Attachment 0024 Section L
L-27 3.3I 6 Request the Government provide an Airworthiness Qualification Plan (AQP) from the Aviation Engineering Directorate (AED) for the Life-Cycle Services Scenarios #1 and #2? N
Attachment 0024 will not be amended to include an AQP. This is a hypothetical scenario. While it may be similar to programs/aircraft in inventory or in development, it does not directly relate to any actual aircraft.
Attachment 0024 Section L
L-27 3.3I 6 Scenario #2. Section L states, "The subject aircraft is a pressurized FAR 25 aircraft and retains a current Army Airworthiness Release (AWR)." The "…current Airworthiness Release (AWR)" defines the currently approved configuration baseline.
Request this current AWR or configuration baseline data be provided so that the baseline configuration of the aircraft is defined?
N
Attachment 0024 will not be amended to include an AWR. This is a hypothetical scenario. While it may be similar to programs/aircraft in inventory or in development, it does not directly relate to any actual aircraft.
Attachment 0024 Section L
L-27 3.3I 6 Scenario #2. Section L states, "The system shall accommodate four operator workstations."
Are the four workstations and MEP racks already installed in the aircraft (i.e., part of baseline configuration in current AWR) or is the expectation that the final configuration will include four operator workstations that are not currently installed?
N
The only items that are included in the aircraft are the EO/IR ball and the semi-modular mounting system. No other items (including the workstations) are currently installed.
Attachment 0024 Section L
L-27 3.3I 6 Life-Cycle Service Scenarios #1 and #2. Both Scenario #1 and Scenario #2 require 14 CFR Part 25 pressurized aircraft. Fleet composition includes both 14 CFR Part 23 and Part 25 pressurized aircraft.
Could Scenario #1 be based on a 14 CFR Part 23 Aircraft? N
Although the current SEMA fleet consists of both FAR Part 23 and 25 aircraft, the scenario is based on a FAR Part 25 aircraft.
Attachment 0024 Section L
Volume II - Price
1 7 Paragraph 1 states "Cost breakdowns and backup documentation shall be in Microsoft Office Excel 2013."
Please confirm that the "backup documentation" only consists of pricing data and does not include, for example, vendor quotes, travel quotes, etc. Providing these types of "backup documentation" would cause the Excel file to be very large.
N
There is no requirement for material or travel to be priced in the pricing volume since plug numbers were provided.
Attachment 0024 Section L
Volume II - Price
6 9 We note that the detailed pricing requirements of Paragraphs 4 and 4a on Page 8 of this same Attachment 0024 seem to conflict with the requirements of Section 6 on Page 9 of this same attachment, which state ""All pricing shall be entered in section B, PRICING MATRICES and Solicitation Attachment 0035, B1 Matrix, herein."
Please confirm that in fact all pricing shall be entered as stated herein and that no other pricing files are required.
Y
Section B CLIN Narative and Atttachments 0024, 0050, 0051, 0052 have been revised to clarify.
Attachment 0048 Attachment Manning Table
NA NA The attachment appears to be looking for a total dollar value for The Offeror's Productive Man Year (cell E9).
Can the Government confirm that this is incorrect and should instead be total hours?
Y
Attachment 048 has been revised.
Attachment 0051 Attachment
FLYING
HOUR
MATERIAL
CLIN X003
NA NA Tab 1003 in the attachment only lists the aircraft RC-12X, yet there are RC-12D and RC-12N aircraft in the base year. Should they all be put together as RC-12 or listed separately?
Y
Attachment 048 has been revised.
SF33/RFP CLIN X003/
CLIN X005
NA NA In the RFP paragraph 1005 Scheduled Maintenance, the RFP states, "The FFP CLIN shall include all labor, parts, and materials designated by the OEM as mandatory replacement for each overhaul at the time of the overhaul, and also includes replacement and installation of all required life cycle components. Labor, parts, and materials for on-condition items found defective during overhaul shall also be included in the firm fixed price. This will include a tear-down analysis during overhaul and inspection of the component or system to determine reason for failure." We interpret this as the Government requesting a single overhaul price, a single price for any repairs for each type engine regardless of the components that have to be replaced. Then in paragraph 1007 for Unscheduled Repairs, the RFP states all "on-condition" items found during overhaul belong in this CLIN and are priced as Over and Above.
When an overhaul is performed then various components are inspected and replaced only if they fail to meet OEM specifications.
These items are considered "on-condition" or Life Limited Parts because they are not required for each overhaul. In the case of the current Army FW engine fleet, it appears the majority of the engines are very high time which would require expensive life limited parts to be replaced and will cause a price range variation of an overhaul cost for the various engines in a fleet varying by as much as $500,000. Request removal of "on condition " items from CLIN X003 and CLIN X005 FFP. Y
CLIN's X005 have been revised to remove the inclusion of the on condition items in the FFP. On condition items found associated with CLIN X005 shall be submitted under CLIN's X006 and X007. CLIN X003 will remain unchanged.
