2 Attachment 0024 Section L
IV 2 15 During post industry day One on One discussions, the government agreed second tier small business subcontractors should count toward small business participation value and percentages. Subsequently, teaming decisions were made based on this understanding. Final RFP Attachment 0024, Section 4, paragraph 2 states “Include only first tier Subcontractors."
Request the government allow inclusion of second tier subcontractors in the small business participation value in accordance with guidance received during One on One discussions.
Y
Attachment 0024 has been revised to allow inclusion of second tier contractors in the Small Business Participation value.
3 Attachment 0024 Section L
L-27 2 3 Request increase in Comprehensive Plan page count to 125 pages. This would allow the offeror the opportunity to better address the required sub-elements (Program Management, Life Cycle Services, Transition Phase-In and Contingency Operations). Modifications (Elective Improvements), by themselves, are being covered in the 100 page SEMP.
Y
Attachment's 0001 PWS, 0024 Section L, and 0025 Section M have been revised to adjust the SEMP evaluation criteria to better address the required elements; however, the page counts for VOL I and the SEMP will not be adjusted.
4 Attachment 0024 L-27 3.1 4 Is it permissible for the offeror to use 11" x 17" pages in the Technical Volume beyond the imposed limit of simply "Organizational diagrams"? Will each 11" x 17" page count as two pages against total page count as outlined in the earlier draft RFP?
Y
Attachment 0024 (Section 3.1) has been revised to add a note to allow the use of 11X17 pages for organizational diagrams, detailed schedules, and concept of operational graphics (in Volume I). Each allowable 11X17 page will be counted as one page.
7 Attachment 0007 Attachment 0035
NA NA NA Disparity between Attachment 0007 and Attachment 0035. Although total aircraft and base model counts are consistent, the site allocations are different and Attachment 0035 includes Sacramento, CA as an additional CONUS site.
Please confirm instructions indicating that we are to provide pricing consistent with Attachment 0035.
Attachment 0007 has been revised to match Attachment 0035.
8 SF33/RFP B - CLIN CLIN 1015,
2015, 3015, 4015, 5015, 6015, 7015, 8015, 9015

The SUPPLIES/SERVICES definition for these CLINs references "SEMA CDRLS A001 THROUGH A044", which appears to be a typographical.
For completeness, would the Government change this CLIN to read "SEMA CDRLS A001
THROUGH A045"?
Y
RFP CLIN X015 has been revised.
9 Attachment 14 – Appendix J (C-12 Service Life Extension Program):

13 Attachment 0025 Section M
M-4 M-4 1 Risk Definitions What is the remainder of the sentence in the risk rating definition for a rating of "Good"? It appears that it was cut off in editing. Please confirm that last sentence is "Risk of unsuccessful performance is low."
Y
Attachment 0025 has been revised. The last sentence is "Risk of unsuccessful performance is low".
15 General NA NA NA Procurement of RO-6A spare parts is not addressed in the RFP or Attachments.
Additionally, there is no GFP list provided for RO- 6A spares.
Please clarify whether the offeror is responsible for providing spares and the provisioning spares that will be provided as GFE by the government. N
As indicated in the RFP, the contractor is responsible for spares. Parts not identified in the GFP listings (Attachments 0030 & 0031) are the responsibility of the contractor.
16 General NA NA NA Procurement of EO-5C spare parts is not addressed in the RFP or Attachments.

18 Attachment 0024 Section L
Volume II - Price 4 8 FFP Labor CLINS. The paragraph states, "The offeror shall provide sufficient details for the Government to validate the proposed skill mix, applicable base labor rates and the associated indirect rates for each CLIN." Per the RFP, adequate price competition is anticipated. IAW FAR 15.404-1(b)(2)(i) "Normally, adequate price competition establishes a fair and reasonable price." Also IAW 15.305(a)(1) "Normally, competition establishes price reasonableness.
