About this file

This document provides details for a draft solicitation for the eXportable Combat Training Capability (XCTC) program. The solicitation seeks to award an indefinite-delivery, indefinite-quantity contract with a one base year and four option years to provide exercise planning and support, property management, and systems support for the XCTC program. The XCTC program is the Army National Guard's capstone training event to enable brigades to achieve trained proficiency in core functions through force-on-force and live fire training.

The draft solicitation allows industry to provide questions, comments and recommendations by March 4, 2019 regarding the XCTC requirements. Potential offerors should not rely on the draft solicitation, as the final RFP is likely to differ. The solicitation will be competed under full and open competition, with a size standard of $38.5 million. The anticipated award is in the fourth quarter of FY2019. The total contract value may not exceed $555 million over the life of the IDIQ.

SECTION SF 30 BLOCK 14 CONTINUATION PAGE

SUMMARY OF CHANGES

SECTION A - SOLICITATION/CONTRACT FORM

The required response date/time has changed from 15-May-2019 03:00 PM to 16-May-2019 03:00 PM.

SECTION L - INSTRUCTIONS, CONDITIONS AND NOTICES TO BIDDERS

The following have been modified:

INSTRUCTIONS TO OFFERORS

L.1.0 FORMAL COMMUNICATIONS AND SUBMISSION

The Exportable Combat Training Capability (XCTC) solicitation will result in a Single Source Indefinite Delivery Indefinite Quantity (IDIQ) contract with an ordering period of one base year and 4 option years. Initially, the Government will award the basic IDIQ contract as well as Task Order (TO) 0001.

Introduction. Proposals for the Basic IDIQ and Sample Task Orders shall be compliant with the full solicitation requirements and instructions contained within this section. The Sample Task Order is awardable. Proposal submissions for the Basic IDIQ and Sample Task Orders will be evaluated for consistencies to ensure the Offeror’s understanding of the entire XCTC requirement. The Government will evaluate each proposal in accordance with this solicitation; offerors are required to comply with all requirements stated herein. Any indication that the offeror does not intend to meet all of the requirements may cause the proposal to be evaluated as non-compliant and ineligible for award.

The cumulative total of all TOs awarded against the IDIQ contract may not exceed $555M over the life of the IDIQ contract.

The XCTC requirement is a Full and Open Competition, to be competed among companies qualifying under NAICS 541330 (Engineering Services), with a size standard of $38.5 Million. The XCTC technical requirements and the details for the IDIQ contract and Task Orders are defined within section J of this solicitation.

It is requested that all questions pertaining to this solicitation and its attachments are submitted via e-mail to the Contract Specialist POCs listed below.

The deadline for submission of questions/comments is on 29 APR 2019, no later than 3:00 P.M. EST. Questions and Comments received after the deadline may not be answered prior to proposal submission or at all. If the Government deems one or more Question/Comment is appropriate, the answer(s)/response(s) will be published through the issuance of an update and/or amendment to the solicitation announcement prior to the deadline for final proposal submissions. Accordingly, Offerors are encouraged to carefully review all solicitation requirements and submit questions to the Government early in the proposal preparation cycle.

If an Offeror perceives its Questions/Comments may reveal proprietary or protected information, it must clearly mark the subject sentence or paragraphs and notify the Government that it considers the information proprietary. If the Government does not agree the information is proprietary the Government may choose not to answer the question. The Government will post the non-proprietary answers/responses, without Offeror identification, to FEDBIZOPPS.

The Government may issue one or more Solicitation Amendment(s) prior to the deadline for final proposal submissions based upon the Questions/Comments received. Questions and/or Comments that result in a change to the solicitation will be published on FEDBIZOPPS as an amendment to the solicitation. However, the Government does not anticipate that the closing date for receipt of offers will be extended.

IN THE EVENT OF ANY CONFLICT BETWEEN THE RESPONSES TO QUESTIONS/COMMENTS AND THE SOLICITATION, THE SOLICITATION (INCLUDING ANY AMENDMENTS) SHALL TAKE PRECEDENCE.

