Re: Building 2100, Fort Jackson, SC Limited Asbestos Survey ARM Project Number 09-7081-14
Dear Mr. O’Barr;
ARM Environmental Services performed a limited asbestos survey in Building 2100 located at Fort Jackson in Columbia, South Carolina. The asbestos survey was conducted to determine whether selected building materials in Building 2100 contain asbestos and to incorporate usable data from a 2012 asbestos inspection conducted by S&ME. An ARM Environmental Services, Inc. licensed asbestos inspector collected samples of the selected suspect asbestos-containing materials (ACMs), based on the probable disturbance of these materials during the renovation process.
The samples were collected on February 11, 2015 and were analyzed by Polarized Light Microscopy (PLM) on a standard turnaround schedule by an independent, accredited laboratory. At least one sample of each Non-Friable Organically Bound (NOB) material such as flooring materials, was analyzed via Transmission Electron Microscopy (TEM) method as required by the current DHEC regulation 61-86.1. This letter is provided as a summary of the current and previous survey results and the laboratory data is attached with this report. A site plan is attached that documents the location of the samples collected at the subject site.
The following suspect asbestos-containing material (ACM) was sampled during this limited survey.
White duct mastic above suspended ceiling throughout office areas.
The analysis of this material did not detect the presence of asbestos. Also, none of the building materials sampled during the 2012 S&ME survey were found to contain asbestos.
The United States Environmental Protection Agency (EPA) and SC Department of Health and Environmental Control (DHEC) regulations define asbestos containing material as any material with greater than one percent (>1%) asbestos content. The identification of asbestos in any amount also facilitates compliance with the Occupational Safety and Health Administration (OSHA) standards pertaining to worker health and safety standards.
Building 2100, Fort Jackson Limited Asbestos Survey April 1, 2015
The scope of this evaluation is limited to the sections of the structure that were accessible to ARM at the time of our evaluation. The scope of services does not include a project evaluation where destructive actions are necessary to determine if other materials are hidden or concealed behind finish materials. Additional suspect materials may be located in areas not readily accessible. Our evaluation did not include disassembling any building materials or equipment.
This report is not a bidding document. Contractors or consultants reviewing this limited sample report must draw their own conclusions regarding further investigation or remediation deemed necessary. ARM does not warrant the work of regulatory agencies, laboratories or other third parties supplying information, which may have been used in the preparation of this report. No warranty, express or implied is made.

Asbestos Evaluation Report S&ME Project No. 1265-11-452 Building 2100 / Fort Jackson, South Carolina April 2012
EXECUTIVE SUMMARY
S&ME, Inc. (S&ME) has updated the asbestos evaluation of Building 2100 located at the Fort Jackson Facility in Fort Jackson, South Carolina. This Executive Summary is intended as an overview for the convenience of the reader. The complete report must be reviewed in its entirety prior to making decisions regarding this site.
S&ME has updated the previous asbestos evaluation of Building 2100. A total of 46 additional bulk samples of suspect asbestos-containing materials were collected from the structure. The bulk samples were analyzed for asbestos by Polarized Light Microscopy (PLM). In accordance with South Carolina Department of Health and Environmental Control (SCDHEC) Asbestos Regulation 61-86.1, a representative sample of each non-friable, organically bound material which tested negative for asbestos by PLM were further analyzed by Transmission Electron Microscopy (TEM).
Building 2100 is an approximate 36,600 square foot building on a concrete slab on grade foundation constructed with masonry walls and a metal roof. The HVAC ducts are insulated with fiberglass with white mastic on the seams. Piping is insulated with fiberglass. Suspect miscellaneous materials include floor tile, ceiling tile, vinyl cove base mastic, and mastics. Suspect surfacing material consists of drywall joint compound and fireproofing. No suspect thermal system insulation (TSI) was observed at the time of our evaluation. Non-suspect building materials include metal roof and wall system, ceramic tiles, fiberglass insulation, concrete, and rubberized or silicone caulking. It appeared as if flooring materials had been replaced and the chiller unit updated since the last evaluation (2007).
Figures 1 and 2, Building Sketch/Sample Locations and site photographs are provided in Appendix A. Table 1, Asbestos Results Summary in Appendix B presents a summary of the suspect materials, material friability, condition, potential for disturbance, approximate quantity, and asbestos analysis of the samples collected or presumed to contain asbestos.
No asbestos was detected in the samples of suspect materials collected.