Therefore, when contracting on a firm-fixed-price or fixed-price with economic price adjustment basis, comparison of the proposed prices will usually satisfy the requirement to perform a price analysis, and a cost analysis need not be performed."
Accordingly the RFP text in this section appears to have been inadvertently included since this level of pricing detail is not required by the FAR.
Can the Government confirm that detailed pricing information is not required under this this
FFP CLIN?
N
FAR part 22.1002-1 requires compliance with Service Contract Labor Standards inclusive of prevailing Wage Determination and Collective Bargaining agreements, thus the details in section L-4(e) are required. Also, IAW section M-6, 2(a)(3)(b), offerors will be evaluated for compliance.
19 Attachment 0024 Section L
Volume II - Price 4a 8 FFP Labor CLINs. Subparagraph (a) states, "In addition, the offeror shall include a summary of the total proposed cost/price by cost element for the total contract and a cost element summary by contract year and by CLIN, including profit dollars and percentage." Per the RFP, adequate price competition is anticipated.
Can the Government confirm that detailed pricing information is not required under this this
FFP CLIN?
N
Per FAR 15.404-1(a)(1) The contracting officer is responsible for evaluating the reasonableness of the offered prices. The analytical techniques and procedures described in this section may be used, singly or in combination with others, to ensure that the final price is fair and reasonable. The complexity and circumstances of each acquisition should determine the level of detail of the analysis required.

N
Yes
22 Attachment 0026 3.3 NA 5 The roles of the Performance Incentive Evaluation Team are explained.
Are Select IPT Members Government only or will the contractor have a role? If so, please provide clarification of the Government’s expectations.
N
Select IPT members are Government only.
23 Attachment 0026 7.1 NA 7 & 8 The table in attachment 0026 Section 7.6 does not appear to match the current program CLIN structure of Transition/Base year, with eight (8) one year options. Is Table 1 correct?
Y
Section B CLINS and Attachment 0026 have been revised to clarify; the total program includes a base period and eight (8) one-year options.
24 Attachment 0044 NA NA NA The Wage Determination under the Service Contract Act was provided for the El Paso, Texas location. Request the government provide Wage Determination for the all locations?
N

25 Attachment 0045 H Narrative
H-26 Tables 8, 11-15 Section H provides an example Aircraft Unit Groupings with a single Unit Group not meeting the gate criteria.
How does the Government plan to spread the incentive fee across the Unit Groupings? How is the incentive fee associated with the Unit Group subdivided considering each Unit Group has different aircraft types, numbers and OPTEMPOs?
N
As indicated in Section H par H-26 "all" unit grouped must be met to meet requirements of entry gate.
As indicated in H-26C 1) "all" units must have met the requirement for the three month period for the metrics to have been met.
As indicated in H-26C 2) "all" units must have met the requirement for the three month period for the metrics to have been met.
As indicated in H-26C 3) "all" units must have met the requirement for the three month period for the metrics to have been met.
26 SF33/RFP Section L L-22 225 The RFP contains 252.234-7001 NOTICE OF
EARNED VALUE MANAGEMENT SYSTEM
(DEVIATION 2015-O0017) SEP/2015 (DEV
2015-O0017).
Can the Government confirm that it will only apply this requirement against the COST CLINs that meet the minimum threshold for EVMS reporting?
N
If an Elective Improvement CLIN (X012, and X013) is exercised by the Contracting Officer during the period of performance which requires EVMS, the Government will request the contractor's EVMS Certification or Compliance Plan, IAW DFAR 252.234- 37001 accordingly.
27 Attachment 0035 NA NA NA The Opt Yr 3 CLIN B1 Matrix tab and Opt Yr 4 CLIN B1 Matrix tab are missing information for Fort Bliss EO-5C, specifically the Program Monthly Max Flying Hours Per Aircraft and Max Total Per A/C Programmed Annual Flight Hours. Please advise on what those should be.
