SIMPLIFIED ACQUISITION PROCEDURES (SAP}
SINGLE SOURCE DETERMINATION FOR ACQUISITIONS NOT EXCEEDING THE SIMPLIFIED ACQUISITION THRESHOLD AS DEFINED IN
FAR 2.101
SOLICITATIONS MAY BE LIMITED TO ONE SOURCE ONLY IF THE CONTRACTING OFFICER (within its warrant authority} DETERMINES THAT ONLY ONE SOURCE IS AVAILABLE IAW FAR 13.106-1(b} THIS DETERMINATION SHALL BE SUPPORTED WITH FULL JUSTIFICATION FOR SINGLE SOURCE FROM THE CUSTOMER. THE CUSTOMER SHALL PROVIDE THE FOLLOWING INFORMATION:

DESCRIPTION OF SUPPLIES OR SERVICES REQUIRED AND THE INTENDED USE:
The installation uses Advantor Systems to provide a comprehensive security system with sensors and controls that span the entirety of the base and ties into an Advantor hub at the Base Defense Operations Center (BDOC). For this project, Advantor will provide the access control, intrusion detection, and video surveillance equipment as the security system for B404 Squadron Operations.
UNIQUE CHARACTERISTICS THAT LIMIT AVAILABILITY TO ONLY ONE SOURCE, WITH THE REASON NO OTHER SUPPLIES OR
SERVICES CAN BE USED:
The 115FW currently employs Advantor Security Systems equipment and systems for our security alarm system in buildings of secure and mission critical nature. The overall system incorporates a central reporting station that is located at base security with transceivers located in every building on base and communicates back to the central reporting station. Advantor equipment/systems are proprietary in nature and no other manufacturer's equivalent products can communicate and support the Advantor system currently employed at this installation. To install another manufacturer's equipment/systems would require substantial duplication of cost to the government not expected to be recovered through completion, resulting in unacceptable delays in fulfilling the agency's requirements. Also, this intrusion detection system is critical to the success of securing flight operation missions as it is used as a force multiplier as it is in operation 24-hrs-a-day, 7-days-a-week.
REASON THAT SUGGESTED SOURCE IS THE ONLY SOURCE WHICH CAN PROVIDE THE SUPPLIES OR SERVICES AND DETAILED
DESCRIPTION OF MARKET RESEARCH PERFORMED:
Many other ANG installations have Advantor equipment and systems in use for the same purposes. As stated above, to install another manufacturer's equipment/systems would require substantial duplication of cost to the Government not expected to be recovered through competition resulting in unacceptable delays in fulfilling the agency's requirements. It is customary industry practice for manufacturers to limit proprietary information to technicians who have been properly trained and certified on how to install, maintain, repair, and integrate their equipment and systems.
EXPLAIN WHY AN ADEQUATE PURCHASE DESCRIPTION OR OTHER INFORMATION SUITABLE TO SOLICIT BY FULL AND OPEN
COMPETITION HAS NOT BEEN DEVELOPED OR IS NOT AVAILABLE:
Advantor Security Systems and items are already in place at the installation, and in this instance no other manufacturer's systems or items will communicate and work with the current system. The cost to convert a new system is not reasonable compared to the cost to maintain parts of the current system.
PROVIDE A STATEMENT OF ACTIONS, IF ANY, THE GOVERNMENT MAY TAKE TO REMOVE OR OVERCOME ANY BARRIERS TO
COMPETITION BEFORE FUTURE ACQUISITIONS ARE REQUIRED:
The Government will continue to seek out vendors proposing cost-effective solutions that meet the Government's needs. Additionally, we will continue to conduct market research to find equipment/systems that are not proprietary in nature.
