Evaluation Conducted IAW 52.215-1
• This means offerors should propose the best effort
• It is critical to follow all instructions in Section L including format
• Prime Contractors cannot be a subcontractor in the same pool
• Subcontractors can team with multiple Prime Offeror’s
• A Small Business can propose for both pools – must submit two separate, complete proposals
• Explain and justify benefits of the proposed approach
• All non-priced factors when combined are significantly more important than cost/price.
Contracting Strategy
• Multiple Awards Executed by Pool – Unrestricted and Restricted
– Intent is to compete all requirements.
– Small Business Participation and Past Performance will be common factors.
– Prime Contractors in one pool can not perform as a Prime in the other pool; Small Businesses are exception
– Subcontractors can team with multiple Prime Offeror’s
• Three (3) year Base with Two two (2) year Optional Ordering
Periods and One three (3) year Optional Period of Performance
– Must maintain satisfactory performance to be considered for an option period
Acquisition Schedule
Milestone Estimated Completion
Release of RFP 2Q FY17
Proposals Due 3Q FY 17
Contract Award 3Q FY 18
Path Forward
Q: The MATOC has a 10-year period of performance, has a three year base period, two two-year optional ordering periods, a final three year optional period of performance and a maximum ordering period of seven years. Please explain:
A: The Basic IDIQ contract will provide for a Period of Performance (PoP) not to exceed 10 years, if all options are exercised. Task Orders may be placed during any of the open Ordering Periods within the first seven (7) years. Individual Task
Order PoP will be limited to a 12-month base and up to four 12-month options for a maximum of five (5) years. In no event may a Task Order PoP extend the MATOC’s
PoP beyond the 10 year maximum. Example; a TO issued at the end of year 7 can only consist of a 12-month base and two 12-month options.
Q & A (MATOC General)
Q: How will you evaluate a Joint Venture under Entry Gate
A: The Joint Venture (JV) entity will be treated as a Prime Offeror. With regards to the Approved Cost Accounting System criteria, the JV partner that will be responsible for the cost accounting function of the JV must possess the approved system. In those instances where the JV entity has no performance experience the
USG will evaluate the performance of all partners of the JV, or if specifically identified by the offeror, the partner who based on the JV construct will be responsible for performing the function for which the experience is requested.
Q: Please explain requirement for AS9100 Certification
A: The Prime Offeror must hold a current AS9100 Certificate at time of proposal.
AS9100 was selected to ensure Prime Offeror’s Project Management, Product and
Process Integrity is established, certified and maintained.
Q: Why is a DCAA Approved Cost Accounting System required
A: This is a Hybrid contract and will have both Fixed Price and Cost Type CLINs
Q & A (Evaluation Criteria)
Q: Please explain why changes to Team Structure is important
A: Key Subcontractors play a significant role in contract performance and will be part of the initial contract team structure evaluation process. Key Subcontractors are those providing 20% or more of the Task Order value. Changing these team members will need the same level of consideration before approval. Therefore, contract teams may only change Key Subcontractors with the approval of the
Contracting Officer.
Q & A (Evaluation Criteria, cont.)
Q: L-11 states, "The Government contemplates award of a Firm Fixed
Price and Cost Plus Fix Fee contract resulting from this solicitation" but
Section L, paragraph 4.B.2.a states that “Task Orders shall be firm-fixed-price with the exception of cost-reimbursable CLINs for ODCs”, please clarify.
A: The USG will use both Fixed Price and Cost Type CLINs to the extent practicable to support customer requirements and will be further defined by Task Order.
Q: The Draft RFP mentions maximum use of FFP CLINs, why then is a
DCAA Approved Cost Accounting System required
A: The USG will have to ensure Prime Offeror’s have an approved system since this Hybrid contract will have both fixed price and cost type CLINs.
Q: Could the USG provide clarification on material and ODC CLIN type, narratives say Cost Reimbursable but Section B shows FFP
A: This was in error and has been corrected for the RFP.
Q: Which RFP CLIN's should each CDRL be bid to? They are currently listed as "NSP" on the RFP
A: Deliverables would be bid as a part of the costs incurred by the appropriate
CLIN(s) based on the requirements in the Task Order or MATOC PWS.
Q & A (CLIN Structure)
Q: In the Labor Matrix attachment, what is Crosswalk Skill Classification referring to?
A: The labor matrix attachment crosswalk tab, crosswalk skill classification cell is for the contractor to use to crosswalk proposed labor categories to the USG labor categories provided. No contractor labor categories will be approved unless a clear crosswalk is established. This matrix will be used to validate the Fixed Price labor rates established at contract award.
Q: Will the USG consider revising the requirement for providing fixed price labor rates for the base and all options years to just providing labor rates for the initial three year base ordering period?
A: No. Successful awardees of the MATOCs will be provided an opportunity in the
5th year to provide revised pricing for years 6-10.
Q: Would the USG consider adding a labor category for Interpreters?
A: The USG will provide a labor category for interpreters.
Q & A (Labor)
Q: Section M, E.3.a.i states, "Each labor rate shall be inclusive of all direct and indirect costs, program management, subcontractor handling, overtime as well as profit, but not inclusive of OCONUS differentials." Please clarify how these costs would be compensated if required.
A: The labor rates will be IAW FAR Part 15 and OCONUS differentials, if required will be segregated as a separate cost element.
Q & A (Labor, cont.)
Q: Is the Maintenance Management Information System (MMIS) to be implemented a Government system or a contractor-specified system?
A: The MMIS will be a contractor provided system, based upon best commercial practices. The use of MMIS will be further defined at the Task Order level.
Q: Who defines necessary network infrastructure to allow for a web-based MMIS?
A: The Contractor will have to ensure the access system through the Internet, compliant with USG security parameters to allow PMO personnel to review information from their desk.
Q: Does the system have to interface with local systems for data acquisitions?
A: No, the system should be based upon best commercial practice for file type and compatibility.
Q: What type of network security systems are acceptable?
A: Contractor is required to recommend solution, based upon best commercial practices.
Q & A (MMIS)
Q: Does data have to be migrated from an existing MMIS?
A: Each requirement will be based upon issued Task Order. There will be a possibility for migration if a follow-on effort. The exact support requirements for
MMIS implementation will be further defined at the Task Order level.
Q: Is the baseline data electronic or paper or mixed?
A: Each requirement will be based upon issued Task Order. There will be a possibility for either media type. The exact support requirements for MMIS implementation will be further defined at the Task Order level.
Q & A (MMIS, cont.)
Q: What is the differences between the two award pools and the requirements for the Restricted Competition Pool and Unrestricted
Competition Pool?
A: The Unrestricted Pool is a full and open competition, any business large or small which meets the qualification would be considered qualified. The Restricted
Pool is to support a small business set aside. All offeror’s must have an approved cost accounting system.
Q: May offerors bid as a Prime on both Restricted Competition and
Unrestricted Competition Pools?
A: Only Small Business Offeror’s may bid as a Prime in both pools.
Q: May offerors bid as a Prime in one Pool and a Subcontractor in the other Pool?
A: Yes
Q: Can the USG clarify what limitations or criteria will be placed on Task
Orders to discern which Pool the individual task orders will be competed in?
A: Restricted Pool awards are provided for small business set aside and will be determined during TO development, based upon size/scope and complexity. All other TOs will be competed in Unrestricted Pool.
Q & A (Competitive Pools)
