SOLICITATION W50S6Y-24-B-0002 Repair Hanger B1001 (MTX) Set 05 Q&A 10 April 2024

1. Please reference drawing G-103 phasing plan. I believe there will be a big issue with this plan as far ac demo, and completion of phase 1 areas.

Phase #1 Which is on both ends of the building has new panelboards, busways, panel feeders, cable tray and systems in each of these. The problem is these feeders, and busway start out of room 148 which is in phase 3. Also, the cable trays and systems start out of the main It room.

There is no way to complete phase 1 without disturbing phases 2 and 3 so please explain how we are to demo, and finish phase #1, when everything starts from the beginning in phase 2 and 3. I’m sure this is also affecting other trades as well

Response A-E Response: The three phases need to be completed in order. When work in other phase areas of the building must occur in order to complete the phase currently being worked on, the Contractor shall coordinate access with the Government. Specification 01 14 00, para. 1.2.b details the requirements for detailing the Contractors initial plan for construction phasing by submitting a Construction Phasing Plan which shall also detail areas where temporary work access will be necessary to account for the access concerns mentioned in the question above. The Government will review and approve the plan and coordinate Contractor access when needed as construction progresses. Proposed variations to the phasing plan shown on Sheet G-103 and will be considered by the Government during the pre-construction submittal phase. Note. Paragraph 1.2.b also mentions areas not currently turned over to the contractor shall remain in operation. “In operation” includes power, HVAC, water/sanitary and telecommunications services. Provide temporary services if the main building systems service must be isolated from the affected area. Utility cutovers and temporary access to other phase areas shall be requested from the Government for approval NET 15 days prior (Ref. para.1.2.c and 1.3.5). Off-regular hours work for certain tasks may be scheduled with the Government. Additional provisions for working around occupied areas are in paragraph 1.3.4.

1. One other major question regarding drawing E-007 riser. It calls for us to add one new conduit and wire from each new 1500 KVA transformer to each of the existing main switchboards. Since these existing switchboards are located approximately 30’ inside the building and I assume fed underground, how are we to maintain equal consistency with wires? Do the floors need to be dug up and equipment removed, or can this be ran underground up to the building and then overhead through the existing building to the switchboards?

Response:

A-E Response: During demolition protect existing transformer secondary cables. Megger test existing cables prior to re-terminating at new transformers. Report results to engineer. Reterminate existing cables at new transformers and adjust circuit breaker trip settings to 1550 amps. Drawings will be revised to reflect in a forthcoming Amendment.

1. P-110A shows a new High Pressure Nitrogen Gas Drop being installed. However there doesn’t seem to be anything within plans or specifications addressing what type of piping required, fittings or how this line will need to terminate within the wheel & Tire Shop. Please provide this information required for pricing.

Response:

A-E Response: Nitrogen Pressure Drop is for tires per the FRD. Clarification from the government on termination type is required. Refer to updated Specification 22 00 00 for piping and fittings in forthcoming Amendment.

1. Per section 1.3.5.4 of spec section 09 67 23.15 and .16 it required the prep and coating application must be certified to SSPC QP8. Only 7 or 8 companies in the nation have this certification and 2-3 only do steel work. We can provide certifications from the manufacturer for installation and knowledge/practices of proper prep of substrate. With this being said, will this certification be required?

Response:

A-E Response: Refer to prior RFI response Set 04 Q#9 & 10

1. In hangar 101, 102 on the RCP the structure states to be EXP. On the finish schedule shows no work to be done, but on the finish legend EXP shall receive Dryfall paint. Please advise?

Response:

A-E Response: Refer to revised sheet I-601, Finish schedule in a forthcoming Amendment. Areas noted with EXP for Ceiling in the schedule shall receive EXP finish as called out in the Finish Legend.

1. Page A-132-A, the RCP, shows a one-hour shaft wall ceiling, butted up to the mezzanine 10” joists. This is at +/- 8’AFF. In the past, a system such as this required smoke/fire dampers and special sleeves on conduits and pipes. Question--- Will the shaft wall be the finished ceiling? What type of access will the other trades have?

Response:

A-E Response: Fire dampers, and fire rated pipe sleeves and conduits are to be provided for any penetrations through shaft wall ceiling system. Refer to MEP drawings for these conditions.

The underside of the shaft wall ceiling type B2 is intended to serve as the finished ceiling for rooms 103, 108, 111, 112, and 113a.

1. As shown on drawings E-010, E-011, E-012, E-013, are the 400 Hz 150A receptacles needing to be Class 1 Division 2?

Response:

A-E Response: As currently shown these are not required to be Class 1 Division 2.

1. Will there be a FOD walk each day throughout the duration of the project?

Gov Response: There will not be any scheduled FOD walks between the months of Oct 24 - Feb 25, other than the below dates, there will be a FOD walk and FOD check on vehicles prior to crossing the flightline fence.

1. As shown on drawing E-005, the class1 division 2 will be in the area up to 18” above the floor and within 5’ around each plane, but will the areas outside these be unclassified or be specified as something else?

Response:

A-E Response: Refer to sheet E-005 and applicable codes and standards including but not limited to the UFC’s and NEC. Sheet E-005 tags adjacent spaces with applicable hazardous classification ratings.

1. As far as lifts in the hangars, will there be any restrictions on what type of lifts will be allowed? (type and fuel)

Gov Response: The contractor can operate either gas powered or battery powered lifts. When operating a gas powered lift, the hangar bay doors shall be opened. If the hangar bay doors must be closed, operation of the gas powered lift shall cease.

1. The existing bird netting in the hangar areas, will this be removed prior to work be completed in the areas or will we be working around these?