Y
The monthly programmed flying hours for the EO- 5 aircraft is 90 hrs, and annual programmed flying hours are 1,080. Attachment 0035 has been revised accordingly.
28 Attachment 0037 NA NA NA Reviewing the Government’s Transition Phase-in (Attachment 0037), there was not any time period allocated to aircraft that may be in Depot.
Would the Government please clarify what time period would be used during the 90-day Phase-in for aircraft that may be located in Depot facilities? Or is the inspection waived until returned to the respective Beddown Base (BB)?
N
The inspection of aircraft in any depot will be waived until the aircraft return to the respective beddown base. This time will not be counted against transition completion.
29 Attachment 0037 NA NA NA In reviewing the Government’s Transition Schedule, there does not appear to be adequate time for unknown conditions of Aircraft Condition, GFP condition, Logbook condition, GSE Condition, Number of Cores not returned, etc.
If conditions are reported to FW PO, is this adequate to show the contractor has complied with the Transition Phase-in Plan? N
Adequacy of the transition cannot be addressed until the end of the transition.
30 SF33 CLIN 0001/ CLIN
NA NA Is the government expecting that all pricing for activity during the initial 90 days are captured in in CLIN 0001, or that the pricing is reallocated to CLIN 1001 on the dates specified in Attachment 0037 when the "SEMA Contractor Assumes Mission" for each discrete site? Y
The period of performance for the base period has been revised to reflect 9 months while the 3 month transition period has been revised to include pricing for the transition of all of the Beddown bases and full performance at those sites as each site is transitioned in accordance with the Transition plan during the initial 90 days after award. This will allow a clear distinction between the transition period (first 90 days whether the site has been fully transitioned or not) and the full performance period of all sites (275 days) combined.
31 Attachment 0025 Section M
M-6 4 7 Please detail/quantify how the evaluation team will evaluate the Small Business Participation sub-factors (a.-d.)?
Y Attachment 0025 Section M has been revised to add the Government's Small Business Participation factor rating definitions.

Attachment 0024 (Section L) has been revised to exclude Table of Contents, Abbreviations & Acronym List, and List of Figures from the page count.
33 Attachment 0001 NA 3.6 10 & 11 Should Facilities and Infrastructure costs not provided by the Government (consistent with Attachment 0012) to be included in CLIN X002?
Without specific examples, the Government can not provide an answer.
34 SF33/RFP Section I I-168 182 Request the Government remove Clause 52.245-2 (Government Property Installation Operation Services) from the RFP requirement. Y
Clause 52.245-2 has been deleted from the RFP.
35 Attachment 0024 Section L
L-27 3.3.II.i 12 Section refers to CLIN 9019, which is not in the
RFP.
Would the government confirm this should be CLIN 9018? Y Yes.
Attachment 0024 has been revised 36 SF33/RFP Section I 114 170 Latest DFAR guidance is: 252.204-7012
Safeguarding Covered Defense Information and Cyber Incident Reporting (Dec 2015) not specified Safeguarding of Unclassified Controlled Technical Information (Nov 2013).

Will “alternative but equally effective security measures” still be allowed?
N
1. Yes.
2. Yes
37 Attachment 0045 H Narrative
H-26 a. 3 (b) 9 On Time Delivery – Time from Requisition Start to Requisition Delivered. This time is derived from the PWS Appendix S Urgency of Need Designator (UND) and location tables. Start is the date time group of the requisition entered into the FFIT database. End is the date time group of component/parts received at the BB specified in FFIT.
If the FFIT database is down for a system update or an open help ticket that will delay the entry of the "End Date" into the FFIT database, what is the process for mitigating the offeror's risk of not meeting the Perfect Order Fulfillment (POF) as defined in the PWS 4.1.3?
FFIT training will address the proper methods required in order to properly document scenarios such as the one posed in the question.
