About this file

This pre-solicitation notice seeks industry feedback on a draft solicitation for the eXportable Combat Training Capability program to develop adaptive leaders and enable platoons to achieve trained proficiency in core functions. The Army National Guard intends to award a contract through full and open competition to provide brigade combat teams with force-on-force and live-fire training exercises to attain T-Level 3 readiness. Interested offerors should submit any questions, comments or recommendations on improving the draft solicitation by March 4th to an identified contracting specialist at the Army Contracting Command - Orlando. The final solicitation is expected to differ from the draft.

Purpose

1. Brief JFHQ and 00th IBCT Leadership on XCTC 00-00 in preparation for meeting Sustainable Readiness Model (SRM) Aim point for a PY3 unit.

2. Answer/Address concerns from the state leadership perspective.

XCTC Overview XCTC : Commander driven, tailorable, fully instrumented, and realistic collective training, at Platoon & Company level, preparing units for CTC rotations. 6+ Rotations annually ~3000+ troops per rotation WHO - ARNG BCTs with F/MF BDEs (-AVN) - stackable WHAT - Unparalleled collective training BDE sized event in 15-21 day model Multi-Echelon, Realistic and Doctrinally focused training with near peer OPFOR WHEN – PY-3 for BCTs and F/MF units WHERE - Local collective training venue or RCTC HOW - Experienced contractor support, state of the art technology, First Army OC/T capabilities, supported with Active Duty, ARNG, or contracted OPFOR ENDSTATE: Platoon Proficient (BCT/F/MF) with competent leaders and trained Soldiers prepared for success in future training and the battlefield.

Exercise Support - XCTC Exercise Support Cell (ESC) will assist the unit in coordinating and synchronizing the training conditions for the exercising unit to accomplish their training objectives. This planning includes:

Co-developing Training Scenarios with the BDE staff Synchronize and organize contractors Assist with establishing and publishing OC/T Lane Resource Books Coordinate with State/Brigade for publishing OPORDs and FRAGOs The XCTC Package

Instrumentation Support - Enables Soldier, vehicle position tracking, engagement simulation, data collection, and archiving for after action reviews (AAR) and unit take-home packages. Provides immediate feedback in both 2D and 3D displays with synchronized tactical audio and video. Enhances the ability to conduct force-on-force and combined arms training by allowing the collection of engagement data through an interface with Army force-on-force instrumentation systems.

XCTC provides 5 areas of support during a rotation:

Battlefield Immersion Support - Designed to provide the ARNG a realistic training environment. Battlefield Immersion Support will typically include some mix of the following: Role Players (to include interpreters), Civilians on the Battlefield, Equipment, Villages With Set Dressings, Props, Moulage, and Wardrobe. OPFOR are provided by FORSCOM units.

The XCTC Package Observer Coach / Trainer - OC/Ts are an asset provided by First Army providing Commanders with an external evaluation source. OC/Ts work within the scope of the Commander’s training objectives and utilize the Instrumentation Package to provide units with detailed, tailorable Instrumented After Action Reviews (I-AARs).

Battlefield Effects Support - Enhances the realism of live training scenarios. Training effectiveness is increased when the vulnerability, uncertainty, and confusion associated with the potential threats within the Decisive Action Training Environment. Artillery, mortars, smoke, mines, Improvised Explosive Devices (IEDs) and Vehicle-Borne IEDs (VBIEDs) are accurately and safely simulated.

Deputy Exercise Director

In order to accomplish PY3 training objectives, Battalions conduct decentralized training during IDT periods and culminates during the BDE’s XCTC Rotation. Units utilize the Combined Arms Training Strategy (CATS) available through the Army Training Network (ATN) and the Digital Training Management System (DTMS) and other applicable doctrine to develop, resource and execute realistic training to support the PY3 training objectives.

Commander’s Planning Guidance

IBCT XCTC Training Objectives Conduct Decisive Action utilizing the Operations Process in an austere tactical environment

Conduct operations maximizing Digital Mission Command Systems in an austere tactical environment

Effectively synchronize intelligence, surveillance, reconnaissance and targeting processes into mission orders and planning process/cycle at and through all levels

Execute effective Platoon Level Maneuver across all War Fighting Functions, to include live indirect fire (SEAD, LZ Prep and ground maneuver plan fire support) and Air Assault

Enhance Mission Command capability of battalion and brigade staffs

Develop leaders ability to act in a volatile, uncertain, complex and ambiguous environment