The black 12-inch floor tile could not be sampled due to its location in the center of the hallways. This material should be sampled prior to disturbance.
1.0 INTRODUCTION
1.1 Purpose
S&ME was retained to perform an update to a previous asbestos evaluation of Building 2100 located at Fort Jackson in South Carolina. The information presented in the previous evaluation report was updated in order to be compliant with Section VI.A.6 of South Carolina Department of Health and Environmental Control (SCDHEC) Asbestos Regulation 61-86.1. S&ME performed the evaluation on January 4, 2012.
1.2 Scope of Services
The scope of this evaluation is limited to the sections of the structure that were accessible to S&ME at the time of our evaluation. The scope of our services does not include a pre-project evaluation where destructive actions are necessary to determine if other materials are concealed behind finish materials. Additional suspect materials may be located in areas not readily accessible. For example, mastics located in between exterior brick and structural block, in confined spaces, materials located underground, or materials covered by newer materials. This evaluation did not include disassembling any building materials or equipment.
1.3 Limitations
This report has been prepared in accordance with generally accepted practice for specific application to this project. The conclusions and/or recommendations contained in this report are based on our understanding of the applicable standards at the time this report was prepared. No other warranty, express or implied, is made.
The findings of the asbestos evaluation are based largely on visual observations. The findings do not warrant that all asbestos-containing materials have been identified;
asbestos-containing materials could be present in areas not readily accessible to observation. In addition, the actual locations and quantities of materials determined to contain asbestos may vary from those herein. Apparent homogeneous sampling areas may vary in actual asbestos content due to previous renovations, maintenance, or related operations.
As part of our evaluation, S&ME has relied on previous asbestos reports prepared by Geo-Systems Design & Testing, Inc. provided to us by Fort Jackson. Data presented in the previous reports were utilized, in part, by S&ME when performing our update and in generating the conclusions and recommendations presented herein. We have made the fundamental assumption that this historical data is accurate and reliable and that the samples were collected and analyzed in accordance with the applicable Federal and State regulations in force at the time of sample collection; however, as S&ME was not responsible for performing the prior building evaluations we, therefore, make no claim as to the accuracy of the findings and conclusions presented therein and we will not be liable for errors in, or resulting from the use of, these reports.
If additional suspect materials are found, our firm should be notified so that our findings can be reviewed for modification or verification.
1.4 Special Terms, Conditions and Reliance
This assessment was performed on behalf of US&S for the exclusive use of Fort Jackson.
No other company, entity, or person shall have any rights with regard to S&ME’s contract with US&S, including but not limited to indemnification by S&ME, or any rights of reliance on the findings, conclusions and recommendations of this or any subsequent reports issued by S&ME regarding the referenced site. The results presented in this report are indicative of conditions only during the time of the evaluation and of the specific areas referenced. The information provided in this report should not be used as a bidding document.
2.0 EVALUATION PROCEDURES
The asbestos evaluation process focused on reviewing previous reports and attempted to verify the location, quantity, and condition of the homogeneous areas of suspect materials identified therein; homogeneous areas are defined as areas which are uniform by color, texture, construction and/or application date, and general appearance. Previous inspection reports were reviewed for compliance with current SCDHEC regulations and additional samples of suspect materials were collected and analyzed for asbestos when necessary.
Bulk sampling was conducted by Mr. Jeff Gurrie, a South Carolina licensed asbestos inspector. A copy of Mr. Gurrie’s license is provided in Appendix D. Each sample was extracted with a pre-cleaned sampling instrument then placed in a plastic bag. Each bag was numbered and data (including sample number, sample location, type of suspect material, and material condition) was recorded. The bulk samples were submitted through chain-of-custody procedures to SAI’s asbestos laboratory in Greensboro, North Carolina for analysis of asbestos type and content by Polarized Light Microscopy (PLM) and analysis of asbestos type and content by Transmission Electron Microscopy (TEM).
This laboratory is accredited by the National Institute of Standards and Technology (NIST), National Voluntary Laboratory Accreditation Program (NVLAP).
The samples were analyzed by a trained microscopist utilizing PLM coupled with dispersion staining in accordance with EPA Method 600/R-93/116 and 600/M4-82-020.
The USEPA recognizes a material as containing asbestos if an asbestos content of greater than one percent (>1%) is detected in a representative sample. The Occupational Safety and Health Administration (OSHA) recognizes a material as containing asbestos if any asbestos, regardless of content, is detected in a representative sample.
