About this file

This document contains an exercise rules of engagement (EXROE) and related federal contract opportunity. The EXROE establishes guidelines for the eXportable Combat Training Capability (XCTC) program, which provides brigade combat team training for the Army National Guard. The training develops leaders and enables platoons to achieve proficiency in core tasks. The EXROE outlines rules for observers, opposing forces, medical treatment, fires, intelligence handling, and equipment usage to ensure a safe and realistic training environment.

The related federal contract opportunity is a pre-solicitation notice for the XCTC program. The Army Contracting Command - Orlando intends to award a contract through full and open competition. The notice seeks industry questions and feedback on the draft solicitation by March 4, 2019 to improve the final version. The XCTC program enables commanders to assess mission task proficiency through force-on-force and live-fire training.

XCTC EXROE

Purpose To summarize and highlight the Exercise Rules of Engagement (EXROE) during XCTC 00-00.

Is designed to ensure that training is conducted in a safe manner that protects life, limb, and eyesight of all participants without distracting from the combat realism of the training.

This information is also provided to assist training units and OC/Ts in the dissemination and understanding of the EXROE.

The XCTC 00-00 EXROE is specifically for XCTC Rotation 00-00 conducted at Camp, or Fort.

Overview Exercise Rules of Engagement. The EXROE governs the activities of all player units both BLUFOR and OPFOR and civilians supporting the exercise.

It is the unit's responsibility to adhere to all exercise rules of engagement. Only the 00th IBCT CDR or the XCTC Rotation Director, may grant exceptions to the EXROE.

The training unit’s chain of command is responsible for the dissemination and understanding of the EXROE for their unit.

Issues with contracted support personnel will be directed to the Exercise Support Cell (ESC) for action.

Violation of the EXROE may result in the immediate removal of the violator(s) from the exercise and referral to the appropriate level of command.

OC/Ts (Observer/Controller-Trainers) The purpose of the OC/Ts is to:

Control the exercise through observations and the use of this EXROE in order to assist the unit in reaching its validation criteria and training objectives.

Enforce Exercise Rules of Engagement.

Observe unit activities to prepare and facilitate After Action Reviews

Test MILES and Instrumentation prior to each iteration.

Ensure communications with the TAC and all elements can be seen on the TAC Screen.

Report all injuries to the ESC.

OC/Ts (Observer/Controller-Trainers) Cont.

OC/Ts will not interfere with the chain of command except in instances of safety and EXROE violations.

OC/Ts will use the chain of command to correct safety problems and EXROE violations.

OC/Ts have unrestricted movement on the battlefield. OC/Ts are not required to answer challenges and passwords, neither show ID cards, nor submit to personnel or vehicle checks at check points.

Report and coordinate evacuation of contracted lane personnel at risk of losing life, limb or eyesight.

Unit Chain of Command

Responsible for the command and control, health, and welfare of their Soldiers.

OC/Ts will not interfere with the normal functions of the chain of command. OC/Ts will use the chain of command to correct safety problems and EXROE violations.

Real world casualties will not be evacuated with MILES gear/ tracking devices or sensitive items when it is medically feasible to remove the equipment prior to evacuation.

Real world casualty evacuation is a BLUFOR unit responsibility. OC/Ts will only assist when the player unit cannot resolve the situation, by request from the BLUFOR chain of command, or during evacuations when life, limb, or eyesight are threatened.

XCTC Support Personnel XCTC personnel will wear identifiable shirts and hats with the ARNG-XCTC logo.

ALL other support personnel will wear distinct colored hats with distinct colored t-shirts or blue polo shirts with the ARNG-XCTC Logo.

Battlefield Immersion (BFI) and Battlefield Effects (BFE) personnel will wear a combination of identifiable shirts with the ARNG-XCTC logo and Battlefield Dress.

Exercise Support Personnel have unrestricted movement on the battlefield. Support Personnel are not required to answer Challenge and Passwords, neither display ID cards, nor submit to personnel or vehicle checks at checkpoints.

In a very few cases for specialized jobs personnel will wear blue coveralls.

XCTC Support Vehicles and Aircraft XCTC personnel will operate in vehicles marked with magnetic “XCTC” signs on each side of vehicle.

OC/T vehicles will be marked with a white triangle or white engineer tape and easily identifiable. Additionally, red chemlights will be placed on the front Grill and rear antenna mount of the vehicle while moving during the hours of limited visibility.

