Transition & Base B1 Matrix WS

NA NA The PWS states that 'the current number of SEMA CDA aircraft supported is 80." Attachment 0035 indicates that 7 of these aircraft are deployed on contingency operations and are not included in the BASE Year CLIN 1001 FFP.

Please confirm that only 73 aircraft are to be included in the CLIN 1001 pricing effort for Base Effort in CLIN 1001. Where are standard non-contingency hours for the other 7 aircraft captured? N

All aircraft shall be included in CLIN 1001 pricing, during the base period. The 7 Model 300 contingency aircraft will be included in the CLIN 1001 price, any additional cost associated with the Deployed aircraft, shall be submitted as an Over and Above on CLIN 1008 Attachment 0035 has been revised to include these aircraft in the base period.

Attachment 0045 H Narrative

H-40 First and last

24 and 27 H-40 states "While deployed, contractor personnel will be authorized danger pay and post differential pay as defined in the Department of State Standardized Regulation (DSSR), and it shall be paid toward the base salary at the percentage authorized for the duration of travel and work assignment in the designated hostile area. Any overtime labor, services, parts and materials, provided in support of contingency or hostile deployment that are not included in CLIN X001, X002, X003, X005 shall be billed under CLIN X008." Additionally, the last sentence in H-40 states;

"Normal, routine labor cost associated with deployments shall not be charged under Over and Above."

Are all labor costs associated with the personnel utilized for the 7 aircraft deployed on contingency operations (consistent with previous question) to be captured in CLIN 1008?

N

The standard labor price for the BB maintenance of the Model 300 aircraft shall be included in CLIN 1001 and reflected on attachment 0035. Any additional cost associated with the Deployed aircraft, shall be submitted as an Over and Above on CLIN 1008

Attachment 0024 Section L

L-27 3.3II 10 Section H-40 states "Any overtime labor, services, parts and materials, provided in support of contingency or hostile deployment that are not included in CLIN X001, X002, X003, X005 shall be billed under CLIN X008." CLIN X008 is currently a Cost Reimbursable/No Fee CLIN. This does not provide the contractor the opportunity to apply fee to overtime labor and services that are provided for Contingency operations.

Will the government consider allowing fee on additional expenses required to support deployed operations?

Y

The standard labor price for the BB maintenance of the Model 300 aircraft shall be included in CLIN 1001 and reflected on attachment 0035. Any additional cost associated with the Deployed aircraft, shall be submitted as an Over and Above on CLIN 1008. Additional expenses required to support deployed operations will not include fee.

Attachment 0024 Section L

L-27 3.3.VI 19 Does the Government want Section B Supplies or Services and Prices/Costs table submitted with Volume IV with Section A -

SF33?

N

The offerors section B Supplies or services and Prices/Costs table should be included in Volumne II. Attachment 0024 L-27 3.3VI states that the offereor shall provide specific sections of the solicitation.

Table 2 12 PWS states that immediately at contract award the contractor shall conduct transition activities IAW its transition plan. Table 2 describes the percentage of performance incentive that can be earned per the number of days that the team completes the transition effort.

Please clarify when the Transition period begins for performance incentive calculations.

If transition begins on 9/28/2017 in accordance with the PWS and concludes at the earliest 12/8/2017 then that represents 71-day transition period and a maximum incentive of 67%. Is this correct? If not, please provide corrected formula.

Y

No. 100% of the transition incentive can be earned, if the contractor transitions 85% of the sites (Attachment 0026, page 12, REV I) IAW the transition schedule, Attachment 0037, REV I.

N/A N/A Bidding FFP ( CLIN 1001) Base support, with A/C quantity ( variable: 80 max ) and A/C type subject to change during the 1 year POP.

Please confirm B-1 Matrix (attachment 35 ) does include "variable work scope" for a Fixed Price effort.

N

No. Should a B1 matrix revision result in a change in aircraft type or location (not currently listed in attachment 0035) after contract award then a contract modification will be negotiated and executed.

N/A N/A N/A Interdependency / Concurrency issues There does not appear to be a contract process to address interdependency or concurrency issues involving the aircraft and the USG or third parties in a timely manner, specifically with regard to LCCS parts receipt during transition and sensor contractor(s) effect on mission capability. This is needed to mitigate potential risk to the Contractor’s performance. It is requested that the USG include special provisions, designated points of contact at each location, and process and procedures for communicating and documenting interdependency/concurrency issues concerning the aircraft.

N

There will be a COR/FW Tech Rep POC at each SEMA location for issues relative to interdepencies. If the issue is with aircraft maintenance or GFP, NRT relief is requested from the KTR to the COR, and NRT will be documented in FFIT.

Y

Revised attachment 024 Section L to exclude Table of Contents, Abbreviations & Acronym List, and List of Figures from the page count.

Attachment

Section L 2.3 Paragraph 2.3 includes a table that identifies six volumes of material for submittal and identifies “maximum pages” for Volumes one, three and four. Specifically, Volume one, Technical is limited to 250 pages maximum. Below the Table, there is an asterisk note that further explains the comprehensive plan is limited to 100 pages maximum, each of two scenarios is limited to 25 pages (50 pages combined for both scenarios) and the SEMP is limited to 100 pages, for a total maximum of 250 pages. Subsequent Section L-27 Paragraph 3.3 I Technical Volume describes the contents of the Technical Volume. Under the sub-heading Comprehensive Plan, which is limited to 100 pages, it appears offerors are directed to provide a SEMP within the Comprehensive Plan.

1. Since the SEMP appears to be included as the 4th major item (sub-paragraph) within the description of the Comprehensive Plan content, may offerors combine the Comprehensive Plan and SEMP into a document of no more than 200 total pages in aggregate for Volume 1? OR

2. Is the 100 page limit for the SEMP (sub-paragraph four) and the 100 page limit for the remaining elements of the Comprehensive Plan (Sub-Paragraphs one through three and five through eight) independent. Bidder is concerned that separation of the page count requirements to sub-sections of the plan (SEMP vs other elements) will limit the ability to describe all essential Life Cycle Services in a comprehensive manner and recommends that the page count for the entire Plan be 200 pages and distributed in the response as appropriate to each bidder’s offer.

Y

Attachment's 001 PWS, 024 Section L, and 025 Section M have been revised to adjust the SEMP evaluation criteria to better address the required elements however, the page counts for VOL I and the SEMP will not be adjusted.

Section L-

1. VI. Volume VI – Solicitations, Offer and Award Documents, and Certifications/Representations paragraph 1.0 states: “Each offeror shall complete (fill-in and signatures)the solicitation sections indicated below using the file (without modification to the file) provided with the solicitation. An authorized official of the firm shall sign the SF 33 and all certifications requiring original signature. An Acrobat PDF file shall be created to capture the signatures for submission.

• Section A – Standard Form 33 (SF 33), Solicitation, Offer and

• Section G – Contract Administration Data, and

• Section K – Representations, Certification and Other Statements of Offerors”

The section L paragraph (referenced above) requirement for Volume VI, requires proposal responses to include only three major sections of the contract provided in the RFP. Is this the government’s intent for this volume submittal or does proposal include return of the other contract sections similar to a “model contract” format for the submittal? Y

Attachment 0024 has been revised.