38 Attachment 0045 H Narrative and
SF33/RFP
H-12 NA 1 and 4 Section H lists the Transition as being 3 months and then the Base being 9 months. However the RFP lists the Base support as being 12 months (page 4) "Base year is for a 12 Month Period of Performance (from date of award through 365 days)." Please clarify.
Sections B & H have been revised. The base period under CLIN 1001AA reflects a 9-month period of performance (from 91 days after contract award through 365 days after contract award).
39 SF33/RFP NA NA 12 CLIN 1009 description states "This CLIN includes all travel and relocation (other than contractor elected) associated with performing the requirements of the PWS, at both CONUS and OCONUS locations."
Is CLIN 1009 intended to include travel during transition phase-n?
CLIN 1009 does not include travel in support of Transition. All costs associated with transition phase-in (including travel) should be included in
CLIN 0001.
40 General NA NA NA The responses to these questions will directly impact our ability to formally respond and price this effort.
Accordingly, we request a 2 week extension to the Proposal Due Date.
IAW FedBizOpps post on 27 April 2016, the closing date for RFP W58RGZ-15-R-0045 has been formally extended to 2 June 2016 (1200 hours CST).

Are the Manpower Charts referred to in section L-27, paragraph 2.3 referring to the Manning Table in Solicitation Attachment 48? Y
Yes. Section L has been revised to change "manpower charts" to "manning table".
50 Appendix F Attachment 0010
N/A N/A In the FFIT overview, several functional modules described are referred to as "optional modules."
For example, the Shipping, Receiving, and In- Transit Shipment Tracking optional module; the Calibration optional module; the Preventive Maintenance optional module; the Due in from Maintenance (DIFM) optional module; etc.
Please clarify the term “optional” for FFIT module purposes. Will all the modules described in this attachment be included as part of the FFIT system for the SEMA LCS contractor’s use? N
The term "optional" that pertains to the FFIT handbook means available to be purchased if needed.
All modules in FFIT are active, which are necessary for the performance of the PWS. Not all modules will be available to all employees, but will be tailored to each individual requiring access, based on their roles and responsibilities.
51 Attachments 0030, 0031, 0037
N/A N/A The GFP listed in Attachments 0030 and 0031 of the RFP do not identify the physical location of the items. Based on this data, it is impossible for the offeror to determine which GFP items are located at each beddown base, what items are located at the "L-3 Madison MS Warehouse," and what items are located at the "King Air Ft Bliss, TX Warehouse" as referred to in Attachment 0037 SEMA Government Transition Phase In Schedule.
Can the Government provide location information for each GFP item so the offeror can determine what level of GFP is at each beddown base, and what level of GFP is at the warehouses located in Madison MS and Ft Bliss TX. This information is required for the offerors to determine the level of transfer effort and size warehouse required for GFP transfer/ transportation/ storage?
N
The GFP listings (Attachments 0030 & 0031) are all-inclusive and many parts may be moved around to different locations between the proposal due date and contract award. It is up to the offerors to propose how they will manage the GFP inventories based on the total aggregate of GFP identified.
52 Attachment 0037 N/A N/A The Governments transition schedule indicates that GFP will require transfer from the incumbents warehouses in Madison, MS and Ft Bliss, TX to a new location. This transfer of GFP will require a process of picking the GFP from the incumbent's warehouse shelve locations, inventorying, reviewing for condition and proper documentation, packing and preparation for shipment, and transportation to the new warehouse location.
Will the incumbent warehouse staff pick the GFP parts from the incumbents warehouse locations, allow them to be received by the Government and the offeror, and then pack the GFP? Will the offeror be responsible for inspecting the GFP for condition, inventory, and transportation? Please clarify the Governments expectation of the warehouse transfer roles between the incumbent contractor and the offeror.
N
The out going contractor will pick, pull, package, and transport to the incoming Contractor's location. Upon arrival at the incoming contractor's warehouse, the incoming contractor (with Government assistance) will conduct an inventory and the incoming contractor will sign for the GFP at the conclusion of the inventory.
