About this file

This document outlines a Quality Assurance Surveillance Plan (QASP) for a Biomedical Research Application Evaluation and Support contract with the Department of the Army Medical Command. The contractor will provide helpdesk support services, finalized scoring reports, summary statements, and operation and enhancement of an electronic biomedical research application portal (eBRAP). Performance will be evaluated quarterly based on timeliness and quality metrics including response times, accuracy, and adherence to criteria. The contractor must meet minimum thresholds for on-time delivery and quality of work products to receive performance ratings of Satisfactory, Very Good, or Exceptional in the Contractor Performance Assessment Reporting System. Performance will be assessed across seven tasks involving helpdesk support, scoring reports, summary statements, and portal management. Quality evaluation will focus on helpdesk responses and summary statements.

Performance Requirement[footnoteRef:1]: [1: Percentage accuracy determined by adherence to the language within the Program Announcement and Application Instructions and at the discretion of the respective Program Manager(s).]

a. To get a rating of “SATISFACTORY” in CPARS (Quality):

i. 90% of all selected emails responded to accurately and completely

b. To get a rating of “VERY GOOD” in CPARS (Quality):

i. 95% of all selected emails responded to accurately and completely

c. To get a rating of “EXCEPTIONAL” in CPARS (Quality):

i. 98% of all selected emails responded to accurately and completely

Task 4.5.6.3. Provide finalized scoring reports in both Microsoft Excel and PDF within one (1) business day of the peer review meeting completion.

Primary Method of Surveillance: The number of days after peer review meeting completion upon which a final score report is delivered without errors (Schedule).

Deliver the first batch of summary statements no later than 15 business[footnoteRef:2] days and deliver the second batch of summary no later than five (5) business days prior to the appropriate programmatic review meeting. [2: Business days defined as contractor working days (throughout entire contract).]

Primary Methods of Surveillance: 1) The percentage of final summary statements delivered on time (Schedule); and 2) The percentage of randomly sampled final summary statements demonstrating adherence to surveillance criteria as determined by the respective Program Manager[footnoteRef:3] (Quality). [3: Surveillance criteria include lapses in the following: evaluative comments that support scores (short one-liners are not considered evaluative comments); evaluation of each criterion as defined in the Program Announcement (e.g. no bleed over of evaluations among criteria); consistency of critique narratives with scores; lack of factual errors; free of conflict of interest. ]
