About this file

This document outlines requirements for scientific peer review support services for the Fiscal Year 2021 Peer Reviewed Medical Research Program. Support is requested for electronic receipt of approximately 1570 pre-applications and 1250 full applications across multiple award mechanisms, including compliance review, pre-application screening, and scientific peer review to be conducted both online and in-person. Peer review is to be completed between June and November 2021 for pre-applications and between September and November 2021 for full applications. Reviewer requirements specify panel composition and experience for various award mechanisms. Four technical execution plans and pricing quotes are requested for different peer review modalities. The related federal contract opportunity is to award a support contract for application evaluation and support for the Congressionally Directed Medical Research Programs and the U.S. Army Medical Research and Development Command encompassing electronic application receipt, compliance review, scientific peer review, and maintenance of the electronic application portal.

· Online PRP for TTDA pre-applications with 3 scientist reviewers (no consumers).

· Online PRP for ExPAN pre-applications with 3 scientist reviewers (no consumers).

Full application Reviewer Requirements:

· DA applications require scientist and consumer reviewers for full application review (3 scientists, 1 consumer)

· CTA and ExPAN FL4 applications require scientist and consumer reviewers for full application review (3 scientists, 1 consumer)

· FPA applications require scientist and consumer reviewers for the overall project and each research project review (2 scientists, 1 consumer)
