About this file
This synopsis announces the Department of the Army's intent to issue a solicitation for the eXportable Combat Training Capability (XCTC) program. The Army National Guard seeks to award an indefinite-delivery/indefinite-quantity contract to provide XCTC services through full and open competition. XCTC is the capstone training event for Army National Guard Brigade Combat Teams to achieve trained proficiency on core mission tasks in a force-on-force environment incorporating live-fire exercises. Interested offerors are encouraged to submit questions on the draft solicitation by March 4, 2019 to help refine the final requirements. No award or commitment is indicated by this notice; it serves only to notify industry and obtain feedback on the draft solicitation.

1. (U) Situation.
General: The 345 BTG retains captured territories in order to protect western flank of OSC 1 and protect Arianan sovereignty. Estimated overall strength of the 345BTG is 70%. The 345th BTG is a motorized infantry brigade tactical group consisting of three BNs of light infantry and one light tank CO. The maneuver assets are supported by organic Anti-Tank, Armored Recon, Air Defense, and artillery battalions. In addition, 76 IBCT could face up to two companies of SPF and approximately 400 South Atropian People’s Army (SAPA) members operating in small 5-10 man cells. RECON & remnants of the 345 BTG are establishing combat outposts (COPs) in a newly established disruption zone to the front of their main defensive belt south of OBJ HOUSTON. Anticipate a combat outpost of an INF PLT (-) preceded by 2-4 OPs that have the potential to call in reinforcing ARTY Fires. FMV has identified a possible COPs established in the area, enemy contact is likely.
a. (U) Area of Interest (AI). The Area of Interest is defined by the 76th IBCT Area of Operations and designated boundaries. Threat forces within the Area of Interest include 345th BTG, and Southern Atropian People’s Army (SAPA) Guerrilla Cell is also operating throughout the AI, primarily focusing operations in and around AI villages of Maraza, Ivanoka, & Divichi.
CAS/CCA: N/A
Artillery: Disruption Zone elements are supported by a battery of G6 155mm howitzers from the 345 ARTY BN
Reserves: The BDE reserve consists of one light tank company (Type 63) and one motorized INF BN.
b. (U) Area of Operations. Area of Operations. Refer to Appendix 2 (Operations Overlay) to Annex C (Operations)
(1) (U) Terrain. Terrain within the Area of Operations is extremely vegetated with a combination of shrubs, grasses, and groundcovers that range in color and type. Tree, ranging from Pine, Maple, to Oaks combined with dense vegetation are predominate throughout the AO. Open areas exist but possess ground cover to various heights.
Avenues of Approach. Threat counter attack avenues of approach are limited to trails to support single column vehicular movement.
Key Terrain. Trail/road junctions, open areas and high terrain overwatching open areas that overwatch key intersections, battle positions or key terrain.
Observation & Fields of Fire. Observation is limited to open areas that exist within the assigned AO that couple with fields of fire that may extend out to small arms or automatic weapons ranges.
Cover and Concealment. Cover is provided throughout large percentages of the AO by tree canopy. Concealment is available throughout roughly 80% of the AO.

The exercise rules-of-engagement (EXROE) enhances safe, realistic training and enables positive control of the exercise.
BLUFOR (training unit) will disseminate and ensure that Soldiers understand and adhere to EXROE. Observer, Controller, Trainer (OC/T) will disseminate and ensure that opposing forces (OPFOR), civilians on the battlefield (COB), and role-players (RP) understand and adhere to EXROE.
No modifications of EXROE are authorized without approval of 76th IBCT CDR or XCTC Exercise Director.
OC/T’s will enforce EXROE and control the exercise. OC/T’s will not interfere with normal functions of the BLUFOR and will use the chain-of-command to correct safety problems and EXROE violations when possible.
BLUFOR is responsible for evacuating real-world casualties.
OC/T’s will assist with evacuation upon BLUFOR request when a Soldier’s life, limbs, or eyesight is threatened.
Real-world casualties will not be evacuated with Multiple Integrated Laser Engagement System (MILES) gear or sensitive items when it is medically feasible to remove equipment prior to evacuation.
OC/T and Exercise Support vehicles are marked with white placards. Any Atropian vehicles not led by a properly marked OC/T Vehicle are “In play” and BLUFOR units are free to engage IAW unit SOPs. Units engaging vehicles or personnel outside of STX Lanes must have OC/Ts present and observing the engagement.
Combatants will not fire or point weapons at other forces within 5 meters. Forces closing within 10 meters (5 meters in MOUT) will point weapons down and away, fire in a safe direction and call for a “close kill.” OC/T’s will adjudicate “close kill.”
Combatants will not take weapons, equipment, supplies, or personal items. Combatants can use captured weapons in immediate area of capture.
Weapons and pyrotechnics will only be handled by military personnel. OC/T’s are the only personnel authorized to use pyrotechnics. Pyrotechnics will never be thrown directly at or closer than 25 meters to any participants.
Participants will not strike other participants. There will be no hand-to-hand combat at any time. Role-players will not “fight through” the BLUEFOR lines if being effectively blocked or resisted.
Rocks, sticks, trash, and debris will not be thrown by any participant. Training hand-grenades are not authorized.
OPFOR/COBs/RPs will immediately “go passive” when touched and commanded to “get down” by capturing BLUFOR. Subdued detainees will comply with all instructions immediately without resistance.
Participants may raise their hands and call a “safety time-out” if necessary. OC/T’s will assess the situation, make corrections, ensure safety, and continue training.
BLUFOR must present flex-cuffs or similar devices to replicate restraining detainees. Tape fastened around upper arm marks a detainee as bound. Detainees will not be physically bound. Detainees will not attempt escape.
Tape fastened around both upper arms mark detainees as bound and gagged/blindfolded. Detainees will not be physically gagged or blindfolded.
OC/T’s will oversee and supervise all searches. Female COBs and RPs will only be searched by female Soldiers.
All OPFOR/RP/COBs will have a self-designated “SAFE- POCKET” for storage of necessary personal items, such as ID. “SAFE-POCKETS” are not to be tampered with by Rotational Training Unit (RTU) personnel. Safe pocket or personal gear (such as Ruck Sack on OBJ) will be clearly marked with a piece of BLUE Duct Tape.
Role-players / COBs who travel in military vehicles will wear contractor provided Helmets.
MILES systems must emit a signature for engagements to be valid. Soldiers, whose MILES harness activates, will immediately remove their headgear, sit down, and wait to be assessed by an OC/T. Once an OC/T has assessed the casualty, the casualty must adhere to the instructions given by the OC/T. Notify an OC/T immediately if any MILES equipment is lost. Forces will NOT “double-tap” opposing casualties.
OC/T’s will assess casualties using MILES casualty cards to support the training scenario. All casualties will be reconstituted after lane exercise is complete.
Vehicles will be re-keyed in the event of a “mobility kill” in order to use weapons systems. Vehicles will be assessed destroyed if it is engaged again or crews violate “mobility kill.”
All participants will comply with Camp Grayling training guidance, cultural preservation, and environmental protection regulations.
No participants will by-pass or move around range control barriers or enter off-limits/restricted areas. All maneuver elements must be accompanied by a OC/T. All drivers and TCs will observe posted speed limits.