Administrative OPFOR Evacuation Vehicles will be marked with white engineer tape on both the left and right exterior mirrors and easily identifiable. Additionally, blue chemlights will be placed on the front Grill and rear antenna mount of the vehicle while moving during the hours of limited visibility.

Instrumentation Team vehicles will be marked with magnetic “XCTC” signs on each side of their vehicles.

BFI and BFE administrative vehicles will be marked with magnetic “XCTC “ signs on each side of vehicle.

Change of Mission Upon receiving change of mission instructions units will get 100% accountability of personnel and equipment and report to higher prior to any movement.

During Change of Mission a local battlefield freeze will be in effect for the unit receiving the AAR. Hot washes are conducted following each iteration. The unit, COB, Role Players and OPFOR at the location of the COM will observe the battlefield freeze.

OC/Ts will call the TAC/TOC to put their unit in an admin status. The TAC/TOC will notify ESC. OC/Ts will inform leadership of the AAR site and participants.

Conduct PLT hot wash AARs on site on or near the objective. Instrumented AARs will be conducted after End of Mission at one of the MAARC sites accordance with the Horse Blanket.

CO/TRP/BTRY and PLT instrumented AARs are conducted at one of the MAARC sites, IAW the Horse Blanket after End Of Mission.

Off-limits/Restricted Areas Vehicles, aircraft and Soldiers who enter off-limits areas and/or restricted areas established by the ESC or range control will become destroyed and personnel reported to chain of command for EXROE violation.

Units must adhere to all boundaries and ground/air maneuver restrictions established in any OPORD, FRAGOs and overlay issued by higher and ESC. Range Control barriers take priority over all graphics and at no time will anyone move around or through a range control barrier or along a route marked as off limits by range control.

Units must adhere to all post designated protected off-limit areas.

Exercise Rules of Engagement The player unit will insure that an OC/T accompanies all elements before sending them on separate missions. If the unit moves without an OC/T the senior leader will be assessed as a KIA. Unit must coordinate with OC/T prior to task organizing into smaller elements to conduct combat operations.

The BLUFOR unit will inform their OC/T in advance and explain the route and mission, OC/T will determine if additional OC/T support is required. In the event of contact with no OC/T present, the senior Soldier assumes the role of the OC/T to adjudicate the contact, and request immediate OC/T support through the chain of command.

Do not fire pyrotechnics or throw any object at opposing players, vehicles, or aircraft. OC/Ts will control/throw HAND HELD pyrotechnics if applicable to a Lane. They will be thrown in a safe location away from any Soldier and COB. Fire Pyrotechnics will only be used if according to Range Control the Fire Index conditions allow for its use.

There is no hand-to-hand combat while conducting XCTC training at Camp or Fort.

It is the responsibility of all OC/Ts to ensure that all participating elements are aware of all aspects of the EXROE prior to the start of training and to ensure that all participants adhere to the EXROE at all times.

The OC/T in charge will ensure that no element in a training event willfully violates the EXROE.

Cont.

No participant will fire any weapon at any other participant closer than 5 meters (approx 15 ft).

The OC/T on the ground will make an immediate determination of “SAFETY KILLS” and will adjudicate all engagements.

When participants come into contact, opposing sides will not take personal items from each other; and may not take, grab at, or keep weapons, equipment, or supplies.

Pyrotechnics will only be handled by military personnel and approved BFE vendor?.

Pyrotechnics will never be used or thrown closer than 25 meters (approx 75 ft) of any participants.

RULES - ALL

All OPFOR will follow the directions and guidance from the OC/Ts running the lane, event, scenario, or training location.

No OPFOR weapons will be pointed directly at BLUEFOR personnel and fired within 5 meters (approx 15 ft).

When forces have closed within 5 meters, OPFOR personnel will point their weapons down and away in front of their target.

When forces have closed within 5 meters (approx 15 ft), OPFOR will call for a “SAFETY KILL” and the OC/T will adjudicate the kill.

When a scenario calls for BLUEFOR Soldiers to close with and seize an OPFOR Soldier, as soon as the OPFOR is touched and commanded, to “GET DOWN” OPFOR will immediately “GO PASSIVE” and comply.

RULES – OPFOR

Exercise Control Measures

Player unit should not have pyrotechnics, qualified OC/Ts are the only ones authorized to use any HAND HELD pyrotechnic devices on the lanes. Do not fire pyrotechnics or throw any object at players, vehicles, or aircraft.

Combatants within 25 meters of each other are considered to be in a close-in-battle. Combatants within 5 meters will not fire directly at each other. Combatants must fire their weapon in a safe direction and call "Close Kill.“

Player units, BLUFOR and OPFOR, will not “double tap” casualties. Violators will be assessed as EXROE violators.

