5. Concept of Operation. This is a four phase operation.
a. XCTC 00-00 will be conducted 00July - 00 August 0000, in three locations; Camp, Camp, and Ft . The Rotation is conducted in a Caspian Sea scenario incorporating villages and structures simulating the area of operations (AO), civilians on the battlefield (COBs), role players, and an opposing force (OPFOR) replicating the threat in a Decisive Action Training Environment (DATE).
b. Phase 1 (00 June 0000 – 00 July 0000) (Planning Phase) Begins 365 days prior to XCTC execution and Includes all meetings, IPRs and conferences conducted to plan, coordinate, and synchronize resources for the exercise. It also includes the training unit’s completion of required training aim points as required by the ARNG and all prerequisite individual and collective training prior to executing their XCTC rotation. The unit develops their training plan and ensures all training products (Lane Books, Horse Blanket, Operational Maps and Exercise Directive) are completed, reviewed and approved. The training unit rehearses critical events during the ROC Drill conducted at the FPC.
c. Phase 2 (00 July – 00 July 0000) (Preparation Phase) Begins when the ESC and I&C teams arrive to establish the infrastructure to support the rotation approximately 3 weeks before the training unit’s main body arrives. ADVON from the training unit arrives, prepares to receive the main body and initiates RSOI tasks. OPFOR and all subcontractors arrive and begin their train-up. XCTC and TSB personnel conduct the XCTC Academy, conduct COMEX(s) and finalize lanes. ESC is operational and the XCTC Battle Rhythm commences. This phase concludes on D-Day.
d. Phase 3 (00 July – 00 August 0000) (Execution Phase) Begins on D+1 when the training unit main body begins to arrive and starts the RSOI process. MILES and Instrumentation are issued to personnel and installed on vehicles. All training resources including the OPFOR, BFE, BFI and the OC/Ts are on hand, training complete and ready to execute lane training. Lane Validations for platoon/company/troop STX lanes are conducted to ensure Commander’s Training Objectives are being met. The training unit departs the Initial Staging Base (ISB), occupies “The Box” and conducts 15 days of continuous training. This phase ends D+18/D+19 when units complete their training, depart “the Box” and prepare to begin recovery operations.
(1) Integrated Training Strategy:
(a) Units of the 00th IBCT will conduct day and limited visibility platoon, company, battery and troop situational training exercise (STX) lanes set within a Caspian Sea scenario conducting Unified Land Operations (ULO) in a Decisive Action Training Environment (DATE).
Platoon, Company and Troop level STX lanes are stand-alone lanes with separate maneuver space for each lane. Each lane has been de-conflicted by time and/or space. Combined arms and combat support enablers will be integrated into specific STX lanes. Focus for the 00th IBCT staff and Battalions’ staff will be participation in the Brigade Warfighter Exercise (BWFX), while the BDE Tactical Command Post (TAC), commanded by external Field Grade Officers that were previously in the BDE and representatives from each battalion, will conduct Mission
Command of the XCTC exercise. Once the BWFX is complete, the BDE Tactical Operation Center (TOC) will assume Mission Command of XCTC.
(b) All training is planned and resourced with the exception of limited unit training. All training will be evaluated and documented.

(3) AAR purpose, locations, and schedules:
(a) 00th IBCT has determined which STX lanes receive instrumented After Action Reviews (I-AARs). I-AARs will be conducted IAW the current rotation “horseblanket” (training synchronization matrix). OC/Ts will conduct “hot wash” AARs after each iteration on their STX lane. All identified Soldiers and vehicles will be outfitted with MILES and FlexTrain Trackers to facilitate the I-AARs.
(b) Final AAR instructions: 00th IBCT will receive a final training summary at the conclusion of the XCTC rotation.
e. Phase 4 (00 August – 00 August 0000) (Recovery) Begins when units complete training and move back to the ISB. This phase consists of accountability and recovery of personnel and equipment from the field. Reverse RSOI is conducted. MILES and Instrumentation are turned in, vehicles and equipment cleaned, final AARs are conducted and Unit Take Home Packages are completed and delivered to the training unit. XCTC infrastructure is broken down, cleaned and packed up. Training areas, ranges and facilities are cleared and units and support personnel prepare to redeploy. This phase ends when the last XCTC participants depart the training area and arrive back at home station.