The points of contact (POC) for this solicitation are the Branch Chief/Contracting Officer, Ms. Michelle R. Burrell and Contract Specialist, Mr. Graham K. Oliff as follows:

Primary Mr. Graham K. Oliff/Contract Specialist Phone: (407) 208-3450 Email: graham.k.oliff.civ@mail.mil U.S. Army Contracting Command 12211 Science Drive Orlando, FL 32826-3224

Alternate Ms. Michelle R. Burrell/Branch Chief/Contracting Officer Phone: (407) 384-3544 Email: michelle.r.burrell.civ@mail.mil U.S. Army Contracting Command 12211 Science Drive Orlando, FL 32826-3224

L.1.1 Proposal Due Date: The proposal due date shall be IAW block 9 of the SF33 or on block 11 of the SF30 of any subsequent amendments.

L.1.2 Anticipated Award: The Government anticipates that the award will be made in the 4th quarter of the FY 2019. This information is provided for use as a basis for schedules and burden (labor, overhead, etc.) calculations.

L.1.3 General Information: Pursuant to FAR Subpart 52.215-1, the Government intends to award this contract without discussions to a single awardee. Therefore, the offeror’s initial proposal should contain the offeror’s best terms from a cost or price and technical standpoint. However, the Government reserves the right to enter into discussions at the sole discretion of the Procuring Contracting Officer (PCO). If discussions are to be conducted, a competitive range will be established and be comprised of only the most highly rated proposals, based upon the ratings of each proposal against all evaluation factors and subfactors of this solicitation. The decision to establish a competitive range will be made at the sole discretion of the PCO. If the Contracting Officer determines that the number of proposals that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the Contracting Officer may limit the number of proposals in the competitive range to the greatest number that will permit an efficient competition among the most highly rated proposals.

Exchanges with Offerors after the establishment of a competitive range determination will be made in writing. At the end of discussions (if conducted), the Government will request Final Proposal Revisions (FPRs) from all Offerors still within the competitive range.

All or part of the successful offeror's technical proposal may be incorporated in the contract resulting from this solicitation into Section J. Nothing contained in the successful offeror's technical proposal shall constitute a waiver to any other requirement of the contract. In the event of any conflict between the successful offeror's technical proposal and any other requirement of the contract, the conflict shall be resolved in accordance with FAR 52.215-8 Order of Precedence.

If, after contract award, it is discovered that changes made during discussions were not incorporated in the PWS and/or technical proposal, such changes to the PWS and/or technical proposal shall be considered administrative in nature and shall be made by unilateral modification to the contract, at no change in contract cost or price or other terms and conditions.

L.1.4 The Government intends to award a contract resulting from this solicitation to the responsible Offeror whose proposal represents the best value after evaluation in accordance with Section M of this solicitation.

L.1.5 Offerors shall assume that any data they have previously submitted in response to another solicitation, whether submitted to the ACC-ORL or another agency, will be unavailable during this proposal evaluation and source selection process. Offerors’ proposal data shall not be incorporated into the proposal by referring to another proposal or other source.

L.1.6 Offerors shall assume that the Government has no prior knowledge of their facilities and experience; the Government will base its evaluation on the information presented in the Offeror’s proposal. In presenting material in its proposal, Offerors are advised that quality information is more important than quantity. Statements that the prospective offeror understands, can or will comply with the PWS, and statements paraphrasing the requirements or parts thereof are unacceptable. Elaborate brochures or other presentations, and other documents beyond that sufficient to present a complete and effective proposal are neither necessary nor desired.

L.1.7 The proposal shall be clear, concise, and shall include sufficient detail for effective evaluation and for substantiating the validity of stated assertions. The proposal shall be specific, detailed and complete as to clearly and convincingly demonstrate that the Offeror has a thorough understanding of the requirements and associated risks, and is able, willing, and competent to devote the resources necessary to meet the requirements and has valid and practical solutions for all requirements.