Blue training hand grenades with fuses are prohibited while conducting XCTC Training at Camp or Fort.

MILES

Do not remove the batteries from MILES gear. Removing the battery from the MILES gear is an EXROE violation.

Do not attempt to camouflage or cover any sensors. Anyone caught cheating or tampering with MILES gear may be removed from the exercise and reported to his or her chain of command.

Notify an OC/T immediately if any MILES equipment is lost. The element that lost the equipment will halt exercise play to conduct a search. If that element cannot locate the item, the next higher element will then assist in the search.

Special exceptions are to pilots operating aircraft, crew members on board aircraft, fuel handlers on top of fuel vehicles performing bulk transfer or conducting a hot refuel.

Four sensors must show on the front and back of the MILES torso harness. The MILES harness battery box will be worn on the back of the body.

Soldiers must wear the complete MILES system at all times. MILES can ONLY be removed while Soldiers are sleeping, conducting personal hygiene, or while working in tents with the side flaps down or bermed for protection.

All MILES systems must emit a signature for engagements to be valid.

MILES Cont.

Vehicles In the event of a mobility kill, the vehicle will be resurrected in order to use the weapons systems.

If the vehicle is engaged again, or the crew violates the mobility kill, the vehicle is assessed as destroyed.

MILES BDA and casualty cards Only an OC/T can issue casualty cards and only an OC/T or certified medic can open the casualty card. In the absence of Casualty Cards, the OC/T will assess an appropriate casualty based on the situation.

Soldiers, whose MILES harness activates, will immediately remove their headgear, sit down, and wait to be assessed by an OC/T.

Once an OC/T has assessed the casualty, the casualty must adhere to the instructions given by the OC/T.

Basic Evacuation Categories

CATEGORYCBT MEDICBAS/MED COLEVEL III
RTDN/AN/AN/A
ROUTINEN/A24 HRS72 HRS
PRIORITY***4 HRS*8 HRS12 HRS
URGENT1 HR2 HRS8 HRS**

*** Must receive buddy aid at a minimum within 1 hour

Only OC/Ts will assess casualties as DOWs due to improper treatment or failure to evacuate.

Wounds: Only OC/Ts will assess casualties as Died Of Wounds (DOWs). Any casualty who is initially assessed as WIA and subsequently dies due to improper treatment or failure to evacuate IAW the Evacuation/Treatment Category Table before reaching a medical treatment facility is assessed as DOW.

Equipment: Personal weapons and other equipment (NVDs, radios, etc.) ARE NOT automatically destroyed if the Soldier carrying those items becomes a KIA.

Civilians will not be placed on Military aircraft.

Military clothing will not be cut off Soldiers or OPFOR unless identified as training sets prior and will be provided.

Additional Casualty Guidance

Lane Resource Packages Lane Resource packages leaving the ESC Staging Area (Beach) are administrative convoys and will not be engaged. These convoys will be led by a properly marked OC/T vehicle.

Lane Resource packages leaving the STX Lanes are administrative convoys and will not be engaged. These Convoys will be led by a properly marked OC/T Vehicle.

Any Atropian vehicles not led by a properly marked OC/T Vehicle are “In play” and BLUFOR units are free to engage IAW unit SOPs.

Units engaging vehicles or personnel outside of STX Lanes must have OC/Ts present and observing the engagement.

Fire Markers Fire markers and O/C-Ts use smoke pots, flares, grenade simulators, air burst simulators, and artillery simulators to replicate all conventional CAS and indirect fire munitions.

The following pyrotechnics and markings are for use by O/C-Ts and Fire markers only:

CO2 explosion & Baby Powder (IED, VBIED/Suicide Bomber)
Yellow smoke (chemical signature)
Red Chem-lights (OC/T marking).
Hand grenade simulators (Explosive signatures).
Artillery simulators (Indirect fire signatures).
Yellow and orange engineer tape (destroyed and damaged equipment).

Soldiers WILL NOT run or hide from fire markers to avoid CAS or indirect fires. The unit may react once the first round has been marked. The unit will wait at its designated RP for an O/C-T to assess casualties.

Fire Markers

Mortar fire in support of Company Operations will be replicated by firing a blank round down the barrel of the mortar tube.

Units can request a crater analysis during the Company Operations to determine type round and direction of fire.

Battle Field Tech/Fire Markers are only personnel allowed to load/arm BFE devices

Units will inform O/C-Ts of all obstacles and booby traps. Dangerous or injury producing booby traps are not authorized while conducting XCTC training at Camp or Fort.