Response:

A-E Response: Refer to keynote D38 on demo RCP’s: Temporarily remove existing bird netting for installation of new fan.

1. The conduits feeding the 800A buss ducts and the power converter associated with the 400 Hz system, will this be required to be ran in aluminum conduit or will steel conduit suffice?

Response:

A-E Response: Utilize rigid aluminum conduits for these applications.

1. Is there any specific badging/training that will be needed and if so, what would be the cost/ hours needed to get the badging completed?

KO Response: Form 2 is required for Base access, follow those instructions. Follow Sec 00700 and 01000 for any training requirements.

1. Will there be a specific onsite storage area/staging area where we will be able to park a storage Conex?

Gov Response: see response to Q2 of Q&A set 4 for response.

1. Is this project apart of the Buy American Act?

Gov Response: No, see Solicitation Clause in reference to Buy American, Restriction on Foreign purchase and Supply chain order (not all inclusive)

1. Will this project require city permits/inspections, or will they be conducted and recorded in house?

Gov Response: NO on City permits, inspection.

Yes, on Government like Burn permits, dig, etc.

1. On sheet S-101A, S6 can you please provide the height off the new CMU partition wall or an elevation.

Response:

A-E Response: See arch. for partition type and height (Sheets A-110A and A-005)

1. Reference specification section 09672315 Fuel Resistive Resinous Flooring 3 Coat System, paragraph 1.3.5.4 Qualifications of Coating Contractors. Question: May installer NACE certification be acceptable in lieu of the installer SSPC QP8 and SSPC QS1 certification?

Response:

A-E Response: Refer to prior RFI response Set 04 Q#9 & 10

1. Reference specification section 09672315 Fuel Resistive Resinous Flooring 3 Coat System, paragraph 1.3.5.3 Qualifications of QC Specialist Coating Inspector. Question: May 3rd party NACE inspection be acceptable in lieu of SSPC QP5 inspector certification.

Response:

A-E Response: Refer to prior RFI response Set 04 Q#9 & 10

1. Please provide location & pictures of the Notifier Fire Alarm Control Panel

Response: See attached pictures A-E Response: See FA101D and Specifications for existing panel manufacture and locations.

1. Please provide location & pictures of the Voice Control Panel (similar to a Notifier DVC) Response: See attached pictures A-E Response: See Q&A Set #5- Comment #20

1. Specifications and scope of work calls for a phased replacement of existing conventional fire alarm in 1st floor only to a new code compliant addressable system and connect existing devises on 2nd floor to the new system. The existing fire alarm is integrated in all phased areas and work will have to be done in 1 phase, covering all areas. With a new system, we recommend that all devices, including the 2nd floor, is replaced to ensure warranty and UL listing combability.

MCS recommends a new Notifier panel with voice evacuation notification and a base specified transceiver for bass wide communication to be installed using a “Hot swap” method to reduce any fire alarm downtime. The system will be installed in 1 phase only and cover all areas.

Response:

A-E Response: Bid as shown on drawings and specifications.

1. Please clarify the quantities of 12 strand OM4 cables as noted on the riser drawing. 4X12F- Is this 4 OM4 fiber optic cables? Also there is a 5X12F. Should we assume there is 4 OM4 MM and 5 OM4 MM fiber routing from the 1st floor comm rooms to the 2nd floor comm room?

Response:

A-E Response: 4X12F = 4 OM4 cables. 12 Strand Multimode Fiber is equivalent to one OM4 Cable. (Each cable should have 12 strands)

1. Are all existing block wall penetrations at removed ductwork required to be infilled as per detail A1/S-401 (note they can only be identified on drawing MD110a, MD110b, MD110c, and MD110d)?

Response:

A-E Response: Yes, all penetrations at removed ductwork (that isn’t being reused or modified) will need to be infilled. Refer to forthcoming Amendment structural sheets where this is addressed.

1. Please confirm if the Type E Curtain Wall Entrance within the is project, is required to be Impact?

Response:

A-E Response: Yes.

Response:

A-E Response: Government to Respond. Recommended response: All of Phase 1.

1. Will the hangar be operational or occupied during any portion of the Period of Performance?

Response: See government response to 30.

1. Will the KTR have space available within the facility for an office? It is understood that this office may need to relocate based on the phasing.

Response: The government is not opposed to allowing the contractor to use a space as an office, within the area that the contractor is renovating. Once the phase is complete and turned over to the government, the contractor shall move the office to the following renovation space.

1. Will the hangar be available to use as a staging area for various materials, etc.?

Response: See government response to 30.

1. Is/Are there particular areas for laydown, equipment storage etc. outside?

Response: : During phases I and II the contractor shall have half of the south maintenance bay and during phase III the contractor shall have half of the north maintenance bay for storing equipment, and material. The contractor shall also have the space depicted on the below image, enclosed on the red box. If the contractor requires additional space for laydown, the government will find additional space on base for material and equipment laydown.

1. Are internal areas required to be isolated for dust control?

Response: No. Based on the project phasing, the contractor will not be co-located with government occupied spaces.

1. The hazardous materials report does not indicate the presence of cadmium and chromium; however, plans are required to address these contaminations. Is additional testing during the PoP required?

A-E Response: See response to Set 1 Q3.

1. Pb based paint was noted as probable, but none specifically identified within the provided environmental assessment report; are we required to perform a more detailed report upon mobilization to ascertain specific locations and thereby removal be interpreted as ‘unforeseen’ and be facilitated via contract modification?

Response:

A-E Response: Refer to Hazardous Materials report for what area(s) were determined to be positive for lead. Comply with requirements in Specification 02 83 00 and refer to sheet notes in Sheet AD-101A thru AD-101D.