L.1.8 The Government requests that the proposal be valid for at least 180 calendar days from the proposal due date. Files shall not contain classified information. Offerors are cautioned that in order for their proposal to be eligible for award, the proposal shall be in compliance with the terms and conditions set forth in this solicitation.

L.1.9. Any proprietary information submitted separately, for major subcontractors, shall be furnished in the same format, level of detail, and submission due date as prescribed for the prime Offeror. Subcontractor proposals submitted separately are considered part of the offeror’s proposal, including the page count. If subcontractor proposals are submitted separately, directly to the PCO and are late, the entire proposal will be considered late.

L.2.0 PROPOSAL DELIVERY

L.2.1. Format: The submission shall be clearly indexed and logically assembled. Each volume shall be clearly identified and shall begin at the top of a page. All pages of each volume shall be appropriately numbered and identified by the complete company name, date and solicitation number in the header and/or footer. Any pages that are changed (as a result of discussions or proposal revisions) shall have changed information clearly marked by a vertical line in the right margin of the page. The revised pages shall be dated. Each cover sheet shall be clearly labeled with its Title and marked copy. A Table of Contents should be created using the Table of Contents feature in MS Word. The signed SF33, SF30 and Section K – Certifications and Representations may be submitted in Adobe.pdf file format. MS Word files shall use the following page setup parameters:

Each volume of the proposal shall consist of a Table of Contents, Summary Section, and the Narrative discussion. The Summary Section shall contain a brief abstract of the volume.

Offerors are cautioned that each volume of the proposal is evaluated stand-alone against the criteria set forth in Section M of the solicitation and the evaluators for one volume may be different than the evaluators of another volume. It is incumbent upon the Offerors to ensure they properly submit their proposals. If the data is not contained in the appropriate volume of the proposal it may not be evaluated.

The Government will consider information it requires for proposal evaluation that is not found in its designated volume as the Offeror having omitted it from the proposal.

NOTE: Proposals shall not contain classified information and Proprietary information shall be clearly marked with data use restrictions located in the header/footer area of each page where applicable.

All pages shall be marked: “SOURCE SELECTION INFORMATION -- SEE FAR 2.101 AND 3.104” in the footer.

L.2.7. Exceeding Solicitation Requirements: Beneficial features of an offeror’s proposal which offer benefits that exceed the requirements of the solicitation will be incorporated into the awardee’s contract. L.4.0. VOLUME I GENERAL

a. Section 1 – Executive Summary. A letter formally transmitting the proposal shall include:

(1) Table of Contents. A list that identifies the location of all major topics provided in each volume.

(2) Statement of Compliance. Each Offeror shall include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation and agreement to furnish any or all items upon which prices are offered at the price set opposite each item. Any objection, exception, contingency, or addition shall be cross-referenced to the applicable solicitation paragraph(s).

As part of this letter, an authorized official shall sign certifying the following:

A. The proposed pricing within the Pricing Workbook are binding and will be utilized for the life of the contract.

B. Regardless of the involvement in evaluations, all requirements of the base and Task Order PWS’s will be met.

C. The proposed prices for Exercise Planning & Support, Systems, and the Property Management CLINs are sufficient for the XCTC PWS scope and estimated ceiling; additional Exercise Planning & Support, Systems, and Property Management price/costs will not be requested/proposed unless the ID/IQ base PWS scope or ceiling is revised by the Government.

(3) Joint Venture/Teaming or Major Subcontracting Arrangements. Each Offeror shall provide, if applicable, a summary describing the joint venture/teaming or subcontracting arrangement established for this solicitation. Identify each proposed team member by company name and address.

(4) Forward Pricing Rate Agreement (FPRA) or Forward Pricing Rate Recommendation (FPRR). The Offeror and each major subcontractor (defined as one that will be responsible for 10% or more of the yearly proposed XCTC value) shall provide their current FPRA or FPRR by their cognizant ACO in support of future negotiations, if available.