All other devices provide early warning only, except in a MOUT environment, where an M118 whistler trip flare with the appropriate class V represents a booby trap.

Units must obtain approval from the O/C-T prior to digging anywhere in the Camp or Fort training area.

Survivability positions must have 18" of overhead cover to be considered "overhead cover".

Engineer

Engineer Cont.

BFE All Demolition Effects Simulator (DES) must have a complete live initiation system up to and including the blasting cap. The entire system will be under BLUFOR control at all times, but NO blasting cap will be attached to any DET cord without O/C-T presence. All DES charges will be hand-employed to ensure safety. Once the blasting cap is attached to the system, no initiation is approved without the permission from an O/C-T on site.

Units may conduct breaching operations by employing the appropriate equipment, supervised by an O/C-T. The O/C-T will determine the effects and allow passage accordingly.

Intelligence All equipment in the maneuver area is subject to search, however not everything is subject to capture. An OC/T must be present during any capture and observe all searches.

During searches, there will be no physical contact between members of the opposite sex. The OC/T present during the search will verify if any documents would have been found as the searcher points out where he/she would have checked.

Captured personnel will not be physically bound, gagged, or blindfolded. If the unit wishes to restrain a prisoner, they must present the means to do so, and must inform the OC/T of their intentions.

Intelligence Cont.

Tape around the upper arm represents the Soldier is bound.

A strip of tape fastened loosely around the neck replicates a gag and/or blindfold.

Sensitive items, to include accountable and personal property, may not be taken, however they can be exploited or reconstituted if they are still serviceable; for example, a set of NVDs can be reconstituted or a radio monitored. Empty magazines may be exchanged for a full magazine.

Soldiers cannot capture a vehicle by standing in its path or surrounding it. Soldiers who stop vehicles by simply standing in front of them will be considered hit by the vehicle and assessed a casualty by the OC/T.

Detainees can be strip-searched down to their tee shirts, trousers, and boots. If a prisoner is physically or verbally abused, the senior leader will be assessed as a KIA and the matter will be referred to the chain of command for possible UCMJ action.

All OPFOR/RP/COBs will have self-designated “safe pocket” for storage of necessary personal items, such as ID. “SAFE-POCKETS” are not to be tampered with by Rotational Training Unit (RTU) personnel. Safe pocket or personal gear (such as Ruck Sack on OBJ) will be clearly marked with a piece of BLUE Duct Tape.

Soldiers who decide to use captured weapons must do so where the casualty lies. Anyone leaving that vicinity with the weapon will be an EXROE violation.

Any Real World classified documents must be immediately turned over to the nearest OC/T.

No one will conduct interrogations! Leaders on site may only conduct tactical questioning.

Gun line procedures must be consistent with unit SOPs and safety regulations. All fire missions are conducted in a realistic manner. Section chiefs will ensure all checks and procedures are followed during a fire mission to receive credit for a mission.

The OPFOR artillery and mortars (i.e. numbers and types to include ammunition) are based on the scenario and are consistent with the contemporary operating environment.

Crater analysis must be conducted within six hours of the shelling and the soil and terrain must be conducive to the formation of a crater. Upon request, the O/C-T will set up a replicated crater to be analyzed.

Fire Support

Units must replicate and move the proper weight and size of blank and dummy rounds to replicate ammunition re-supply.

Dummy rounds for mortar and artillery must be with the gun to conduct indirect fire missions.

Crew served weapons ARE NOT automatically destroyed when the crew becomes casualties.

An OC/T will determine if any equipment is damaged or destroyed based on the amount of fire. Damaged equipment must be evacuated and simulated repair must take place before the equipment can be reintroduced into play.

Combat Service Support

Combat Service Support Cont.

Destroyed vehicles, buildings, or equipment will be marked as destroyed by a secondary burn and marked with fluorescent orange tape. Damaged equipment will be marked with yellow tape.

Units will use only MTOE and CTA authorized items during the exercise. The chain of command is responsible for the accountability of all equipment and will tactically recover all lost unit equipment.

Summary These exercise rules of engagement establishes the framework for force-on-force training during the XCTC.

The purpose is to provide a safe, realistic, and a controlled training environment. Remember that both the OPFOR and BLUFOR are American Soldiers, who may later fight side-by-side. There is no excuse for preventable accidents.

Leaders must ensure that actions are realistic and proper risk assessments occur during the planning and execution phases of all operations.
