F-35 Add/Alter B404 Q&A 4

Q10. Please confirm that the contractor is to provide the temporary facility trailers shown on G-011 for government use only.

The temporary facility trailers shown are G-011 are intended for Government use only.

Q11. Please confirm the temporary facility trailers shown on G-011 are required for the duration of this contract.

Yes, the temporary facility trailers will be required for the duration of the contract.

Q12. Specification 01 91 00.15 10 Total Building Commissioning indicates for multiple systems to be Commissioned, but does not indicate whether only new systems in the expansion need to be commissioned or if systems in the renovated and existing areas also need to be commissioned. Please provide clarity on which specific portions of each system must be commissioned or please confirm which complete systems must be commissioned.

Systems which are fully included in the construction project areas, and systems which incorporate the construction project areas while serving a greater area must both be commissioned. If a system does not serve a portion of the building being modified or added as part of this project, it does not have to be commissioned.

Q13. Keynote 4.134 on page A-121 states that All walls (existing and new) above the ceiling up to roof deck, provide a level 5 gyp finish and paint to match color below. Previous work at existing walls were left with a painted, level 1 finish. Remediate deficiencies at penetrations, gyp bd joints, and screws, and may require a complete skim coat. Please provide photos of these conditions in these areas so offerors can provide accurate pricing.

Q14. Note 4.022 /AD-101 calls for demo of intermediate concrete cap above complete – see structural. Please clarify, as this does not appear on structural.

Refer to detail 9/S-521 for Concrete Cap/Slab demolition at connection point of East wall.

Q15. Note 4.011 / AD101 calls for demo of former infill. Please clarify that this was infilled with CMU or metal studs and EIFS.

Construction is assumed to be consistent with the adjacent construction with metal stud infill, yet with an EIFS exterior face.

Q16. General Note 5 on AD-101 states that typical wall construction to be demolished is metal stud and gyp. board that extends to the existing structure. Due to no access to identify exiting conditions we cannot determine which existing walls are metal stud and drywall or masonry. Please clarify any locations of existing walls that are not metal studs and gyp.

As the note states all existing construction is considered metal stud and gyp, unless noted otherwise. In the specific demolition notes, for instance 4.014, it notes where CMU construction and demolition occur. For specific clarification, the two rooms constructed of CMU/Concrete construction are the future 123/125/126/130 shell space, and the area supporting and surrounding the concrete cap demolition at note 4.022.

Q17. Note 4.026 on AD-101 calls for salvage and reinstall of markerboards. This note appears twice and does not clarify location within rooms. Please confirm that there are only 2 marker boards that need to be removed and salvaged.

Marker boards are located on the plan north and west walls of each respective briefing room (four (4) boards in total).

Q18. For purposes of accurately bidding the demolition please provide as-builts of existing building.

As-Builts were used to develop the plans provided within the solicitation. The A-E that developed the solicited plans was the A-E that performed the design and construction inspection for the previous project.

Q19. General Note 11 on sheet AD-101 calls out specification section 028213 for type, quantity and location of hazardous materials to be removed. Spec Section 028213 does not appear in the specification please confirm that there are no hazardous materials.

The building’s hazardous materials were removed as part of a previously completed project.

Q20. Detail 6 on sheet A-301 shows a metal stud wall with detail 6/A-501 called out at the parapet cap. Detail 6/A-501 is a detail for a CMU wall. Please clarify what detail is to be used at the office addition with metal stud backup at the parapet.

Detail should reference 10/A-501.

Q21. Please clarify where detail 10 on sheet A-501 is to be used.

See response to question, “Detail 6 on sheet A-301 shows a metal stud wall with detail 6/A-501 called out at the parapet cap. Detail 6/A-501 is a detail for a CMU wall. Please clarify what detail is to be used at the office addition with metal stud backup at the parapet.”

Q22. Per spec section 05 12 00 Structural Steel, paragraph 1.3 AISC Quality Certification is required for the structural steel fabricator. Due to the small size of this project this qualification severely limits the number of AISC steel fabricators that are interested in bidding this project. Please consider removing the AISC Quality Certification for the structural steel fabricators.

We would like to maintain this requirement.

Q23. Per spec section 05 12 00 Structural Steel, paragraph 1.3 AISC Quality Certification is required for the structural steel erector. Due to the small size of this project this qualification severely limits the number of AISC steel erectors that are interested in bidding this project. Please consider removing the AISC Quality Certification for the structural steel erectors.

We would like to maintain this requirement.

Q24. Specification 07 27 26 1.8 Air Barrier Testing indicates that contractor shall perform air barrier testing in accordance with ASTM Requirements. Please confirm that air barrier testing only applies to new building portions of this project and that the existing building does not need to meet ASTM requirements.

Correct. Testing only applies to newly constructed walls as part of this project.

Q25. Spec 21 13 13.00 10 2.7 lists both concealed and recessed sprinkler heads, however the drawings do not show where each type will be used. Please clarify.

Provide conceal type sprinklers in finished occupied areas such as offices, corridors and conference rooms. Recessed sprinklers may be utilized for unoccupied areas such as the server rooms.

