1. Introduction
1.1 General Information
1.1.1 Scope
The operator’s manual for the Field Support Center focuses on the functionality of the Field Support Center within the FlexTrainTM program.
1.1.2 Safety
The Field Support Center requires all regularly scheduled semi-trailer services. Use caution when deploying the Field Support Center during adverse conditions. The Field Support Center should be deployed on stable, level ground whenever possible.

1.2 Equipment Description
The FSC is a 53 ft. semi-trailer used to support field operations.
1.2.1 Equipment Characteristics, Capabilities, and Features
The Field Support Center serves as the primary operations center for Range Operations generator/HVAC service and tool/equipment storage in support of a FlexTrain exercise. The FSC provides workspace and equipment vital to the operation and sustainment of the FlexTrainTM infrastructure.
The FSC may be accessed via the rear roll up door or a side staircase leading to a personnel door.
The personnel door staircase is secured in a compartment underneath the side access door during transport. After the FSC is deployed, the staircase and associated hand rails shall be properly secured to the attachment points on the exterior of the trailer prior to any personnel utilizing this entry point.
1.2.1.1 Functions of the Field Support Center
The FSC is used to transport all the tools and equipment that support the deployment and sustainment of generators, HVAC’s and mobile relay towers. The FSC is used as a storage location for any necessary spare components required for repair or service of generators, HVAC’s and mobile relay towers. Located inside the FSC is a Hazmat Storage Locker where all

1.3 Principles of Operation
The Field Support Trailer is a rapidly deployable semi-trailer that houses equipment and workspace for FlexTrainTM missions. The FSC should be delivered and placed onto stable, level ground to provide safe access for removing equipment. The FSC should be placed so that the rear opening of the trailer is accessible by forklift for removing equipment. Location of the FSC should be placed within proximity to the Instrumentation Warehouse.
The FSC contains network ready workspace for initial configuration and setup tasks for a
FlexTrainTM exercise. The FSC may be powered via an external IEC 60309 (color code Orange) 120/240 power source. Power may be provided by an onsite generator or other direct wire power source. The outlets are located along workbenches in the interior of the trailer. Lighting is provided from overhead light fixtures. The interior of the trailer is maintained with a heating, ventilation, and air conditioning unit for warm and cold weather operating conditions.

2. Operating Instructions
2.1 Description and Use of Operator’s Controls and Indicators The rear electric lift gate is powered by a pair of 12V automotive batteries located underneath the trailer.
The lift gate control panel is located adjacent to the rear lift gate. After the lift gate has been lowered, the rear roll up door may be unlatched and opened to grant access to the rear cargo hold of the FSC. Keep clear of the lift gate while it is in operation. The lift gate should remain in the down position and marked with road cones when not in use.
Main electrical power should be connected to the FSC by a certified electrical technician. A power service switch and an electrical breaker panel are located on the interior of the FSC near the personnel entrance door. HVAC operation is automatic when connected to a power source and may be controlled by its corresponding electrical breaker.
The FSC is outfitted with 20-Amp 120v electrical outlets near all workbenches. An electrical breaker controls the power to each 4-outlet electric panel. Light fixtures are attached along the length of the ceiling of the FSC. A light switch located near the personnel entrance door will toggle lighting inside the trailer.

2.2 Operation under Usual Conditions
2.2.1 Preparation for Operation
2.2.1.1 Installation of the Field Support Center
The FSC should be delivered and placed on level, firm ground near the Instrumentation Warehouse unless the mission requirements dictate otherwise. All entrance stairways and handrails should be securely setup before extended operations inside the FSC.
2.2.1.2 Power-up and Initialize
Main electrical power should be connected to the FSC by a certified electrical technician.
2.2.2 Operation
The FSC is used as needed for the storage of tools and equipment and a workspace.
2.2.3 Termination
Turn off all electrical items inside the FSC. Turn off the overhead lights and place all breakers into the off position. Place the Power Service Selector Switch to the OFF position.
2.2.4 Removal
The FSC is removed by a contracted trucking company.

2.2.5 Preparation for Storage
Ensure all latches are secure and locked on the rear doors. Secure the rear lift gate and ensure it is in the fully closed position. Properly remove and store the personnel entrance staircase and handrail into the underneath storage compartment. Secure the staircase and handrail with the appropriate locking mechanisms to ensure it does not become loose during transport.
2.2.6 Preparation for Shipment
Ensure that all components of the FSC are road and travel ready. Ensure all items are secured within the trailer prior to transport. Place cargo netting and/or rubber tarp straps to secure loose items on tables and workbenches. Place all POL in the HazMat locker. Check that all external entrances are properly latched and secured. Check that any external items are properly secured.
Check condition of tires and ensure that the semi-trailer suspension provides enough clearance for the tires, so they will not contact the semi-trailer during travel. Check the semi-trailer lights to ensure road safety during transport.
2.3 Operation under Unusual Conditions
2.3.1 Unusual Environment
When entering or exiting the FSC via the side personnel entrance or rear roll up door, take caution that any debris or weather may cause slippery footing both inside and outside the FSC.
During severe electrical or lightning storms, operations inside the FSC should be conducted only if necessary.
2.3.1.1 Lightning
The FSC and any connected electrical generators should be properly grounded during setup. Avoid working inside the FSC during severe lightning storms unless necessary. If lightning damage is suspected, immediately power down the FSC and any connected generators and thoroughly check for lightning damage.
2.3.1.2 Strong Winds
The FSC is used at ground level and should not be affected by strong wind conditions.
