The purpose of Amendment 0004 to Solicitation W52P1J-16-R-0134 is to complete the following:
1. Provide answers to the following questions that have been received by the U.S. Government:
Question 1 - A noted key supplier of the container takes exception to the Residue Test, 4.5.3 in MIL-DTL-32274. It is believed this has been historically acceptable to the U.S. Government. May we consider this information to be accurate? Please advise the contractor responsibility in this case.
Answer 1 - As an established supplier of containers, the Residue Test would not be required and the contractor is not responsible for this test.
Question 2 - A known source of the M10 Flake propellant takes exception to some of the lab requirements in MIL-P-63194A and configuration exceptions in MIL-G-155, along with exception to the ballistic testing cited in MIL-P-63194A. It is believed this has been historically acceptable to the U.S. Government. May we consider this information to be accurate? Please advise the contractor responsibility in this case.
Answer 2 - Exceptions to the lab requirements and configuration have been reviewed by the U.S. Government and granted in the past. However, these exceptions would need to be submitted formally and thoroughly evaluated by the U.S. Government after an award is made. With regard to the ballistic testing, no exceptions will be granted. Previously the contractor/supplier provided the propellant and the U.S. Government covered the cost of performing this test. However the responsibility is now being flowed down to the offerors and must be met. The ballistic requirements would not need to be met by the propellant supplier, but instead be completed by the offeror in conjunction with the Yuma Proving Ground as was directed in a previous Amendment to the solicitation.
Question 3 - A potential subcontractor has taken exception to the ballistic testing for the M38 propellant in MIL-DTL-32275 and
M47 propellant in DTL 14000003. It is believed this has been historically acceptable to the Government. May we consider this information to be accurate? Please advise the contractor responsibility in this case.
Answer 3 - With regard to the ballistic testing, no exceptions will be granted. Previously the contractor/supplier provided the propellant and the U.S. Government covered the cost of performing this test. However, the responsibility is now being flowed down to the offerors and must be met. The ballistic requirements would not need to be met by the propellant supplier, but instead be completed by the offeror in conjunction with Yuma Proving Ground as was directed in a previous Amendment to the solicitation.
Question 4 - L.4.1.2.2.2 states that "The offeror shall identify whether the Quality Management System is certified to, or compliant with Industry Standards such as ISO 9001:2008 or equivalent systems acceptable to the U.S. Government. The offeror shall provide proof of certification." Does the U.S. Government require a copy of the actual certificate or will the certification number and detail information be acceptable?
Answer 4 - It is preferable to submit a copy or image of the certificate, however, if a legible copy cannot be provided, the following information should be provided in its place:
i. Certificate Number
ii. Name and contact info for company who issued the certificate
iii. Issued Date
iv. Expiration Date
2. Revise the answer that was given for Question 2 in Amendment 0003's Section A narrative.
Question - Sections L and M of the solicitation require respondents to provide a detailed description of the manufacturing process and define the approach which clearly demonstrates that the minimum monthly delivery rate of 160,000 60mm, or 160,000
81mm, or 160,000 120mm Mortar Propelling Charges will be achieved. On the other hand, production deliveries in Section B of the solicitation speaks to delivery rates of up to 160,000 units per month for a single Contract Line Item Number (CLIN) Group, or
320,000 units per month if an offeror receives a contract for two or more CLIN Groups. Do respondents to the proposal, then, 2 3

Answer - Yes, offerors must describe the manufacturing process and define the approach which clearly demonstrates that the minimum monthly delivery rate of 320,000 units per month will be achieved for two or more CLIN Groups.
3. Extend the closing date for Solicitation W52P1J-16-R-0134 from July 21, 2017 at 4:00 PM Central Time to August 04, 2017 at 4:00