Attachment 0024 Section L
L-27 3.3I 5 Attachment 0024 Section L27 states "The proposed teaming and subcontracting arrangements shall be identified and shall demonstrate the capability to provide engineering service support and reach back and FAA Part 145 compliance at contract award.
The proposal shall include all FAA Part 145 certifications with ratings and limitations and operation specifications including capabilities list."
Can the all FAA Part 145 certifications with ratings and limitations and operation specifications including capabilities list be included as an Appendix to Volume I and excluded from page count? Y
Yes. Attachment 0024, Section L-27.3.3.l has been revised.
Attachment 0024 Section L
L-27 3.3.III 12 Section L states; "Offerors shall submit all Government and/or commercial contracts for the prime offeror and each major subcontractor in performance or awarded during the past five years, from the issue date of this RFP, which are relevant to the efforts required by this solicitation. Relevant efforts are defined as services/efforts that are the same as or similar to the effort (as compared to NAICS code 488190) required by the RFP. Data concerning the offeror shall be provided first, followed by each proposed major subcontractor, in alphabetical order."
Request the government clarify the all as stated above. Is it the intent of the Government that the offeror exhibit their most recent and relevant contracts, as long as those presented meet the regency and relevancy requirements as stated, and can provide sufficient detail within the Prime (25 page limit) and Subcontractor (3 page limit each)?
**** if all means every relevant contract, then the number of contracts for a large company would exceed 25 (double that with major subcontractors) that would require inclusion in the Past Performance Volume, many of which are predecessors or follow-on efforts within an aerial ISR program; i.e., a family of contracts of near-identical scope and complexity that extend contractor support without change the nature of the work) all active within the last 5 years. Providing 25-30 write-ups would also force 25-30 requests for PPQs from customers, many of whom would be approached for multiple PPQs and could see this as cumbersome.
Y
Sections L & M have been revised to increase the page limitations for Past Performance from 25 to 50 total and the wording has been revised in section
3.3 III.
Attachment 0024 Section L
L-27 3.3.III 12-14 Section L states; "This volume shall not exceed 25 pages plus three pages for each major subcontractor (up to 5 subcontractors),excluding Past Performance Questionnaire Forms, and all letters."
Please clarify if page limit is simply for Section 2 - Performance. Y
Section L has been revised
72 Attachment 0025 Section M
M-6 1 3 The SEMP is not addressed in Section M. What are the evaluation factors/sub-factors for the SEMP? Y Section L has been revised
73 Attachment 0002 Attachment 0003
NA NA NA Will the SEMP be incorporated as a CDRL deliverable on the contract? Y Section L has been revised
SF33/RFP Section I I-168 182 Request the Government remove Clause 52.245-2
(Government Property Installation Operation Services) from the RFP requirement.
Y Clause 52.245-2 will be deleted from the
RFP.
III. Volume III - Past Performance Attachment 0024
5 14 The section states, "The offeror shall email to the Contracting Officer a list of all the POC's who were sent a questionnaire."
Please specify if the same listing is required to be included in the offeror's proposal. If so, please specify the volume or section.
N
No. The POC listing shall be emailed to the Contracting Officer and is not required to be included in the proposal.
Site Transition Attachment 0037
SEMA Contract Award Technical Data Interchange Contract Incremental Transition Kick Off Meeting FFIT Training
We assume that these activities are pre-transition activities and are not considered a part of or captured in the calculation for the performance incentive. Please confirm. Is this a correct assumption? If not, how should the offeror include these activities in their submitted IMS?
N
This is a correct assumption; however, these activities are part of the 90 day transition and should be considerd in the IMS. Incentive will be calculated IAW the plan.
Attachment 0037 N/A N/A The Governments transition schedule indicates that GFP will require transfer from the incumbents warehouses in Madison, MS and Ft Bliss, TX to a new location. This transfer of GFP will require a process of picking the GFP from the incumbent's warehouse shelve locations, inventorying, reviewing for condition and proper documentation, packing and preparation for shipment, and transportation to the new warehouse location.
Are the Transport and SEMA GFP items currently segregated? If not, how will the Government determine which GFP is Transport Program property and which GFP is SEMA Program property? N
1. No, as some of the parts are interchangable between the TA and SEMA aircraft. 2. The SEMA GFP items are currently listed in Attachments 0030 & 0031; these items will be segregated at the applicable warehouse prior to contract award.
Attachment 0050 CLIN X002 CLIN X002 includes scheduled overhaul of propeller and landing gear assemblies and is a Zero Flying Hour CLIN.
