SOLICITATION W50S6Y-24-B-0002 Repair Hanger B1001 (MTX) Set 04 Q&A

03 April 2024 Advantor’s design RFIs:

1. Where else can Advantor put Panel Enclosures besides Rooms 117A & 168 (Com Rooms)?

Otherwise, there will be a large amount of wiring that will need conveyance to these Rooms and the exisng conduit may not be of adequate size. (Example, each Card Reader is a 22/6 cable, each HSS is a 22/6 cable, ML and ES are 18/2) A-E Response: All Conduits for security shall be new. No exisng conduit shall be used. Conduit sizing shall be done per NEC. Wiring from each door must be done using combo cable as indicated in drawings T-205, T-206, and T-393. Per informaon provided by Advantor, each Access control panel should support four doors. The General Contractor may suggest a variaon once under contract, and A-E will evaluate. Bid as shown in drawings and specificaon.

2. Is there a requirement for IVA (Immediate visual assessment) for the LOD protecng the aircra? If so, the exisng CCTV does not provide the required needs, cameras will have to be added.

A-E Response: The Government Security Force to confirm if IVA is required for the LOD. Also, refer to the new camera locaons in sheets TY-101, TY-102, and TY-104. The design does not rely on any exisng cameras in the Hangar Bay.

3. Will Push Bars (Door ACS) be preinstalled and have a e-in provided for Advantor to connect?

A-E Response: Contractor means and methods. Advantor to coordinate with the General Contractor.

4. Area A Door 113B just has an ES and no CR on the design, yet it has a symbol C that specifies a CR entry. Is there a CR on this door or is it just an Emergency Exit Door?

A-E Response: Door 113B is an Emergency Exit Door only. A revision for TY-101 will be provided in a forthcoming Amendment.

5. Is IDS required in any of the other offices or entry ways besides the Hangar Bay Area?

A-E Response: IDS only required in Hangar Area as shown in drawings.

General Quesons

6. Please reference drawing G-103 phasing plan. I believe there will be a big issue with this plan as far ac demo, and compleon of phase 1 areas.

Phase #1 Which is on both ends of the building has new panelboards, busways, panel feeders, cable tray and systems in each of these. The problem is these feeders, and busway start out of room 148 which is in phase 3. Also, the cable trays and systems start out of the main It room.

There is no way to complete phase 1 without disturbing phases 2 and 3 so please explain how we are to demo, and finish phase #1, when everything starts from the beginning in phase 2 and

3. I’m sure this is also affecng other trades as well

A-E Response: The three phases need to be completed in order. When work in other phase areas of the building must occur in order to complete the phase currently being worked on, the Contractor shall coordinate access with the Government. Specificaon 01 14 00, para. 1.2.b details the requirements for detailing the Contractors inial plan for construcon phasing by subming a Construcon Phasing Plan which shall also detail areas where temporary work access will be necessary to account for the access concerns menoned in the queson above.

The Government will review and approve the plan and coordinate Contractor access when needed as construcon progresses. Proposed variaons to the phasing plan shown on Sheet G- 103 and will be considered by the Government during the pre-construcon submital phase.

Note. Paragraph 1.2.b also menons areas not currently turned over to the contractor shall remain in operaon. “In operaon” includes power, HVAC, water/sanitary and telecommunicaons services. Provide temporary services if the main building systems service must be isolated from the affected area. Ulity cutovers and temporary access to other phase areas shall be requested from the Government for approval NET 15 days prior (Ref. para.1.2.c and 1.3.5). Off-regular hours work for certain tasks may be scheduled with the Government.

Addional provisions for working around occupied areas are in paragraph 1.3.4.

7. One other major queson regarding drawing E-007 riser. It calls for us to add one new conduit and wire from each new 1500 KVA transformer to each of the exisng main switchboards. Since these exisng switchboards are located approximately 30’ inside the building and I assume fed underground, how are we to maintain equal consistency with wires? Do the floors need to be dug up and equipment removed, or can this be ran underground up to the building and then overhead through the exisng building to the switchboards?

A-E Response: During demolion protect exisng transformer secondary cables. Megger test exisng cables prior to re-terminang at new transformers. Report results to engineer.

Reterminate exisng cables at new transformers and adjust circuit breaker trip sengs to 1550 amps. Drawings will be revised to reflect in a forthcoming Amendment.

8. P-110A shows a new High Pressure Nitrogen Gas Drop being installed. However there doesn’t seem to be anything within plans or specificaons addressing what type of piping required, fings or how this line will need to terminate within the wheel & Tire Shop. Please provide this informaon required for pricing.

A-E Response: Nitrogen Pressure Drop is for res per the FRD. Refer to updated Specificaon 22 00 00 for piping and fings in forthcoming Amendment.

9. Per secon 1.3.5.4 of spec secon 09 67 23.15 and .16 it required the prep and coang applicaon must be cerfied to SSPC QP8. Only 7 or 8 companies in the naon have this cerficaon and 2-3 only do steel work. We can provide cerficaons from the manufacturer for installaon and knowledge/pracces of proper prep of substrate. With this being said, will this cerficaon be required?

A-E Response: Refer to prior RFI response Set 03 Q#9 & 10

10. In hangar 101, 102 on the RCP the structure states to be EXP. On the finish schedule shows no work to be done, but on the finish legend EXP shall receive Dryfall paint. Please advise?

A-E Response: Refer to revised sheet I-601, Finish schedule in a forthcoming Amendment. Areas noted with EXP for Ceiling in the schedule shall receive EXP finish as called out in the Finish Legend.

11. Page A-132-A, the RCP, shows a one-hour sha wall ceiling, buted up to the mezzanine 10” joists. This is at +/- 8’AFF. In the past, a system such as this required smoke/fire dampers and special sleeves on conduits and pipes. Queson--- Will the sha wall be the finished ceiling?