In accordance with SCDHEC Regulation 61-86.1, additional sample analysis, if necessary, was performed on one (1) representative sample in each homogeneous group of an organically bound material which did not contain asbestos as tested by the PLM method. The additional analysis was performed by TEM in accordance with Chatfield Method SOP 1988-02 Rev. 1. TEM can identify asbestos when fiber sizes are extremely small or if they are bound in a resinous material, for example, floor tile, mastic or asphaltic roofing.

Building 2600 / Fort Jackson, South Carolina April 2012
EXECUTIVE SUMMARY
S&ME, Inc. (S&ME) has updated the asbestos evaluation of Building 2600 located at the Fort Jackson Facility in Fort Jackson, South Carolina. This Executive Summary is intended as an overview for the convenience of the reader. The complete report must be reviewed in its entirety prior to making decisions regarding this site.
S&ME has updated the previous asbestos evaluation of Building 2600. A total of 22 additional bulk sample layers of suspect asbestos-containing materials were collected from the structure.
Building 2600 is an approximate 12,000 square foot two-story slab-on-grade masonry building constructed in approximately 1993. This building is used as an office. Exterior finishes are brick with a metal roof. The HVAC ducts are insulated with fiberglass with various mastics. Piping is insulated with fiberglass with white mastic at the seams.
Suspect miscellaneous materials include floor tile, vinyl cove base mastic, ceiling tile, drywall, and various mastics. Suspect surfacing material consists of drywall joint compound and spray-applied fireproofing. No suspect thermal system insulation (TSI) was observed at the time of our evaluation. Non-suspect building materials include fiberglass insulation, concrete, metal roofing, and rubberized or silicone caulking.
No asbestos was detected in the suspect building materials tested.
1.0 INTRODUCTION
1.1 Purpose
S&ME was retained to perform an update to a previous asbestos evaluation of Building 2600 located at Fort Jackson in South Carolina. The information presented in the previous evaluation report was updated in order to be compliant with Section VI.A.6 of South Carolina Department of Health and Environmental Control (SCDHEC) Asbestos Regulation 61-86.1. S&ME performed the evaluation on January 24, 2012.
For example, mastics located in between exterior brick and structural block, materials in confined spaces, materials located underground, or materials covered by newer materials.
The findings of the asbestos evaluation are based largely on visual observations. The findings do not warrant that all asbestos-containing materials have been identified;
asbestos-containing materials could be present in areas not readily accessible to observation. In addition, the actual locations and quantities of materials determined to contain asbestos may vary from those herein. Apparent homogeneous sampling areas may vary in actual asbestos content due to previous renovations, maintenance, or related operations.
As part of our evaluation, S&ME has relied on previous asbestos reports prepared by Hub Testing Laboratory, Inc. provided to us by Fort Jackson.
3.0 STRUCTURE DESCRIPTION
Building 2600 is an approximate 12,000 square foot two-story building slab on grade masonry building constructed approximately 1993. This building is used as an office.
Exterior finishes are brick with a metal roof. The HVAC ducts are insulated with fiberglass with various mastics. Piping is insulated with fiberglass with white mastic at the seams. Suspect miscellaneous materials include floor tile, vinyl cove base mastic, drywall, ceiling tile, and various mastics.
Figures 1 and 2 in Appendix A provide a general building sketch. Site photographs are also provided.
4.0 FINDINGS
A total of 22 additional bulk sample layers of suspect asbestos-containing materials were collected from the structure. Figures 1 and 2 in Appendix A provide a general building sketch with sample locations. S&ME has also included previous sampling data from other firms where applicable. Site photographs are also provided. Sample descriptions, location, and analytical results are listed in Table 1, Asbestos Results Summary Table in Appendix B. Laboratory sample analysis and chain-of-custody forms for the suspect samples collected are included in the Appendix C. Additionally, copies of previous reports provided to, and utilized by, S&ME as part of this update are included in Appendix E.
No asbestos was detected in the suspect materials collected.
As part of the previous evaluation, window/door caulking on this building were tested.
However, during our evaluation, S&ME observed this material and it appeared to be a non-suspect silicone/rubber based caulk.
5.0 CONCLUSIONS / RECOMMENDATIONS
No asbestos was detected in the suspect materials associated with this building:
In accordance with OSHA's Asbestos Standard, the employer shall notify affected employees and contractors of the presence and location of asbestos-containing materials and test results. A full copy of the OSHA asbestos standard for general industry may be found at OSHA’s website (www.osha.gov) and should be referenced for specific information.