Are these overhauls to be based on calendar limits?
N
C-12 Landing Gear (Hydraulic and Mechanical) TBO Seven (7) years or 6000 cycles whichever occurs first.
C-12 Propeller overhauls are based on calendar or hourly limits.
Attachment 0050 CLIN X002 CLIN X002 includes scheduled overhaul of propeller and landing gear assemblies.
Will the repair of “on-condition” items found during these overhauls be captured in the O&A CLINS X006 and X007?
N No. Landing Gear and Propeller Overhauls are performed as a part of the CLIN X002.
PWS 3.4.3 7 PWS 3.4.3 states that the contractor will provide pilots “as required” at the direction of the PCO.
Should we assume that the customer will conduct all pilot flight operations required to support the PWS, and that any contractor flight operations would be captured in O&A
CLIN X008?
N
Yes. PWS indicates "as required". At the direction of the PCO the contractor may be required to support.
PWS Par 6.1 indicates this would be O&A action under CLIN X008.
PWS Attachment 0037 PWS 6.1 PWS Contingency Ops are listed as O&A in PWS 6.1. In the Transition Schedule, transition of aircraft in CENTCOM, AFRICOM, and SOUTHCOM is listed.
Is support of the transition of those aircraft to be bid as part of the Transition In CLIN or is that to be bid as part of O&A?
Y
The period of performance for the base period has been revised to reflect 9 months while the 3 month transition period has been revised to include pricing for the transition of all of the Beddown bases and full performance at those sites as each site is transitioned in accordance with the Transition plan during the initial 90 days after award.
This will allow a clear distinction between the transition period (first 90 days whether the site has been fully transitioned or not) and the full performance period of all sites (275 days) combined.
PWS Attachment 0035 PWS 6.1 PWS Contingency Ops are listed as O&A in PWS 6.1. Att 35 lists aircraft in deployed contingency operations.
Is it expected for the contractor to bid labor and travel support for these locations? If so will this bid be part of the evaluated cost? Will that cost be captured under CLIN X008 (O&A). Please clarify. N
(1) The contractor is not required to bid the O&A costs associated with contingency operations identified in Attachment 0035 at this time; (2) N/A;
(3) The costs will not be identified in CLIN X008 at this time and will be addressed each time a deployment is necessary
83 Attachment 0035 Spreadsheet is locked for editing Will the Government provide a password or an unlocked file? Y Attachment 0035 will be provided in an unlocked format.
Attachment 0052 CLIN 5005 CLIN 5005 lists 1** for EO-5C rental engine, but note at bottom says for 5 engine rentals. Same for MC-12S. CLIN 6005 has same issue.
Which is correct, 1 or 5?
Y
Zero Rental Engines required for EO- 5C/TO-5. The MC-12S rental engine requirement has been adjusted.
Attachment 0052 has been revised.
Attachment 0050 CLIN X002 If CLIN X002 is cost assuming zero flying hours, why does Att 50 have an area to put a per F/H cost in the spreadsheet?
Y Attachment 050 has been revised to remove the F/H cost.
RFP Section B How are CLINS X0017 (transition out) and X0018 (option to extend) evaluated as part of total evaluated price? Will all 9 times that they are bid be part of the total evaluated price?
N
Only the 9th option of each CLIN (X017 & X018) will be evaluated.
87 Appendix C shows at Ft. Bliss 8 RC-12X and 3 RO-6A but Att 35 (base year) shows 7 and 6.
Which is correct? Y Attachment 0007 was amended and now matches 0035
88 Appendix C shows at Korea 3 RO-6A and 8RC-12X but Att 35 (base year) shows 0 and 7.
Which is correct? Y Attachment 0007 was amended and now matches 0035
PWS 3.6.2 10 To comply with PWS 3.6.2 contractor will need type and amount of GFP that needs to be stored.
Will movement of that GFP to any of the BB locations be the government’s responsibility?
N
IAW 3.6.2 If directed by the PCO to move GFP away from the BB or the contractors storage facilities the cost will be covered as a cost-reimbursable O&A action under CLIN X008 O&A.
Movement of GFP between BB's, storage facilities, or other locations necessary to support day-to-day mission requirements is the contractors responsibility
Attachment 0030 and
Do Attachments 0030 and 0031 represent the full list of GFP that will need to be inventoried and accepted during transition? Can we get a list of the locations of each item in order to accurately bid transition?
N
(1) Yes (2) The Government cannot provide the GFP locations for each item. The GFP listings are all inclusive and many parts may be moved around to different locations between the proposal due date and contract award.
It is up to the contractors to propose how they will manage the GFP inventories based on the total aggregate of GFP identified.
