STATEMENT OF WORK
5385 Full Building Renovation
FORT JACKSON, SC
31 January, 2020
1. SERVICES: The contractor project representative shall coordinate activities with the DPW representative who is the designated technical representative for the Contracting Officer for construction.
2. PROJECT SCOPE: The contractor shall perform both design build and bid build services for renovation and repair of Bldg. 5385 located at Fort Jackson, SC.
3. DESIGN BUILD: The contractor shall provide design build services for the following areas of building 5385.
a. Fire Suppression System
b. HVAC System
c. Utility Connection to facility Comment by DoD Admin: Does the ATFP info need to go in with the design or is that a note for the bid build portion
Outlined below are the design services and submittal requirements:
DESIGN SERVICES AND SUBMITTAL REQUIREMENTS. The UFC, UFGS, & IDG provide detailed guidance for preparation of all work under this contract. Unless otherwise indicated, all designs will be developed using AutoCad CADD technology, SPECSINTACT software for contract specifications and e4Clicks software for cost estimates. Submittal requirements for each phase of design are defined in the UFC and UFGS. A deliverables checklist for each discipline at each phase of design can be found in the UFC and UFGS. Deliverables for each submission shall include a complete set of AutoCAD UNBOUND DWG files with all DWG references intact, a converted set of PDF files with 1 file per each division of the project i.e. 1 file for architectural, 1 file for civil, etc…, and one full size hard copy and 3 half size hard copies of each drawing set.
All narrative and text documents, specifications, and cost estimates shall be provided in their electronic format, as appropriate, and one reproducible hard copy. The Offeror scope of services required under this contract shall include the following:
Design Charrette. The offeror is required to conduct a design charrette in accordance with Engineering and Construction Bulletin Number 2002-13 (Rev. 2). The Design charrette will be accomplished and the product submitted on the time schedule specified, and shall be a separate phase of work, independent of any other work included in the contract.
Project Definition Code 3 Design with Parametric Estimating. The Offeror is required to furnish the Project Definition prepared in accordance with UFC 3-710-01A, for Code 3 Design with Parametric Estimating and Instructions for Parametric Design (Code 3) dated 01 October 2008. Code 3 design requires completion of a design charrette to develop the facilities functional relationships and program for square footage allocations, design narratives, conceptual site development. That portion of TI-802-01(Technical Instructions for Code 3 design w/ parametric estimate shall be disregarded. The cost estimate for this code3 submittal shall be a MCACES-MII estimate prepared using the Military Work Breakdown Structure, ref. para 9.17.3.1.1 Military Estimate Hierarchy. As a minimum the Primary Facilities shall be estimated down to Facility Level (Level 2) inside 5 Ft. line. The Support Facilities outside 5' line shall be estimated down to Assembly Level (Level 6) with details at Level 7. All other paragraphs under 9.4 shall remain unchanged. The Code 3 design and parametric estimate will be prepared and submitted concurrently on the time schedule specified, and shall be a separate phase of work, independent of any other work included in the contract. The Offeror will incorporate Code 3 design review comments as a part of completing the Code 3 Design submittal.
Concept (35 Percent or less) Design and Submittal. The Offeror will prepare and submit for approval the drawings, written descriptions, design analyses, cost estimate, and other related and supporting documents as are more fully specified herein and in the UFC and UFGS. The offeror will insure that the cost estimate is submitted simultaneously with the concept design package. The offeror will incorporate concept design review comments as a part of completing the Concept Design submittal. The Directorate of Public works may request concept designs at less than the 35% effort as required for planning purposes.
Preliminary Design (65 Percent) and Submittal. The offeror will prepare and submit for approval the drawings, (outline specifications, design analyses for Preliminary Submittals), quantity take-off, cost estimate, and other related and supporting documents as are more fully specified herein and in the UFC and UFGS. The offeror will insure that the cost estimate is submitted simultaneously with the preliminary design package. The offeror will incorporate preliminary design review comments as part of completing this design submittal.
Sixty Percent (90 Percent) Design and Submittal. The offeror will prepare and submit for approval the drawings, (outline specifications, design analyses for Preliminary Submittals), quantity take-off, cost estimate, and other related and supporting documents as are more fully specified herein and in the UFC and UFGS. The offeror will insure that the cost estimate is submitted simultaneously with the sixty five percent design package. The OFFEROR will incorporate 65% design review comments as part of completing this design submittal.