53 Attachment 0037 N/A N/A Attachment 0037 identifies two warehouses that have GFP that requires transfer during transition, one in Madison, MS and one in Ft Bliss, TX.
Are there other SEMA GFP items located at any other warehouses or locations (depot, subcontractor, modification facilities) that the offeror will be responsible for? Please identify all locations where GFE is stored in addition to the two warehouses identified as Madison, MS and Ft Bliss, TX?
N
1. GFP is present at all transition locations reflected in the transition schedule (Attachment 0037).
2. GFE is located at all transition locations.
54 Attachment 0037 Attachment 0037 N/A Indicates the transition of L-3 Warehouse in Madison, MS
1.) Is all equipment, supplies and parts warehoused at this location GFP?
2.) What is the size of this inventory that the contractor will be transferring on 12/8/2017? N
1. No
2. The number and type of GFP at each warehouse varies on a daily basis, therefore, the Government can not determine the size of the inventory that would be transferred on 12/8/2017.
55 Attachment 0037 Attachment 0037 N/A Indicates the transition of the King Air Warehouse at Fort Bliss, TX at the direction of the PCO.
56 Proposal Submission Requirements Attachment 0024
2.3 3 Page limits are set for several volumes;
however, some items normally exempted from page limits are not specifically called out.
Will tabs, title pages, front matter (table of contents, list of figures, glossary of acronyms) be exempted from the page limits? Y
Attachment 0024 (Section L) has been revised to exclude Table of Contents, Abbreviations & Acronym List, and List of Figures from the page count.
57 Proposal Files Attachment 0024
3.3 4 RFP requires that, "Each Volume of the proposal shall consist of a Table of Contents, Summary Section, and the Narrative discussion."
Are we correct in assuming that the summary section is exempt from page limits, especially given that in Volume I - Technical, the page limits are specifically allocated by section and the Summary Section is not included?
Y
1. No.
2. Attachment 024 (Section L) has been revised to exclude only the Table of Contents, Abbreviations & Acronym List, and List of Figures from the page count.
58 Proposal Files Attachment 0024
3.1 4 RFP specifies that, "Organizational diagram(s)and information required to support proposed prices (included in Volume II - Price)may be submitted on page size 11 X 17."
Are we correct in assuming that the parenthetical (included in Volume II - Price) applies only to "information required to support proposed prices" and that organizational and process diagrams in the other volumes may be presented on 11 x 17 pages? And is 11 x17 counted as one (1) or two (2) pages?
Y
1. Attachment 0024 Section 3.1 has been revised to add a note to allow the use of 11X17 pages for organizational diagrams, detailed schedules, and concept of operational graphics (in Volume I). 2. The 11X17 pages allowed, are counted as one page.
59 Proposal Files Attachment 0024
III 12 RFP specifies that the volume be limited to 25 pages and requires that offerors submit "all Government and/or commercial contracts for the prime offeror and each major subcontractor in performance or awarded during the past five years, from the issue date of this RFP, which are relevant to the efforts required by this solicitation."
Given that larger offerors may have many more relevant contracts, that would limit such an offeror's ability to provide a thorough write-up on each contract. For example, a smaller offeror may have five relevant contracts and thus five pages per contract. A large offeror with 12 relevant contracts would be limited to roughly two pages per contract.
Would request that the Government either limit the number of relevant contracts OR set a page limit for each contract citation for evaluation purposes.
Y
Attachment 0024 Section L-3.3.III has been revised. This revision changed the submission requirement to state… "Offerors shall submit upto the five most recent Government and/or commercial contracts for the prime offeror and each major subcontractor in performance or awarded during the past five years, from the issue date of this RFP, which are relevant to the efforts required by this solicitation." Attachment 0025 Section M-6,3,(c) has been revised in order to clarify the submission requirements.
