7.2.1 Subtask 1: Network and Infrastructure

7.2.1.1 The contractor shall perform installation and maintenance of internal IT network infrastructure and associated hardware, patch panels, conduit and conveyances, as well as design, install and configure local network circuit connections to include; land and Over-the-Air transponder and receivers.

7.2.1.2 The contractor shall perform installation and restoration of customer premise inside wiring/cabling from the point of demarcation (DEMARC) up to and including the faceplate. Performance includes; terminations, repair, continuity testing, analyzing load and signal strength and removal of fiber optic and metallic cables associated with Internet Protocol (IP) network and telecommunication drops. All installations will adhere to Building Industry Consulting Service International (BICSI) approved standards and guidelines, and BICSI approved labeling standards.

7.2.2 Subtask 2: AIS Integration and Restoration

7.2.2.1 The contractor shall perform design, development and integration of new AIS and/or modify upgrade, troubleshoot and repair existing AIS with emphasis on Integrated Services Digital Network (ISDN) and IP based VTC systems and associated IP video boarder controllers, gatekeepers and HUB systems, multimedia systems and suites, and large display operation centers in response to a Service Request for customers identified in PWS paragraph 2.0.

7.2.2.2 Develop technical solutions and cost estimates/proposals to support new AIS development, installation, integration and upgrades IAW approved Government written technical requirements documents which may include; appropriate and applicable manufacture technical references, technical drawings, schematic and parts list. The contractor may be asked to partially design or complete whole technical solutions to achieve specified Government requirements. Technical solution will consist of detailed diagrams and drawings to show complete system configuration to include; routing of control, power, communication audio and video media with associated appliance and matrix devices.

7.2.2.3 Perform site surveys to understand physical and environmental conditions and to determine all necessary technical support and preparation associated with real property modification such as network drops; power; Heating, Ventilating, and Air Conditioning (HVAC) and conveyances to support proposed AIS integration and maintenance for Government coordination.

7.2.2.4 Install and configure various industry standard VTC (predominately Cisco and Polycom) CODEC to specifications and standards of the Defense Information Systems Agency (DISA) (UNCLASS and SECRET), and DISA Security Technical Implementation Guides (STIG), Joint Worldwide Intelligence Communication Systems (JWICS), and Defense Intelligence Agency (DIA), as applicable in support of H.320, H.323 and Session Internet Protocol (SIP) network protocols and International Telegraph Union – Telecommunication (ITU-T) standards. Additionally, all systems must be Transient Electromagnetic Pulse Surveillance Technology (TEMPEST) compliant.

7.2.2.5 Program and install standardized AMX, Crestron or Extron RS-232 and infrared automated control systems, as well all associated touch screens and components used to operate integrated VTC and Multimedia systems and suites. The contractor may be asked to design new control system source code or use Government provided source code to complete new or modify existing control systems. Use available technology and techniques to ensure optimal performance of control systems with user friendly functional layouts.

7.2.2.6 Configure and upgrade component and operating systems with the latest government approved software/firmware for AIS components as needed. Assure changes and refinements of existing systems are tested for completeness and accuracy to verify configuration and modifications are correct prior to implementation.

7.2.2.7 Develop, design, troubleshoot, evaluate, diagnose, calibrate and repair equipment and systems down to the electronic component level, with or without the benefit of written guides or manufacturer’s support manuals, and prepare cost estimate and proposals to recommend appropriate maintenance and/or course of action to resolve failed system or component for Government resolution. Perform installation, removal and reinstallation, alignment, and routine calibration of complex combinations of electronic equipment and physical hardware into configurations designed to accomplish specific functions. Typical system components may include, but not limited to, composite and component video cameras or other digital video sources. Systems may include a mix of analog and digital technology, integrated-hybrid switching equipment, computer controlled video display and telecommunication systems, audio/video/Radio Frequency (RF) switching and distribution equipment, signal monitoring equipment, video/computer projection display systems, wireless RF and infrared remote presentation control systems, audio amplification and loudspeaker speaker equipment, VTC CODECs and gatekeeper, video boarder controllers and hub equipment; and integration of audio/video source feeds to videoconferencing systems.

8.0 DELIVERABLES: The following deliverables shall be submitted with TO level information with distribution of one copy to the TO COR.

Description: Reconfiguration of the facility fiber infrastructure: (Note: All installations will adhere to Building Industry Consulting Service International (BICSI) approved standards and guidelines, and BICSI approved labeling standards).

1) Run 12 strand 62.5MM fiber from 1st floor Comm room to 2nd floor Comm Rm. (est. 40 meters).

- LC connectors in the patch panels.

2) Purchase and install wall box to accommodate 24 Port, 3850 (GFE) Fiber switch.

3) Demo existing 24 Fiber drops from 2nd floor Comm Rm to offices.

4) Install 24 MM Fiber drops from 2nd floor Comm Rm to offices. (Distances variable from 20 meters to 60 meters).

- Replace (24 single gang) faceplate in offices.

- Using Red LC keyed at user end (offices).

- LC Unkeyed at patch panel.

5) Provide applicable cable supports for routing fiber cables.

6) Label all faceplates and fiber cable with location identifier.

7) Test all fiber connections and provide results to requester for Test & Acceptance.

Description:

Upgrade Video Teleconferencing (VTC) equipment in the Commanding General's office/suite (Rm 5000) to comply with Army-mandated transition to Internet Protocol (IP) transport:

- Leverage high definition technology.

- Assess and replace components nearing end of life/end of supportability.

- Hardware components must be in accordance with the DISA Approved Products List (APL).

- Existing system configuration:

- - Room dimensions 20' x 25'

- - 2 Wall-mounted monitors (55") 2yr old. (Samsung model X)

- - Single Polycom HDX 8000. (CODEC is still supportable and IP capable). (SN: 82093X0A5900CX).

- - Other system components (i.e. switch) are not IP compatible, or able to support multiple CODEC solution.

- - VCR Playback.

- - PC (SECRET and UNCLASSIFIED).

Description 2:

The final integrated solution shall have the following minimum characteristics and capabilities:

1) Ability to conduct UNCLASSIFIED and SECRET VTCs over the NIPR and SIPR networks respectively at data rates of no less than 384 kbps.

2) Connect to point-to-point and multi-point conferences.

- Fully comply with DISA and Department of the Army standards for Information Assurance.

3) High definition and standards-based video: (System must be upgradeable and scalable).

- Display and broadcast audio and video from external playback devices to local and distant sites:

- - PC (SECRET and UNCLASSIFIED) (GFE).

- - TV Tuner: (Supported by building cable television broadcasts).

4) For furniture continuity, recommend using existing credenza for equipment (GFE).

5) Approach may include a Single, or Dual CODEC solution:

- Solution must be able to expedite transition between classified and unclassified operations. (Note: A single CODEC solution cannot retain stored directory information (IP Addresses)).

6) Perform applicable system tests and coordinate with requester for final Test & Acceptance.
