The Maturity Factor is comprised of six defined levels, and within each level is defined characteristics of each level.
Therefore, the Government will assess the extent, completeness, and credibility of substantiating data for each characteristic within each Level when determining an overall adjectival rating. The Government will consider that the achievement of the maturity characteristics at higher Maturity Levels demonstrates a mature system design and an adequate understanding of the requirements and increases the probability that the Offeror will be able to successfully perform the contract. The Government will consider full or substantial achievement of the maturity characteristics in all Maturity levels to demonstrate exceptional maturity. The Government may consider achievement of higher maturity level characteristics without full or substantial achievement of lower level maturity characteristics as an indication of a lack of credibility and completeness of overall maturity, and thus devalue any proposed higher level maturity achievement. The assessment will be based on the proposal information submitted in response to Section L.4.2.1 and L.4.2.2. As information submitted in response to L.4.2.1 will require substantiating data to establish credibility, the Government's assessment will rely more heavily on the substantiating data submitted in response to L.4.2.2 than on the self-assessment submitted in response to L.4.2.1.

Non-recurring costs must be accounted for and may be amortized over the vehicle quantity buy. The recurring costs include the costs of material, labor, and other expenses incurred in the fabrication, checkout, and processing of parts, subassemblies, and major assemblies and subsystems needed for the final system. The manufacturing cost also includes recurring costs of subcontractors and purchased parts and equipment. The manufacturing cost further includes recurring costs of the efforts to integrate and assemble the various subassemblies into a working system, recurring costs to install special and general equipment, and recurring costs to paint and package the system for shipment to its acceptance destination. It also includes moves in order to assemble into a final system.