Final Design and Submittal. The offeror will prepare in accordance with Government standards the detailed working drawings and specifications necessary for the effective coordination and efficient execution of the construction work together with such design analyses, cost estimate, quantity take-off, unit price schedules, and other related and supporting documentation as are more fully specified in the UFC and UFGS. The offeror will insure that the cost estimate is submitted simultaneously with the final design package. This includes incorporation of comments from the final design review. The offeror shall submit the attached checklist entitled "Checklist for offeror Submittal of Final Design" (as well as the individual discipline checklist included in the UFC and UFGS) with the 100-percent final design submittal, properly indicating items that have been accomplished (Enclosure 1).
A completed submittal register listing all contractor submittals required in the contract specifications. The Submittal Register Form (ENG Form 4288) shall be developed using the SPECSINTACT software.
The offeror shall edit each specification section to reflect the review level of submittals required which will generate ENG Form 4288 Submittal Register. If shop drawing review is required by the offeror, negotiations for shop drawings review services will held prior to the award of the construction contract.
A draft of DD Form 1354, Transfer and Acceptance of Military Real Property, shall be submitted with the final cost estimate. Instructions and an example of the completed form can be found in the UFC and UFGS.
4. BID BUILD: The Government will provide as built drawings for Bldg. 3330. These as-built will be used as the drawings to complete the bid build renovations for building 5385.
5. Contractor FULL-TIME PROJECT REPRESENTATIVE: The contractor shall designate and assign a project representative whose primary duty and responsibility is to perform on-site surveillance for the construction work in progress and to ensure that the work is properly executed in conformance with the contract drawings and specifications. Representative must be able to obtain Base Clearance. Fully qualified personnel will be used for inspection of structural, civil, electrical and mechanical systems. Additional, the contractor project representative shall perform the following services if requested by the government:
a. Consider and evaluate suggestions or recommendations which may be submitted by the construction contractor and make recommendations to the Contracting Officer’s Representative.
b. Observe the construction schedule and conditions which may delay construction completion and make recommendations to the Contracting Officer’s Representative concerning contract time extensions.
c. Interpret and clarify the intent of the drawings and specification, as directed by the Contractors Officer’s Representative.
d. Attend conferences held at the project site and meetings related to the construction of this project.
e. Observe tests conducted at the project site, as required by contract documents, maintain records and report on such tests.
f. Review shop drawings material submittals and material samples, making recommendations for approval or disapproval to the Contracting Officer.
g. Develop construction deficiency list; ensure that deficiencies are corrected; attend final inspection and make recommendation to Contracting Officer for final acceptance.
h. In the event that design discrepancies become apparent during construction, the contractor shall be responsible for correcting the design, to address such discrepancies, and shall furnish the Contracting Officer the necessary drawings, specification, cost estimates, etc., to enable modification of the construction contract and adequate amendments at no additional cost to the Government.
i. Maintain project files to include at a minimum: correspondence, reports, shop drawings, journals, contract modifications, memoranda, and drawings issued as part of the contract work.
j. Monitor the contractors marked-up set of drawings to reflect the as-built details of construction.
k. If the contractor representative discovers work or materials that do not conform to the plans and specification, the project representative will immediately, in writing, inform the Contracting Officer of the deficiency.
l. Obtain a listing of all materials and equipment covered by warranties complete with durations of warranty from the construction contractor. Complete all actions required to ensure validation of all warranties that will go into effect during this construction contract
m. The Contractor must have a cell phone to call the Contracting Officer during each duty day.
6. LIMITATION OF AUTHORITY: The contractor or his designated project representative shall not perform any of the following work during the construction phase of the work without authorization from the Contracting Officer.
a. Authorize deviations from the contract documents.
b. Enter in the area of responsibility of the construction contractor’s superintendent.
d. Advise or issue direction relative to any aspect of construction means, methods, techniques, sequences of procedures or for safety precautions and programs in connection with work.
e. Issue a certificate of payment.
f. Issue interpretations or clarification concerning the contract documents directly to the construction contractor.
