Command Information Management Systems (CIMS) III
Questions & Answers (Q&A)
30 May 2017
Question 1. Has the scope of work decreased so significantly from the previous contract, that it’s more looking like under 10 Full Time Equivalent (FTE)?
Answer 1. No, the work has not decreased so significantly from CIMS II. Currently, we are tracking 21 FTEs and we do not anticipate this decreasing to around/under 10 FTE under CIMS
III.
Question 2. Is it true that a significant portion of this work is moving over to Ft Carson to the
Network Enterprise Center (NEC) there? If so, how many FTE will be at Peterson, Ft Carson and
Redstone?
Answer 2. United States Army Space and Missile Defense Command/Army Forces Strategic
Command (USASMDC/ARSTRAT) Redstone, AL has already migrated to the local NEC.
USASMDC/ARSTRAT Peterson AFB, CO is contemplating migrating to the Ft. Carson NEC;
however, no CIMS contractors should be affected by this move.
Question 3. Will there be an industry day?
Answer 3. There will not be an industry day. However, an electronic library has been put together for all interested vendors to review current Task Order (TO) Performance Work
Statement (PWS) requirements and any other applicable documentation. The electronic library will be located on Army Knowledge Online (AKO). An AKO account and Common Access
Card (CAC) will be required to retrieve the documents. The following instructions are attached to help interested vendors retrieve both:
1) Attachment 1: CIMS III Bidder Data Access Training
2) Attachment 2: CIMS III - How to Get a CAC Training
3) Attachment 3: CIMS III - How to Get an AKO Account Training
If vendors have questions regarding library access, please contact the Contracting Officer, Rachel Hickenlooper, at Rachel.m.hickenlooper.civ@mail.mil with a cc to the Contract
Specialist, Cindy Gama, at Cynthia.k.gama.civ@mail.mil.
The intent of the electronic library is to allow offerors to understand the specific TO requirements for USASMDC/ARSTRAT. Each PWS represents the requirement as it is today on the CIMS II Indefinite Delivery Indefinite Quantity (IDIQ) contract. Future/follow-on TOs could change due to changes in customer requirements. Questions received by vendors regarding the specific information within each PWS will be reviewed by the acquisition team. A determination will be made as to whether or not an answer is needed for the CIMS III acquisition. Questions that require an answer to properly bid on the CIMS III acquisition will be forwarded to the appropriate individual for answers. Answers will be provided via FBO either as a Q&A similar to this format, or as an attachment to the draft solicitation, which is estimated to mailto:Rachel.m.hickenlooper.civ@mail.mil mailto:Cynthia.k.gama.civ@mail.mil be released in July 2017. This date, by no means, is to be construed as a commitment by the
Government and is subject to change.
Question 4. Any significant hot buttons or issues that interested contractors need to be aware prior to responding to the solicitation?
Answer 4. There are no known significant hot buttons or issues that may interest contractors prior to responding to the solicitation.
Question 5. We are looking for validation that the Request for Proposal (RFP) is expected to be released towards the end of October 2017 and that it is still expected to be released as a Small
Business Set-aside?
Answer 5. The current estimated release date of the final solicitation is August/September 2017.
CIMS III is still expected to be released as a Small Business set-aside. This, by no means, is to be construed as a commitment by the Government and is subject to change.
Question 6. Is there any specific Small Business demographic that is being looked at?
Answer 6. Market research is being performed to make the final determination. The draft solicitation will identify if the CIMS III requirement will be set-aside to a Small Business category/demographic.
Question 7. Also, we are hoping to see if there is an updated draft PWS that is available?
Answer 7. At this time, there is not an updated draft PWS to provide. A draft PWS will be provided with the draft solicitation and include any changes/updates made at that time.
Question 8. For the CIMS III Draft PWS there is a requirement for a Government Approved Purchasing
System. Will this requirement remain for the Final RFP?
Answer 8. The solicitation requirements are still being worked. This concern has been brought to the contracting team’s attention and is being looked at. The draft solicitation will identify if an approved purchasing system will be required or not.