Q26. According to the FP drawings secure vestibule (103), MXD brief (104), Comm/Computer storage (107), ISSO/ISSM office (106), and classroom (110) are indicated as existing to remain. Can we assume all penetrations through security walls are adequate and will remain as installed? :

Current penetrations have been certified to meet the requirements and may remain as installed. Above ceiling retrofitting work for improved inspect-ability is part of this work, but not under the purview of FP and their penetrations.

Q27. Specification 23 05 93 Testing, Adjusting, and Balancing for HVAC do not indicate whether the entire building's HVAC must be Tested, Adjusted, and Balanced or only if renovated and addition areas must be. Please confirm.

Systems which are fully included in the construction project areas, and systems which incorporate the construction project areas while serving a greater area must both have testing, adjusting, and balancing completed for the system. If a system does not serve a portion of the building being modified or added as part of this project, it does not have to be done for that system.

Q28. Has coordination and procurement of new transformer been initiated by the Government and secondary service as this is a critical component to the project schedule for the NE addition. 3 Michael Beeler e-Mail: MBeeler@mge.com, Office: 608-252-7087, at Madison Gas & Electric (MG&E) is aware of the work that needs to occur for this project. The contractor is to coordinate when work is to be completed. MG&E will furnish and install all infrastructure and perform work at no cost to the contractor up to the meter socket on the building.

Q29. Are there any existing secure area computers or servers with critical power needs that will require a generator during power switch over?

Q30. Please confirm that specification 01 35 26 1.6.1.1.1 Additional Site Safety and Health Officer Requirements and Duties meets the criteria stated in Proposal Volume Contents 4.1.2.2.1.

Proposal Volume Contents 4.1.2.2.1 takes precedence over specification section 01 35 26 1.6.1.1.1; however, both are regarded as contract documents. Contradictions should be brought to the attention of the Contracting Officer (KO).

Q31. Specification 08 33 23 Overhead Coiling Doors is indicated in the specification and no overhead coiling doors are shown on plans. Please confirm that there will be no overhead coiling doors.

There are no coiling overhead doors, and this specification shall be omitted.

Q32. Please clarify if monitors on sheet A-901 at D3 desks will be wall mounted or sitting on the desk. D3 monitor arms shown are intended to mount to the desk and not the wall.

Q33. Door schedule calls for frame type F3 on openings 112, 114, 125A, and 175, but does not show visually on Sheet A-101. Please clarify if these are to be frame type F3.

Frame type for 112, 114, 125A, and 175 should be modified to supply an F1 frame type.

Q34. Please identify the concrete slab thickness adjacent to the new addition on the north east side of building as shown on sheet C-101.

See C-102 (Jointing Plan) instead of C-101. C-102 calls out to reference the C-503 details where detail #12 calls out in the joint notes the slab thickness “T” as being 11”.

Q35. Specification 03 30 00 2.3.3.1 d. requests ASTM C1293 data. This test takes one year to perform. Please consider ASTM C1567 results as this is typically required by WISDOT to qualify local aggregates.

Revise Specification 03 30 00 2.3.3.1.d to read:

“Submit types, pit or quarry locations, producers' names, aggregate supplier statement of compliance with ASTM C33. Additionally, submit alkali-silica reaction results that comply with either of the following: (1) Expansion Result of Aggregate: Not more than 0.04 percent at one-year when tested in accordance with ASTM C1293 or (2) Expansion Results of Aggregate and Cementitious Materials in Combination: Not more than 0.10 percent at an age of 16 days when tested in accordance with ASTM C1567.”

Q36. (Question and Answer 02, Q6): During the pre-proposal conference, Offerers were not able to view the existing conditions. Please provide photos of existing conditions in areas of interior renovation.

See attached photos.

Q37. Interested in the existing fire alarm system, access control system, security system and CCTV system. From the specifications for this project, the existing manufacturers are not listed and just hoped that you could shed some light on this.

Due to the somewhat sensitive nature of these systems, I will provide the manufacturer’s but won’t get into details until a contractor is selected.

Fire Alarm System: SimplexGrinnell fire alarm control panel modules with Monaco BT-XM communication interface HVAC/ACS Systems: Andover Continuum Building Automation by Schneider Electric is the sole-source Secure Access Control/CCTV System: ADVANTOR Systems is the sole-source Electricity Metering: Schneider Electric Q38. On T-404/2 it shows server racks. Are the server racks by others to furnish and install?

The contractor is to install the sever racks and associated infrastructure. Server equipment to be installed by others.

Q39. Please provide clarification on T-501/4. What is ACMI & VTC?

Air Combat Maneuvering Instrumentation,(ACMI) and Video Telecommunication Capability (VTC) have similar cabling to the others on their respective data plates.

Q40. On E-601 fixture type D1 in the luminaire schedule calls it out as same as “D” except lumen output. There is no type “D”. Can you please see if you can get clarification on this?

Type D was not used on the project. Change the fixture description for fixture type D1 as follows: 6" DIAMETER DOWNLIGHT WITH SOFT SATIN GLOW, CLEAR REFLECTOR FINISH; WHITE FLANGE FINISH; 70 DEGREE BEAM ANGLE.