(5) Small Business Subcontracting Plan. Large Business Offerors Only shall provide a Small Business Subcontracting Plan meeting the requirements of FAR 52.219-9 and DFARS 252.219-7003 (or DFARS 252.219-7004 if the Offeror has a Comprehensive Small Business Subcontracting Plan). The Small Business Subcontracting Plan is not a requirement for evaluation in source selection, but rather a requirement for award to a Large Business and will be incorporated into any resultant contract. The Small Business Subcontracting Plan shall reflect and be consistent with the commitments stipulated in the Offeror’s proposed Small Business Participation Commitment Document.

If during the responsibility determination, prior to award, the Government has questions regarding the potential awardee’s Small Business Subcontracting Plan, the communications and questions are not part of discussions as defined in FAR 15.306, Exchanges With Offerors After Receipt of Proposals. Failure to submit and resolve differences between the Offeror’s proposed Small Business Commitment Document and the Offeror’s Small Business Subcontracting Plan will result in the Offeror’s proposal to be determined to be non-compliant and ineligible for award.

The Small Business Subcontracting Plan will be incorporated by attachment into any resulting contract award.

(6) Cross Reference Matrix. Each Offeror shall cross reference their proposal. This cross reference shall reference the Volume, Section, and Paragraph where the Offeror has met the requirement to the level considered adequate to depict the Offeror’s proposal. The matrix is only a tool to assist in the proposal evaluation process. The Offeror is ultimately responsible for ensuring all areas are addressed fully and all requested information is contained within the proposal.

(7) Ground Rules and Assumptions: The offeror shall provide an explanation of all ground rules and assumptions that affect the propose price if applicable. The offeror is advised that any assumptions proposed in the Volume II – Management (Factor 1) will be compared to the assumptions provided in Volume VI – Cost/Price (Factor 5). Topics to be addressed include, but are not limited to, investments, programmatic variables (e.g., inflation/escalation, prime/subcontractor work share relationships, and business base concerns), etc. Any and all costs that are affected shall have an associated reference to the cost being discussed.

(8) Government Property: The Offeror shall provide the following information—

A. A list or description of all Government property that the offeror or its subcontractors propose to use on a rent-free basis. The list shall identify the accountable contract under which the property is held and the authorization for its use (from the contracting officer having cognizance of the property)

B. The dates during which the property will be available for use (including the first, last, and all intervening months) and, for any property that will be used concurrently in performing two or more contracts, the amounts of the respective uses in sufficient detail to support prorating the rent

C. The amount of rent that would otherwise be charged in accordance with FAR 52.245-9, Use and Charges.

D. A description of the offeror’s Property Management system, plan, and any customary commercial practices, voluntary consensus standards, or industry-leading practices and standards to be used by the offeror in managing Government property.

b. Section 2 - Solicitation Documents. Each Offeror shall complete blank lines and provide signatures for the contract sections indicated below without modification to the volumes. An authorized official of the firm shall sign the Standard Form 33 and all certifications requiring original signature. An Adobe Acrobat file, “.pdf” shall be created to capture the signatures for submission.

(1) Section A. SF 33 - Solicitation/Contract Form and any subsequent amendments

(2) Section I. Contract Clauses

(3) Section K. Representations, Certifications, and other Statements of Offerors

Note: Any summary material presented in Volume I will not be considered as meeting the requirements for any portions of other volumes of the proposal.