What type of access will the other trades have?

A-E Response: Fire dampers, and fire rated pipe sleeves and conduits are to be provided for any penetraons through sha wall ceiling system. Refer to MEP drawings for these condions.

The underside of the sha wall ceiling type B2 is intended to serve as the finished ceiling for rooms 103, 108, 111, 112, and 113a.

12. As shown on drawings E-010, E-011, E-012, E-013, are the 400 Hz 150A receptacles needing to be Class 1 Division 2?

A-E Response: As currently shown these are not required to be Class 1 Division 2.

13. Will there be a FOD walk each day throughout the duraon of the project?

Gov Response: Refer to Sec 01000, Item 20, Cleanup/Disposal of debris & Fill of SF1442, the Contractor shall keep the site clean.

14. As shown on drawing E-005, the class1 division 2 will be in the area up to 18” above the floor and within 5’ around each plane, but will the areas outside these be unclassified or be specified as something else?

A-E Response: Refer to sheet E-005 and applicable codes and standards including but not limited to the UFC’s and NEC. Sheet E-005 tags adjacent spaces with applicable hazardous classificaon rangs.

15. As far as lis in the hangars, will there be any restricons on what type of lis will be allowed? (type and fuel) Gov Response: Eco friendly preferred, Electric/Propane, No other restrictions.

16. The exisng bird neng in the hangar areas, will this be removed prior to work be completed in the areas or will we be working around these?

A-E Response: Refer to keynote D38 on demo RCP’s: Temporarily remove exisng bird neng for installaon of new fan.

17. The conduits feeding the 800A buss ducts and the power converter associated with the 400 Hz system, will this be required to be ran in aluminum conduit or will steel conduit suffice?

A-E Response: Ulize rigid aluminum conduits for these applicaons.

18. Is there any specific badging/training that will be needed and if so, what would be the cost/ hours needed to get the badging completed?

KO Response: Form 2 is required for Base access, follow those instructions. Follow Sec 00700 and 01000 for any training requirements. No cost to submit Form 2s

19. Will there be a specific onsite storage area/staging area where we will be able to park a storage Conex?

Gov Response: see response to Q2 of Q&A set 4 for response.

20. Is this project apart of the Buy American Act?

Gov Response: NO on City permits, inspection.

Yes, on Government like Burn permits, dig, etc.

22. On sheet S-101A, S6 can you please provide the height off the new CMU paron wall or an elevaon.

A-E Response: See arch. for paron type and height (Sheets A-110A and A-005)

23. Reference specificaon secon 09672315 Fuel Resisve Resinous Flooring 3 Coat System, paragraph 1.3.5.4 Qualificaons of Coang Contractors. Queson: May installer NACE cerficaon be acceptable in lieu of the installer SSPC QP8 and SSPC QS1 cerficaon?

24. Reference specificaon secon 09672315 Fuel Resisve Resinous Flooring 3 Coat System, paragraph 1.3.5.3 Qualificaons of QC Specialist Coang Inspector. Queson: May 3rd party NACE inspecon be acceptable in lieu of SSPC QP5 inspector cerficaon.

25. Please provide location & pictures of the Notifier Fire Alarm Control Panel Gov Response: See atached pictures A-E Response: See FA101D and Specificaons for exisng panel manufacture and locaons.

26. Please provide location & pictures of the Voice Control Panel (similar to a Notifier DVC)

Gov Response: See atached pictures A-E Response: See above- Comment #25

27. Specificaons and scope of work calls for a phased replacement of exisng convenonal fire alarm in 1st floor only to a new code compliant addressable system and connect exisng devises on 2nd floor to the new system. The exisng fire alarm is integrated in all phased areas and work will have to be done in 1 phase, covering all areas. With a new system, we recommend that all devices, including the 2nd floor, is replaced to ensure warranty and UL lisng combability.

MCS recommends a new Nofier panel with voice evacuaon noficaon and a base specified transceiver for bass wide communicaon to be installed using a “Hot swap” method to reduce any fire alarm downme. The system will be installed in 1 phase only and cover all areas.

A-E Response: Bid as shown on drawings and specificaons.

28. Please clarify the quantities of 12 strand OM4 cables as noted on the riser drawing. 4X12F- Is this 4 OM4 fiber optic cables? Also there is a 5X12F. Should we assume there is 4 OM4 MM and 5 OM4 MM fiber routing from the 1st floor comm rooms to the 2nd floor comm room?

A-E Response: 4X12F = 4 OM4 cables. 12 Strand Mulmode Fiber is equivalent to one OM4 Cable. (Each cable should have 12 strands)

29. Are all existing block wall penetrations at removed ductwork required to be infilled as per detail

A1/S-401 (note they can only be identified on drawing MD110a, MD110b, MD110c, and MD110d)?

Gov Response: Refer to Q&A set 03 #2

36. Are internal areas required to be isolated for dust control?

Gov Response: Yes, occupied areas.

37. The hazardous materials report does not indicate the presence of cadmium and chromium;

however, plans are required to address these contaminaons. Is addional tesng during the PoP required?

A-E Response: See response to Set 1 Q3.

38. Pb based paint was noted as probable, but none specifically idenfied within the provided environmental assessment report; are we required to perform a more detailed report upon mobilizaon to ascertain specific locaons and thereby removal be interpreted as ‘unforeseen’ and be facilitated via contract modificaon?

A-E Response: Refer to Hazardous Materials report for what area(s) were determined to be posive for lead. Comply with requirements in Specificaon 02 83 00 and refer to sheet notes in Sheet AD-101A thru AD-101D.
