CIMS III Questions and Answers
Question 1: “In the Draft PWS, 2.9 states that: ‘The contractor shall also be required to have a current
TS facility clearance’. We are currently awaiting the award of a TS facility clearance, are we able to bid this anticipated solicitation under those circumstances, or will our bid be considered not valid?”
Answer 1: See Draft Solicitation Paragraphs L-5.5.3.11 and M-2.7.
Question 2: “Will the government clarify their planned approach to evaluating price?”
Answer 2: See Draft Solicitation Paragraphs M-2.6.
Question 3: “Will the government consider providing a set amount of labor categories (or workload information with enough detail to derive a reasonable level of effort) with required years of experience and associated certifications for bidders to propose? By providing this information it would guarantee all bidders proposed to the same criteria making the evaluation of offerors cost proposal easier for the government. Examples of relevant labor categories are available on Alliant Small Business.”

EST Labor Hour Contract Cost Template. No further information will be provided with regards to the labor categories.
Question 4: “Will the government provide additional details for task orders in the reading room?
Specifically, please provide the historical level of effort, security clearance required, DOD 8570 requirement and location by task order with specifics at the Task and Subtask level of each TO PWS?”
Answer 4: Task Order information was provided via the CIMS III Technical Library. Information on how to access the technical library was provided via FedBizOps (FBO) on 5 June 2017. The security clearance required and general location information is listed within the PWS’ provided. Attachment 9 –
EST Labor Hour Contract Cost Template provides historical and estimated level of efforts for the entire
CIMS II contract.
Question 5: “Will CIMS III remain a Woman Owned Small Business (WOSB) set-aside?”
Answer 5: Yes, see Draft Solicitation, Paragraph L-5.5.3.5.
