About this file

This is a draft solicitation synopsis for the eXportable Combat Training Capability (XCTC) program, issued by the Army Contracting Command - Orlando on behalf of the Army National Guard.

The anticipated contract will be competed under full and open competition to provide the XCTC program, which is the Army National Guard's capstone training event for Brigade Combat Teams to attain T-Level 3 readiness. The mission is to develop adaptive leaders and enable platoons to achieve trained proficiency in core functions. Potential offerors are encouraged to submit questions, comments or recommendations on the draft solicitation by 4 March 2019 to improve the final solicitation. This notice does not constitute a commitment to award a contract.

Mission Command at the DIV level 29 ID will act as the exercise DIV HICOM MG Epperly, 29 ID CDR will be the Exercise Director Systems to stimulate MC will be unit MCS and JCR/JBC-P set to 29 ID configuration.

MC team- Doctrinal Training Team 4 with additional Doctrinal Training Teams in reserve.

Discussion on adjusted lanes (i.e. PLT lanes in Company AO) Lane book adjustments. Lane books reflect PLT STX lanes grouped in time and space to allow CO/TRP/BTRY mission command followed by a true Company Lane. (MTC, ATK, DEF)

Instrumented AAR Changes Editing process Recommending the BDE CDR focus on the Leader and Critical tasks annotated in the T&EOs as a baseline for an I-AAR build. TAC SMEs then pull those items out of the T&EOs to develop a check list for capture. TAC SMEs must recognize those tasks ands capture them regardless of whether the OC/T call them in or not.

I-AAR MTT

188 CATB has requested an MTT close in to Execution. May require assistance since I will be conducting 2/28 IBCT.

XCTC Rotation 19-04

General explanation on OPORD DIV OPORD and Scenario based on DATE 3.0 JRTC OPORD/Order of Battle Order written by ESC Team along with MCTSP (POC: Will Deem) Timeline The DIV “Set the Box” OPORD will be issued JAN 2019 BDE MDMP conducted JAN-MAY during IDT BDE OPORD issued in MAY 2019 The FTX FRAGORD will be issued o/a 6 AUG (D+3) by HICON. Resulting actions:

BDE MDMP / BDE OPORD Brief followed by BN MDMP resulting in BN OPORD Brief BDE Combined Arms Rehearsal

Mission Command at the DIV level JFHQ will act as the exercise DIV HICON Systems to stimulate MC will be unit MCS and JCR/JBC-P

Discussion on adjusted lanes (i.e. PLT lanes in Company AO) All lanes currently designed as Company lanes with focus on Platoon proficiency in select collective tasks Treat cantonment area like the RUBA and have movement into the TA as a contested move into the Area of Operations Set conditions and create events that will train platoons and prepare the BN and BDE Staffs for JRTC

Instrumented AAR Changes Editing process Continue to focus the I-AARs on fundamentals of maneuver and battlefield geometry, instead of TLP discussions

I-AAR MTT

No MTT planned at this time; 177 CATB executed an MTT and XCTC Rotation last year

XCTC Rotation 19-05

General explanation on OPORD 1/34 ABCT will be conducting their BWFX 10-19 May so will not have a full up BDE Staff present for the rotation. They have decided that they will not be conducting any MDMP during the rotation so no Division OPORD required.

Set the Box OPORD will be issued 30 days after the MPC by ESC Team 1.

Mission Command 34th ID will be deployed overseas during 19-06 so the only HICON will be the JFHQ-MN that will focus on Admin and Logistics support.

The Exercise Director will be BG Lowell Kruse, AAG-MN MC will be exercised at BDE level and below although the BCT is currently planning to be analog only with the exception of AFATDS to support the CALFEX.

Discussion on adjusted lanes Battalions will produce and issue nested OPORDs to support maneuver training within their AOs. Units will conduct a 5-6 day FTX in a fully immersive environment exercising PLT though BN level training supported by a complex and dynamic threat with a continuous roving OPFOR and incorporating sustainment in a tactical environment.

Maneuver companies will conduct ATK, ATK with breach and MTC. CAV Troops will conduct Area, Zone, Route Recons and Screen. The CALFEX will be a two day evaluated Company Defense. The BCT CDR accepts risk in not executing Area Security.

Instrumented AAR Changes Editing process Each mission should focus on the same talking points pulled from the T&EOs. A standardized list should be developed in which TAC OC/Ts and SMEs annotate events and focus on capturing data that supports the talking point. A standard AAR format should be used that allows comments/notes that include start and end times and the tools to be used, 2D/3D (shot lines, LOS, distance, names/bumper #s, KMZ, IDF, model sizes). Video and Audio should be reviewed prior to transporting to the MAARC tent and identify cuts that support the talking points. The SME reviews the completed data package to ensure the AAR build is complete and flows per the talking points.

I-AAR MTT

Although they have not requested an MTT, plan is to move forward to conduct an MTT for 157 CATB. The MTT should consist of the TAC Analyst SMEs to introduce the OC/Ts to the process and products they will be provided to best assist the OC/T facilitate the IAAR.