L.5.0 FACTOR 1, MANAGEMENT (VOLUME II)

L.5.1 Subfactor 1.1 – Program Management

The Offeror shall describe its approach to program management that supports weekly/monthly/quarterly events and non-rotational staff support. The Offeror shall provide a staffing solution that demonstrates a reasonable, comprehensive, and feasible approach to successfully manage the PWS requirements. The Offeror shall describe its approach to integrate technological tools to successfully manage the PWS requirements. The Offeror shall provide resumes for the proposed key personnel. Two versions of each resume shall be provided: (1) Version 1 shall be a redacted resume and shall omit the identified key personnel’s first/last name throughout the resume; and (2) Version 2 shall include the identified key personnel’s first/last name throughout the resume. The Version 2 resumes shall be provided within a separate folder within Volume II: Subfactor 1.1 – Program Management. The Offeror shall clearly describe the key personnel’s knowledge, skills, experience, and certifications against the required knowledge, skills, experience, and certifications as described in the PWS.

L.5.2 Subfactor 1.2 – Planning

The Offeror shall describe its approach to plan and support the exercising brigade and JFHQs with training management, resource management, logistical management, personnel and battle-roster management, ammunition requirements, and training lanes development. The Offeror shall describe its approach to plan and execute multiple simultaneous exercises at geographically separated locations. The Offeror shall provide a proposal to successfully execute the sample Task Order using their proposed approach to planning and executing XCTC exercises.

L.5.3 Subfactor 1.3 – Transition Plan

The Offeror shall describe its approach to successfully accomplish all transition-in and transition-out tasks to include hiring, scheduling, staffing and labor mix, contractor’s duties, conducting a joint inventory of GFP, GFP transfer and acceptance, information management transfer and acceptance, and data files transfer and acceptance.

The Offeror shall describe how it will maintain an Authority to Operate (ATO) under an RMF compliant system IAW DoD Instruction 8510.01 and Army Regulation 25-2.

L.6.0 FACTOR 2, PROPERTY MANAGEMENT PROGRAM (VOLUME III)

L.6.1 The Offeror shall provide its Property Management staffing structure, GFP storage solution, and GFP life cycle management strategy that demonstrates a reasonable, comprehensive, and feasible approach to successfully meet the requirements of the solicitation.

L.7.0 FACTOR 3, PAST PERFORMANCE (VOLUME IV)

L.7.1 The offeror shall provide descriptions for at least two recent projects (and no more than four projects) that are relevant to XCTC. Recent is defined as a contract that is ongoing or has been completed within the past five years from the solicitation issuance date. Relevant is defined as a contract which includes recruitment/retention of a 50+ workforce of contractor personnel (with security clearances) in support of DoD training centers of excellence (or comparable, to include non-DoD) and/or Combat Training Centers. The offeror may include projects from predecessor companies, JV partner, and/or subcontractors. If an offeror (or predecessor companies, JV partner, and/or subcontractors) does not have current or past relevant performance, the offeror shall so state. The offeror shall provide a project description as it relates to XCTC and, if applicable, a brief description of what role the subcontractor referenced will play.

L.7.2 All past performance submitted in response to this solicitation shall have been performed as a prime contractor, subcontractor, or JV partner.

“Prime” contractor means the contractor has privity-of-contract with the Government or with the owner of a project or job, and has the full responsibility for its completion. The prime is responsible for all contractual obligations under a mutually binding legal relationship. When the Government awards a contract to a contractor, the contractor is considered the “prime” contractor. For example, “prime” contractors are identified as such on the cover page of contracts or task orders such as:

· SF 1449 – Solicitation/Contract/Order for Commercial Items – (Block 17a identifies the prime contractor)

· SF 26 – Award/Contract – (Block 7 identifies the prime contractor)

· SF 33 – Solicitation, Offer, and Award – (Block 15A identifies the prime contractor)

· Department of Defense (DD) Form 1155 – Order for Supplies or Services (Block 9 identifies the prime contractor)

· Optional Form 307 – Contract Award (Block 7 identifies the prime contractor)

· GSA Form 300 – Order for Supplies and Services (Block 6 identifies the prime contractor)

“Subcontractor” means the contractor has privity-of-contract with a prime contractor. When a prime contractor awards a contract to a contractor, the contractor is considered a subcontractor.

If the offeror represents the combining of two or more companies, a JV for the purpose of this solicitation, the JV will be evaluated as a single offeror.
